Indonesia Domestic Biogas Programme

Indonesia
Before biogas, it took months to compost manure for fertilizer. Now production
costs are down and the quality of crops is very satisfactory.!"armers in #reng

5omestic biogas provides a sustainable way for individual households with livestock
to reduce dependence on 9rewood and e:pensive fossil fuels; a biogas digester
converts the dung into biogas that can be used for cooking and lighting. <he slurry
left over from this process is also an e:cellent organic fertiliser that can be used to
improve crop yields.
<he Indonesia 5omestic Biogas 1rogramme =I5B1>, called the BI8? programme in
Indonesia, aimed to construct @,*** biogas digesters in 3 years =(**+,(*'(> and
was e:tended to the end of (*'-. BI8? means AblueB and is an acronym of Biogas
8umah, which translates as Abiogas for the homeB. Ceaning on worldwide
e:perience, the BI8? programme seeks to distribute biogas digesters as a local
sustainable energy source by developing a commercial, market, oriented sector for
them that also provides Dob and business opportunities for masons and partner
organisations in construction.
<he BI8? programme is implemented by Eivos, working closely with the Indonesian
Finistry of 4nergy and Fineral 8esources and 0N6 Netherlands 5evelopment
Grganisation. <he 9rst phase =(**+,(*'-> has been funded by the 5utch embassy
in Indonesia.
Hooperation with the private sector is one of the key factors behind the success of
the programme. In Indonesia, dairy cooperatives play a signi9cant role in the
domestic biogas programme. <hey are better able to reach farmers, and many of
them have access to funds =e.g. from NestlI, Bank 0yariah Fandiri or the 8abobank
"oundation> to support farmers with biogas credit. "or e:ample, our cooperation
with NestlI assisting small dairy farmers with interest free revolving funds to
9nance their biogas digesters, has highly contributed to the construction of more
than .,*** biodigesters for Nestle milk suppliers, a considerable portion of the more
than '',*** biodigesters constructed through the BI8? programme.
<he programme provides a Jat subsidy =investment incentive> of ?05 ((* per
digester, bene9ting poorer farmers more than better oK farmers. <he farmer has to
pay .* percent to @* percent of the investment cost, ranging from ?05 3** for a
3m- sized digester to ?05 '*** for a '(m- sized digester , a considerable amount
for many small farmers. In selected areas the national or district government also
provides funding in cooperation with Eivos making use of the BI8? design.
#t present, some .* construction partner organisations and - manufacturing
partner organisations =producing biogas stoves, lamps and other appliances> work
with the BI8? programme.Fore than ',*** masons have been trained, and these
numbers will increase as the programme e:pands. BI8? is planning to install
another 3,*** digesters in (*'3. <he current programme focuses on + provinces,
and the second phase will include at least '( provinces. #s biogas reduces
greenhouse gas emissions, carbon 9nance is planned as an income source for the
long, term sustainability of the programme. # 1rogramme of #ctivities was
registered at the /old 0tandard 8egistry on - 5ecember (*'- to enable BI8? to
earn carbon credits
