EXECUTIVE SUMMARY REPORT
In 2013, we were proud to publish our rst Corporate Social
Responsibility Report, Built on Purpose. For Forest City,
the process of measuring, evaluating and reporting on our
progress was transformative.
In the past year, we have continued to build upon our
strong foundation by focusing on cultivating talent,
capabilities, prosperity, partnerships and communities
that are core to our culture, values, core markets and
urban centers. These eforts have led to new processes
and programs that have improved our transparency and
strengthened our company.
For example, our Integrative Design Services (IDS) group
was formed this year with the goal of identifying best
practices and standards that will ensure best-in-class
quality and high performance in our new and existing
properties. This cross-functional team is dedicated to
improving internal controls and operational excellence.
Among other successes, we embarked on a companywide
collaboration to create internal design standards for our
real estate development teams, promoting increased
consistency in our processes and driving enhanced
management and sharing of knowledge across the
organization.
We continue to add value for our shareholders and
communities through core, urban, mixed-use developments
and intelligent, high-performance buildings, creating
healthy environments where people can live, work and
shop. Were also incorporating smarter technology to
our existing portfolio so we can increase efciency and
reduce costs. We believe this is the right thing to do for our
residents, tenants and all of our stakeholders.
Fostering our culture of capability, adaptability and
accountability is another cornerstone in the foundation of
our success.All of our accomplishments are a testament to
the relentless dedication of our associates, who are core
to our business and demonstrate Forest Citys strength
through their daily achievements. We aim to support our
associates through training, continuing education and
proactively responding to their ideas and feedback.
In alignment with our core value of Diversity and Inclusion,
we focused on further diversifying our workforce so we
can better connect with the needs of our communities.
To support our eforts, we welcomed our second
associate resource group AACCEL, which stands for
African Americans Connecting and Creating Excellence
and Leadership. We were honored to be named one of
DiversityInc magazines 25 Noteworthy Companies in 2013
for signicant progress in diversity management.

foundation for cultivating value and innovation in our

embodying the principles of our responsible practices on a
daily basis. Their hard work and commitment exemplify our
standards as a business and ensure that we deliver value to our
stakeholders.
As we evaluate our progress, we generate a strong foundation
for improving the way we measure and analyze data. By
calculating our impact as reected in this report, we have
developed a better understanding of our environmental footprint
and opportunities for innovation. For example, we expanded the
contract of our waste broker to include residential properties
in addition to retail properties following a pilot project that
measured potential impacts, resulting in better control over
waste management and waste data at dozens of additional
properties. These steps are an important part of our Corporate
Social Responsibility journey, and they will continue to contribute
to the ongoing success of Forest City.

Forest City recognizes that urban centers are essential for creating
strong and sustainable neighborhoods. We specialize in overcom-
ing high barriers to entry in markets with strong growth potential
through the unique ability to combine multiple property types into
mixed-use developments, and to integrate new and renovated
buildings into the existing urban fabric. We are active in creating a
sense of place in our core markets, providing value to our compa-
ny, shareholders and communities.

Forest City is dedicated to operating with integrity. This ensures
value for our shareholders and builds both internal and external
trust in our company. Our Code of Legal and Ethical Conduct is
essential to how we operate, and all ofcers, directors and as-
sociates understand these guidelines for acting in a responsible
manner. Forest City is governed by our Board of Directors with

brand value, a solid reputation and goodwill in the
communities we serve.
We engage diverse suppliers designated in the
following categories: Minority Business Enterprise,
Women Business Enterprise, Veteran Business
Enterprise and Disadvantaged Business Enterprise.
PROCUREMENT POLICY
Forest City created a new Enterprise Procurement
Policy to ensure that purchasing decisions and
supplier interactions continue to align with
applicable laws and our core values. The policy
will guide associates in making purchasing
decisions with company funds and outline an
equitable buying process for all suppliers through
bid requirements and documentation. In addition,
Forest City amended its Supplier Code of Conduct
to be launched later this year.

Each year, The Plain Dealer recognizes 100
companies and organizations in Northeast Ohio
as Top Workplaces based on survey results from
thousands of employees. We are delighted to
report that Forest City was recognized by its
associates as a Top Workplace in 2013, coming in
at number 18 in its rst year of participation.

In 2013, Forest City conducted its second annual
enterprise-wide associate survey, FC Voices. The
results provide valuable insight into how leaders
can build on our organizations strengths and work
toward continuous improvement.

According to a 2013 Gallup study, organizations with high
employee engagement achieve more than 20% greater
productivity and protability and have fewer safety incidents,
absenteeism and turnover compared to companies with low
employee engagement. To this end, Forest City aims to cultivate a
dynamic and engaging workplace for all employees.
We believe that our associates need access to resources that will
help them develop skills for growth within our organization. To
this end, we implemented a common performance review system
and cycle for all Forest City associates in 2013. This has greatly
improved our ability to be sure that all associates receive quality
and timely performance feedback.

in our leadership, culture, developments
and community relationships. We cultivate

Forest City regularly conducts talent review meetings, which
are integrated with our business planning cycle. During these
meetings, department heads and HR partners discuss the
performance, potential and training needs of all exempt-level
associates and recommend developmental actions. These
meetings ofer updates to the leadership succession plan, which is
presented annually to the Board of Directors.

We also ofer all associates free access to an

We believe ofering our associates opportunities
for growth will increase job satisfaction and
tenure, which contributes to Forest Citys long-
term success. In 2013, our associates completed
more than 12,000 online training hours. Forest
City uses Skillport, a training management system
that connects formal and informal e-learning, for
ongoing training needs. Supervisors, managers
and property staf are required to take job-
specic, annual training courses.

As part of our core value of Sustainability and Stewardship,
Forest City strives to be a responsible steward of natural
resources through efective management of real estate.
These eforts are reected in how we develop and construct
new properties, operate and renovate our existing portfolio,

organization. IDS works with asset managers and developers to implement best practices and
standards to ensure high quality and performance in our properties.

LEED and ENERGY STAR
At Forest City, we purposefully select how
and where we develop. By designing to
LEED and ENERGY STAR specications,
we proactively manage our buildings
environmental footprints. In addition
to sustainable design, we consider
our impact on biodiversity, proximity to
public transit and emissions reductions.
While we actively develop in many
urban settings with limited green space,
we incorporate native landscaping and
other land management initiatives when
possible to minimize our environmental
impact. In addition, we support sustainable
transportation in many developments by
providing infrastructure for bike-sharing
and car-sharing.
Cultivating Stewardship
At Forest City, we are dedicated to the creation of high-performance
buildings that are sustainable today and for generations to come.
We design intelligent buildings through innovative technology and
internal sustainability standards and best practices, all with the goal
of reducing the environmental footprint of our buildings.

PROJECT OF THE YEAR
In 2013, Forest City installed a waste disposal
system at Tower City Center in Cleveland to
process scraps from the food court. The leftovers
are delivered to our anaerobic digestion plant in
Collinwood (a Cleveland neighborhood) where
they are converted into fertilizer and biogas. The
fertilizer is delivered to area farms, where the
biogas generates electricity that is then sold to
Cleveland Public Power. This project won the 2013
International Renewable Energy Project of the Year
award from the Association of Energy Engineers.
ULI URBAN OPEN SPACE AWARD
In 2013, the Urban Land Institute honored The
Yards Park, a 5.5-acre riverfront park in Washington
D.C., with its Urban Open Space Award. This group
promotes vibrant, successful urban open spaces by
annually recognizing and rewarding an outstanding
example of a public destination that has enriched
and revitalized its community.

Forest City ensures centralized energy management by aligning
activities and decision-makers at the business-unit and property
levels. We prioritize investment decisions on energy-efcient
projects, and then measure and verify them in order to maximize
our capital by investing in the highest performing projects.

Strategic Energy Management Scorecard
This year we developed Strategic Energy Management
Scorecards, which enable us to drill down to varying degrees
of detail to identify the sources of energy savings realized. This
allows us to identify the impact of specic efciency projects to
accurately gauge which projects were successful and where they
should be replicated.
STAPLETON: CONSERVATORY GREEN / In 2013, Stapleton, a sustainable
mixed-use development in Denver, launched Conservatory Green.
This was the rst of several new neighborhoods designed to continue
Stapletons successful formula of strong community engagement,
award-winning parks and schools and appealing home designs. In
2013, Stapleton ranked 11th in the nation in sales for master planned
communities; according to Metrolist, it has accounted for approximately
10% of all homes sold in Denver.

Engineering Activity
At our corporate headquarters,

Managers and two professional engineers
regularly conduct site visits and energy
audits. In 2013, Forest City conducted 21
Level II ASHRAE* audits and nine Level I
ASHRAE audits on more than 10,000,000
square feet of our portfolio to identify
conservation measures, critical systems
and plant needs. Property managers
were engaged in projects through the
Sustainability Metrics Scorecard, a
spreadsheet that compares year-over-
year performance and identies areas
needing improvement. This tool expands
communication with the Strategic Energy
Programs and Efciency Team, who use
the Sustainability Metrics Scorecard to
prioritize Property Improvement Plans.
Greenhouse Gas Emissions
As buildings are signicant contributors to
greenhouse gas emissions, we proactively
manage our energy by:
Leveraging LEED and other
sustainability specications in our
building designs.
Installing renewable energy projects
whenever possible.
Rehabilitating existing buildings
with innovative technology to
reduce their impact.
Incorporating efcient technologies
such as demand-response systems.

We are currently analyzing our portfolio
to determine ways to avoid greenhouse
gas emissions through designing and
managing high-performance buildings.
Water
In 2013 Forest City completed a thorough
internal quality review to check the
accuracy and completeness of our water
data for reporting. We actively identify
water-saving opportunities by:
Renovating restrooms to incorporate
waterless, low-ow and other efcient
technologies.
Installing new or upgrading existing
irrigation systems.
Identifying utility rebates for water-
saving technology installation.
Waste and Recycling
By reducing our waste, we reduce costs,
improve our operational efciency and
lessen the environmental impact. During
construction, we require diversion of at
least 50% of construction and demolition
waste. With renovation projects, we re-
use as much of the existing structure as
possible to minimize waste and the need
for new materials.

COMMUNITY DAY
In 2013, Forest City was proud to host its 10th annual
Community Day to celebrate local neighborhoods
through service. More than 1,100 associates from
57 participating locations/ofces donated time and
skills to 51 organizations dedicated to the vitality of
our neighborhoods. Through combined eforts, we
contributed 7,163 hours of service to support the
arts, education, wellness, public health and local
environments.

Highlights
Community Day at Stapleton in Denver
Our Philosophy on Giving
At Forest City, we target our giving to specic initiatives or
programs that strengthen local communities. Some of these
include providing services for those in need, as well as supporting
education, arts and culture, and historical preservation. When we
select organizations for philanthropy, we evaluate their ratings,
history and engagement of board members, among other factors.
We also ask potential recipients for quarterly or semi-annual
reports to prove that funds are used optimally. Thus, we ensure
that we are giving responsibly and generating a signicant,
positive impact in our neighborhoods.

Mound School Partnership
Forest City is committed to providing
opportunities for quality education in our
neighborhoods. In 2013, we were one
of the rst companies to adopt a school
through Clevelands Community Wrap
Around program, which provides resources
to 13 Investment Schools through support
from the school district and United Way.
Forest City was instrumental in creating
the Transformational Plan for the Cleveland
Municipal School District, which funded the
program in the 20132014 school year. We
adopted Mound School, a K-8 STEM school
in Slavic Village, an area neighborhood,
and are currently partnering with Univer-
sity Settlement, Third Federal Foundation,
Teach for America and Paran Management
to develop a long-term partnership model
with the school to best utilize our corporate
strengths to help the students reach their
academic potential.

At Forest City, we have the rare privilege
of creating shared value from our

YOUNG LEADERS / Forest City partnered
with United Way to spearhead the founding
of corporate chapters of United Ways Young
Leaders program. The program is open
to associates age 40 and younger who
act as partners in skills-based volunteer
opportunities.
Through our residential, commercial and
retail oferings, we aim to create distinctive
neighborhoods that reect the history,
values and culture of residents who live
in our facilities.
Workforce
Intermediary Program
The Workforce Intermediary Program
aligns employee preparation and training
to employer needs, thereby creating the
optimal connection between the demand
and supply sides of the world of work,
closing the gap between workforce
development organizations and employers.
Forest City Washington developed a
Workforce Intermediary Program with the
vision of improving access by one of our
major tenants at The Yards, Harris Teeter,
to District residents, while delivering a
return on investment to the business
partner, providing access to the local
pool of highly qualied employees, all in
collaboration with community and faith-
based organizations.
At Forest City, our goal is to have a real and positive impact in our communities, not only
through transformational real estate, but also through corporate philanthropy, skills-based
volunteering and in-kind contributions.

5M PROJECT
Through the 5M Project in San Francisco, Forest
City has partnered with organizations that support
an entrepreneurial environment featuring small
businesses, arts endeavors and youth and job
development since 2009. Covering four acres
in San Franciscos South of Market district and
anchored by the existing San Francisco Chronicle
building, the project is tenanted with a new
mix of creative groups covering sectors such
as entrepreneurship, tech, arts, and education
and also supports other local businesses run by
rst-time owners, women and minorities through
events such as Of the Grid, a twice-a-week Bay
Area food-truck gathering. The site is currently
seeking entitlement for the construction of several
new buildings over the next few years.
BEST NEIGHBORHOOD CATALYST
Barclays Center is a state-of-the-art, multi-purpose
sports and entertainment venue in Brooklyn,
New York. This arena was one of four innovative
architecture and urban design projects to win
The Municipal Art Society of New Yorks 2013
MASterworks Award for Best Neighborhood
Catalyst. Projects are recognized annually for
making a signicant contribution to New Yorks
environment.
