4. This allocation shall supersede all previous orders of the Board on
allocations of cadre strength. The number and categories of posts in Central Excise
and Customs formations, other than those referred to in the earlier letter of
18.12.2013 and in the present letter, remain unaltered, until further orders.
5. Working strength in the grade of Appraiser against the cadre strength
allocated to Central Excise Commissionerates and Customs Commissionerates
manned by Central Excise Staff shall continue to come from the three cadres of
Appraiser Grade, viz. Mumbai Customs, Chennai Customs and Kolkata Customs.
6. In allocation of posts of Inspectors and Superintendents, the strength
allocated to the respective Chief Commissioners' offices includes the strength to be
apportioned to the Directorates General/ Directorates and their Zonal/regional/sub
regional units located in the same zones. Detailed modalities on sharing of these
posts in accordance with extant instructions will be issued, separately. This would
also apply to the orders on sharing of posts of Inspectors and Superintendents
between the LTUs and their respective Audit Commissionerates
7. The staff strength allocated to various Commissionerates includes strength
for International Airports, wherever located within the jurisdiction of the respective
Commissionerates.
8. In the existing cadre control arrangement, powers of appointing/disciplinary
are exercised at the level of Commissioners. In the revised structure, for the
Executive Commissionerates placed directly under the charge of Principal
Commissioners, orders for exercising the powers of appointing/disciplinary authority
will also issue, separately.
9. For the posts to be stationed at CBEC Hqrs., the modalities of budgeting for
pay and allowances of such posts would be worked out in consultation with
Department of Revenue (Hqrs), separately.
