geotechnical site investigation and its process. Participants will also learn to interpret soil
investigation reports to ensure safety of geotechnical works and surrounding structures.

MR YANG KIN SENG is currently a Director with the BCA. Prior to this, he was an Assistant Chief
Civil Engineer with the former Public Works Department. He was also the Chief Project Manager
and Superintending Offcer for the Singapore-Malaysia Second Crossing (Singapore portion).
Mr. Yang was awarded the Public Administration Medal (Silver) in 1998. Mr Yang graduated
from University of Melbourne with BEng (First Class Hons) in Civil Engineering under Colombo
Plan Scholarship. He won an Exhibition prize and AJ Francis prize. He was also awarded Trinity
College Scholarship and a recipient of CWN Sexton Scholarship. He obtained a DIC and MSc
(with Distinction) in Soil Mechanics & Engineering Seismology from Imperial College under
Commonwealth Scholarship. He was awarded the Soil Mechanics Prize (1984), Imperial College.
He also has a MSc in Civil Engineering from NUS, and LLB (Hons) from University of London.
Mr Yang had attended the Stanford-NUS Executive Program, and the Stanford-Nanyang Executive
Program on International Construction Management. He was a prize winner (army) of ROSC,
Singapore Command and Staff College. He was a Commanding Offcer of a Singapore Infantry
Regiment; and a recipient of commendation award for National ServiceMan of the Year (1994).
Mr Yang is a registered Professional Engineer, and a Specialist Professional Engineer in
geotechnical engineering with the Professional Engineers Board. He is also a registered
Specialist Accredited Checker with BCA. He has published more than 40 papers on infrastructure
developments, regulatory controls, geotechnical and construction engineering in journals,
conferences and seminars. He co-chaired SPRINGs Eurocodes Review Advisory Committee, and
the Technical Committee on Eurocode 7. He is currently Vice-President of the Society for Rock
Mechanics & Engineering Geology, and on an interview panel with Professional Engineers Board.
Certication
Participants who have attended at least 75% of the course sessions will be issued with the
Certifcate of Accomplishment (COA).
