Increasing The Number Of People Who Cast Ballots
Increases The Chance Of Election Success
The Consequences
of Not Voting
The 50% of Floridas Democrats who did
not vote in 2010 elected Floridas most
unpopular governor everand have had
to live with the consequences of their
indifference for the last 4 years.
Nationwide This indifference may be
found in most every election nationwide.
Elections are often won by a few votes
more than their competition--sometimes
as few as 10 or lessand the consequences
to workers, women, minorities, retirees,
middle class, and the poor (99%+ of us)
often are dire.
By the time an election rolls around,
our Voter Education tool will help make
informed and regular voting a natural
thing to do.
Why Dont Registered
Voters Vote?
Today, Many Voters Are Uninformed
Many registered voters dont follow
the news or keep track of local events.
And if they do read
a newspaper, it gives
them almost no voter
education or worse
misinformation.
Citizens Arent Aware of Approaching
Elections Many registered voters dont
know when non-presidential year elections
are scheduled. They only become aware of
political activity as an election approaches.
However, if they have requested a mail
ballot, they will be aware that there is an
election arriving soon and what positions
are open to vote for.
Studies tell us that
if a voter has a mail
ballot in hand, s/he
is 92% likely to vote,
while voters without
mail ballots are only
likely to vote 63% of
the time.
Many Voters Dont Vote in Non-
Presidential Elections If they do,
they usually select a few of the offces listed
at the top of the ballot and ignore the rest.
Perhaps they think the President collects
their garbage and flls their potholes.
Only 60% Only about 60% of those
who vote in presidential elections choose
to vote in non-Presidential year elections.
And only about 6% vote in a Municipal
election.Our tests in a single precinct in
March and August have shown signifcant
results:
What Makes Voters Likely to Vote
Studies tell us that registered voters are
more likely to vote for every candidate on
their ballot if they have been contacted
by mail, phone, email, a friend, neighbor,
precinct worker, and so on. But most
voters arent contacted that many times.

Registered Democratic Voters
in Precinct 4178
There are 714 Registered Democratic
voters in Precinct 4178. The traditional
method of reaching them is by phone
bankingcalling and talking to a voter
for about 5 minutes (when one is reached)
or knocking on doors.
25% Is A Good Number Phone
calls (and door knocking) typically reach
25% of our contact list. In Precinct 4178,
that would mean only 178 voters contacted.
That would also mean 714 178 or 536
voters not contacted. They dont get the
Democratic message.
Email Is The Most Inexpensive
Way To Reach Voters, But . . .
Email is an inexpensive way to reach
voters. However, in Precinct 4178 we
only have 100 email addresses for 714
Democratic voterswe dont reach 614
of them by email. And were not reaching
out to any of the 533 NPA/Independents
in Precinct 4178.
Thats no way to run a railroad!
Theres a much better way!
Customarily, Only 4% To 10% Of
Registered Voters Will Vote In A
Municipal Election.
There are many reasons for voter
disinterest in Municipal elections.
They dont care to fnd out if their
community has a Municipal elec-
tion scheduled.
They dont see a reason to vote in a
non-Presidential election.
They have no idea what a Munici-
pal government does.
They arent signed up to vote by mail.
And if they do vote, they dont mark
every choice on the ballot.
We Plan to Reach All Eligible Non-
Republicans in Precinct 4178
We propose to deliver to every
Democratic and NPA/Independent voter
(by email or by US mail) a copy of The
Voter every month. An additional two
issues will be delivered in the month
preceeding Municipal, Primary, and
General elections.
That way, instead of reaching only 178
voters three times a year, we reach 714 +
533 = 1,247 voters20 times a year!

Education Time Can We Have Per
Month To Combat Fox TV, Koch
Brothers, et al, With Their All-
Pervasive Civic Mis-Education
Programs?
178 Voters Contacting 178 Democratic
voters for 5-15 minutes per year totals
2670 Democratic contact minutes.
1,247 Voters Conservatively, a reader
of The Enlightened Voter will spend a
minimum of 10 minutes reading some or
all of it. Contacting 1,247 voters, for 10
minutes, 20 times in a year, totals
249,400 contact minutes of the Democratic
message! The Enlightened Voter wins, hands
down!

Our Strategy: To Get Knowledgeable Voters
To Vote All Choices In The 2014 Ballots.
Frequent Touches Work Frequent
touches by email, mail, phone, and so
on make it very likely that a registered
voter will look for, or ask advice from,
people who they have been in contact
with all year.
The goal of this project is to touch all registered
voters in Precinct 4178 at least once each
month with The Enlightened Voter.
Touch 1. Personal Contact In August/
September 2013, Precinct 4178 block
workers contacted
all voters by phone
who had voted in
November 2012.
Thanked them for
voting. Offered
them a gift of a
monthly copy of
The Enlightened Voter if they gave their
email address. We reached less than 25%
of them and most of those voters were

loath to give their email addressesthis
is not unusual.
Touch 2-19. We Supply Monthly
Copies of The Enlightened Voter
We send all who have given their
email address a monthly copy of The
Enlightened Voter via email.
To those registered voters we dont have
an email address for, we mail a copy of
The Enlightened Voter via USmail.
University Student Participation
Florida Atlantic and Lynn University student
Democratic Clubs have a hard time fnding
students who wish to participate. We are
reaching out to those clubs and students by
supplying them with printed copies of The
Enlightened Voter to pass out each month.
Church Participation
We are reaching out to local churches by
maililng monthly copies of The Enlightened
Voter to 110 Boca Raton churches. We hope
that by increasing voter education, pastors
will encourage their fock to vote by mail.
We plan to distribute printed copies of
The Enlightened Voter to doctors offces,
stores, etc.
Touch 20. We Are Asking For
Email Addresses We are including
a request in the printed issues asking
the receiver to donate $20 to The Voter
Publications at no cost to themselves.
If they will give us their email address,
it will save the us $20 in printing and
mailing costs.
Touch 21. Slate Recommendations
More than a month before election
day (since mail ballots arrive about
one month before election day), we
will include in several issues editorial
recommendations for each and every
contest.
Outreach to Local and Gated
Communities From a Neighbor
Dan and his Voter Publications Team
are doing a very important experimental
demonstration project.
The teams project is aimed at showing how
to signifcantly increase un-informedand
un-engagedvoter turnout in all elections.
For example, despite strong recruiting
efforts, the Palm Beach County
Democratic Party has been able to fnd
active precinct volunteers in only 360
out of its 800 precincts. That leaves 440
precincts without neighbors touching
them frequently. Theyre not being
reminded that if you didnt vote in 2010
you elected Rick Scott governor. We dont
want that to happen again this year.
The Voter Publications Team plans to
deliver The Enlightened Voter journal
to every Democrat and Independent in
every one of those 800 precincts.
And we want it to be received from a
neighbor, not by someone in West Palm
Beach, or Orlando, or Tallahassee, or
Washington, DC.
