The current academic year would see
somewhat subdued celebration of the
golden jubilee of introduction of higher
educational facilities in June 1965
through establishment of the Centre for
Post Graduate Instruction and Research
(CPIR) in Panaji under Bombay
University. CPIR was operational for 20
years the most eventful decades in
history of Goa before the statehood. This
period witnessed opinion poll, a record
migration in Goa, a boom in
urbanization, growth of industries and
tourism.
Goa University which was built around
the strong CPIR nucleus is also geared to
enter the critical fourth decade since its
foundation on June 30, 1985. Goa
University is one of the few universities
in India to proactively subject itself to the
third cycle of accreditation by NAAC
(National Assessment and Accreditation
Council). The NAAC peer team led by the
Chairperson- Prof A P Padhi, and
members- Prof Deepak Chandra
Srivastava , Prof A K Misra, Prof P
Geetha, Dr B S Ghuman, Dr Dhulasi
Birundha Varadarajan , Prof M C Sharma
with the NAAC Coordinator Dr
Jagannath Patil would visit Goa University
from July 7 to 10.
Since this is the only university in the
state, it is high time that the state
government which spends about Rs 60
crore to fund it and its concerned
departments, the elected MPs and MLAs,
the leaders of civil society, corporate
sector and industries, all the affiliated
institutions of higher education, the
NGOs, the alumni of CPIR and Goa
University, artists, writers,
sportspersons, the parents, the print and
electronic media, NRI well wishers stand
solidly and united behind Goa University
which certainly deserves a higher grade.
Since the last NAAC review, projects
worth Rs 130 crore have come up in the
universitys campus. The Goa board of
secondary and higher secondary
education would also complete four
decades of its foundation. Kala Akademy
is planning to launch its Golden jubilee

celebrations soon. Each of these events
are important to review, introspect and
apply a course correction for future
planning in higher education. In 1910,
the literacy in Goa was just 13 per cent.
At the time of Liberation it was 31 per
cent. Today it has crossed 90 per cent.
There were fine and dynamic
intellectuals in Goa who had felt the
need to provide upward mobility to the
first batch of graduates in 1965. The
then chief minister of Goa D B Bandodkar
and the director of education Dr P S
Varde prevailed upon Bombay University
to make an exception for Goa to provide
support for post graduate education.
April 30, 1965 was a historic day for
University of Bombay and Goa. For the
first time in history of its senate, going
beyond its mandate,
Bombay University passed a resolution to
establish a centre in Goa to provide
facilities for post graduate instruction
and research. Indo-Portuguese historian
Pandurang Pissurlencar gifted his entire
book collection to CPIR. So Bombay
University attached a Centre of Historical
Research to CPIR to respect the
historian. It took two months to complete
the statutory requirements before
admissions for the first batch of post
graduates could begin in June 1965. In
the first academic year, 1965-66,
instruction was provided in English,
Economics, Mathematics, History and
Chemistry. The first regular staff
members were a Professor of English,
an Honorary Professor of History, a
temporary reader in Economics
transferred from School of Economics,
Bombay University and a lecturer in
Portuguese and French. Recognized
college teachers from Panaji, Margao
and Mapusa and visiting faculty from
post graduate departments of Bombay
University and its affiliated colleges
traveled to Goa to assist in teaching.
During 1965-66, CPIR had an enrollment
of 71 students. It rose up steadily in
subsequent years and increased to 377
during 1972-3. There were only 7
students registered for Ph D The CPIR
continued to diversify and added more
departments before a movement
gathered speed in Goa to demand a
separate University. Goa government on
its part provided liberal grants to CPIR to
meet all the deficit. The then MGP
government felt the need to upgrade
CPIR to Goa University and brought the
first draft of Goa University act in 1974.
In the same year Goa assembly had
passed a resolution demanding
statehood for Goa. The government was
thrilled by establishment of National
Institute of Oceanography at Dona Paula
and generous support offered by the
then PM Indira Gandhi to establish the
new complex of Kala Akademy.

research under the new university, there
was no unanimity during the period 1974
to 80 about the state or central and
residential or affiliating nature of the
proposed university. The MGP
government had made arrangements to
acquire huge tracts of land on Kundaim
plateau as the proposed location for Goa
University. But it failed to achieve
consensus over the location. During 1977
to 1982, students unions, educationists
and citizens held many seminars which
contributed to a favourable public
opinion for Goa University as a State
university.
Eminent educationist, Professor Bailon
Desa played a major role in shaping it.
By 1980, the record of Bombay University
in ensuring efficient academic
functioning had deteriorated. Results of
important examinations were getting
delayed. Pressure mounted on new Goa
government led by ex-CM Pratapsingh
Rane to introduce the new Goa
University act. South Goa MP Eduardo
Faleiro raised the matter of Goa
University in the parliament and got a
positive assurance. The new government
appointed a committee under the then
director of NIO, Dr S Z Quasim to
recommend a new suitable site for Goa
University campus. The committee
submitted its report in 1982. In the
meantime the law department was busy
in shaping the Goa University act. The
government selected Bambolim-
Donapaula plateau as most suitable
location. The process for acquiring the
land for university began. In March 1984,
without much debate, Goa University act
was passed by the assembly. It would
need a series of articles to
chronologically document the interesting
events in the next 15 turbulent months
leading to the foundation of Goa
University on June 30, 1985.
