LOADING AND OFFLOADING
This procedure sets out Oilfield Movers Limiteds commitment to providing safe, secure and efficient
delivery of client Items throughout its operations. It sets out the minimum requirements to ensure
compliance with HSE legislation and related codes of practice for Oil and Gas industry standards.
Safe loading and offloading remain critical and remains a priority and therefore this procedure is one
step ahead of ensuring this.
1. Scope
This document applies to all Oilfield Movers Limited personnel, truck drivers, Crane Operators
visitors and contractors involved in any form of equipment movement that involves loading and
offloading.
2. Purpose
This document presents working references material supporting Rig moves and Tullow
Operation standards and requirements for the safe loading and unloading of trucks carrying
general freight/rig items leaving or arriving at the new location during rig move operations.
The procedure and accountabilities will vary with the Rig Items, the location distance and
other site specific rules and regulations that may need to be considered.
3. Definitions
3.1 Loading this refers to the activities aimed at positioning a desired item on carrier using
an desired and appropriate lifting equipment.
3.2 Offloading this means retrieval of the load or equipment form the transporting truck or
any other means of transportation.
3.3 Load assessor this is the person responsible for assessing the associated risks and
hazards of the load to be carried
3.4 Hazard the are acts or conditions that have potential to cause harm, injury or damage
to personnel, equipment or environment
3.5 Risk is the potential of incident happening and the level of damage, or injury that might
result from it if it happens
3.6 Corrective Action this is a safe work procedure or set of solutions to minimize, control
or eliminate a risk. Its a decision, act or procedure to control risks in an activity.
3.7 Rigger a person who has been trained and certified to handle and move loads
especially by assisting the lifting team to organize the chains, wire ropes, slings.
3.8 This is trained and certified person to give signals to drivers or operators of cranes, forklifts or
loaders and as well as trucks especially when reversing
3.9 Turn man this is a person assigned to heavy trucks to help in the securing of the loads and as
well help the driver to do mechanical rescue along the road.

5. Objectives and Key performance Indicators for this procedure
a) Ensure the equipment are safely loaded
b) To ensure the equipment loaded are properly secured
c) To minimize damages resulting to poor loading, lashing and transportation
d) To maintain the ZERO incident operations
e) To ensure proper equipment are used for loading, and transportation of specific client
loads
f) Generate a systematic checklist of loading and offloading

6. Responsibilities
6.1 OML employees (Driver)
Its the responsibility of the employee to check and confirm that the right load (SWL) is
loaded on his or her transporting equipment
Ask and confirm the weight of the load he is meant to dispatch in relation to his loading
capacity.
Its the responsibility of the employee to understand the associated risks with the load
he is to dispatch or load and where necessary consult the site representatives
Its the employees to stop (TOFS) any improper loading or loading of a wrong load if he
feels it might get damaged or injure personnel, damage environment
Its the employees responsibility to carefully lash and continuously along the route
monitor the lashing for safe delivery of the load.
It is the responsibility of the employee to report any damages observed prior and during
the dispatch of the loaded item.
It is the responsibility of the employee to confirm that prior to the dispatch of the load he
has appropriate documentation and proper route knowledge prior to leaving the
dispatch starting point.
Its as well the responsibility of the employee to have confirm proper instructions of
whom to contact and where to dispatch the load.
Its the responsibility of the employee to abide by the speed limits but as well asses the
road conditions in regard the goods he/she is carrying.

6.2 OML Supervisor/representative
Will always provide necessary information and authorization in regard to the cited risks
and help the driver provide proper corrective action.
Help support the employee in acquiring the relevant documentation and confirm they are
available at both the loading site and offloading side.
Has the right to as well stop any unsafe loading, inspect the load prior to loading to
identify any pre-loading damages and thus asses the risks.
Coordinate the movement and provide necessary journey management logistics like
water, map, and plan.
Will as well provide the necessary information to the employees on emergency plans,
contacts and procedures
Load Risk Assessment Form (OML-HSE-FM-3008)
It is mandatory that before the start of any loading and unloading operation, a full Load
Risk Assessment Form is completed.
A Job Hazard Analysis (JHA) must always be carried out when loading and unloading an
unfamiliar commodity or in an unfamiliar location or in inclement weather.
A sample of a Load Assessment Risk Form is attached, but as regulations may change
from site to site to suit particular conditions, this should be taken as an example only and
each site should finalize its Load Assessment Risk Form format in co-operation with the
site HSE department if applicable or required.

7. Completion of Load Risk Assessment Form
The Load Assessment Risk Form is to be completed by an authorised OML
representative accompanied by the truck driver/crane operator.
Where the authorised OML representative is not the person who will operate the forklift
or crane the operator should also take part in the load assessment.
No unloading operation, including removal of gates, and releasing tension in load
securing devices is to commence until the Load Assessment Risk Form is complete and
the authorised OML representative and the truck driver (if present) are satisfied that all
risks have been identified and controls put in place.
Any identified hazards and the corrective actions required to be taken, must be detailed
on the Load Assessment Risk Form. Load Assessment Risk Form is to be signed off by
the responsible OML representative and the truck driver.
Load Assessment Risk Form is to be filed for a minimum period of 24 hours and will be
subject to audit.


8. Exclusion zones
Pedestrian exclusion zones are to be set and demarcated in accordance with the site
traffic management plan.
No one is to enter these pedestrian exclusion zones during the loading/unloading
operation unless the forklift or crane operator has signalled that it is safe to enter and the
forklift or crane operation has ceased all movement, engine is shut down.
Unloading operators will immediately stop work if the location of the driver cannot be
confirmed or any pedestrian or vehicle enters the exclusion zone.
The truck driver is to remain outside the exclusion zone in a designated location (safety
zone) during the unloading operation unless instructed by the loading/unloading operator

9. Standards
The Following standards must be applied when performing the task of unloading any
vehicle:
1) If not inducted, truck drivers as a minimum must report to site security for visitor
induction and be escorted when on site.
2) The person escorting is to ensure that the truck driver is fully aware of entry regulations
and the Traffic Management Plan in operation at the site.
3) The truck driver must be wearing correct PPE in accordance with site standards
4) Drivers are to obey instructions of the authorised OML representative responsible for
loading/unloading activities at all times
5) Visiting truck drivers are not to operate forklifts or cranes
6) The site Traffic Management Plan must be adhered to at all times
7) Trucks are to be loaded/unloaded on level surface or safe surface that is as close to
level as practicable.
8) Truck wheels are to be chocked and the truck be fundamentally stable.
9) Truck engine must be switched off, keys removed from the ignition and the truck be
made fundamentally stable.
10) Fork lift and crane operators must be trained tested and licensed and meet all site
compliance standards.
11) Fork. truck and crane operators are to ensure that their equipment is of suitable capacity
to unload the freight.
12) If a hazard is identified during the Load Assessment, the HSE, OML representative, (or
in their absence, their delegate, or senior site personnel is to be contacted to assist in an
agreed corrective action.
10. Loading/unloading team
The loading/unloading may consist of:
A trained loading/unloading operator (i.e. forklift/crane operator).
Banksman or riggers assigned to assist the crane operator
The truck driver.
Operators are not to work alone when loading and unloading trucks
11. Completion of unloading
Once unloading is complete drivers are to physically check that their truck is empty,
ensure that consignment notes are checked off against material unloaded and verify that
there is no damage sustained to the consignment.
Any damage is to be reported to the OML Supervisor, on site who in turn is to inform the
client
Drivers are to ensure that all load restraint equipment is secure before driving off.
If only part of the freight has been off loaded the driver is to ensure the remaining freight
is fully restrained.
