Filling up posts of Member (Administration), Member (Finance) and Member (Project) in

National Highways Authority of India (NHAI).

National Highways Authority of India, a statutory body under the Ministry of

Road Transport & Highways requires the services of experienced officers for filling up
one post each of Member (Administration) and Member (Finance) and two posts of
Member (Project) in the revised pay scale of Rs.37,400-67,000 + Grade Pay of
Rs.12,000 (pre-revised pay scale of Rs.22,400-525-24,500) on deputation basis. The
tenure of the officer selected for appointment shall be three years from the date on
which he enters upon his office or until he attains the age of superannuation, whichever
is earlier.

(2) The conditions are relaxable by Government in deserving cases.

(3)(i) The qualifications and experiences required for the post of Member
(Administration) are as follows:-

A person shall not be qualified for appointment as a Member (Administration) unless he

–

(i) is employed in the Central Government or a State Government or Public

Sector Undertaking or an autonomous body established under law for the
time being in force; and

(ii) has held the post ,-

(a) for at least 25 years in the pay scale of Rs.8000-275-13500/- (pre-

revised) or equivalent or higher; and
(b) at least 3 years in the pay scale of Rs.18400-500-22400 (pre-
revised); and
(c) for at least 15 years in the field of Public Administration and
Management.
Desirable qualifications :-

(i) experience in management and administration; and

(ii) experience in administration relating to the field of highways.

(3)(ii) The qualifications and experiences required for the post of Member (Finance)
are as follows:-
A person shall not be qualified for appointment as a Member (Finance) unless he –

(i) is employed in the Central Government or State Government or Public

Sector Undertaking or an autonomous body established under law for the
time being in force; and

(ii) has held the post ,-

(a) for at least 25 years in the pay scale of Rs.8000-275-13500/- (pre-

revised) or equivalent or higher; and
(b) at least 3 years in the pay scale of Rs. 18400-500-22400 (pre-
revised); and
(c) for at least 15 years in the field of Finance and Financial Planning.

Desirable qualifications:-

(i) experience in finance and investment procedure, negotiation of loans and grants,
etc., both from national or international institutions pertaining to field of highways;
and
(ii) experience in Financial Management.

(3)(iii) The qualifications and experiences required for the post of Member (Project) are
as follows:-

A person shall not be qualified for appointment as a Member (Project) unless he –

(i) has degree in Civil Engineering; and

(ii) is employed in the Central Government or State Government or Public
Sector Undertaking or an autonomous body established under law for the
time being in force; and

(iii) has held the post ,-

(a) an analogous post; or

(b) for at least 25 years in the pay scale of Rs.15600-39100 + Grade Pay
of Rs. 5400 or equivalent or higher; out of which at least 3 years in
the pay scale of Rs. 37400-67000 + Grade Pay of Rs. 10000; and
(iv) has at least 15 years experience in the field of Highways Engineering
related to implementation of projects.

(4) Eligible Officers working in Ministries/Department of Government of India, State

Government, Public Sector Undertaking and Autonomous Bodies are requested to send
their applications in the prescribed proforma (Annexure) in duplicate through proper
channel so as to reach the undersigned within six weeks from the date of publication of
this advertisement. The application may be accompanied by

(i) Up to date Photostat copies of CR dossiers for last five years attested by an
officer not below the rank of Under Secretary.
(ii) Vigilance Clearance
(iii) Integrity Certificate.
(iv) List of major/minor penalties, if any, imposed during the last 10 years.

(5) It is requested that the names of suitable officers who are willing and can be
spared immediately may be forwarded so as to reach this Ministry within six weeks of
its publication in the Employment News. Incomplete applications or those received
after the prescribed period shall be summarily rejected.

AMENDMENT IN THE ADVERTISEMENT FOR FILLING UP POSTS OF MEMBER
(FINANCE) AND MEMBER (PROJECT) IN NATIONAL HIGHWAYS AUTHORITY OF INDIA
(NHAI) AS PUBLISHED IN EMPLOYMENT NEWS OF 15-08-2009.

In pursuance of Rule 8 of the NHAI (the term of office and other

conditions of service of Members) Rules 2003 as amended vide the National
Highways Authority of India (the term of office and other conditions of
Service of Members) Amendment Rules, 2009 (GSR549(E) dated 24th July,
2009), the Government has decided that the following provisions shall be
relaxable with respect to the qualification and experience required for the
post of Member (Finance) and Member (Project) and the appointment may
be on contract basis:

MEMBER (FINANCE):

1. Condition 3 (ii) (i) and (ii) (a) and (b) shall be relaxable as follows with
respect to persons having experience of working in Financial Institutions of
repute, whether owned by the Government or otherwise for at least five
years:-

“ 3 (ii) (i) The condition regarding employment in the Central Government

or State Government or an autonomous body established under law for
the time being in force shall be relaxable.

(ii) (a) The condition regarding experience of at least 25 years in the pay-
scale of Rs. 8000-275-13500 (pre-revised) or equivalent or higher shall
be relaxable upto five year.

(b) The condition of having held the post for at least three years in the
pay-scale of Rs. 18400-500-22400 (pre-revised) shall be relaxable.”

2. For persons having experience of working in the private sector for at

least 25 years out of which at least ten years experience of working in
Financial Institutions of repute whether owned by the Government or
otherwise, the conditions 3(ii) (i) and 3 (ii) (ii) (a) and (b) shall be relaxable.

MEMBER (PROJECT):

3. For persons having experience of working in infrastructure and

construction organizations of repute for at least 25 years conditions 3 (iii) (ii)
and 3 (iii) (iii) (a) and (b) shall be relaxable.
