Spillway Protection with Articulated Concrete Blocks

Mr. Rissmeyer has closely followed the changes in the state regulations for impounding
structures or dams. He has been involved in numerous dam inspections, flood inundation
studies and rehabilitation design projects on dams. This includes the Royal Lake
Rehabilitation Project which received an ACEC merit award in 2010, and was also featured
in Erosion Control Magazine in June 2010. Mr. Rissmeyer will speak about the engineering
design of this type of project, which included the use of Articulated Concrete Block (ACB)
matting to prevent erosion of the existing grass spillway. The discussion will include the
engineering design, supporting hydraulic engineering calculations, and lessons learned
during both design and construction.

Our presenter will be Donald J. Rissmeyer, P.E.

Don Rissmeyer is Associate-in-Charge for the Richmond Office of A. Morton Thomas and
Associates. He has 20 years of consulting experience on a wide variety of projects, mostly
for public sector clients. He is an alumnus of the University of Virginia and holds
professional engineering licenses in Virginia, North Carolina and Maryland at this time.
Mr. Rissmeyer is also active professionally with ASCE, where he currently serves as the
Virginia Sections Chairman for the Stormwater Technical Committee. He is also a past
president of ASCEs Richmond Branch and Virginia Section, and is currently the President
of the Virginia Floodplain Managers Association.

ASCE Richmond is seeking nominations for its 2011-2012 Board of Directors. All
positions shall be for a 1 year term with the exception of President-Elect which is
expected to serve an additional 2 years as President followed by Past President. The
upcoming term shall extend from August 1, 2011 until July 31, 2012.

Nominations should be submitted to Amanda Harmon at (804) 673-3882 or by email to
Amanda.Harmon@kimley-horn.com no later than June 14, 2011. Nominations should
include the candidates name (indicate professional credentials such as EIT, PE, SE,
LS, etc if desired), phone number, email address, company, and a brief statement
about their involvement in ASCE and reasons for seeking the nomination. Please note
that the contact information provided will be used only by ASCE for contacting the
candidate and will not be published on the election ballot.

After the close of nominations, an election ballot will be furnished to the branch
membership in both electronic and mail-in form. The allotted time for voting will be
14 days. The candidate will be chosen by majority vote of all ballots received.
Elected officers will be contacted and a listing of the new officers will be presented
after all votes have been tallied.

The following summary represents an outline of the Board of Directors and provides
information about the positions for which nominations are being sought:

President
The President is responsible for running all meetings and will have signatory authority
for all financial matters. The President should also act as a liaison in all matters of
the Branch to the Section and National ASCE groups as well as to any external groups
or events. They shall also directly supervise the chairpersons of the Government
Relations and Membership committees. The President should succeed to the office of
Past President in the following year.

President-Elect
The President-Elect will support the President in all matters. They should also be the
branch representative to the Richmond Joint Engineers Council and may also represent
the branch at the annual ASCE Leadership Conference. In addition, they will also
directly supervise the chairpersons of the Younger Member, Education, and
Communications Committees. The President-Elect shall succeed to the office of
President in the following year.

Vice President
The Vice President shall Administer, with consent of the Board, all aspects of general
membership meetings including the following: scheduling topics representative of
current events in the profession, selecting a venue, registering or tracking all members
attending, and recording professional development hours associated with each
meeting.

Secretary/Treasurer
The Treasurer/Secretary will prepare meeting reports for all meetings. They will also
have signatory authority for the financial matters of the branch and will be responsible
for maintaining bank accounts, paying bills, collecting monies, and preparing financial
reports. They will also be responsible for preparing meeting minutes for the Board of
Director meetings.

Past President
The Past President should serve in an advisory capacity to all positions of the board
and may take responsibility for various projects or events as they see fit.

The ASCE Richmond Board of Directors is also seeking members interested in becoming
more involved in the leadership of the branch by serving as a chairperson or member
of a committee. Committee chairpersons and members do not need to be nominated
and voted on by the membership but will be appointed by the board at its first
meeting of the new term in August. The committee will serve for the entire 2011-
2012 year but duties of each may be limited to specific annual events or activities.

Younger Member Committee Shall plan activities and events to promote membership
involvement from the Branch Younger Members Group, as the group is defined by
ASCE. Activities can include post PE exam recognition, Younger Member related
seminars and meetings, or other social activities.

Membership Committee Shall promote activities which encourage new membership in
the group and shall help to maintain existing membership participation by encouraging
interest in ASCE in the Richmond area.

Current Committee Chair: Vacant

Education Committee Shall promote member involvement in the efforts of all branch
outreach to both pre-college and college age students. Committee is charged
administering the annual branch scholarship selection, planning fundraising events to
support the branch outreach, and shall participate in Engineers Week activities in the
Richmond area. Current activities include the Annual Popsicle Bridge Contest, Annual
ASCE Golf Outing, UVA Student Chapter Liaison, and outreach at local elementary and
high schools.

Communications Committee Shall be responsible for all communication to the
general membership of the branch. This includes, but is not limited to, the publishing
of a monthly newsletter which should convey information about upcoming Branch
events, meetings, and activities.

Current Committee Chair: Craig Ponte, P.E. Amman & Whitney

Government Relations Committee Shall maintain a relationship with government
entities and conveying to the membership policies as they relate to the civil
engineering community in Richmond or as a whole. Activities include the ASCE
General Assembly Social and various outreach and education activities.
