Today, Members of Congress head home after a year that

has shown the extent to which our nations governing institutions


have become detached from the demands of the people. They
will fnd voters tired of the status quo in Washington, eager for
efective solutions to the problems they face, and skeptical of our
political systems ability to provide them.
Our times do not call for timid solutions. They call for a bold
agenda that delivers Opportunity for All but Favoritism to None.
Conservatives are well positioned to address voters
frustrations. We believe opportunity shouldnt be limited to
those with access. Free markets and limited government
are a natural disinfectant to cronyism and corruption. These
principles align us naturally with popular sentiment that
government does too much to tip the scales in favor of the
powerful and not nearly enough to respond to most peoples
everyday concerns.
Conservative leaders should make clear the principles they
hold true and the policies they support. Those who articulate
those ideas in clear terms might upset some special interests,
but their message would resonate with the American people.
This Boarding Pass is your cheat sheet to some of the
reforms in that agenda. These proposals, based on the
research of The Heritage Foundation, constitute the ideas
the American people have been waiting for. With them, we
can build an America where there is Opportunity for All but
Favoritism to None.

n Control Spending and Restrain Government: If we
want the moral authority to rein in the cost
of our biggest expensesentitlementswe
must attack waste throughout the federal
government, including corporate welfare.
n Promote Patient-Centered Health Care: Obamacare
is unfair, unafordable, and unworkable.
Its purpose is to concentrate power in
Washington. The right path forward is to repeal
Obamacare and let Americans purchase the
kind of coverage that they believe is best for
themselves and their families.
n Reform the Tax Code: The tax codes complexity
is a form of protection for corporate lobbyists
and their clients. Special interests have every
right to lobby, but they have no right to force
Americans to face higher tax burdens to pay
for their corporate subsidies.
n End Bailouts: In the aftermath of the 2008
economic collapse, Washington has only
doubled down on government involvement
in fnancial markets. Another crisis is
inevitable unless we end the cycle of
bailouts, bubbles, and too big to fail.
n Grow Jobs and Paychecks with Abundant
Energy: Its time for Washington to stop
ofering green energy subsidies to the
well-connected. Free energy markets and
enhanced production can provide a better
future with more jobs, lower bills, and higher
take-home pay.
n Create Opportunity in the Workplace:
Washingtons onerous 20th century labor
laws are good for the leadership of the
big labor unions, but theyre bad for most
Americans struggling to climb the ladder to
success in a 21st century economy.
n Promote Marriage, Family, and Opportunity:
Widespread fatherlessness, failing schools,
and welfare programs that discourage work
have committed too many of our young
people to futures of joblessness, poverty, and
dependency. We need to reinvigorate marriage
and help more Americans learn the dignity that
comes from a life of work and self-reliance.
n Protect Religious Liberty: Cultural and political
elites are trying to stamp out religion from
the public square. Conservatives must
resist these eforts and defend freedom of
conscience as exercised both in private by
individuals and in public by churches, civic
associations, and businesses.
n Fix Immigration and Secure Borders: Our
immigration system is broken. But real
immigration reforman efcient legal
system with expanded high-skilled access
and efective enforcement and deterrence
shouldnt be held hostage to amnesty, a
priority to no one but the special interests in
Washington.
