REQUIREMENTS TO FORM AN IEEE STUDENT BRANCH

A Student Branch shall be an operating organizational unit of IEEE constituted by a minimum of
twelve (12 IEEE Student !embers or "raduate Student !embers at a particular college#
university# technical institute# or# in unusual circumstances attached to a Section# and established
with approval of the IEEE !ember and "eographic Activities Board by petition to the $egion
concerned to fulfill the mission of IEEE% (IEEE Bylaw I&'(2%) Each Branch shall conduct its
activities within the *onstitution# IEEE Bylaws# and other rules e+ternally imposed# which by law
affect the membership and activities of IEEE%
The petition must include:
Name of the Student Branch.
Name of the organizer (who will serve as interim Student Chair pending election of a regular Chair at
a later organization meeting).
Name of the faculty memer who will serve as Counselor of the Branch.
!pproval of the "epartment Chair and two faculty memers# who are also $%%% memers aove
Student grade.
Signatures of at least twelve (&') $%%% Student memers.
$nstitution (e site )*+ outlining accreditation# course curriculum# and listing engineering faculty.
$nformation aout the educational programs and degrees offered (form is attached).
! Branch constitution must e adopted (sample constitution is attached).

egin the approval process# which includes verification of the $%%% memership of the students and the
faculty memers on the petition# review of the programs offered at the educational institution# review
and approval y the $%%% *egional "irector and the *egional Student !ctivities Committee Chair.
$f the petition is in order# the ,emer and -eographic !ctivities "epartment staff will ta.e the necessary
action to otain formal approval of the petition y the *egion "irector and the *egional Student !ctivities

Name and :urpose
Sec. & This organization shall e .nown as the Branch of $%%%.
Sec. ' The purpose shall e the dissemination of .nowledge of the theory and practice of all aspects
of electrical engineering# electronics# radio# allied ranches of engineering or the related arts
and sciences# as well as the furtherance of the professional development of the Students.
Sec. 5 The organization and operation of the Branch shall e in accordance with the Constitution and

Sec. 6 ,emership shall e limited to undergraduate and graduate students of

memership in the local Branch# ut will not result in suspension of memership in $%%%.

Sec. E The officers of the Branch shall e a Chairman# a Cice>Chairman# a Treasurer# and a
Secretary.
Sec. &< To e eligile for office# a candidate must e enrolled as a Student memer of the $%%% and a
memer in good standing in the local Branch.
Sec. && The term of office shall ordinarily e one year.
Sec. &' %lection of officers for the following year shall e held not later than the last meeting of each
year.
%2ecutive Committee
Sec. &5 The management of the affairs of the Branch shall e in the hands of the %2ecutive
Committee# consisting of the duly elected officers of the Branch and the Counselor appointed
y the $%%%. The Chairman of the Branch shall e Chairman of the %2ecutive Committee.
Sec. &6 The %2ecutive Committee shall e the governing ody of the Branch and shall transact all
usiness it deems advisale# including the filling of vacancies in offices# authorization of

Sec. &7 The Cice>Chairman shall perform all functions of the Chairman in the latterBs asence or at

Sec. &4 The Branch Secretary shall .eep a record of all activities of the Branch and shall report same
to $%%% 9ead0uarters# together with any special reports re0uired y $%%% 9ead0uarters#
within a reasonale time after each meeting. The secretary shall carry on all other
communications necessary to the activities of the Branch. The secretary shall .eep a record
of the names of memers in attendance at the meetings.
Sec. &= The Treasurer shall receive all money and pay all dets of the Branch authorized y the
%2ecutive Committee# and shall .eep an e2act account of all receipts and e2penditures.
Sec. &E ! complete annual report shall e sumitted y the Chairman and the Treasurer at the last
regular meeting of the year# and shall e forwarded y the Branch Secretary to the $%%%
,anager of Student Services# upon certification y the Counselor.
Standing Committees
Sec. '< The following Standing Committees or their e0uivalent shall e appointed y the Chairman:

c) ,emership Committee
Sec. '& The :rogram Committee shall prepare the programs for all meetings and shall e responsile
for all arrangements for these meetings.
Sec. '' The :ulicity Committee shall e responsile for proper advisement of each meeting.
Sec. '5 The ,emership Committee shall ring the advantages of memership in the Branch# and in
the $%%%# to the attention of all potential Student memers.
Sec. '6 $n addition to the aove standing committees# the Chairman may appoint other committees
which he may deem necessary.

Sec. '8 The Branch shall hold regular and special meetings at such places and time as designated y
the %2ecutive Committee# with a minimum of three meetings a year.

Sec. '7 The Branch is empowered to adopt Bylaws which are consistent with this Constitution.
Sec. '4 The Constitution may e amended y a two>thirds of the memers of the Branch present and
voting# provided the amendment shall have een proposed at least one duly pulicized
meeting previous to the time of voting. Such amendments ecome effective only upon the
approval of the %2ecutive Committee of the $%%%.
