his publication describes in words and images the remarkable work


of the Reconstruction Implementation Commission (RIC) from 2004
through 2010. It demonstrates the success of a unique and historic project
that has been underpinned by a strong sense of collective responsibility for
protecting cultural heritage and the promotion of a greater understanding between cultures and religions. The publication has been designed to
draw attention to the achievements of the RIC, initiated by the Council of
Europe, the European Union and the United Nations Interim Administration Mission in Kosovo (UNMIK) during a particularly challenging period
of history in Kosovo1.

he publication describes the background to the RIC, the process, the


important working structures, partnerships, and the mechanisms that
have been created to manage the project and that have achieved strong
tangible and intangible results. The evidence shows the success of the collective efforts, enthusiasm and genuine interest of all the stakeholder institutions, many local and international experts and individuals who have
worked to overcome important challenges along the way. It is they who
together have kept the process moving forward by means of an approach
founded on multi-ethnic collaboration, dialogue and common consensus.
For this reason, the RIC is a model worthy of evaluation and attention.

he Council of Europes role in conflict prevention and post-conflict


management is rooted in the Organisations core values of human
rights, democracy and the rule of law. Historically, cultural heritage has
been a critical contested issue and a key source of conflict, acts of both
destruction and rebuilding having strong symbolic and practical implications. Similarly, cultural heritage has been fundamental to processes of
conflict resolution and reconstruction, linked to efforts to recognise the
multiple identities of a community and protect the rights of individuals to
different cultural expressions and beliefs. The contribution of heritage to
local development has become a vital tool in rebuilding, partly because of
its enormous potential to contribute significantly to economic, social and
educational development processes2. A respect for the value of cultural diversity and pluralism is fundamental to cohesion and stability.

would like to take this opportunity to thank the numerous people who have been involved in this exciting joint venture. In addition to my own dedicated teams in Strasbourg and Pristina, I would like to mention in particular the Serbian Orthodox Church,
the Ministry of Culture, Youth and Sport, and the Institutes for the Protection of Monuments in Belgrade and Kosovo, together with UNMIK, the European Commission Liaison Office to Kosovo and its predecessor the European Agency for Reconstruction. It
has been the strong human factor and the will of all local and international partners
that has ensured the success of the RIC mechanism that has led to the restoration of
28 religious sites in Kosovo, further 2 sites managed and financed by UNESCO, 2 sites
managed and financed by the European Union and one non-religious site managed
and financed by the Ministry of Culture, Youth and Sport, all of which were damaged
during the events of March 2004 in Kosovo. The work did not only focus on physical
reconstruction, but also professional training and public awareness.

ow that this phase of work of the RIC is coming to an end, what does the future hold for a successor mechanism, and how might we take advantage of the
achievements so far? We hope that publications and promotional events will encourage continuing and additional support from local and international institutions and
a further strengthening of common heritage and well-being of all communities in
Kosovo. Proposals are currently being discussed to set up a possible sustainable expanded mechanism with a wider technical mandate than the current RIC, possibly
embracing both religious (orthodox, islamic, catholic etc) and non-religious historic
sites, as well as tangible and intangible heritage, and the development of broader
partnerships. We have now embarked on an open and shared process of consultation
and debate about the future in the hope of building on past achievements so that
we can continue the momentum and encourage increased appreciation of cultural
diversity and its practical implementation by further projects.

he Council of Europe will remain steadfastly committed to the preservation and


protection of cultural and natural heritage as a means of fostering the basic principles of human rights and democracy, and promoting the understanding of heritage
as a shared source of remembrance, understanding, identity, cohesion and creativity. We have gained the experience of the impact of past conflicts, and now must
act with a heightened sense of responsibility for the generations that come after us.

ccording to RICs mandate 32 Serbian Orthodox sites have benefited


from rehabilitation and conservation works. Kosovo should be commended for funding these important works. The RICs achievements were
also realised thanks to the cooperation of the other RIC members including Serbian and Serbian Orthodox Church officials.

his continuous process has led to a significant and tangible contribution towards preserving the diversity of heritage present in Kosovo1 as
part of our common European heritage.
he protection and promotion of Cultural Heritage in Kosovo continues
however to face serious challenges. We therefore encourage all institutional actors to build on this success to ensure continuity in their cooperation and extension of such a mechanism to all types of heritage in Kosovo.

ndeed, the ownership needs to be further fostered at local level to ensure that relevant communities & leaders are systematically included in
discussions concerning this topic. Only through their full participation
and active involvement can any cultural heritage related initiative become truly sustainable, in particular if its potential for economic growth
starts being developed.

he European Union will continue to support Kosovo as well as any other relevant parties from all communities in their work to pursue this
constructive dialogue which remains the pre-requisite for sustained reconciliation, inter-cultural dialogue and economic development in Kosovo.

he European Union highly appreciates the achievements of the Reconstruction Implementation Commission. The RIC is an EU-funded
mechanism since 2005 managed and chaired by the Council of Europe. It
supports the implementation of Kosovos European Agenda, namely the
respect for the rights of the members of communities as well as Kosovo1
economic development.

INTRODUCTION

he RIC recontruction works presented in this publication are


being implemented thanks to very successful partnerships
and cooperation with the European Union, the United Nations
Interim Administration Mission in Kosovo, the Serbian Orthodox
Church, the Kosovo institutions and the Serbian institutions. The
activities carried out are a vehicle for disseminating the Council of
Europes values and political objectives in order to promote a European democratic society in a wide area of peace and prosperity.

The Background
Cultural
Heritage:
a tool for
reconciliation
and confidence
building

he Reconstruction Implementation Commission (RIC) was


set up in Kosovo in 2004 as an implementation tool for the
reconstruction of Serbian Orthodox Churches (SOC). The RIC
has provided a unique platform for dialogue between Kosovo
and Serbian stakeholders, including the SOC, in order to overcome the specific difficulties connected to the political situation with a genuine interest and efforts of all sides.

he United Nations Interim Administration Mission in Kosovo (UNMIK) invited UNESCO, the European Commission
(EC) and the Council of Europe (CoE) to perform the damage
assessments. In response, the Council of Europe (Directorate
of Democratic Governance, Culture and Diversity) set up an
Emergency Action Plan for the Cultural Heritage in Kosovo
together with the European Commission, and in very close
co-ordination with UNMIK. It was undertaken as an addition
to the ongoing Regional Programme for Cultural and Natural
Heritage in South East Europe.

hree joint technical assessment missions were organised


by the CoE and the EC from May to July 2004 including experts from the CoE, EC, the Kosovo Provisional Institutions of
Self-Government (PISG), Belgrade-affiliated experts and representatives of the Serbian Orthodox Church. These missions
resulted in the publication of an overall technical assessment
report of all 34 Serbian Orthodox Religious sites and one nonreligious site and two further, more detailed, technical assessment reports of each site.

n addition to the technical assessment missions, the CoE


initiated two other strategies, one of which was to take advantage of the situation to persuade the Serbian Orthodox
Church to add 11 of their monuments to the Priority Intervention List established within the Regional Programme for Cultural and Natural Heritage in South East Europe and therefore
integrating the list with a balanced list of monuments representing that which exists in the whole of the Kosovo region.
The second strategy was established on the initiative of the
CoEs Secretary General, and with a view to streamlining the
international communitys efforts to preserve all cultural heritages of Kosovo, an Independent International Commission
for the Cultural Heritage in Kosovo, involving the CoE, the EC
and UNMIK was set up on 10 September 2004 to provide advice and support on policies in the medium- and long-term.

ased on the three technical assessment reports, a priority


list was established with cost estimates and detailed proposals for urgent intervention and conservation measures to
each site medium and long term measures were also indicated where possible. To implement this work, the PISG allocated 3,7 million from its budget and the then-Acting-Special Representative of the Secretary-General of the UN (SRSG)
allocated an additional 0,5 million from the SRSGs reserve
funds for the reconstruction programme.

Expert
Board

n recognition of the necessity to comply with European and


international standards, an International Expert Board (IEB)
was established in 2006 to support and monitor the quality of the
reconstruction works. The IEB, at the request of the RIC Chairperson, carries out field missions to review the quality of works
and make recommendations to the RIC on ways to improve its
methods in line with European and international standards.

ollowing numerous meetings and negotiations between


UNMIK, Church representatives and Serbian authorities,
the Holy Synod confirmed that the Church would re-enter the
agreement and a second MoU was signed in March 2005. On
the basis of this new MoU, the Reconstruction Implementation
Commission (RIC) was established and held its first plenary
meeting in May 2005 the RIC continues to meet on a monthly
basis. Although the RIC was conceived as an ad hoc body for a
provisional period of time, its functionality has lasted over six
years. It remains the only Cultural Heritage mechanism in Kosovo that produces results with the involvement of all stakeholders.

egotiations mediated by UNMIK between the Serbian Orthodox Church and the PISG resulted in a Memorandum
of Understanding (MoU) signed in June 2004 by the Church
and the PISG, establishing an Implementation Committee
(IC) to manage and supervise the performance of urgent reconstruction works. The IC worked smoothly from August until mid-September 2004, when the Church withdrew from the
MoU and all progress on the process of reconstruction came
to a halt. The Committee was dissolved.

he RIC is responsible for programming and overseeing the


implementation of the reconstruction works to the 34 Serbian Orthodox religious sites damaged during the events of
March 2004. In addition to the reconstruction activities, the
RIC actively contributes to the development of capacity building between the main institutions involved, as well as professional training and public awareness.

he RIC is supported by a Technical Unit based in Pristina,


Kosovo. This Technical Unit is supported financially by
the CoE and the EC. It is headed by a Team Leader (international expert) and comprises two Serbian and Albanian staff
specialised in the fields of architecture and civil engineering.
The RIC Technical Unit also deals with contract management,
administration and translations. For the financial aspects, it
is assisted by the financial assistant of the Joint Project EU/
CoE Support to the Promotion of Cultural Diversity in Kosovo.

he RIC Technical Unit is responsible for the day-to-day


management of contracts, procurement and administration duties, and is responsible for implementing the decisions
of the RIC under the guidance of the RIC Chairperson. It has
direct contact with the Ministry of Culture, Youth and Sports
which has budget and procurement management responsibilities. A local consultant appointed by the Ministry acts as
the focal point between the Ministry and the Technical Unit
to provide an efficient and direct line of communication.

The mechanism
in brief

he RIC is the decision-making body responsible for the


implementation process. Its mandate is clearly defined
in the Terms of Reference signed in August 2005, and subsequently revised in May 2006 with an Addendum accepted in

upervisors and consultants are appointed by the RIC to oversee the day-to-day operations of the works on site. They are
overseen by both Serbian and Albanian supervisors/consultants
whose role it is to instruct the contractor and ensure that quality standards are met. In principle, the supervisors/consultants
are nominated through the IPM and reflect an equal balance
of Albanian and Serbian representation on each project site.

ll projects are prepared by the Serbian Institutions for


the Protection of Cultural Monuments (IPMs) managed
through its office in Leposavic, and the preparation of contract
documentation and the procurement processes are organised
jointly by the Technical Unit and the Ministry of Culture, Youth
and Sports (MCYS). All tenders are global, focusing on attracting companies from the region. The Invitation to Tender Notices are published in local and regional newspapers and on
the RIC and CoE websites. The tenders are designed to attract
companies that have experience in the construction and conservation of Orthodox cultural heritage monuments. This experience shall constitute an essential condition for the selection of successful contractors. Tenders are evaluated by the RIC
with observation by the MCYS procurement officer, and the
recommendations are put forward to the Church for approval.
The contracts are managed on site by the RIC Technical Unit.

05 000.00 euros were commited by UNESCO to manage


and complete reconstruction of the Church of St Michael
in Shtime/timlje and the Church of St Sava in Mitrovice/K.
Mitrovica.
On 13 May 2005, the Director General of UNESCO in close
cooperation with UNMIK, CoE and EU, organised a donors
conference in Paris for the purpose of the Protection and Promotion of Cultural Heritage in Kosovo, during which further
funding was ensured for the projects implemented by UNESCO in parallel to the RIC process.

direct Joint Programme contract with the CoE.

he RIC has been strongly supported by the UNMIK, particularly in respect of coordinating security issues with KFOR and
the police, liaising between the various stakeholders, and providing coordination and logistical assistance when necessary.

A mechanism
which has proved
its worth

he project has emphasised the importance of culture, not


only in terms of encouraging training opportunities in the
field of conservation, but also for emphasising how culture
and cultural heritage is playing a key role in a particularly sensitive political arena. The RIC working framework has been
able to manage the implementation of the reconstruction
process of the Serbian Orthodox religious sites in Kosovo for
the last six years. However, the opportunity remains to extend
the RIC framework to include the management and implementation of all heritage in Kosovo, using the representation
of key partners as the pivotal platform for promoting a coordinated and sustainable approach to heritage management.

he RIC reconstruction project has fostered a multi-ethnic


and diversified approach to its work. The project has provided the opportunity to encourage and establish institutional capacity building, trust and confidence in Kosovo and
Serbia, and between Kosovo and Serbian institutions. Further,
the religious life has gradually been revitalised in some sites
following the conclusion of reconstruction works.

he International Expert Board composed of experts from


Greece, Italy, Spain and the United Kingdom has played
an important role in initiating workshops related to the conservation and management of European cultural heritage. A
five day workshop was also hosted by the European Centre for
Byzantine and Post Byzantine Studies in 2007, attended by 18
local experts nominated by the IPMs in Belgrade and Pristina.

The church was severely affected by fire in 2004. Damaged openings, belfry
structure endangered due to the effects of fire, especially in the area of
the biforium interior burnt and vandalised. Wall paintings covered in soot.
Part of the fresco of the Virgin of Eleousa destroyed by hammering.
Note: A large part of the lead roof cover was stolen in 2005.

In March 2004, the whole complex was set on fire, the interiors gutted
and the cemetery desecrated.The church was badly affected by fire,
the roof, iconostasis and konaks destroyed and the wall paintings
covered in soot and graffiti. Only the main walls were still standing.
In 2004, after the riots, the church roof was repaired and the former
refectory reconstructed and turned into the nuns living quarters.

The church belfry was hardly damaged in March 2004. The church
complex buildings were damaged. The interior, the altar and iconostasis
(created by Dimitrie Andonov-Papradiski) were completely destroyed.
Windows were broken. The floor into the church, the wooden gallery and
the marble cover of the walls were burnt. Roof dilapidated. Damaged
joinery. Interiors smoked and fire affected. Emporia destroyed. Joinery and
internal staircase of the bell tower destroyed. Parish house burnt down.
PROTECTIVE 33Replacement of the northwestern area of the roof and repairs to the remainder.
