Invitation for Bids

1. This Invitation for Bids follows the Advance Contracting Notice for this project that
appeared in the ADB Business Opportunities on 9 April 2014.

2. The Government of Mongolia has received a loan from the Asian Development Bank
(ADB) to finance the cost of the Western Regional Road Corridor Development Investment
Program Tranche 2 Project. The loan was signed on 2 June 2014 and was expected to be
effective by 31 August 2014. Part of the financing will be used for payments under the contracts
for constructing the 103.9 kilometers (km) road from Khashaatiin Davaa to Shuraga Bridge
(50 km) and Shuraga Bridge to Khovd (53.9 km), 60 km road from Khashaatiin Davaa to
Tolbo Soum, and 25.8km road from Tsagaannuur to Ulaanbaishint.

3. The Ministry of Roads and Transportation of Mongolia ("the Employer") now invites
sealed bids from eligible bidders for the works below.

4. International Competitive Bidding will be conducted in accordance with ADBs Single-
Stage: One-Envelope bidding procedures and is open to all eligible member countries of the
ADB.

5. Only eligible bidders with key qualifications given below should participate in this bidding.

Participation in at least one contract that has been
successfully or substantially completed within the last 3
(three) years. As a minimum, the required contract shall
have all characteristics as follows: (i) Minimum road
length shall not be less than 80% of project road; (ii)
Road with 7.0m carriageway and with asphalt concrete
pavement in cold weather. Cold weather is defined as
minus 10 degree Celsius or below; and (iii) The Road
shall have at least 3 bridges each with minimum length
of 20 meters.

6. Bidders are reminded to pay attention to the definition of conflict of interest in Clause
4.3 of Section 1-Instructions to Bidders. Bidders considered to be in a conflict of interest will be
disqualified.

7. Interested eligible bidders may obtain further information from the Employer at the
address below from 22 August 2014 to 12 September 2014 between 10.00 a.m-12.00 a.m., and
13.00 p.m-17.00 p.m. on work days.

8. The bidding documents, in English, may be purchased by interested bidders at the
address below on submission of a written application and upon payment of a nonrefundable fee
of US$300 for each lot (three hundred US Dollars) in cash or check. If courier service is required,
an extra fee of US$30 will be needed for domestic delivery and US$80 will be needed for
overseas delivery. No liability will be accepted for loss in transit or late delivery.

9. All bids must be accompanied by a bid security as stated in the bidding document (Bid
Data Sheet). Late bids shall be rejected. Bids must be delivered to the address below on or
before 3 October 2014, 15:00 Hours Ulaanbaatar time (GMT+8). Bids will be opened
immediately after the bid submission deadline at the address below in the presence of bidders
representatives who choose to attend.
