A. Procedure/ Guidelines for online applications:-

I. Guidelines

1. Candidates shall provide valid e-mail ID and Mobile Number, this will help him/her
in getting information regarding Call Letter/Interview/Acknowledgement by Email and
SMS.

2. Candidates should first scan their photograph in JPEG Format. The digital size of
file should be less than 200 kb. Online applications submitted without photograph
shall not be entertained.

3. Candidates shall also scan and upload the Certificate from the CVO of their
organization stating that no vigilance/disciplinary enquiry is pending or contemplated
against him/her.

4. Candidates are advised to fill the applications carefully and go through the filled in
form carefully, before confirming, to ensure that all the information provided in the
form is correct. Upon successful filling up of form, candidates should note the
reference number displayed on screen. Candidates can re-open the same data, using
this reference number for viewing and printing purposes. Once the application is filled
completely, the candidate should take a printout of the system generated PDF File
and use it for sending application through proper channel.

5. The Candidate must ensure that the Mobile No. And E-mail Id furnished by them are
correct and complete in order to receive registration confirmation and other
communications from time to time. While applying online, the applicant should
ensure that he/she fulfils the eligibility and other norms mentioned above and that
the particulars furnished by him/her are correct in all respect. In case it is detected
at any stage of recruitment that a candidate does not fulfil the eligibility norms or
that he/she has furnished any incorrect/false information or has suppressed any
material facts, his/her candidature shall stand cancelled. If any of these shortcomings
is/are detected even after the appointment his/her services shall stand terminated.

II. Process of application:

The application form in the given format shall be filled up and submitted to UGC
through proper channel along with all necessary documents. The candidates are
requested to go through the application process available on the above website
www.ugc.ac.in/hr.recruit

Last date for filling up online form is 31.07.2014
Hard copies of applications duly forwarded through proper channel must reach the
UGC on or before 08.08.2014 along with attested copies of last five years
ACRs/APARs. Application not sent through proper channel are liable to be summarily
rejected.



Merely filling up online form does not mean that the application has been submitted.
The applicants are required to fill up the online form, take a print of PDF file
generated by the online software and send the hard copy of the same with necessary
documents through proper channel to Director (Admn.), UGC, New Delhi 110 002.

B. Posts to be filled upon deputation basis.
I. Joint Secretary:
No. of post(s): 06. (Commission reserves its right to fill up some or all of the vacant
posts)

Scale of pay: PB4 `37,400-67,000 + `8700/- (Grade Pay) Plus usual allowances as
admissible to Central Govt. Offices in the corresponding posts. The pay fixation of the
incumbents will be done as per provisions of FRSR-I General Rules.

Eligibility: Officers holding posts analogous to those in the scale of pay of PB3 ` 15,600
39,100 + `7600/- (Grade Pay) from the Central and State Governments, Universities and
other autonomous organizations, having five years service in that grade and experience
of educational administration (period of deputation shall ordinarily not exceed 5 years.

Note: - Persons who had applied for the post of Joint Secretary in response of UGCs
advertisement dated 18.04.2014 need not apply afresh.

II. Chief Statistical Officer (CSO):

No. of post(s): 01.

Scale of pay: PB4 `37,400-67,000 + `8700/- (Grade Pay) Plus usual allowances as
admissible to Central Govt. Offices in the corresponding posts. The pay fixation of the
incumbents will be done as per provisions of FRSR-I General Rules.

Eligibility:- Officers of the Central /State Government, Universities and other
autonomous organization holding analogous posts, or with 5 years of regular service in
the posts in the pay scale of PB-3 `15600-39100 + 7600 (Grade Pay) and having
educational and qualifications and experience as detailed below:

(A) Essential Qualification:-

(i) Masters Degree of a recognized University in Statistics or Social Sciences with
Statistics.
(ii) Atleast ten years experience of collection and interpretation of educational data
analysis.
(B) Desirable qualifications:

a) Training in Educational Research Planning in some recognized institution.
b) Experience of working on computer system of data storage and retrieval.

c) Doctorate Degree.


III Co-ordinator

No. of posts: 02.

Scale of pay: PB-3 Rs. 15600-39100 + Rs. 7600 (Grade pay) plus usual allowances as
admissible from time to time to Central Govt. servants in corresponding posts. The
candidates drawing higher pay in pay band and GP or AGP will be eligible for
protection of pay in the pay band only (not GP or AGP) and will continue to draw GP
of Rs. 7600/- attached to the post.

Eligibility:- Officers of the Central /State Government, Universities and other
autonomous organization holding analogous posts, or with 5 years of continuous
regular service in the pay scale of Rs. 15,600 39,100 + 6,600 G.P and having
educational qualification and experience as detailed below:-

Essential Qualifications:-

1. I or II class Masters degree of a recognized University in Statistics or
Maths/Economics/Commerce with Statistics.
2. 10 years experience of collection, and interpretation of educational data
analysis.
Desirable qualifications:
i) PG Diploma in Statistics.
ii) Training in Education Research Planning in some recognized institution.
iii) Experience of working on computerized system of data storage and
retrieval.


C. Procedure for appointment:

Valid applications received on or before the due date shall be subjected to screening
by a duly constituted Screening committee, which May shortlist suitable candidates
for interview. The shortlisted candidates shall be called for interview before the
Selection Committee, constituted by the UGC. The decision of Screening / Selection
Committee shall be binding on all applicants / candidates.


D. Terms and conditions for deputation:

a) The terms and conditions of the deputationist will be governed under OM No.
F.6/8/2009-Estt.(Pay-II) dated 17.06.2010 issued by the DoPT (Government of India),
as amended from time to time.


b) The incumbent will continue to subscribe to his parent cadre GPF/CPF/Insurance
etc. schemes during the course of deputation. However, leave salary and pension
contribution for said period will be remitted by UGC to their parent cadre.

c) The selected candidates would be entitled to the benefits of CGHS /AMA as per
place of posting and allotment of General Pool residential accommodation if posted in
New Delhi.

d) Mere fulfillment of eligibility conditions shall not entitle a person for consideration
By the Selection Committee / Screening Committee. UGC reserves its right to short
list the candidates from amongst the total number of applications received. The UGC
also reserves the right not to fill up the posts and its decision in this regard shall be
final.

e) Canvassing for the post shall be a disqualification for the applicant.
