BJ P Government Budget
Pro-rich - Anti-poor - Comments E Ahamed
(Continued on Page No. 7)
Shri E. Ahamed, Member of Parliament and
President, Indian Union Muslim League, while
commenting on the Budget, has said that the
budget is lacklusture, pro-rich and anti-poor.
There is nothing about the common man and
minorities. Most of the welfare schemes including
MNREGA were the brain child of UPA Government.
There is no originality in the Schemes except that
what was left behind by the UPA Government
Even projects which UPA government initiated
have been taken up by the present Government
. e.g. Madrassa modernisation etc. They
provided a paltry sum of Rs. 100 crore on this
account. It is nothing but a naked discrimination.
Reduction in Budget decit was in the agenda
of UPA Government and we took many measures
in that direction. Since subsidies, defence
expenditure and interest payments take 70-
75% of Non Plan expenditure. It is very difcult
to cut these expenditures. We had always tried
for tax rationalisation and to make tax structure
taking them further. Introduction of AIIMS like
institute in States was the initiative taken by
the UPA Government. It is unfortunate that
not a single word has been mentioned about
UPA Governments Scheme for the poor. There
is nothing for Fishermen, Spice and Rubber
Plant producers so far Kerala is concerned.
There is nothing concrete in the Budget to
restore the pace of growth, contain ination
and scal consolidation. Cosmetic changes
would be of no help. The budget is completely
silent on Labour reforms. Minorities also do
not get anything substantial in the Budget.
Regarding black money, the Budget has not
mentioned anything radical. There is no
mention about second Green Revolution.
The Budget was expected to roll out multi-
pronged programme to boost farm efciency.
The Budget translates Governments Plans
and Policies into action. The present Budget
seems to be short of these expectations.
Millions of Muslims Tuesday
celebrated Eid-ul-Fitr across India
with joy and devotion, with Prime
Minister Narendra Modi praying
for unity and brotherhood in our
nation.
In innumerable urban and rural
centres, Muslims poured into
mosques and large open grounds
and offered Eid prayers to mark
the end of the Islamic holy month
of Ramadan.
Eid prayers were also offered at
the 17th century Taj Mahal.
Barring the Kashmir Valley,
where youths clashed with security
forces for a few hours, the day was
celebrated peacefully and with
visible joy all across the country.
With over 170 million Muslims,
India is home to the third largest
Islamic population in the world
after Indonesia and Pakistan.
Modi, who became prime
minister only two months ago,
With joy and prayers, Muslims celebrate Eid in India
greeted the nation on the
occasion. May this auspicious day
strengthen the bonds of peace,
unity and brotherhood across our
nation, he said.
Islamic scholars underlined the
importance of Eid.
It is a festival of peace and love.

most inuential Islamic seminary,
told IANS.
Maulana Mufti Mukarram, the
Naib Imam of Fatehpuri mosque in
Old Delhi, said: It is an occasion
when everyone irrespective of
religious or social barriers must
endorse the message of peace and
love.
Attired in new clothes and
wearing skull caps, men and
children thronged Eidgahs and
mosques for namaz.
In many mosques, special
prayers were held for peace in
Gaza, where Israels targeting
of the Hamas has left hundreds,
mainly civilians, dead.
The biggest Eid gatherings
were reported from Assam, West
Bengal, Bihar, Uttar Pradesh, Delhi,
J ammu and Kashmir, Gujarat,
Maharashtra, Telangana, Kerala,
Karnataka and Tamil Nadu.
After the morning prayers,
sweets were exchanged with
friends and families. Muslims
embraced one another with
greetings of Eid Mubarak.
Guests were treated to sheer

Service Tax, but could not implement it for
want of consent of many State governments.

THE TIMES OF LEAGUE
E. Ahamed the IUML National
President and Former Minister of State
for External Affairs strongly condemned
the Israeli agression on the Gaza -
Palestine.
The following is the excerpts from E.
Ahamed speech in Parliament on 15th
J uly 2014.
Madam Speaker, I do not know how
to express what is going on there in the
Gaza area. Innocent people are being butchered.
They are being mercilessly killed. Women and
children are being mercilessly killed. What is
going on is a agrant violation of international
human rights. Nobody is speaking about this.
Unfortunately, all these big powers have been
playing hide and seek to avoid this serious human
rights issue. Therefore, India has a responsibility.
India has always been standing behind the
Palestinian people. India has traditionally been
supporting the Palestinian people. Right from the
time of Mahatma Gandhi and J awaharlal Nehru,
we have been supporting the Palestinian people.
This human rights violation should be stopped.
I may just mention that the Gaza Strip is the most
populated area in the Earth located in 360 sq. kms.
radius with 1.8 million people. Largest number of
people in the world live in that area. India should
condemn the alleged atrocities and the war crime
being committed by the Israeli forces in Gaza. It
is the holy month of Ramadan. In spite of that
E. Ahamed Condemns Israeli - Agression on Gaza - Palestine
Israelis are waging unjust and despicable
war against innocent people of Palestine.
Madam Speaker, I will take only one
minute more. Even women and children
are not being spared. Therefore, this
silence of the international community is
shocking. It has also to be condemned.
Now, 180 people have been killed,
including 37 children, 24 women and
12 elderly people. Around 1260 people were injured
since Israel started the current aggression on Gaza.
I would just like to request this House to condemn
this also as well as to prevail upon the Government of
India to take up the matter with the international body,
the United Nations. The President of Palestine Mahmoud
Abbas has already written to the Secretary-General of the
United Nations Mr. Ban Ki Moon in this matter. Therefore,
it is a very important duty of this country. This country is
always condemning violence, war and every such thing.
This country is always supporting the Palestinian people.
This country cannot just sleep over such an international
issue. Therefore, I take this opportunity to say that the
Government of India may take up this matter with the
United Nations and do the needful, in accordance with
what we have been following so far in this country.
This is the country of Pandit J awaharlal Nehru. This is
the country of Mahatma Gandhi. This is the country of
supporting all these things and this country is supporting
the international matter of the Palestine people.

Commenting on the
Supreme Court J udgment on
Shariath Panchayats, the IUML
State President and the All
India General Secretary Prof:
K.M.Khader Mohideen stated
that pronouncement of religious
decrees is no wrong. However
they should not be imposed
on any one else, he said.
He said the media published the
Supreme Court judgment under
the caption no legal validity for
shariath law. Religious scholars
fatwa pronouncement not valid.
Those who passed comments on
the judgment did not fully grasp
the judgment. In this regard he
issued the following statement.
A bench of Supreme Court
comprising J ustice C.K.Prasad
and J ustice P.C.Ghose pronounced
a judgment on 7-7-2014, over
a PIL led by Advocate Vishva
Lochan Madhan in the year 2005.
In this petition, the petitioner
contended that the decrees
pronounced by the khazis in shariat
courts takes away the fundamental
rights of Muslims, and such courts
are against the constitution and he
demanded a ban on such courts
and their decrees and fatwas.
Hearing the petition the judges
made it clear that as Darul Qazas,
shariat courts were not part of the
Corpus jury of the state, fatwas
issued by them or for that matter
by any person or religious body
do not amount to adjudication of
a dispute by an authority under a
judicial system sanctioned by law.
Therefore a kazi or a mufti has
no power to impose his fatwa on
any one. In the same breath the
Supreme Court ruled that neither
the existence of shariath courts
nor the practice of issuing the
fatwas could be declared illegal
as they were part of an informal
J ustice delivery system that
seeks to amicably settle disputes.
Fatwas can not be banned
Hence the Supreme Court
ruled clearly that no ban should
be imposed on Darul Qazas,
Shariath Courts or Forums
and Fatwas issued by them.
The media on the other hand
painted the Supreme Court
J udgment in such a manner as
if a total ban was imposed on
Darul Qazas, Shariath Courts
and Fatwas issued by them. This
is not true. The All India Muslim
Personal Law Board has welcomed
the Supreme Court J udgment.
The total population of India is
120 crores out of which 17 crores
and 60 lakhs are Muslims and it is
the biggest minority in India. The
Indian Constitution has granted
rights to the Muslims to follow their
Shariath laws. The 1937 Shariath
Act has given rights to Muslims to
adopt shariath law in the matters
of Nikka, Talaq, Zihar, Libea,Kula,
Mubarath etc. In all the matters
Decrees passed by the Khazis and
Fatwas issued by the Muftis fall
within the parameter of the 1937
Shariath Act. The decrees passed
by the Khazis and tha Fatwas
issued by the Muftis are intimated
to the concerned parties and it is
their right to accept or reject them.
No Muslim body ever coerced
the concerned parties to accept
these Fatwas.
Further no Muslim body prevents
any one who does not accept a
compromise formula from seeking
remedy in the court of law. The
All India Muslim Personal Law
Board has claried that it was
just a vicious propaganda to state
that Shariath Courts function
parallel to the judicial courts.
The Duties of Muslim
Community
The Supreme Court J udgment
and the propagation of
propaganda for and against the
J udgment shows certain clear
paths to the Muslim community.
First, who claims to be a
Muslim should establish that he
is one who strictly follows the
PRONOUNCEMENT OF RELIGIOUS
DECREES NO WRONG
- Prof:K.M.Khader Mohideen dispels doubts on Shariat Panchayats
Shariath Panchayat is an Arbitration
teachings of Holy Quran and
the guidance of Holy Prophet
Muhammad (Sal). It is meaningless
to call oneself Muslim one who
does not follow the Islamic laws.
Second, to settle the disputes
between husband and wife, to
solve the problems of inheritance,
partition etc. the appropriate
forums are Shariath Panchyats and
Darul Qazas. Hence it is incumbent
upon Muslims to make these forums
function effectively and efciently
in each and every Mohalla J amath.
This system should be made
to function throughout India.
Third, These bodies should
not interfere in the matters that
do not fall within the parameter
of the Islamic sharia. Interference
in such matters unnecessarily
invites unsavory comments on
Islamic Shariah and the forums
implementing Islamic shariah.
Fourth, it is essential to make
efforts to bring amendment in the
Khazis Act practised since 1880. A
part of the Khazis Act says there is
no power to khazis. This part should
be amended and the khazis power
should be clearly be demarcated .
Fifth, Indian Muslim community
should unite to urge the government
to enact a law by which the
Indian Courts and ofcials should
accept and recognize the decrees
issued by Shariath Panchayats,
Darul Qazas and Darul Iqftas.

THE TIMES OF LEAGUE
Islam means peace, tranquility
and progress. Islam is one of
the major religions of the world.
Statistics indicate that out of 720
crores world population more than
150 crores are Muslims.
Islam is a way of life based
on the teachings of Holy Quran
,the Guidance of Prophet
MUSLIMS SHOULD TREAD ON THE PATH OF HOLY QURAN
world.
Few years back the sprang of
Arab Spring was trumpeted. But
the so called Spring disappeared
as fast as it appeared. Chaos and
confusion exploded in countries like
Tunisia, Algeria, Morocco, Libya,
Yemen and Egypt not yet subsided.
It was declared initially that all the
old regimes would be dethroned
dignity. The rebels in Syria
established a separate state
declaring the formation of Islamic
Caliphate under the self-styled
Caliph Abubacker al Baghdadi.
The media mentioned that Iran
did everything to protect the Shia
rule in Baghdad. The media also
stated that the Saudi Kingdom
hell bent to prevent the growth
to preserve the status quo and in
this process has got ruined.
The Israeli Zionist clearly
understood the present helpless
condition of the Muslim countries
and embarked on the criminal
conspiracy of totally eradicating
Palestine. Destruction after
destruction was wrought on the
Gaza Province by the Israeli air,
Muslim world Scenario

Islamic scholar acknowledged by

The great British scholar George
Bernadshaw once said Of all
the religions Islam remains the
Great. But the modern Muslims
are in a disgraceful position.The
happenings in the Muslim world
proves how opt is the statement
of Bernadshaw.
As the world entered into the
21st century, leaving behind
20th century it was stated that
a renaissance would bloom in
the Muslim world. But the truth
became otherwise. Right from
the beginning of the 21st century
there was no Muslim country found
without problems in the Muslim
and in their place new benevolent
democratic governments would
be enthroned. Uprisings have
become the order of the day in
many Muslim countries either with
the implicit or explicit support of
the U.S. Ultimately these countries
lost what little remained with them
and they were driven to dilemma.
The U.S. European Union with
the support of U.N. invaded Iraq and
unleashed cruelties on Iraq. The
old Iraq vanished, three new Iraq
came into existence. Kurdistan was
born. A new Islamic Caliphate has
appeared in the Mosul region. The
South East Iraq ceded to become
a Shia dominated region. As the
devil visited house was bound
to collapse so was the American
entered Iraq disintegrated apart
, losing its pristine beauty and
of Iran in the region. Chaos and
lawlessness become the order of
the day in the entire Arab lands
and other Muslim countries are no
exception to this order.
The tussle over the election
result continues in Afghanistan.
Afghan Talibans extremism
caused severe strain in the life of
the people there. Pakistan alleges
that Afghan Taliban enter into
Pakistan and seek support for
their extremism. The internecine
ght between the Pakistan Army
and the Taliban continues in
the Province of Waziristan. The
death toll increases in hundreds
and thousands daily. From the
recent news we understand that
Uzbeks from Uzbekistan have
joined the Taliban in their ght
against the Pakistan Army. To put
it in a nutshell there is absolutely
no peace in any Muslim country
in the Middle-East and in the
Central-Asia. Ukraine ceded from
the old Soviet Union and became
an independent country. Russia
racked up the issue and wanted
to sh in the troubled water. Now
the Ukraine rebels ght against
Ukraine rule. Russia steadily
supplies arms and ammunitions to
the Ukraine rebels. Recently Russia
under the camouage of Ukraine
rebels shot down a civil airline
pane jeopardizing the sovereignty
of a Muslim country.
Muslim countries Arab and Non
Arab have become the land of
problems. Each country is striving
sea and land bombardments
It has become customary on the
part of U.S., European Union and
U.N. to watch the agony as the
silent spectators.
Due to the abysmal condition
prevailing in the Muslim countries
the atrocities against the minority
Muslims in non-Muslim countries
increased many fold. There is
no limit to the sufferings of the
Rohingya Muslims in Myanmar.
The savagery from Myanmar was
exported to Srilanka and incited
the bodibala sena , the chauvinist
Singhala organization to attack
the Tamil speaking Muslims in
the Beruvala region in Srilanka.
The riots in Assam on Indian soil
is not abated and continuously
annihilates the Muslims there.
The communal re lit in Muzafar
Nagar in U.P. is not yet put out.
An apprehension has struck in
the minds of cross section of the
Indian community that a national
level riot will be incited under
the BJ P rule. The Uighuirs in Red
China are put to severe test. The
Islamophobia has raised its head
in China such an extent that made
the Chinese Government to pass
an order banning the Uighuir
Muslims from observing of fasting
in the month of Ramadan.
In Europe the Islamophobia
was overtly exhibited by the
way of banning the construction
of Minarets and prohibiting the

Why Muslims all over the

These questions haunt the mind of
the Muslim World.
To try to nd answer to these

the entire humanity alone provide
right answers to these questions.

Fifth, the Islamic scholars from

change themselves in accordance
with the teachings of Holy Quran.
Second, We must beseech help
from God by patience and prayer.
Third, we must realize
that extremism, violence and

It is unfortunate that the
country does not have laws to
chop off hands and ngers of
fraudsters who forge property
documents, the Madras high court
lamented on Thursday. J ustice S
Vaidhyanathan, refusing to order
release of property documents
registered on the basis of forged
papers, also imposed a ne
of 1 lakh on the person who
committed the fraud.
In Islamic countries,
horrifying punishment of
cutting hands and chopping off
ngers for even petty thefts is
implemented. I came across an
article that said Iran has unveiled
its latest innovation in criminal
punishment - a machine that cuts
off ngers of thieves. It is being
used for cutting off the ngers of
culprits by a court in Shiraz. For
forgery, this court is of the view
that such a stringent punishment
of chopping off ngers should be
awarded to the petitioner, the
judge said.
Unfortunately, in our country
there is no stringent law to cut
off the hands of persons who
indulge in fabricating documents.
If laws are rigid and deterrent,
criminals will not dare to indulge
in illegal activities like the case
on hand, wherein ofcials of a
sub-registrar ofce were hand in
glove with criminals to help them
usurp and loot the properties of
innocents, he said.
Citing the Quran, the judge
said theft was haraam. The
Prophet cursed the thief because
he is a corrupt element in society,
and if he is left unpunished, his
corruption will spread and infect
the body of the ummah (nation),
he said.
The matter relates to
a petition led by P M
Elavarasan, seeking to direct the
Saidapet district registrar and
Virugambakkam sub-registrar
to assign a registration number
to his property and release the
documents. The authorities
withheld the documents after
realising that the property

had been forged by Elavarasan.
His counsel, however, argued
that the registering authorities
did not have the power to
probe ownership and title of
the property and that they are
obliged to return registered
documents.
J ustice Vaidhyanathan,
rejecting the demand, said it was
a clear attempt to grab land and
expressed shock that such fraud
took place with the connivance
of ofcials in the registration
department. Upholding the
decision to withhold the
documents, the judge said
Elavarasan had the temerity
to approach the court for a
favourable order despite having
perpetrated forgery and fraud.
The court then imposed 1 lakh
cost on Elavarasan and directed
him to pay 25,000 each to four
service organisations, including
the Adyar Cancer Institute,
within a month.
Noting that the court could
not remain a silent spectator,
the judge said it would deal
with such people with an iron
hand. He then expressed hope
that authorities and the court
concerned would initiate criminal
proceedings against Elavarasan
for his illegal activities and award
maximum sentence after a
speedy trial.

THE TIMES OF LEAGUE
The 2014 national election,
resulting in a decisive victory for
the Hindu nationalist Bharatiya
J anata Party (BJ P), seems to have
thrown the Indian commentariat
into ideological disarray.
Intellectuals and opinion-makers
who have professed particular
beliefs and held certain positions
for the longest time, appear now
to be changing their views. This
began happening during the
campaign, continued through the
election, and has become routine
in the new dispensation.
Larger changes in the media, in
institutions of research and higher
education, and the electoral rout
of the Congress and Left parties
add to the general climate of
confusion and mistrust. Each day
it appears that one more person
whose voice carries weight comes
out to endorse Narendra Modis
regime. Criticism is replaced
with qualied support, while in
some cases the reverse is true
heartfelt enthusiasm is replaced
with bitter condemnation of the
Prime Minister and his team.
Nobody knows any more who is
with us and who is with them; who
is on the left and who is on the
right.
Fading secular opinion
In an earlier piece in The Hindu
(April 9, 2014), I had suggested
that the euphemistic contract
leading some commentators to
pass over Mr. Modis Hindutva
agenda and turn a blind eye to
his complicity in the violence of
Gujarat 2002 needed to be broken
if there was to be some chance of
curbing or defeating the BJ P at the
hustings. Others argued that his
veiled and explicit stances against
minorities worked in his favour,
and increased his popularity
rather than damaging his image.
Whatever the case, his party won
the majority of seats and he was
able to form the government.
Mr. Modi has begun appointing
individuals who are adherents
or sympathisers of the hardline
Hindu fundamentalist Rashtriya
Swayamsevak Sangh (RSS) to
serve as ministers and as heads
of cultural and educational
institutions. He has shown
little interest in the services of
former secularists, liberals and
feminists who had indicated their
willingness, even eagerness, to
work with him once he took ofce.
The fact that neither the Congress
nor the Left seem any longer to be
conversant with or proud of the
left-liberal political traditions that
dominated Indian politics since
independence, drives the nal nail
into the cofn of secular opinion.
A face-off between majoritarians
and egalitarians, between the
Sangh Parivar and secular-liberal
parties, has been a long time
coming. This election may have
turned the tide, but the build-up
began close to a century ago. The
RSS was founded in 1925. The
Bharatiya J ana Sangh was founded
in 1952. The BJ P was founded in
1980. Considerable gains were
made by the Hindu Right during
the Ram J anambhoomi movement,
climaxing in the demolition of
the Babri Masjid at Ayodhya in
December 1992 and nationwide
Hindu-Muslim rioting.
The National Democratic
Alliance, headed by the BJ P,
had its rst substantial stint in
government from 1998 to 2004.
Seen in this chronology, Hindu
nationalism punctuates the entire
20th century at intervals of 20-
30 years, but it is never able to
decisively transform the mindset
of most Indians. Even today, when
the BJ P polled 31 per cent of votes
cast, it is not clear whether it is the
partys Hindutva face or its face of
economic growth that appealed to
voters.
The problem with Hindutva
The problem with Hindutva,
which has impeded its capture of
the average Hindus political and
cultural imagination, is that it is
the outcome not so much of hatred
for others, especially Muslims,
but rather of Hindu self-hate. Its
a historic and possibly doomed
attempt to change everything
about Hinduism that makes it what
it is its ability to accommodate
mind-boggling diversity, its
avoidance of strict denitions
and boundaries, its amorphous,
heterogeneous, tolerant and uid
character.
Hindutva wants to Semitize
Hinduism, giving it a god, a
book, a revelation, a prophet,
an ecclesiastical order, a pontiff,
a race, a language, a country
(or a holy land), a history, a
canon, doctrinal stability and
missionary zeal. Its an attempt
to standardise, essentialise, codify
and systematise a vast universe of
incommensurate beliefs, practices,
rituals, theologies and narratives
to render Hinduism modern and
modular.
Vinayak Savarkars manifesto
for Hindu nationalism, Hindutva
(1923, 1928), was conceived
and written over several years
of solitary connement and hard
labour in British jails on the
Andaman islands and in coastal
Maharashtra Savarkar was
sentenced to two consecutive
life-terms for anti-government
activities. His sentence was later
commuted but the trauma never
left him. Hindutva opens with its
most denitive claim: A Hindu
means a person who regards this
land of Bharatvarsha, from the
Indus to the seas, as his Fatherland
as well as his Holy Land, that is,
the cradle of his religion. Savarkar
wants to imbue Hinduism with all
the qualities it lacks and thus
his coinage, Hindutva. A true
Hindu, in his estimation, has in
him something better than and
apart from mere Hindu-ism he
has Hindu-ness.
A face-off between majoritarians
and egalitarians, between the
Sangh Parivar and secular-liberal
parties, has been a long time
coming. This election may have
turned the tide, but the build-up
began close to a century ago
In order to possess Hindutva, a
man (because Hindu nationalists
tend to think in rigidly gendered,
masculinist and patriarchal
terms) must regard India as
his fatherland (the land of his
ancestors, pitr-bhumi) and his
holy land (the land where he
accumulates the fruits of good
karma, punya-bhumi); he must
be attached to this land, this
territorial expanse called Bharat
through the fact of his birth there,
through ties of blood to his family,
his forefathers, his race of fellow-
Hindus, and moreover through
a love for Hindu civilization
(sanskriti) as represented in a
common history, common heroes,
a common literature, a common
art, a common law and a common
jurisprudence, common fairs
and festivals, rites and rituals,
ceremonies and sacraments. His
insistence on what is common
between the innumerable Hindu
cultures of the subcontinent comes
precisely from the impossibility
of stating where exactly lies this
commonality, so fervently desired
by Savarkar.
If Hinduism is centrifugal,
Hindutva is centripetal. Savarkar
responded to the demands and
pressures of modern nationalism
he was not only disinterested
in, but perhaps even averse to,
the religious life of millions of
Hindus. Its interesting and entirely
reasonable that Savarkar was a
thorough atheist. For him, being
a Hindu was a political identity,
not an identity based on religion.
Even Muslims, Christians, Sikhs
and Buddhists, so long as they
are born and raised in India, and
follow the Indian way of life, are
thus de facto Hindus. Hindutva
is a pure construct, a completely
empty envelope that Savarkar
creates from his own mind as
he spends decades locked away,
utterly segregated from the shared
collective life of his fellow-Indians.
Gandhi vs Savarkar
Mohandas Gandhis vision for
the future was swaraj or self-
rule, where the self was at
once each individual struggling to
master inner demons, and a vast
aggregation of millions in search of
Indias independence from British
rule. Gandhi himself was deeply
religious, but he never dened the
self of self-rule, the swa- of
swaraj, as Hindu, Muslim or even
Hind Swaraj Vs Hindu Rashtra

Hindutva is a historic and possibly doomed
attempt to change everything about Hinduism that
makes it what it is its ability to accommodate
mind-boggling diversity, its avoidance of strict
denitions and boundaries, its amorphous,
heterogeneous, tolerant and uid character

Indian. It was Gandhis quest for
the self and for its sovereignty
that carried the day, creating
the decades-long struggle which
eventually liberated India. Savarkar
became president of the Hindu
Mahasabha the precursor to
the BJ P in 1937, rmly opposing
Gandhis non-violence, his Quit
India movement, the rise of the
Muslim League and the creation of
Pakistan through Partition.
When Savarkars acolyte
Nathuram Godse shot at Gandhi
on J anuary 30, 1948, at the
Mahatmas daily public prayer
meeting, ironically, Gandhis dying
words were those of a devout
Hindu: Hey Rama! In the wake
of the Mahatmas assassination,
Savarkar had to retreat from public
view for the remainder of his life.
He was regarded with intense
dislike, suspicion and contempt
by Nehru and other leaders who
constituted the top echelons of the
Congress administration. Nobody
from the Maharashtra government
attended his funeral in February
1966.
Today, for the rst time the
RSS can dream of a restitution of
Savarkar in the modern national
pantheon. The question is, have
decades of ofcial secularism
made Indians, more than 80 per
cent of whom are Hindu, receptive
or hostile to the father of the Hindu
Right? Can ordinary Hindus look
upon him with a fresh perspective,
or has history left him behind in
the dust?
Recently, I was startled to see
in the Central Hall of Parliament
a portrait of Savarkar staring at
Gandhis portrait directly across the
length of the room, symbolising a
foundational antagonism written
into the very genealogy of our
nation-state. It is Hind Swaraj pitted
against Hindu Rashtra. Indian
intellectuals, understandably
feeling bruised and buffeted by
enormous political changes, would
do well to remember that the
roots of their present ideological
conicts go back to the beginnings
of organised nationalist politics,
and that questions of ideology are
unlikely to be settled in a hurry.

Notwithstanding UPA regimes
claims that it was committed
to implementing Sachar panels
recommendation for better
representation of Muslims in the
police forces, the share of the
minority community has fallen
steadily to touch a new low of
6.2% in 2013. This marks a decline
from the 6.5% Muslim component
in all-India police in 2012, 6.52%
in 2011 and 6.9% in 2010.
Incidentally, the percentage of
Muslims in police forces across the
country was much higher at 8.3%
in 2001 and 7.11% in 2004, the
rst year of UPA rule.
Even in absolute terms, the
number of Muslims in police forces
across the country slid to 1,08,602
in 2013 from 1,08,975 in 2012,
according to data compiled by the
National Crime Records Bureau
(NCRB).
Among the 1,08,602 Muslims
serving in police forces nationwide
in 2013, as many as 41,089 were
from J ammu & Kashmir alone.
Without J &K, the share of Muslims
(8.5%) led the pack in 2013, many
states with signicant Muslim
population like Uttar Pradesh and
Bihar lagged behind with 5.1%
and 3.95% representation for
the community in their respective
police. Muslims constituted barely
1% of Rajasthan police, and even
Delhi ranked low with just 1.9%
representation for the community
in its police.
From 8.3%
In01, It touched
6.2% in 2013
Number of Muslim cops
hit a new low under UPA
in all-India police would be barely
4.07%.
The under-representation of the
community is in sharp contrast
to the rising share of Scheduled
Castes/Scheduled Tribes in police
all over India. The SC ratio has
grown from 13.37% in 2010 to
13.67% in 2011 and 14% in 2012
before touching 14.7% in 2013.
Similarly, STs formed 10.8% of the
total police force in 2013, up from

share of scheduled
Castes/ Scheduled
Tribes in police all
over India
10.3% in 2012, 10% in 2011 and
9.7% in 2010.
As per 2001 and 2011 census
gures, the share of Muslims in the
countrys total population stood at
13.4% and 13.43% respectively.
A statewise break-up of Muslims
in the police force shows that
while Andhra Pradesh (9%),
Kerala (8.6%) and West Bengal
vermicelli, milk and dry fruits) and
other dishes.
The festivities extended to the
India-Pakistan border in Punjab
where Pakistan Rangers offered
sweets to the Border Security
Force. The Indians and Pakistanis
then hugged one another at the
border gates.
Muslims across Telangana and
Andhra Pradesh celebrated Eid
with religious fervour and gaiety
-- and with prayers for the dead
in Gaza.
Many families celebrated
with simplicity in solidarity with
Palestinians in Gaza.
Every Muslim family paid Fitra or
charity (Rs.80 to Rs.100) on behalf
of each member as per the Islamic
rules so that the poor can also
celebrate the festival.
The Kashmir Valley celebrated
Eid with the usual religious fervour
after the morning festivities were
marred by clashes between youths
and security forces.
Once peace returned to the
valley in the afternoon, people
exchanged Eid greetings with
families and friends in Srinagar
and all major towns in the valley.
Children burst recrackers.
The serenity was visible in
Uttar Pradesh too. However,
security forces kept a vigil in
both Saharanpur and Rampur
which have been hit by communal
violence.
In Kerala, where Muslims account
for a quarter of the 33 million
people, the biggest gatherings took
place in Malappuram, Kozhikode
and Kannur. In most cities, the
prayers took place in grounds and
stadiums.
In Delhi too, tens of thousands
of Muslims thronged mosques.
People prayed for peace and
progress in the country, Maulana
Mufti Mukarram, the Naib Imam of
Fatehpuri, told IANS.
The scenes were no different
in Kolkata. West Bengal Chief
Minister Mamata Banerjee posted
Eid greetings on her Facebook
page.
It is very important to maintain
the sanctity of the festival
throughout life. All sorts of bad
thought, bad behaviour need to
be cleansed from the system,
Akhtarul Wasey, senior professor
of Islamic Studies at the J amia
Millia Islamia in Delhi, told IANS.

Malerkotla is a city situated
in the diatrict Sangrur of Punjab,
the city is in Malwa area that is in
the south of Punjab, Malerkotla is
a Muslim state that was founded
in 1454 when a Su Saint Shaikh
Sadarudin sader e jahn got married
to Taj Murassa Begum daughter
of Bahlool Lodhi , and was given
a number of villages by the lodhi
king, the state remained the
kingdom of Nawabs since 1454 till
1947 the partition of India, after
partition Malerkotla became the
only city with majority of Muslims
in Punjab because Muslims from
across the Punjab migrated to
Pakistan during partition and
Muslims from different parts of
Punjab took shelter in Malerkotla
during the riots after partition in
1947, Now Malerkotla is the only
city that represents Muslims in
Punjab, this historic city has its
great contribution in the history
of Punjab and India, one of the
Nawab jansb Sher Mohammed
Khan is famous for his courage
and bravery who raised his voice
for justice of the sons of sikh
Guru Gobind Singh, when suba
sirhand ordered to brick the little
and innocent kids alive in a wall,
Malerkotla a city of Nawabs away from progress
ladies are involved in hand embroidery and knitting business.
Malarkotla has more than 55% Muslim population according
to information displayed on a website so there are more than
100 mosques, many madarsas and other Muslim institutions,
madarsas has maximum students from out of Punjab, Muslim
culture is seen a big J ama Masjid and Eid gah is there in the
city, religious Islamic study learning of Quran is very common,
Muslims have Islamic Senior Secondary school for boys and girls,
Islamia Kamboj Senior Secondary School, majority of Muslim
students study up to the 10th and 10+2 level and leave their
studies due to family problems or lack of proper income due to
this majority of the Muslim Population is less literate or illiterate,
representation of Muslims in government and semi Government
jobs is very rare, now Muslims of the city has started studying
up to graduate and postgraduate level, Urdu is very common in
Muslims,
There are many historic places in the city like shish mahal,
J ama Masjid, tomb of Nawab Sher Mohammed Khan, Tomb of
Shaikh sadaruddin, kuka samark, Eid Gah and a Qila, People
come to the tomb of Shaikh Sadaruddin every thrusday as the
shaiks has his followers in India and abroad, city has many Tombs
of Su saints, a big crowd gathers at kuka smark every year in
Malerkotla, A big markaz of Tablege jamat is the center of the
jamats in Punjab Muslims come together for religious activities in
Malerkotla periodically.
As for as political situation is concerned city always witnesses
a Muslim MLA from congress or Akali Dal but the progress of the
people remained the same from independence of India till date,
people are compelled to choose a candidate from any of the two
parties, there are some other state level parties also that work
in the area, there were some ministers and cabinet minister
from this city but unfortunately they failed to change the social,
economical and educational condition of the residents of the city,
there is not any special facility provided to the Muslims, Punjab
wakf Board is under political inuence so there is not any special
use of the board for the Muslims of Punjab and Malerkotla.
Malerkotla lacks facilities for Muslims as there are some
Government and private schools In the city but there is not any
convent schools where Muslim students can have Islamic study
along with scientic, management and other modern studies,
government college is there for the students of the city but there
is not any Medical, polytechnic and Management college so that
the residents of the city can study the modern subjects and can
be perfect for the jobs and businesses.
An Islamic University is the biggest need of the city so that
Muslim students can grow with the pace of the time and can have
religious knowledge too and there must be modernization of the
madarsas in the city and state, second big requirement of the
city is a Minority facilitation center that can provide information
of Social, Educational and economical schemes provided by the
state and center government to the Muslims and other Minorities,
A government guidance center for the manufacturers and owners
of small industry if required immediately so that the businessman
can grow their businesses, government facilities should be given
to the city residents and export direct from the city should be
started, all this can happen only if the residents of the city will
choose an educated intelligent candidate from a big party who
actually want to work for the progress of the city and the residents.
Nawab Sher Mohammad Khan protested
against it and said that Islam Never allows
to kill the little kids, he also wrote a letter
to the Mughal King Aurangzaib about this
situation. Sikhs respect the Nawab and
the city due to his bravery and a great
favor that he did for the sons of their
Guru. Speciality of the city is that all the
people from all the religions live together
peacefully and I am proud to mention
here that Malerkotla did not witness even
a single killing of any human during the
big riots in 1947 and the city has saved
the lives of thousands of people during
that period.
Agriculture is the main occupation of
the people in the city, Malerkotla city is
famous for growing vegetables that are
sold in around all the markets of north
India, population is semi urban and rural,
people earn their livelihood by doing
small jobs in elds factories and selling
fruits and vegetables, there are some
more professions like hand embroidery,
manufacturing of Punjabi J utti, badge
making and a big market of cycle parts
manufacturers, city has small industries
where different products are produced
like iron products, sports goods and other
industrial products, maximum production
is sold in the market of Ludhian an
Industrial city of Punjab because distance
between the cities is just 45 kms, Muslim
