Entry Requirements

a) Possess at least an SPM, MCE, SPVM or equivalent certificate with 2
years experience in Occupational Safety and Health; OR
b) Possess at least SPM (Open Certificate) with the following conditions
with 2 years experience in Occupational Safety and Health:
- Sit for at least six (6) subjects; AND
- Obtain at least grade 6C in Bahasa Melayu AND English AND
Mathematic; AND
- Pass at least one (1) subject with at least grade 8E for subjects
Science OR Physics OR Chemistry OR Biology; AND
- Pass other subjects such that the total number of subjects is at
least six (6)

Completed registration form, faxed, mailed or e-mailed to FMM Institute would be deemed as confirmed. There will be no refund or
cancellation within 2 days prior to the programme, 50% refund for cancellation between 3 6 days and full refund for cancellation 7 days prior
to the programme. However, replacement can be accepted at no additional cost. The FMM Institute reserves the right to cancel or re-schedule

I ntroduction
In line with the Occupational Safety and Health Act 1994 and its
Regulations to ensure a competent person is employed to act as
a Safety and Health Officer at the place of work, the FMM
Certificate in Safety and Health Officer represents a unique effort
of FMM Institute to produce a pool of qualified safety officer for
the industry towards the prevention and reduction of occupational
accidents and diseases in the country.

Course Objective
The course is designed to meet the following objectives:
Provide in-depth professional knowledge and skills for sound
and effective Occupational Safety and Health management
practices;
Enhance the legal knowledge pertaining to Occupational
Safety and Health and be acquainted with necessary know-
how and techniques for performing various Occupational
Safety and Health within an organisation;
Create opportunities for career advancement and development
in Occupational Safety and Health within an organisation


Certification
Participants are required to meet 80% attendance to qualify to sit for
FMM Institute internal examination. Participants who have attended
at least 80% of the programme will be awarded a Certificate of
Attendance and those who pass the internal examination of this
programme will be awarded the FMM Certificate in Safety and Health
Officer.

Dr. Law Ah Tee holds a BA in Health and Safety Management from Robert Gordon University UK. He also has a degree in
Professional Aeronautics majoring in aerospace safety from Embry Riddle Aeronautical University. His other academic
qualification includes the RMIT (Australia) MBA in International Management.

Dr. Law has been a Safety and Training Manager for two large manufacturing companies for more than 10 years whereby
he was instrumental in setting up the safety and training department. He has also designed and managed safety
programmes as well as carrying out accident/incident investigations. Prior to joining the public sector, Mr. Law served in the
Royal Malaysian Air Force (RMAF) as an electrical engineer officer. The last five years of his service was devoted to aircraft
mishap investigation and accident prevention, which included formulating and conducting safety training. Currently, he is
giving safety lectures and training sessions to both private and public bodies. He has conducted numerous safety
programmes for various organisations including ChipPAC Malaysia, Nestle Foods, Delloyd Industries and Vickers Hoskins.


Mr. Moorthy Kasinathan is a Competent Occupational SH Officer registered with DOSH and holds several Certificates
namely Certificate in OSH Workplace Training, Industrial Safety, Housekeeping Maintenance, Environment and Production
and Operation Management. Mr. Moorthy was the ESH Manager with a Multinational company, with more than 11 years of
experience. His responsibilities include plant safety audit, machinery safety verification, accident investigation, monitoring
industrial hygiene and as an Asbestos Manager.

He has conducted numerous OSH related Public and In-House courses since 1995. In the past, he has conducted courses
for organizations such as Scotglass, GH packaging, Monetec Audio, Maersk Medical, Asian Institute of Quality &
Productivity Management and for Mecincroft comprising of US, UK and Singapore citizens involved in offshore and
underwater construction in Batam Island, Indonesia. In addition to OSH field, his area of training expertise include Fire
Fighting, Waste Water Treatment, OSH Internet Technology, Emission Monitoring, Environment, Biotech and Healthcare
and Waste Management.


Encik Zulkiflee Abdul Hamed holds a Master degree in Occupational and Health from Universiti Utara Malaysia (UUM).
He also has a Diploma in in Industrial Safety and Management from Universiti Kebangsaan Malaysia (UKM) and Advanced
Diploma in Business Administration from Oxford. He has been with Pelana Tenggara Sdn Bhd for the last 15 years and his
is currently the Safety and Administration Manager.


Dr. Wong Kar Lin holds a Master degree in Occupational Medicine, Health and Safety form Edith Cowan University,
Australia. He is an appointed NIOSH lecturer. He was also appointed to classify and prioritize the fire hazards at Texchem
Resources Bhd Warehouse Complex in Prai. Currently he is the director of Poliklinik Pan-Medic that provides Occupational
Health & Safety consultation.


Mr. Izil Kamal holds a MBA, Bachelor Engineering (Honours) in Chemical Engineering, Diploma in Industrial Chemistry and
Certificate in Electrical Process Instrumentation . He has been a Safety and Health practitioner for more than 13 years. He
had also attended numerous Train-the-Trainer program from NIOSH & HRDC (PSMB Train-the-trainer) and various risk,
safety, technical and management skill trainings. He is also an ISO 9001, ISO 14001 & OHSAS 18001 (QESH) lead
assessor and an associate member of IChemE (an organization of chemical engineers based in UK).

His previous industrial responsibilities includes handling total Quality and EHS management, Emergency Response Team,
general plant maintenance, plants utilities (electricity, RODI, HVAC, air-conditioning, air compressors, scheduled wastes
management, etc.), general housekeeping, operations of plants pollution control equipments (waste water treatment &
sewage plants, scrubber / chimney discharges, etc.). Mr. Izil Kamal has conducted numerous public and in-house courses
on areas of Management, Soft skills, 5S, Environment, Health and Safety in Penang and other states in Malaysia since
2000. His area of training expertise include Total Chemical Safety Management, Waste management, HIRARC, Emergency
Response Planning and Electrical Safety.
