This project has provided a means to valorise the technical achievements of the CCT
power generation RD&D activities arising from the ECSC and RFCS coal utilisation pro-
grammes. The focus has been on promotion and dissemination of such results to major
coal-using Member States that have recently joined the European Union, namely Poland,
the Czech Republic and Romania. A comprehensive review of the scope and achieve-
ments of the ECSC and RFCS projects on coal-fired power generation RD&D has been
prepared and posted on the IEACCC website. This document has been translated by
the partners in the three designated States and disseminated to their respective national
stakeholders. Workshops have been held successfully in each country to promote the
findings of the review and to determine their respective primary interests in future RD&D.
The attendees have included representatives of major power plant operators, equipment
manufacturers and developers, research institutes and universities. Very positive feed-
back was received from those stakeholders. The project has been completed with the
circulation of the report and associated information to comparable stakeholders in the
EU-15 countries and other newer members of the European Union via various networks
and associations.

SUMMARY
This project provided a valorisation of the technical achievements of the CCT power generation
R, D&D activities arising from the ECSC and RFCS coal utilisation programmes. The focus was on
promotion and dissemination of such results to major coal using nation states that have recentl joined the
European !nion, namel "oland, the C#ech Repu$lic and Romania. %t was implemented $ %E& Coal
Research 'td through the %E& Clean Coal Centre (%E&CCC), !*, "olitechni+a Slas+a (%TT), "oland,

The approach adopted was to:
Disseminate the scope and achievements of the ECSC and RFCS projects on coal.fired power
generation R, D&D
"romote to the three designated states the ongoing R, D&D activities of the RFCS programme in the
area of coal.fired power generation, including the rationale of its strategic priorities and its mode of
operation.
Encourage a more informed cooperation $etween the R, D&D organisations within the E!./0 and
these designated states to aid $etter, more focused, future proposals to the RFCS.
%E&CCC implemented a comprehensive review of the past ECSC and e1isting RFCS projects on coal fired
power generation, including the aims and o$jectives, scope of wor+, +e results and $enefits arising, plus
contact details of the principal researchers. &s set out in the project contractual terms of reference, the focus
was on the com$ustion and gasification part of the programme, covering efficienc and environmental
performance improvements to coal fired power generation sstems. %t indicated how the results of such
wor+ are $eing used to introduce design improvements for the e1isting plant while wor+ continues on
advanced sstems to achieve ever $etter performance, compati$le with the future near #ero emissions
re2uirements.
The report was posted on the %E&CCC we$site while the three partners, %TT, SE,En and %S"E, translated
and ela$orated the report, and distri$uted it to +e sta+eholders within their own nation states. Each partner
then promoted the ECSC3RFCS achievements through a series of measures and also gained feed$ac+ to
gauge interest and potential snerg with local interests. 4or+shops were su$se2uentl and successfull held
in each nation state to promote the findings of the review and to determine primar interests in future R,
D&D. The attendees included representatives of major power plant operators, e2uipment manufacturers and
developers, research institutes and universities. ,er positive feed$ac+ was received from those
sta+eholders.
Thus %TT implemented the Conference 5Clean coal technologies CCT"R-67, which was organi#ed under
the auspices of the 6inistr of Econom, 6arshal of the Silesian ,oivodeship, and the Rector of the Silesian
!niversit of Technolog at 8liwice. &s well as funding from the RFCS contract, the conference was
supported $ the ,oivodship Fund of Environmental "rotection and 4ater 6anagement. &dditional
sponsorship was provided $ +e industrial sta+eholders.
%n the C#ech Repu$lic, SE,En promoted the project via two main events, $oth of which were supported $ a
range of sta+eholders in addition to the RFCS, namel9
&s part of the national energ efficienc wee+ event.

Strategic Solutions and Technologies on "ower 8eneration and District Beating?, of which the were one of
the organisers.
Su$se2uentl, all partners reviewed and esta$lished an overall priorit listing of interests and snergetic
impacts, relative to the RFCS declared strategic guidelines. %n general, in the former Eastern Europe states,
such as "oland, the C#ech Repu$lic and Romania, the power sector has $een characterised $ a heav

dependenc on coal fired sstems, a lac+ of investment $oth in high efficienc units and ade2uate
environmental control technologies, as well as capacit levels well in e1cess of what would $e needed in a
mar+et $ased sstem. %n all three states, this reliance on coal loo+s li+el to continue due to a lac+ of
alternative significant energ sources that do not carr securit of suppl ris+s. Conse2uentl, there is a need
for a rationalisation of the power sectors, including ownership of the transmission and generation sstems, as
well as a major upgrading and3or replacement of the coal fired units in order to meet E! environmental
standards. 4hile this is a daunting prospect, it also offers opportunities to invest in more advanced power
plant and to participate in future technolog developments, particularl within the European conte1t. The
major common interests included9
%mprovement of pulverised coal fired power plant performance, $oth efficienc and environmental
control (dust, ;-1, S-1 and heav metals), when using various coal tpesC
Co.com$ustion using coal, particularl lignite, and $iomass, mostl within fluidised $ed applications
that would include supercritical $oilersC
"oland?s specific interests also included the development of advanced power generation options, including
those for non.power applications, and investigations of various CCS options. The C#ech Repu$lic was
particularl interested in retrofits at e1isting power plant sites of $est availa$le technologies with gross
electric efficienc of a$out ADE, as well as the use of various tpes of coal according to the situation on the
mar+et with either $iofuels or processed waste materials for smaller heat and power plants. For Romania, the
main local priorities included improvement of the local lignite 2ualit through $lending with hard coal to
achieve an optimum com$usti$le composition without adverse impact on emissions and performance factors
such as ash related slagging3fouling.
The project has $een completed with the circulation of the report and associated information to compara$le
sta+eholders in the E!./0 countries and in other mem$er states via various networ+s and associations. The
e1pectation is that this will lead to a more informed cooperation $etween R, D&D organisations in the
E!./0 and those in "oland, the C#ech Repu$lic and Romania.

SCIENTIFIC AND TECHNICAL DESCRIPTION OF THE RESULTS

The aim of this project is to provide valorisation of the technical achievements of the CCT R, D&D activities
arising from the ECSC and RFCS coal utilisation programmes. The focus is on promotion and dissemination
of such results to major coal using nation states that have recentl joined the European !nion, namel

The wor+ pac+ages are descri$ed in &ppendi1 /, and a $ar chart comparing the original planning with the
wor+ accomplished is shown in &ppendi1 <. This indicates that the project started later than e1pected, due
to the completion of the contract agreement $eing delaed, and this caused some tas+s to $e completed later
than intended originall. Bowever, the project team increased the intensit of its efforts accordingl so that
the original overall schedule was recovered with the project $eing completed successfull within the allotted
timescale. This point is reinforced $ consideration of Ta$les / and <, which provide information on the
adherence to the Delivera$les and 6ilestones schedules. The indicate some dela in meeting the initial
deadlines within the project $ut after a short while all activities were $ac+ on schedule to ensure a successful
completion of the project.

dissemination of R&D, much of the detail, especiall with regard to pu$lications, presentations and

Determine the major research interests and as such the focus re2uired for each of the targeted
wor+shops to $e held in each of the three designated nation states.
&ccordingl, the designated partners from the three selected new mem$er states have each compiled a data.
$ase of relevant industrial and recognised R, D&D organisations within their respective countries. This
provided the $asis for contact points throughout all su$se2uent activities. The partners then re2uested
comment from these organisations to confirm the major R&D interests within their respective countries, to
aid the preparation of the promotion and dissemination activities (Tas+ /./).

%E&CCC implemented a review of the past and e1isting ECSC and RFCS projects on coal fired power
generation, including the aims and o$jectives, scope of wor+, +e results and $enefits arising, plus contact
details of the principal researchers. &s set out in the project contractual terms of reference, the focus was on
the com$ustion and gasification part of the programme, covering efficienc and environmental performance
improvements to coal fired power generation sstems. &ccordingl, the emphasis was on "F plant, the
major mar+et technolog, plus co.com$ustion. This was complemented with the e2uivalent wor+ on CFFC
together with advanced power generation concepts, mostl $ased on %8CC, followed $ comment on the
CCS issues su$se2uentl $eing considered.
For the ECSC projects, %E&CCC determined that the reports were not readil accessi$le from a single
source. &ccordingl, the had to carefull select projects of high relevance and, where necessar, contacted
all still active R&D organisations within the E!./0 countries that are +nown to have either coordinated or
plaed a major role in these particular projects. The assistance of those organisations that responded
positivel to re2uests for copies of reports is gratefull ac+nowledged. %E&CCC then completed the overall
review and prepared a comprehensive dissemination report, which was sent to the other three partners. The
framewor+ of the report is given in &ppendi1 @, together with the reference list of projects that are included
within the report itself (Tas+ /.<). These partners then translated the +e parts of the report for circulation to
their potential sta+eholders, which was issued together with advice on the further planned promotion
activities (Tas+ /.@).

2. Co'c(.sio's
This Tpe < accompaning measure has $een completed successfull, with all wor+ pac+ages $eing
completed within the agreed schedule of the contract. The wor+ underta+en has provided added value for
coal utilisation R, D&D activities managed $ the European Commission, under the RFCS and ECSC
programmes. This was particularl important for the ECSC results, as, for various reasons, dissemination
had $een ver limited in the latter ears of the programme. F various means, this project has promoted and
disseminated the scope and achievements of the ECSC and RFCS projects on coal.fired power generation
R,D&D to the major coal using new mem$er states of the European !nion. The wor+shops have helped
industr and the associated R &D organisations in the three designated states to gain a focused appreciation
of what has $een done previousl, what is $eing done at present and what would $e welcomed in the future.
The have also gained an appreciation of the R,D&D capa$ilities and interests of active organisations on
clean coal technolog power generation within the E!./0 countries. Thus, a preliminar level of R, D&D
technolog transfer has $een achieved. &longside this, steps have $een ta+en to promote the rationale for the
strategic priorities and mode of operation of the RFCS programme, with the e1pectation that this will lead to
a more informed cooperation $etween R,D&D organisations in the E!./0 and those in "oland, the C#ech
Repu$lic and Romania.
3. E4"(oit&tio' &'* i%"&ct o t!e #ese&#c! #es.(ts
This project, as a Tpe < &ccompaning 6easure, was ver much focused on promotion, dissemination and
the impact arising from the results generated in a wide range of R&D projects. &s such, almost all
discussion of the outcome of this project is included within this section of the report.

3.1 P#o%otio' &'* *isse%i'&tio' &ctivities
This section descri$es the specific promotion and dissemination actions underta+en within the project, which
were the +e activities of this project. The initial dissemination action was the preparation of the review of
ECSC and RFCS projects on clean coal technolog R&D for power generation, which was produced in
English $ %E&CCC.
This provided an overview of the developments to improve the efficienc and environmental performance of
e1isting coal fired sstems while also developing advanced coal $ased technologies which will now provide
a +e part of Europe?s drive towards a sustaina$le energ future.
%t indicated how the results of such wor+ are $eing used to introduce design improvements for the e1isting
plant while wor+ continues on advanced sstems to achieve ever $etter performance, compati$le with the
future near #ero emissions re2uirements.
%n addition, it provided an e1tensive list of ECSC and RFCS contracts, with $rief descriptions and contact
details, to assist in esta$lishing future cooperation opportunities.
&ppendi1 @ provides a listing of the contents of the report together with the e1tensive reference list $ased on
the ECSC and RFCS contracts.
The three partners, %TT, SE,En and %S"E, from "oland, the C#ech Repu$lic and Romania respectivel,
translated and ela$orated the report, and distri$uted it to +e sta+eholders within their own nation states.
Each partner then promoted the ECSC3RFCS achievements to their national sta+eholders, through a series of
measures as descri$ed $elow.

%TT, which is part of the Silesian !niversit of Technolog in 8liwice in "oland, undertoo+ a
comprehensive series of actions.
Firstl, it lin+ed the CCT"R-6 project to a national coal support initiative :Clean coal technologies J mth
and realit? that was supported $ the ,oivodship Fund for Environmental "rotection and 4ater
6anagement in *atowice. This initiative was jointl implemented $ %TT and the "olish Ecological Clu$
!pper Silesian Franch in *atowice. Then %TT carried out the following activities9

The educational movie :Clean technolog J energ from coal? was produced as a means to pu$licl e1plain
the issues related to the energetic use of coal and other fossil fuels. The movie was designed to increase the
consciousness of the energ communit regarding the $enefits arising from the implementation of new
technologies as well as modification of e1isting ones for clean energ production. The emphasis was on the
securit of energ suppl coupled with environmental sustaina$ilit, particularl for clean coal technologies.
The movie introduces the world of industrial production using energ from coal and the discipline of new
clean coal technologies, to verif that cleaner production of energ is feasi$le. This includes the fuel
fle1i$ilit to switch $etween coal and $iomass, to store car$on dio1ide emitted $ power plants and to $uild
the highwas and $uildings in part using processed fl ash.
%n particular, it recognises the need for a $alanced energ suppl, and that $esides clean coal technologies,
there is also a role for energ production technologies from renewa$le resources, especiall $iomass indirect
co.com$ustion and direct co.com$ustion with coal, $iomass com$ustion and $iomass gasification, as well as

the development of safer nuclear power industr. Special attention is given to the need to address emissions
deriving from the use of coal, in order to ensure environmental sustaina$ilit.
The movie also presents relevant coal technologies implemented $ "olish industr, including coal mines,
power plants and CB" schemes. This includes the demonstration of pulverised coal $oilers, advanced
fluidised $eds and sto+er.fired $oilers, particularl ta+ing into account modified facilities, and co.
com$ustion (especiall the pre.com$ustion preparation and co.com$ustion of sali1 crops in the coal $oilers).
Technologies utilising $.products of coal com$ustion for special $inders and construction materials are also
presented.
The technical aspects are supported $ consideration of investment needs and re2uirements within the coal
$ased power industr, what new technological solutions ma and should $e implemented $ the coal energ
sector. %t also emphasi#es social aspects.
Finall it focuses on the roles of RTD centres, $oth in "oland and elsewhere within Europe, with the

achievement of the conference is that the representatives of R&D units, %nstitutes and !niversities had an
opportunit for a $road discussion on Clean Coal Technologies with the parties representing the "ower and

well as the state institutions. The focus is on effective energ use and as well as the traditional energ forms

%E&CCC gave a presentation on the role for coal and clean coal technolog within a sustaina$le energ
future while also pu$licising the CCT"R-6 project, $oth within the presentation and during su$se2uent
discussions (&ppendi1 A). The %E&CCC input was included within the sessions on Sustaina$le Energ
Futures that covered strategic issues, renewa$le energ technologies, hdrogen issues and fuel cells. The
opportunit was also ta+en to discuss the CCT"R-6 project in detail so that SE,En could implement their
various activities with confidence.

Su$se2uentl SE,En pu$licised the CCT"R-6 project to the various national sta+eholders and then
organi#ed a wor+shop for the presentation of the CCT"R-6 report as a part of a larger event (&ppendi1 A).
Thus, the wor+shop formed part of a larger international conference covering retrofit and new power
engineering opportunities in the C#ech Repu$lic, Slova+ Repu$lic, "oland and Bungar, which was
organi#ed $ F.%.D. Services of the C#ech Repu$lic (www.$ids.c#).
This wor+shop was held successfull in Hune <==> in "rague and attracted over /== attendees, with a mi1 of
major power plant operators including national and independent power generators, e2uipment manufacturers
and developers. Some $ac+ground information is included in &ppendi1 A. The %E&CCC team was
supported $ a senior representative of ,8F, who participated in the meeting. %E&CCC gave presentations
on CCT"R-6 and on new power plants worldwide, while the ,8F representative spo+e a$out E! activities
for improving the efficienc of new power plants (Comtes >==). These inputs were complemented $
presentations from various C#ech industrial organisations, covering modern coal fired power plants and their
applica$ilit to the C#ech Repu$lic situation, and perspectives on the #ero emission power plant concepts. &
considera$le amount of supporting dissemination material was produced and used $ the local partner.

Fucharest. The conference was held in Frasov, during Decem$er <==> and attracted some /== persons over
the three da duration (see &ppendi1 A). %E&CCC attended and gave the CCT"R-6 presentations as well as
participated in the discussions on energ issues for Romania. The report was made availa$le to all those
attendees interested in fossil fuel issues. These activities led to a series of e.mail e1changes with various
attendees and the su$se2uent deliver from %E&CCC of additional information on clean coal technolog.
3.$ Revie+ o CCT R7D "#io#ities
%n the former Eastern Europe states, such as "oland, the C#ech Repu$lic and Romania, the power sector has
$een characterised $ a heav dependenc on coal fired sstems, a lac+ of investment $oth in high efficienc
units and ade2uate environmental control technologies, as well as capacit levels well in e1cess of what
would $e needed in a mar+et $ased sstem.
%n all three states, this reliance on coal loo+s li+el to continue due to a lac+ of alternative significant energ
sources that do not carr securit of suppl ris+s.

Conse2uentl, there is a need for a rationalisation of the power sectors, including ownership of the
transmission and generation sstems, as well as a major upgrading and3or replacement of the coal fired units
in order to meet E! environmental standards. 4hile this is a daunting prospect, it also offers opportunities
to invest in more advanced power plant and to participate in future technolog developments, particularl
within the European conte1t.
The partners in each of the three eastern European countries held reviews with various sta+eholders to
ascertain their perceived needs and R&D interests. There is considera$le commonalit in the responses, in
line with the power sector re2uirements $eing common to a considera$le degree. Bowever, for ease of
reference, the responses are presented on a countr $ countr $asis.

'ignite constitutes a$out <0E of "oland?s fossil fuel resources and is the least e1pensive energ
source. Bowever, it is a low grade fuel that must $e used carefull to avoid e1cessive emissions.
The once.through CFF supercritical $oiler appears to $e one of the $est solutions for lignite
utilisation.
Fiomass is the main renewa$le energ source in "oland and co.com$ustion offers a promising
means for efficient utilisation.
The e1traction depth in coal mines in "oland will increase and this will change the properties of the
coal.
The main priorities in the C#ech Repu$lic are similar to those for "oland. Coal, mainl lignite, provides
a$out <3@ of the primar energ needs for power generation. C#ech coal fired power plants went through a
moderni#ation process in mid.nineties, the o$jective of which was improvement in flue gas cleaning, mainl
desulphuri#ation. Due to the decrease in energ.consuming industrial production there was no need for
additional new power generating capacities.

Bowever, this situation is now changing and retrofits at e1isting power plant sites are $eing prepared in four
locations in ;orthern Fohemia. %n the first two locations, state.of the art units will $e installed with steam
temperatures $elow D== RC. %n contrast, for the other two locations, it is e1pected that the $est availa$le
technologies will $e introduced, with steam temperature over D== RC and gross electric efficienc of a$out
ADE.
Fesides the power generating sector, coal is also attracting the attention of smaller heat and power plant
operators as an alternative to natural gas, the ever increasing price of which is threatening to cause
disintegration of e1isting district heating sstems. Such $oiler units would need to $e fle1i$le in the choice
of fuel so ena$ling the use of various tpes of coal according to the situation on the mar+et together with
$iofuels and other alternative fuels such as processed waste materials.
For Romania, the main priorities are similar to those of the other two countries. Their overall re2uirements,
as set out in the Romanian Energ Strateg <==>.<=<=, are to ensure securit of suppl for power generation
and to reduce the environmental impacts. Their specific R&D interests included9

com$usti$le composition without adverse impact on emissions and performance factors such as ash

%n the C#ech Repu$lic, the +e compan is iE[, a. s., which is the corporate parent of CE[ 8roup. The
core $usiness of iE[, a. s., is the sale of electricit, most of which it generates in its own facilities, and
the related provision of power sstem ancillar services.CE[ 8roup is the electricit producer, the
operator of the distri$ution grid and the plaer in the wholesale and retail electricit mar+et. The other
$usinesses include telecommunications, information technolog, nuclear research, design, engineering,
construction, and maintenance of power.related plant and e2uipment, mining of raw materials, and
processing of electricit generation $.products, among others. CE[ 8roup is currentl also one of the
three largest heat suppliers in the C#ech Repu$lic. &s well as its home mar+et, iE[ occupies a leading
position on the electricit mar+et in Central Europe. Following the ac2uisition of three distri$ution
companies in Fulgaria, one in Romania, two "olish power plants and one Fulgarian power plant, CE[
8roup has $ecome a multinational enterprise comprising over G= C#ech and foreign companies.
The major manufacturer of large scale $oilers is ,it+ovice (www.vit+ovice.c#), which has a num$er
of contracts with CE[ to retrofit e1isting power plant. Support for these activities is provided $ 6-RE
s.r.o (http933www.more.praha.c#3), which is a private R&D compan.
The $asic technolog used $ CE[ is pulveri#ed coal $oilers. For retrofits the intention is to continue to
maintain su$critical parameters, while for new plants the choice is supercritical with a steam
temperature of at least D==

%n terms of the major re2uirement to esta$lish new plants, there is at present almost no $asic R&D
ongoing, with the emphasis at CE[ $eing on ensuring the standard optimi#ation of components and the
selection of potential manufacturers to provide the necessar solutions.
