Introduction
Following a meeting between Paul Waight of Siemens, Stuart Heatley and Roslin Wright of Aon in
November 2009, Aon offered to investigate and discuss with Siemens possible web solutions that
would help deliver a more integrated functionality rich web offering covering members of the DB
schemes and DC Investor Plan. An additional requirement for a static site with generic pensions
modeling is also required for potential new members of the DC Investor Plan.

The high level requirements were initially captured by the Siemens Internet Scope document and
then discussed on a conference call on the 25th November 2009. This document provides a series
of high level proposals call that could be implemented to achieve the integrated solution required.

The Current Situation


The Investor Plan is administered by Aon using the Aquila Administrator platform. The members
of the Defined Contribution Investor Plan have access to an online web facility providing the
ability to manage investments, obtain Plan information and dynamically model their prospective
retirement pension. This pension site is developed and provided by Aon’s internal web
development team, linked to administrator by a series of Application Programming Interfaces
(API’s).

Members of the Investor Plan enroll on the website with a series of data validation checks being
performed against the administrator database before access is provided. On completion of the
enrolment process members access the site using a logon id and the password set during
enrolment.

The Siemens Benefit Scheme is administered by Siemens also using the Aquila Administrator
platform. The members are currently provided with access to a static member website; however
this does meet the level of core functionality and member self service required.

The High level requirements


The following high level requirements were identified from the original scoping document and
subsequent conference call between Siemens and Aon:

• The proposal should create one central web location for DC plan members, DB scheme
members and potential new joiners to access that contains generic scheme information
common to all members.
• The creation of a member website providing members of the DB schemes (Active,
Preserved and Pensioner) with access to personal information, Scheme
documentation/literature and retirement modeling facilities.
• The creation of a new joiner site for prospective members of the Investor Plan providing
scheme information, documents, forms, FAQ’s, Contacts and Pension standalone modeling
facilities.
• No changes are required to the existing DC Investor Plan website functionality
• Single sign on. Members accessing the site can login once but be presented with all
scheme records associated to them regardless of DB or DC.
• The website produced for the DB schemes can be updated and amended by Siemens
Pension Service

High Level Proposals

Proposal 1 – Introduction of Separate websites for DB, DC and New Joiner

Under proposal 1 a new DB site will be created providing Active, Preserved and Pensioner members with access to
real time personal data, scheme documentation, benefit statement data (Actives only), the facility to contact the
administration team with queries/requests and online early retirement modeling facilities. The site will be based
upon Aon’s DB Pensionline2 offering with the intention to link to the Siemens Aquila Administrator environment.

A second new site will provide potential new joiners of the Investor Plan with an introduction to
the Plan, Plan information, forms, frequently asked questions and contact details of the Pension
Contact Centre. The site will also contain a general Investor Plan modeling tool to enable the user
to model the impact of paying additional contributions.

The intention is for a new “splash” page to be introduced in front of the existing Investor Plan site
providing members with a central Siemens Pensions web portal. The page presents users with a
description of each of the sites, upon selecting the Siemens Investor Plan option members will be redirected to
the current login/enrolment page. If a DB member or potential new entrant button is selected the user will be
redirected through to the login page of the appropriate site.

Members of the DB scheme and DC plan will be required to enroll on each of the member sites and will
continue to have separate logons to each of the sites.

Solution Prerequisites
• To enable the new Pensionline2 DB site to be linked to the Siemens Aquila Administrator environment
the appropriate IT infrastructure would need to be in place at Siemens.
• Siemens would need to purchase a separate Web Enabler license with Aquila in order to use the APIs
that allow the interaction between Aquila and a web application.

• Access to Aon’s ongoing development program
• Standardised web solution for all Siemens members and potential new joiners
• The underlying administration system is unaffected in terms of systems architecture, hosting etc

High Level considerations of Proposal


• The Proposal does not meet the requirement for Single Sign on thus allowing members to log in once
but view all records. Members would continue to enroll each record held.
• The API’s have not been tested using AutoCalc as its underlying calculation engine and may not be
capable of retrieving calculation results for DB early retirement modeling.
• The calculation functionality will be based on existing calculation routines, although these may require
amendment so any run time inputs are removed so members can model their benefits via the web.
• The system configuration and content management software would need to be available to Siemens
Pension Services. Further consideration to support and release management would be required.

Proposal 2 – The “Egg Money Manager” approach to introducing websites for DB, DC and New
Joiner

During the conference call of the 25th November an approach used by the Egg Money site was identified. The
solution allows users to login and setup details of the accounts held with different institutions. Following the initial
setup the website uses the username/password details entered to automatically login behind the scenes and
retrieve static data such as a bank balance or credit card bill totals.

Siemens members would login to a new application and be presented with a summary of their benefits from the
appropriate records held, ie investment fund values from each DC records and Pension details from each DB
record. To view a record in detail or perform retirement modeling the member would be required to select the
appropriate record.

but view all records. Note members would still be required to enroll each record first before the
summary and record links would be available.

High Level considerations of Proposal


• The API’s have not been tested using AutoCalc as its underlying calculation engine and may not be
capable of retrieving calculation results for DB early retirement modeling.
• It is not good security practice to log all your usernames and passwords into one web facing
application.
• Implementation timescales and costs would be increased as a new application would need to be
integrated into Pensionline2, security tested and deployed.
• The system configuration and content management software would need to be available to Siemens
Pension Services. Further consideration to support and release management would be required.

Proposal 3 – The Single Sign on approach to introducing websites for DB, DC and New Joiner

Proposal 3 replaces the “EggMoney” solution with the introduction of genuine single sign on, enabling members of
the scheme/plan to login once but be presented with a list of records access. When a record is selected the
member is re-directed to the appropriate version of Pensionline2. As the two Aquila Administrator environments
are hosted separately the proposal would require a new database to store enrolment data for the two datasets, the
database would be integrated into the secure enrolment process. Once in place, members will login and be
presented with access to all of their records.

The single sign on approach could be achieved without the requirement for a new application if the records were
hosted in the same environment. The recent multiple records enhancement sponsored by Aon would allow linking
of members record thus allowing one enrolment and one user account.

• The new enrolment database will have a maintenance requirement to ensure the member datasets
remain up to date.

Proposal 4 – DB Member data loaded to the Aon instance of Aquila administrator

Under proposal 4 the member data from the Siemens Aquila Administrator environment will be extracted and
loaded to the Aon Aquila Administrator environment. A new DB website would be built linking to the Aon data set.
The dynamic retirement modeling available under a standard Pensionline2 DB site would be replicated by a
bespoke standalone DB retirement planner built by Aon.

The multiple records enhancement would be used to link the DB and DC records thus allowing members to use
one user account to access all records.

Solution Prerequisites

• A full review of the DB calculations to determine feasibility of implementing bespoke standalone
planners.

High Level considerations of Proposal


• The process of synchronising the two data sets would be difficult to maintain. Siemens HR will need to
be engaged to ensure any processes are amended.
• Introduction of new risks in transmitting data and applying updates
• Would not fully meet the requirements outlined.
• Whilst DB records would be amended in real time at Aon, there will be a delay as the data is managed
via interfaces to and from the HR systems and also the “true” DB administration system.
• The system configuration and content management software would need to be available to Siemens
Pension Services. Further consideration to support and release management would be required.

Proposal 5 – DB data extracted from Aquila and loaded to PensionLine1, DB planner provided
using easel

Proposal 5 is similar to Proposal 4 in that a new DB site will be created providing Active, Preserved and Pensioner
members with access to personal data, scheme documentation, benefit statement data (Actives only), the facility to
contact the administrators with queries/requests and online early retirement modeling facilities. However the DB
site will not contain real time data links to Aquila, instead data extracts will be taken from the Siemens Aquila
environment and loaded to a web database. The modeling facilities would be provided by programming a DC style
retirement planner to replicate the DB system calculations.

Members of the DB scheme and DC plan will be required to enroll on each of the member sites and will
continue to have separate logons to each of the sites, unless a single sign on approach was developed.

Proposal 6 – All Siemens member records are hosted in a single Aquila Environment

Under proposal 6 all of the Siemens member records (DB & DC) would be captured in one Aquila Administrator
environment. This could be achieved by migrating the Siemens DB member records to the Aon Aquila environment
and implementing the new Aon multiple record enhancements. This approach would allow single sign on, provide
one central location for all Siemens members to access web and meet the functional requirements outlined by
Siemens.

A full data migration and calculation re-build would be required to ensure consistency between the DB/DC data sets
and would ensure that the calculation automation is available that enables the dynamic early retirement modeling
required.

The Aquila environment would remain accessible to Siemens Pension Services, however certain activities would be
performed by Aon to adhere to the Aquila License terms.
