Evaluation of Feasibility of skywalks in Bangalore

Introduction
Mobility and Accessibility are an integral component for planning and design of road transport infrastructure. Pedestrians along with cyclist are
the most neglected road users while planning and designing the road transport infrastructure. Pedestrians are exposed to danger due to
conflict between vehicular and pedestrians, and due to the poor pedestrian infrastructure facilities. It is recorded that on an average of, 800
people are killed in road accidents every year in Bangalore, with pedestrians accounts to almost 50% of the accident deaths in Bangalore
(Bangalore Traffic Police).
In order to provide a safe and accessible walkway network, Bruhat Bangalore Mahanagara Palike (BBMP) has taken up an programme to
improve the pedestrian safety by providing skywalks in the city limits of BBMP. BBMP through Executive Engineer (Traffic Engineering Cell), Road
Infrastructure, has entrusted the task of preparing the Project Feasibility Report (PFR) for identified locations for the installation of skywalks.
Concerned citizen groups have requested Directorate of Urban Land Transport(DULT) to evaluate the feasibility of the proposed skywalks.

Objectives
The main objective of the study is to analyse the existing pedestrian characteristics and facility on the road network and examine the feasibility
of a Skywalk facility in the vicinity.

Indicators for evaluating the feasibility of the Skywalks
1) Road Inventory (Road width, footpath width, median)
2) Intensity of vehicular traffic (vehicle composition, speed, traffic circulation)
3) Intensity of pedestrian traffic
4) Landuse pattern
5) Random Opinion Survey
6) Existing pedestrian facilities (Pedestrian signal at junctions, Pelican signal, Subways, Skywalks)
7) Inter- Modal connectivity through skywalks
1. Marathalli Airport road near Marathalli Bridge

Based on the site observation, during the peak hours, the following creates an unsafe environment for the commuters accessing the
Marathalli Bus stop as well as for the pedestrians crossing the Varthur main road:
The high speed vehicular traffic from Marathahalli Flyover and
The haphazard traffic movement at the unsignalised Marathalli bridge
The high pedestrian and vehicular flow justifies the need for an safe crossing facility (skywalk) at the Marathahalli bridge.
However, the narrow footpath width (2 m on either side) does not provide sufficient space for the skywalk landing as well as for the
minimum footpath width for the pedestrians to move along the footpath.
Recommendations
NO, Provision of a skywalk is not feasible due to the unavailability of sufficient footpath width.
However ,the feasibility of providing at-grade crossing may be explored at the Marathahalli Bridge, which is located very close to the bus
stop, where the pedestrian movement is high.
In order to ensure safe at-grade crossing, the following enforcement measure need to be adopted:
Signalisation of the Marathahalli Brigde to provide a safe and easy at-grade crossing along with minimising the conflict between the
vehicular and pedestrian traffic.
Increase the median height in order to discourage the crossing of pedestrians /commuters at the mid block.
The high vehicular speed from the flyover can be managed through traffic calming measures like rumble strips.

Christ College on Marigowda Road- Hosur Road

In order to reduce the conflict points between the high vehicular traffic on Hosur road and the high number of pedestrians (from the Christ
college, Ghousia college, etc) the need of provision of skywalk facility is justified.
The under construction skywalk landing has occupied the entire footpath width, creating a discontinuous walkway for the pedestrian. This
will create an unsafe environment for the pedestrians.
High pedestrian volume has been mainly observed at the Christ college bus stop located on either sides of the road.
Due to the discontinuity of the footpath at the skywalk landing, pedestrians may find it difficult to commute to the bus stop.
Recommendations
The provision of a skywalk has lead to a discontinuous walkway.
In order to ensure that the continuous walkway is provided for the commuters and the pedestrian, it is necessary to ensure:
The footpath should be widened to an additional width of minimum 1.5 m in order to provide a continuous walkway to the pedestrian
and the physically handicapped.
If not, the traffic calming measure of kerb extension at the skywalk landing can be adopted to ensure sufficient width of the footpath is
available for commuters


3. Palace Gutthalli Bus Stop (Near Cauvery Theatre) on Bellary Rd

Palace Gutthalli Bus Stop (Near Cauvery Theatre) on Bellary Rd
Site Observations/Comments
Bellary Road has high peak hour traffic, along with the high speed KIA traffic plying on Bellary Road throughout the day.
High pedestrian movement has been observed between the Guttahalli bus stops located on either side of the road.
Pedestrian/commuters use the pedestrian signal located at the midblock for easy at grade crossing. However during the peak hours, the
pedestrian signal add on to the travel time delay causing vehicular queue on Bellary road.
Alongside, conflicts between the pedestrians and the vehicles crossing the slip road of the Winsor Manor Flyover has been observed.
This crossing of the slip road and the main carriageway has led to a discontinuous walkway for pedestrian resulting in travel time delay.
The narrow footpath width (2 m on either side) does not provide sufficient space for the skywalk landing as well as for the minimum
footpath width for the pedestrians to move along the footpath
Recommendations
YES, there is need of a skywalk to connect the Guttahalli bus stop for safe pedestrian crossing as well as provide a continuous walkway
facility to the extreme end of the carriageway.
In order to ensure that the continuous walkway is provided for the commuters and the pedestrian, it is necessary to ensure:
the skywalk landing is located at the extreme end of the footpath towards the property line
The footpath should be widened to an additional width of minimum 1.5 m in order to provide a continuous walkway to the pedestrian
and the physically handicapped.

Heavy pedestrian movement across Inner Ring road have been observed due to the major IT offices and commercial establishments on
either side of the road
The pelican signal installed by BBMP is not operational. This has created an unsafe crossing facility for pedestrians especially during the
off peak and late night hours due to comparatively high vehicular speed.
The average pedestrian waiting time to cross the road is found to be around 3-5 min, due to high vehicular speed.
The constraint for the construction of a skywalk is the non availability of a wide footpath that can accommodate the skywalk landing as
well as the minimum footpath width.

Recommendations
YES, there is need of a skywalk for safe pedestrian crossing.
Ensuring that the skywalk landing is located at the extreme end of the footpath towards the property line along with the provision of an
clear walkway width of 1.5m will provide a continuous walkway to the pedestrian as well as to the physically handicapped.
5. Near Indian Airforce ASC Centre, Gangenhalli Bellary Road

Near Indian Airforce ASC Centre, Gangenhalli Bellary Road
Site Observations/Comments
As a part of the NH 7 (the main arterial road leading to the KIA), Bellary Road has high speed vehicular traffic plying throughout the day.
The pedestrians have been observed accessing the Mekhri and the Gangenhalli bus stops, located on either side of the road.
Currently the Mekhri bus stop commuters use the pedestrian signal for crossing, but the Gangaenahlli bus stop commuters do not have a
easy and immediate access as they either use the Gangenahlli flyover pedestrian walkway (300m) or walk up to the Mekhri pedestrian
signal (700m).
In order to connect the Bellary bus stops as well as to provide safe pedestrian crossing, BBMP have proposed to shift the existing Mekhri
bus stop adjacent to the Gangenahalli bus stop and connect them through a skywalk.
As per the site observation, the under construction skywalk landing has occupied the footpath width, leaving only 1m space for
pedestrian to walk on footpath, which is comparatively less considering the pedestrian traffic.
No considerations has been made of providing sufficient walkway width for pedestrian moving along the footpath.

Recommendations
As per site observation, the proposed skywalk landing has left around 1 m walkway width for pedestrians traversing across the footpath.
However, the 1m pathway is insufficient to cater to the large number of commuters accessing the bus stops located on either sides.
It is hence suggested that the footpath width to be widened to an additional width of minimum 0.5 m in order to provide a continuous
walkway to the pedestrian and the physically handicapped.

Although the carriage width is around 20m wide, the spilt up of the road into a service road and the main carriage way provides ample
time and safety for a safe at-grade crossing.
The pedestrian volume crossing the road is low and the existing table top crossing caters to the safe at- grade pedestrian crossing

NO, the existing facilities caters to the safe at- grade pedestrian crossing.
7. Forum Mall Adugodi Road (Luskar Rd)

Adugodi Main road has high vehicular traffic movement throughout the day.
The Forum mall along with the other commercial activities on either side of road attracts large number of pedestrians, to move along
the footpath.
Based on the random opinion surveys, pedestrian prefer using the signalized junction for easy and quick crossing.

Recommendations
NO, as pedestrians are comfortable using the at grade signalized junction for safe crossing.
Moreover, the commercial activities encourages pedestrians to walk at grade.

High unidirectional vehicular traffic moving at high speed have been observed during the peak hours.
With few trip attractors on the Rajaram Mohan Road, the pedestrian volume observed is very low.
The pedestrian accessing the corporation bus stop use the Corporation signal for safe crossing as the availability of refuge islands at the
BBMP tower makes pedestrians crossing easy.
Since the proposed Skywalk doesnt provide direct connectivity to the Cubbon park bus stop, the usage of the skywalk facility may be
low.


Recommendations
NO, the existing signalised crossing facility at the Corporation signal and the refuge island at the BBMP tower is sufficient to cater to the
need for safe at grade crossing to the commuter accessing the bus stops.


9. Near BBMP office, Byatarayanapura, Bellary Road

As a part of the NH 7, Bellary Road has high speed vehicular traffic plying throughout the day with large number of HCV, LCV and Inter
city buses forming a major vehicular composition.
The pedestrians have been observed accessing the Byatarayanapura bus stops, located on either side of the road.
The large span of the road has vehicles moving at high speed especially during the off peak hours risking the safety of pedestrians.
The existing signalized Byatarayanapura junction provides sufficient time for safe pedestrian crossing.
The elevated airport expressway doesnt provide sufficient vertical clearance required for a skywalk. Also the non availability of a wide
footpath width negates the scope of a skywalk at the Byatarayanapura junction.

Recommendations
NO, the scope of skywalk at the Byatranpura is not feasible due to insufficient vertical clearance. Moreover the signalised
Byatarayanapura junction provides ample time for safe at grade pedestrian crossing.

10. Anil Kumble Circle (Near MG Road)

Located at the city centre, the Anil Kumble Circle is one of the busiest junction in Bangalore with high vehicular and pedestrian traffic
moving throughout the day.
As per the existing conditions, the signalized junction provides ample time for pedestrian to cross at- grade.
During the late hours, the vehicles do not abide by the traffic signals risking the pedestrians safety.
Based on the random opinion survey, pedestrian prefer the signalised crossing facility over the facility of a skywalk.

Recommendations
NO, as the signalized junction provides ample opportunities for pedestrian to cross at- grade. However, it is recommended to increase
the all red signal phase during weekends and special occasions (cricket matches,)
11. Balekundari Circle (near Indian Express), on Queens Road

NO, the lack of interconnected skywalks at the Indian express junction may not encourage pedestrians to use skywalk.
However, the feasibility of the interconnected skywalk may be explored so as to encourage the walk trips distributed in all directions.

midblock, the skywalk facility for safe crossing is justified .

Currently the signalized junction provides sufficient time for safe pedestrian at grade crossing.
Narrow footpath provides no sufficient space for the skywalk landing and the minimum footpath width.
Based on the opinion survey, pedestrian prefer at grade crossing over the skywalk crossing facility as the carriageway width are
between 10-12m.
As the skywalk crossing facility is proposed on only 2 arms of the junction, probability of pedestrians to prefer at grade crossing is high.

Recommendations
NO, the need for a skywalk crossing facility may not be required as the carriage way width of 12m and signalised junction provides a
safe at grade crossing facility for pedestrians.

18. Madiwala Shopping Complex- Hosur Road

Commercial activities mainly the Total Mall and the Madivala Market attract high pedestrian volume.
Due to NH and the wholesale market in Madiwala, HCV,LCV and trucks form the major vehicular compositions.
Signalised junction, wide medians and moderate vehicular traffic on the Madiwala road market side doesn't call the need for a skywalk.

Recommendations
Hosur Road- YES, large carriageway width with no wide median along with high vehicular traffic and less pedestrian signal phase
justified the need for a safe and easy pedestrian crossing facility.
Proper consideration should be made to ensure that the skywalk landing is located at the extreme end of the footpath towards the
property line on either sides. This will provide a continuous walkway to the pedestrian as well as to the physically handicapped.
The footpath should be widened to an additional width of minimum 1.5 m in order to provide a continuous walkway to the pedestrian
and the physically handicapped.

Madiwala Market- NO, as low vehicular traffic, and availability of 1.5 m median give easy and safe access for pedestrians to cross at-
grade

High speed vehicular traffic from Marathalli Flyover towards Varthur Road has lead to pedestrian conflicts and accidents, creating an
unsafe environment for the pedestrians crossing.
Large number of commuters access the Spice garden bus stop on either sides
Both side landings of the skywalk are located on the refuge island. In order to access the skywalk, pedestrians will be in conflict with the
traffic moving on the service road.

Recommendations
YES the skywalk is required, however it is suggested that the skywalk is extended upto the service road footpath in order to avoid
conflict between the vehicles and pedestrians on the service road.
Proper consideration should be made to ensure that the skywalk landing is located at the extreme end of the footpath towards the
property line on either sides. This will provide a continuous walkway to the pedestrian as well as to the physically handicapped.
The footpath should be widened to an additional width of minimum 1.5 m in order to provide a continuous walkway to the pedestrian
and the physically handicapped.


21. ASC centre at junction of Lower Argram Road & Victoria Road

The wide signalized span of the road along with the refugee island adjacent to the SBI building provide sufficient time for safe

The skywalk between the refugee island (present adjacent to the SBI office) and the corporation office doesnt provide any
connectivity to the existing pedestrian movement.
The skywalk landing at the Corporation building footpath will encroach the footpath width forcing the large number of commuters
accessing the United mission bus top on to the road.
Recommendations
YES, based on the increased pedestrian movement the requirement of a Skywalk is justified. However, the proposed skywalk alignment
doesnt capture the major pedestrian volume. Hence it is recommend to redesign the alignment of the skywalk ensuring that the
pedestrian volume is captured from all direction of the junction.
Proper consideration should be made to ensure that the skywalk landing is located at the extreme end of the footpath towards the

The non available footpath width that can accommodate the skywalk landing and the footpath width may be referred to a constrict for
a skywalk construction

NO, the HAL road doesn't require a skywalk facility for crossing as the existing mid block suffices the need of an safe and easy at grade
crossing. However, it is suggested to improve the at grade crossing at the midblock by adapting suitable traffic calming measures like a
table top crossing, provision of a refuge island at the mid block, etc.

The wide barricaded road with no crossing facility demands the need of skywalk for safe pedestrian crossing.
The narrow footpath width (2- 3 m on either side) does not provide sufficient space for the skywalk landing as well as for the minimum
footpath width for the pedestrians to move along the footpath.

Railway station passengers don't have proper crossing facility to access the bus stop located on other side of the road.
Being the State Highway and a part of the industrial layout, high vehicular traffic and large number of HCV, LCV and Inter city buses
form a major vehicular composition on Tumkur Road.
During the late night hours the vehicular speed is comparatively high, risking the safety of the pedestrians.
Frequent crossing at short intervals have been observed at the mid blocks leading to vehicular and pedestrian conflicts risking the safety
of the pedestrians. Narrow footpath provides no sufficient space for the skywalk landing.
The commuters of the railway station carrying luggage are not comfortable accessing two separates skywalks (the railway skywalk across
the platforms and the proposed skywalk across the Tumkur Road) to reach Tumkur road.
Recommendations
YES, the increased pedestrian movement justifies the need of a Skywalk.
Based on the site observations, it is recommended that proposed skywalk should be connected to the existing skywalk inside the
Yeshwanthpur railway station premises for the smooth transition of passenger/ commuters, wanting to board the bus/ auto on Tumkur
Road.
The footpath should be widened to an additional width of minimum 1.5 m in order to provide a continuous walkway to the pedestrian
and the physically handicapped.
The proposed skywalk should have multiple entry and exit points on either side of the road so as to ensure commuters to and from the

With the Yeshwanthpur Metro station operational, it is much likely that the commuters will access the metro to commute to and from the
railway station, and there in a good possibility to integrate both the system for smooth transition of commuters from one system to
another
The missing connectivity between the railway Skywalk and the metro station has discouraged commuters from not opting the facilities of
the integrated metro and railway station.
Currently the commuters of the railway station or the namma metro with luggage are not comfortable accessing two separates
walkways (ie the railway skywalk across the platforms and the metro rail access).

Large number of commuters and pedestrians were found walking/commuting between the K2 bus stop and the Outer Ring Road Bus
stop across the unguarded railway cross.
In order to access the Hebbal Ring Road and to reach bus terminals, people are forced to cross this railway track. Although not many
pedestrians cross the track at night, the number of people crossing the track is high during the day.
Since there is no safe crossing, passengers have to cross the railway track to reach/access the bus stops (K2 and ORR).
The walkway path between the two bus stop is around 520 m.

Recommendations
YES, the connecting the two bus stops(K2 bus stop with the ORR bus stop)through a skywalk is justified as it provides better and safe
connectivity to the commuters who are crossing the unguarded railway track to access either sides of the road.

Located on the Outer Ring Road, Manyata Embassy Business Park is one of the major IT hub in northern pat of Bangalore.
Large number of commuters and pedestrians were found walking/commuting between the Manyatha Bus stops, located on either side
of the road.
As a part of the IT hub, large number of pedestrians were found to be moving in and out of the Manyatha gate throughout the day. In
addition to this, the divided road (main carriage way and the service road) carries a considerable amount of traffic creating conflicts
between the pedestrian and the vehicle.
Neither the service road has a footpath nor do the medians provide sufficient waiting area for pedestrians an on the carriage way
provide sufficient width for passenger to wait .
Being the ORR, HCV,LCV and trucks form the major vehicular compositions moving at high speed throughout the day risking the safety of
pedestrians.
High speed vehicular traffic from the Nagwara Flyover towards Hebbal has lead to pedestrian accidents, creating an unsafe
environment for the pedestrians crossing.
Recommendations
YES, based on the pedestrian movement across the 24 m road and the lack of pedestrian facilities like footpath and street lighting, it is
essential to connect the IT tech park the other side of the road through a safe and accessible means of a skywalk.
