O R D E R:
It has been brought to the notice of the Government that certain
irregularities were committed by Sri V. Gopinath, the then Deputy Executive
Engineer, Panchayat Raj, Anakapalli, Visakhapatnam District in execution of
work Providing BT to the road from Thummapala to Dibbapalem of Panchayat
Raj Division, Visakhapantam, resulting a loss of Rs.11,48,261/- to the
Government exchequer vide reference 1

read above.

read above, charges were framed against Sri V.
Gopinath, the then Deputy Executive Engineer, Panchayat Raj, Anakapalli,
Visakhapatnam District. In the reference 3

read above the charged officer has
submitted his written statement of defence.

read above, the Engineer-in-Chief, Panchayat Raj,
Hyderabad has been requested to furnish his specific remarks on the written
statement of defence submitted by the charged officer. The Engineer-in-Chief,

read above, the Engineer-in-Chief, Panchayat Raj/
the Chief Engineer, (Panchayat Raj), QC, Hyderabad has been requested to get
the core samples tested independently in the panel (stretch II) i.e. 0/305 KM to
0/330 KM and furnish the report to Government immediately. The Chief
Engineer, (Panchayat Raj), VQC/ SQC, PMGSY has submitted his report in the

5. The Government, after careful examination of the matter, have decided
to impose a minor penalty of withholding of stoppage of one annual grade
increment without cumulative effect against Sri V. Gopinath, Deputy Executive
Engineer, Panchayat Raj, Anakapalli, Visakhapatnam District accordingly, hereby
ordered to impose a minor penalty of withholding of one annual grade increment
without cumulative effect against Sri V. Gopinath, Deputy Executive Engineer,
Panchayat Raj, Anakapalli, Visakhapatnam District under Andhra Pradesh Civil
Services (Classification, Control and Appeal) Rules, 1991.

6. The Engineer in Chief, Panchayat Raj, Hyderabad shall take necessary
further action accordingly.
