rom behind the walls of his prison cell in America, Jucontee
Thomas Woewiyu, a former Defense Minister for Charles
Taylors National Patriotic Front of Liberia, paints perhaps the
clearest picture yet that a series of recent events pointing to a
war crimes tribunal for post-war Liberia may be within reach.
Using his own recent ordeal, an arrest upon arrival in the U.S., some
diplomatic observers say, the Woewiyu case points to a strong push by
the United States of America to bring some prominent players of the civil
war to book.
A Wake-up Call, Woewiyu Says
Writes Woewiyu: This indictment for war crime and crime against
humanity relating to occurrences in the Republic of Liberia, a sovereign
nation on a sovereign continent as indicated by the Judge, should be a
"wake-up" call for Liberia and the African continent. The indictment by
the United States Government for war crime and crime against humanity
in Liberia is not intended to bring justice, peace and closure to the
Liberian People.
Woewiyu became only the fourth prominent fgure in recent years to be
picked up on civil war-related charges, starting with the man who started
it all, former President Charles Ghankay Taylor.
Taylor was found guilty in Leidschendam on April 26, 2012 by the
Special Court for Sierra Leone which unanimously ruled that he was
guilty of all 11 counts of "aiding and abetting" war crimes and crimes
against humanity. He is currently serving a serving a 50-year sentence
after his appeal was rejected, with the court ruling that his guilt had been
proved beyond doubt. Taylor was convicted on 11 charges including
terrorism, rape, murder and the use of child soldiers by rebel groups
in neighboring Sierra Leone during the 1991-2002 confict, in which
some 50,000 people died. The former Liberian leader was found to have
supplied weapons to the Revolutionary United Front (RUF) rebels in
exchange for so-called blood diamonds.
In January 2009, Charles Chuckie Taylor, the former presidents son,
was sentenced to 97 years in prison in a landmark torture case stemming
out of a US investigation into arms traffcking in Liberia. ''Chuckie'' was
convicted in October of leading a campaign of torture against people
opposed to his father's rule. Although he wasn't charged with killing
any of them, his indictment alleged that he killed at least one of seven
victims.
U.S. Federal prosecutors had cited the murder allegation in recommending
that US District Judge Cecilia Altonaga send the former Orlando, Florida,
resident to prison for 147 years, stemming from his convictions on eight
conspiracy, torture and frearm charges.
Then in March 2012, George S. Boley, the former leader of the Liberian
Peace Council (LPC) who committed human rights abuses during the
civil war in the 1990s, was deported to Liberia from the U.S. capping
an effort by U.S. Immigration and Customs Enforcement (ICE) to
investigate the case and win the former warlord's removal from the
United States.
Boley, 64, was the frst removal order obtained by ICE under the
authorities of the Child Soldiers Accountability Act of 2008, which added
the recruitment and use of child soldiers as a ground of inadmissibility to
and deportability from the United States.
Fast-forward to a whirlwind couple of events in the past 20 days, the
pattern of abuse and human rights issues which have landed Taylor, his
son, Chuckie, Boley and Woewiyu in U.S. hands, led to embarrassing
turns for Associate Justice of the Supreme Court of Liberia, Kabineh
Janeh and Lenn Eugene Nagbe, Minister of Youth and Sports.

Both offcials have apparently fallen into a web of international sanctions
and travel restrictions with many more offcials expected to be targeted
and the issue has gotten the attention of the Sirleaf administration which
is yet to publicly comment on the cancellation of visas for the two
offcials.
However, unoffcial diplomatic sources confrmed to FrontPageAfrica
late Monday that the Liberian government made an appropriate
representation to the United States Ambassador to Liberia Debora
Malac on the issue Monday. The Ministry of Foreign Affairs which
hosts the presidency was unusually crowded with a lot of diplomatic and
government-plated vehicles Monday. Sources say, President Sirleaf held
a lengthy meeting with Ambassador Malac who, according to a source,
said the issue was out of her hands.
Both Janeh and Nagbe were forced to return home after visas were
canceled upon arrival at their separate destinations, Nagbe upon arrival
in the U.S. and Janeh upon arrival in France during a stopover on his
way to USA, multiple sources confrmed to FrontPageAfrica Sunday.
They did not want to create international crisis and arrest the offcials on
diplomatic visas, so the visas were simply cancelled, a senior diplomat
speaking on condition of anonymity told FrontPageAfrica Sunday.
It was only upon their abrupt returns to Liberia that the US Embassy
informed them that their visas were cancelled because US Government
indicated that they have "obtained additional information which
contradicts their visa applications." Our sources within diplomatic circles
indicate that there are currently 78 former and current offcials of the
Liberian Government who are targeted on the US and EU sanction list
for global crimes, including human rights abuses and economic crimes.
But the signs, FrontPageAfrica has now learned were visible for
some time now but only came to the fore in the last few days with the
cancellation of a visa for Associate Justice Janeh, perhaps the highest-
profle offcial serving in the current government.
LURD, NPFL Ties Janeh, Nagbe
Janeh, who was Minister of Justice during the National Transitional
Government of Liberia(NTGL) headed by Charles Gyude Bryant as
a representative from the Liberians United for Reconciliation and
Democracy(LURD), was a strong advocate for U.S. troops on the ground
during the course of the civil war as LURD mounted a strong offensive
against Taylors forces. We would Like to see an overwhelming
presence of American troops on the ground, Janeh was quoted by the
BBC in 2003. It would signal a monumental psychological comfort and
would signal an end to the war.
Janehs nomination to the bench shortly after Sirleafs ascendancy to the
presidency was greeted with mixed reactions with some arguing against
it while others defended: Lets be careful how we conduct ourselves.
People are already whispering that the conduct of certain administration
big shots signifes a case of a vengeful return of Americo-Liberians. This
is no attempt to divide our already divided nation. In all fairness, Ja'neh
must be confrmed. I mean it, John Morlu wrote at the time, during the
time of the debate, prior to becoming Auditor General of Liberia.
FrontPageAfrica has learned that Janehs visa was cancelled without
prejudice which according to one diplomat leaves room for him to make
a case to be removed from the list in the near future. FrontPageAfrica has
not been able to determined whether Nagbes cancellation falls under the
same category.

However, the autopsy report prepared after an examination of Sam
Bockaries body read in court revealed the Sierra Leones Revolutionary
United Front(RUF) commander had four bullet wounds in his left chest,
two in his back, and one bullet stuck in his pelvis. The Defence said
public documents signed by one Jusu Momoh alleged that late Vice
President Moses Blah had instructed his Chief of Offce Staff, Eugene
Nagbe, to deposit Bockarie`s body at the Samuel Stryker Funeral home
in Monrovia. In the witnesss words, he said the statement was a blinking
lie, according to the trial transcript.
Taylors lead lawyer Courtney Griffths read the document as follows:
I the undersigned, Jusu Momoh, being duly sworn, depose and state as
follows, to wit, one, that during the early part of the year 2003 I was in
charge of the Samuel A. Stryker Funeral Services located on Tubman
Blvd., Sinkor, Monrovia, Liberia, because the proprietor, Executive
Offcer Mr. Samuel A. Stryker II, had travelled out of the country. That
during the period referred to above, one Mr. Eugene Nagbe, then Chief
of Offce Staff for then-Vice President Moses Blah, at about 4:30 p.m.,
brought three dead bodies in a pickup truck belonging to Vice President
Moses Blah, and deposited the same at Samuel A. Stryker Funeral
Services.
Late President Blah was asked: Do you know the Samuel A. Stryker
Funeral Services on Tubman Blvd.? And he replied: Yes, yes, I know
Samuel Stryker Funeral Services. This is completely false. Im not
connected, and my Chief of Offce Staff could explain better to you that
I do not know about giving instructions to carry any body to Stryker
Home.
Prior to the Janeh and Nagbe debacle, sources tell FrontPageAfrica
that Mr. Jonathan Mason, who was nominated by the rebel Group, the
Movement for Democracy in Liberia(MODEL) as Lands, Mines and
Energy Minister in the Bryant-led interim government, also had his visa
cancelled upon arrival in Brussels.
Senator Geraldine Doe-Sheriff, formerly of the opposition Congress for
Democratic Change(CDC), en route to the U.S., was stopped in Ghana
about a month ago. Doe-Sheriff is said to be one of the former foot
soldiers of Taylor during the civil war.
FrontPageAfrica has also learned that due to the breaking development,
President Ellen Johnson-Sirleaf has been forced to tweak her delegation
to next months summit of African leaders to the White House by
removing the governments chief spokesman, Information Minister
Lewis Brown from the list. Brown is said to be among some 78- to 80
offcials on the sanctions list of offcials prevented from entering the U.S.
The timing of the recent series of events coinciding with the Obama
administrations transformation of the war crimes court into the Offce
of Global Criminal Justice, headed by Ambassador-at-Large Stephen
Rapp, comes at a time when Liberia remains divided over how to handle
accused perpetrators of the war.
Rapps offce also coordinates U.S. Government positions relating to the
international and hybrid courts currently prosecuting persons responsible
for genocide, war crimes, and crimes against humanity not only for
such crimes committed in the former Yugoslavia, Rwanda, Sierra Leone,
and Cambodia but also in Kenya, Libya, Cte d'Ivoire, Guatemala, and
elsewhere in the world. The offce works closely with other governments,
international institutions, and non-governmental organizations to
establish and assist international and domestic commissions of inquiry,
fact-fnding missions, and tribunals to investigate, document, and
prosecute atrocities in every region of the globe.
UNMIL Favors TRC Implementation
Last week, Karin Landgren, Special Representative of the UN Secretary-
General for Liberia and Head of the United Nations Mission in Liberia
(UNMIL), stressed the need for the Liberian government to implement
the fndings of the Truth and Reconciliation Commission fndings, fve
years after its release, suggesting that it is important to review progress
in implementing its recommendations.
Landgren noted that on 10 March 2010, President Ellen Johnson-
Sirleaf, in her frst quarterly report to the Legislature on progress in
implementation of the recommendations of the TRC, highlighted the
importance of the TRC report, calling it "essential for achieving justice,
reconciliation and continued economic, social and political rehabilitation
of Liberia."
The UNMIL chief stressed that in the same spirit, and as the UN
Secretary-General Ban Ki-moon recommended in his most recent
progress report on the United Nations Mission in Liberia, it is important
that President Sirleaf resumes her quarterly reporting on progress in
implementation of the TRC report, as mandated by the TRC Act, adding

that a further important step would be the wide dissemination and accessibility of the Report
and its recommendations in reader-friendly versions.
The UNMIL chief said, this is necessary because Liberia continues to deepen its inclusive
political culture and the rule of law, it has adopted several national strategies that advance
TRC recommendations, and foremost among these are the Strategic Roadmap for National
Healing, Peacebuilding and Reconciliation, and the Agenda for Transformation.
The U.S. government is apparently in agreement, bolstered by the Obama administrations
May 2010 National Security Strategy: From Nuremberg to Yugoslavia to Liberia, the
United States has seen that the end of impunity and the promotion of justice are not just
moral imperatives; they are stabilizing forces in international affairs. The United States
is thus working to strengthen national justice systems and is maintaining our support for
ad hoc international tribunals and hybrid courts. Those who intentionally target innocent
civilians must be held accountable,
and we will continue to support
institutions and prosecutions that
advance this important interest.
Although the United States is
not at present a party to the
Rome Statute of the International
Criminal Court, and will always
protect U.S. personnel, we are
engaging with State Parties to the
Rome Statute on issues of concern
and are supporting the ICCs
prosecution of those cases that
advance U.S. interests and values,
consistent with the requirements
of U.S. law.
Cautious celebration in Monrovia
In Monrovia Monday, residents
of the city greeted the news on a
mostly positive note.
Representative Moses
Acarous Gray (CDC-District
# 8 Montserrado County) as
something Liberians should
celebrate. The Action by the
US and French governments is a
welcoming news that will serve as
a deterrence factor because I have
come to realize that a result of the
Civil confict all sought of buffoons
have hijacked power at every
sector of government. Personally
in my opinion Liberians should by
now be rejoicing with the breaking
such news.
Albert S. Doe, a local
commentator said the action by
the United States as the beginning
of a good fght but they have to
go beyond that. We welcome
the idea and we believe that this
is the kind of good thing in order
to have people who have created
serious mayhem on the Liberian
people prosecuted. I believe
that no sin goes unpunished. If
anyone creates a kind of atrocity
in Liberia there is a need for us to
punish them. Because if you dont
punish people, people will always
have the mind to go and do things
with the notion set that I will not
be punished.
While Adolphus N. S. Weah,
another bystander noted that the
situation is reminiscent of the
Woewiyu saga: This situation is
not actually strange to me because
it is repetition of what happen to
Thomas Woewiyu . There was a
report that came here indicating
that Thomas Woewiyu was
arrested in America when he tried
to apply for citizen ship in America
on grounds that he provided
false information that could not
commensurate with the present for
the fact that he participated in the
Liberian situation.
Others like Moibah V. Kiadii was
left with an open mind: This is
a kind of surprising news to see
people like Eugene Nagbe and that
of Kabineh Janeh. Look at the
portfolio of Minister Nagbe who is
responsible for all youth activities.
He carries on lot of travels so that
we can be able to have signifcant
youth programs. For me dont want
to say is due to their participation
into the war here because I dont
have any information on that.
Kabineh Janeh has been around
here even during the crisis but am
not still convinced because he has
made a lot of travels, thats not the
frst one.

war crimes court into the Offce of
Global Criminal Justice, headed
by Ambassador-at-Large Stephen
Rapp, whom you may recalled
became the third Chief Prosecutor
of the Special Court for Sierra
Leone, where he directed the
prosecution of former Liberian
President Charles Taylor and
others alleged to have violated
international criminal law during
the Siera Leone war.
In September 2009, Rapp was
appointed Ambassador-at-
Large for War Crimes Issues by
President Barack Obama and
confrmed by the U.S. Senate
on September 8, 2009 to head
the State Departments Offce of
Criminal Justice. In that position,
he advises the Secretary of State
and the Under Secretary for
Civilian Security, Democracy,
and Human Rights and works

to formulate U.S. policy on
prevention and accountability
for mass atrocities related to war
crimes against humanity, and
genocide.
In particular, the offce helps
formulate U.S. policy on the
prevention of, responses to, and
accountability for mass atrocities.
To this end, the offce advises
U.S. Government and foreign
governments on the appropriate
use of a wide range of transitional
justice mechanisms, including truth
and reconciliation commissions,
lustrations, and reparations in
addition to judicial processes.
The offce also coordinates U.S.
Government positions relating
to the international and hybrid
courts currently prosecuting
persons responsible for genocide,
war crimes, and crimes against
humanity not only for such
crimes committed in the former
Yugoslavia, Rwanda, Sierra
Leone, and Cambodia but also
in Kenya, Libya, Cte d'Ivoire,
Guatemala, and elsewhere in
the world. The offce works
closely with other governments,

Rapp also coordinates the
deployment of a range of
diplomatic, legal, economic,
military, and intelligence tools to
help expose the truth, judge those
responsible, protect and assist
victims, enable reconciliation,
deter atrocities, and build the rule
of law.
In May 2010, President Obama
heralding his National Security
Strategy declared:

to Liberia, the United States has

The Janeh incident has reportedly
sparked a strain between the
Supreme court and the Executive
Branch over the treatment of the
Associate Justice. One source
indicated that the Ministry of
Foreign Affairs, headed by
Augustine K. Ngafuan has
promised to intervene in the
matter, but legal practitioners say
the Ministry of Foreign Affairs
is incapable of undoing a US
sanction. "The U.S. is very serious
about ending impunity in Liberia,
as doing so will protect the national
security interest of America and
Liberia," a US Diploma stated.
The latest incident follows the
arrest of Mr. Jucontee Thomas
Woewiyu who was charged with
seven counts of perjury, two
counts of fraudulently attempting
to obtain citizenship, and multiple
counts of fraud and making false
statements.
Woewiyu, 68, who was arrested by
Homeland Security Investigations
agents at Newark Liberty
International Airport, according
to the indictment, has had legal
resident status in the United
States since 1972. His most recent
residence was in Collingdale,
Delaware County, said Zane David
Memeger, U.S. attorney for the
Eastern District of Pennsylvania,
in a statement.
Last year, former President
Charles Taylor was convicted by
an international tribunal for aiding
and abetting rebels who committed
war crimes and crimes against
humanity in neighboring Sierra
Leone and sentenced to 50 years
in prison. Taylor was convicted n
all 11 charges in the indictment,
including terror, murder, rape and
conscripting child soldiers. Shortly
after U.S. authorities also sought
and won the deportation of George
Boley, formerly of the rebel group,
the Liberia Peace Council.
The Woewiyu indictment states:
While residing in the United
States, defendant JUCONTEE
THOMAS WOEWIYU formed
the Association for Constitutional
Democracy in Liberia(ACDL),
an organization that advocated
against the Doe regime. Defendant
Woewiyu, also along with its
leader, Charles Taylor and others,
founded the National Patriotic
Front of Liberia (NPFL), a military
organization committed to the
violent overthrow of the Doe
government. The ACDL supported
the NPFL and raised funds for the
group.
U.S. prosecutors charge that in
applying for U.S. citizenship in
2006, Woewiyu did not disclose
his participation in the NPFL. In
his application, Woewiyu was
required to sign a sworn statement.
By signing, prosecutors
contend, Woewiyu attested to
never having advocated for the
overthrow of any government
by force or violence and that
he had never persecuted any
person because of race, religion,
national origin, membership
in a particular social group, or
political opinion, according to
the indictment. Following the
election in Liberia of President
Charles Taylor, Woewiyu served
as the nations Minister of Labor
from 1997 to 1999.
In a US embassy cable dated
February 13, 2009 leaked by
Wikileaks, reference is made
to Sirleafs 2009 Truth and
Reconciliation Commission
(TRC) appearance in which she
acknowledged her membership
in the ACDL.
Calls for a war crimes court for
Liberia has been lingering around
the corridors of the national
legislature for some time now. In
June 2012, Grand Bassa County
District #4 Representative, Byron
Jeh Browne submitted a bill to
the House of Representatives,
calling for the establishment of
a War Crimes Court in Liberia.
Rep. Browne indicated that the
establishment of a War Crimes
Court in Liberia is the ultimate
means to sustaining peace,
genuine reconciliation and
development in a post confict
country like Liberia.
The Grand Bassa lawmaker
pointed out that peace, security,
national reconciliation will
be hindered if people accused
of aiding and abetting war
atrocities in the country are not
held accountable. In a formal
communication dated June 23,
2012 and addressed to House
Speaker Alex Tyler, Rep. Brown
said establishing a War Crimes
Court in the country has become
the most prudent thing to do.

that as it was a pre-condition
for President Sirleaf to turn over
Charles Taylor before visiting

STATE AND THE CURRENT
PLIGHT OF ITS CITIZENS

ear in and year out, Liberians have
celebrated independence ( July 26) in a
fabulous style throughout the length and
breadth of the Republic, with offcial
ceremonies taking place, characterized by speeches
which highlight the historical role Liberia played in
global politics, as well as regional and international
decision making amongst others. Some of these orations
have been surrounded with suggestions aimed at
transforming Liberia to a country of equal opportunities
for its citizens, while some have refected on the fght
for freedom by slaves who returned to Liberia in 1822.
On the hand, some have refected the need to change the
national symbols of Liberia, amongst others.
In few days, the country celebrates yet another
Independence marking 167 years of its existence. I am
poised to mirror the nation-state after a century plus and
consider the plight of the citizens of Liberia. Liberia
as a nation played and continues to play a critical
and strategic role in global politics for several years,
ensuring that world peace was enhanced, as evidenced
by the establishment of the United Nations in 1945,
the Organizational of African Unity, now the African
Union, the Mano River Union, ECOWAS, as well as the
nurturing of democracies including putting an end to
apartheid in South Africa amongst others. Liberia was
also a signatory to key International conventions and
treaties that have brought about major reforms globally.
With an estimated population of 4 million people
and a land space of about 111,369 Square kilometers,
Liberia still remains amongst sub-Saharan Africas
impoverished nations. Ironically, Liberia boasts of
several natural resources such as Timber, Rubber,
Iron Ore, Gold, Diamonds, etc., including the recent
discovery of Oil along the coast lines of Liberia and a
rainforest habitable for agriculture.
As we celebrate yet another milestone in the countrys
history at 167, it is diffcult for me to conceive that
Liberia with all of its endowed resources and the small
size of its population, hasnt been able over the years to
tap on and utilize wisely its resources in an equitable
fashion to contribute to the wholesome functioning
development and needs of its people.
At Independence, what we normally see and hear is the
extravaganza attached and the historical past of Liberias
role in global politics spoken about. In my mind, this
is not signifcant to the current political dispensation
and the plight of our people. It also sounds like a
mockery to me, that you would make other countries
and Institutions better, while you lie in shambles for
over a decade. These are not emergent steps towards
lifting Liberia above the challenges of competitive
socio-economic development, as well as improving the
livelihood of our people who lie in abject poverty. Our
government needs to be serious and pro-active about
development, and understand the sensitivity attached to
the plight of our citizens, while our citizens must also
muster the courage to engender development as well,
through their civic responsibility to country, and been
positive agents for change.
There are countries in the world by far bigger, some
smaller in size and population and with limited
resources, though with challenges got Independence
quite recently, and are working concertedly in building
vibrant their economies, and been sensitive to the
plight of their citizens, in terms of the provisions of
basic social services and needs including the attraction
of private sector investment, and the promotion of
entrepreneurship, amongst others.
At 167, it is with a heavy heart that I refect on Liberia
as a nation-state. A country still lagging behind in
terms of sustainable Infrastructural Development, the
equitable distribution of the countrys wealth in terms of
the provisions of affordable and quality education and
health care, effcient road networking, the consistency
of Infation, the sorrowful experiences of many going
to bed hungry, the unending fght against corruption,
favoritism and nepotism permeated in the governance
system of our country, amongst others. While it is true,
that little has been done to take Liberia to a cradle
of prosperity, the long years of Liberias existence/
Independence is an unconceivable mismatch.
As we approach Independence this year as a people and
country, I believe that we need to do less celebration,
refect on heavy face of the nation- state of our
country after several years of existence, and honestly
build a national consciousness that our 167 years of
Independence has signifcantly helped building up
other nations and global International bodies, but we
as a nation and people still remain absolutely obligated
to ensuring that the face of Liberia, its socio-economic
development, the state of Liberias citizens, the
governance style of the nation, and the patriotism and
nationalism therein required are lifted, and takes a fast-
tracked approach over the next few years.
We are under full responsibility to wake up from our
slumber as a people and country to ensure that Liberias
transformation occurs rapidly with the willingness
of purpose by our leaders and policy makers and
complimented by each and every Liberian.
Liberia at 167; it is with a heavy heart that I look
forward to this day.

EDITORIAL
LOST IN THE LATEST declaration by President Ellen Johnson-
Sirleaf last week, in which she sanctioned several government
offcials for failing to fle their Income, Assets, and Declaration
as reported by the Liberia Anti-Corruption Commission (LACC),
is the fact that the action was pretty much a replay of what
Liberians and most international partners have come to know as
more of the same.
WITH THREE YEARS left for the conclusion of her reign as
head of state, President Sirleaf appears content with the norms
which has made it nearly impossible for her to solve what has
been her Achilles in the last eight years: the curse of graft.
THE LIBERIA ANTI-CORRUPTION COMMISSION did
not mince words in describing "delinquent" and "rebellious"
government offcials who have not declared or re-declared their
assets to the President.
SOUNDS FAMILIAR?
FORMER AUDITOR GENERAL John S. Morlu and Frances
Johnson-Morris, former head of the LACC routinely exchanged
war-of-words with various government offcials brought to book
or found liable in unexplained government funds disbursement.
IN VIRTUALLY every case, the Executive failed to give those
integrity institutions the backing when they needed it, choosing
instead to allow her political appointees to have their way with
these institutions at the detriment of her administration, more
than forty years in the making.
WHILE WE WELCOME the LACCs effort in pushing for
sanctions against these offcials, prescribed under Executive
Order 55 issued by the President which sets out standards and
guidelines for public servants serving within the Executive
Branch of the Liberian government, we fnd the presidents
decision to suspend without pay, a slap in the face of her own
professed Zero-Tolerance against corruption.
THE LACC HAS UNVEILED 76 Presidential appointees,
and public offcials/civil servants who have not declared their
income, assets and liabilities up to June 2014 as required in Part
X Count 10.1 of Executive Order #55. The Commission also
disclosed that 51 persons have not re- declared their income,
assets and liabilities as required in the Executive Order from
January-June 2014.
PRESIDENTIAL APPOINTEES, and public offcials/civil
servants, who have not declared their income, assets and liabilities
up to June 2014, are placed into Category C, while those who
have not re- declared their income, assets and liabilities January-
June 2014 are placed into Category B.
THOSE PLACED into Category B (have not re-declared)
include: Dr. Florence Chenoweth, Minister of Agriculture, Dr.
Fredrick Norkeh, Minister of Post and Telecommunications,
Mr. Patrick Sendolo, Minister of Lands, Mines and Energy, Dr.
Walter T. Gwenigale, Minister of Health and Social Welfare, Mr.
Neto Zarzar Lighe, Deputy Minister of Labor, Madam Matilda
W. Parker, Managing Director, National Port Authority (NPA)
and Mr. Charles McClain, Deputy Minister of Agriculture among
others.
THE COMMISSION also named Antoinette Weeks, Minister of
Public Works, Mr. Rufus Neufville, Chief of Protocol, Thomas
YayaNimely, Board Member, Liberia Telecommunications
Authority and Kou Kidau Joseph, Deputy Minister of Transport.
OTHERS INCLUDE: Henry B. Yonton, Deputy Minister of
Sports, Ministry of Youth and Sports, Ruth Ceaser, Chairman of
the Board, National Transit Authority (NTA), George G. Wisner,
Executive Director, National Investment Commission (NIC) and
Michael Wotorson, Chairman, NIC amongst others.
IT IS NO MYSTERY, no puzzle but a simple twist of doing
the right thing as enshrined in the Code of Conduct which is
incorporated universally accepted principles of good conduct,
including selfessness, integrity, diligence, objectivity,
accountability and transparency.
POLITICAL APPOINTEES ARE public servants appointed to a
task of ensuring the government runs smoothly and the people
are happy and the countrys engine is running perfectly. But
when these offcials openly challenge integrity institutions by
allowing their personal beliefs to confict with their duties, then
it is no brainer that the head of the nation steps in and put her foot
down. Were sorry to say, Madam President, you have not done
so well in that department in the past eight years. Your failure to
do this simple task is why your administration is going through
the rounds of endless uncertainty shrouded in a recurring state
of economic malaise with a gloomy outlook for generations yet
unborn.

of his visa. Under US immigration laws, a person who supports

is inadmissible. There is also recent prohibition in US immigration
law that barred persons who engaged in the use of child soldiers
from entering the United States.

Cotonou Accord My Toes!!!!
If Liberian Warlords like, they should go to Cotonou and discuss
the Cotonou Accord. But before they do so, we want them to know
that where the Cotonou Accord ends, is where the rights of victims
of war in Liberia begin.
The Editor,
I
n response to your inquiry, NOCAL is not adhering to its four core
values, namely: Transparency, Sustainability, Inclusiveness, and
SHE (safety, health, and environment care). As a result of this,
exploitation by forerunners of NOCAL and foreign companies is
visibly seen in our hydrocarbon sector. The following analyses further
strengthen my argument:

1. Firstly, Liberia has 17 deepwater blocks from the continental
shelf to water depths of 2500 meters to 4000 meters and 13 ultra-
deepwater blocks to water depths of 4500 meters which amounts to
30 concessionary blocks in total.

2. Up-to-date, almost all of our 17 deep-water blocks have been
awarded to International Oil Companies (IOCs). The total of 10
blocks (LB17, LB16, LB15, LB14, LB13, LB12, LB11, LB10, LB9,
and LB8) has already been awarded to the following companies:
African Petroleum, Anadarko, Mitsubishi, Respol, Chevron, Oranto,
Exxon-mobil, Tullow, etc. Two blocks (LB6 and LB7) are undergoing
review with Hong Kong Tong Tai and CNOOC being the contract
parties. From block 1-5 are not under contract.

3. Interesting, in all these blocks mentioned, the interest of Liberia
has been mortgaged. For example, African Petroleum Corporation
Limited (API) acquired blocks LB-08 and LB-09 in 2007 and holds
100% in both blocks. Chevron (American Company) has 70% each
in blocks 11, 12, and 14, while Oranto (Nigeria Company) holds 30%
in each of these 3 blocks. Is this not EXPLOITATION? Even though,
our hydrocarbon resources are ours, but I am left to wonder where is
our interest and what is Liberias equity ownership in each of these
blocks!!

4. In continuation, President Sirleaf said recently Exxon Mobil; an
American Company will own a whopping 80% of the oil shares
discovered in Liberia, while their Canadian neighbors, the Canadian
Oversea Petroleum Limited (COPL), will own 20%. Where does
this place the people of Liberia? What percentage share does the
government of Liberia have in this oil deal? This is corruption in
midday. Dr. Randolph McClain said that the negotiating team of
the Liberian government secured 5% citizens participation share in
LB-13 and a further 5% royalty on oil produced from wells drilled
under water depths of 0-1500 meters. In other words, for every
$100billion of profts made by this oil company, Liberians will only
get $100million. This arrangement contradicts NOCALs value of
transparency and accountability. Liberians cannot settle down for 5%
or 10% - Unacceptable!

5. Additionally, NOCAL has told Liberians continuously that we
have not discovered commercial oil; as a result, drilling is yet to
commence. This statement is unrealistic and inaccurate, because
there are oil platforms (ships) already mounted on our sea carrying
out drilling in mass quantity. Further to this, 2 exploratory wells have
been drilled (Apalis-1 in Q4 2011 and Narina-1 in Q1 2012). How
long will exploration take? How long will it take Chevron and other
IOCs to gather and interpret seismic data?

6. According to standards, companies desiring to invest in Liberias
OIL and GAS sector should make available the following amounts
for exploration operations:

a. First three years 1st Exploration Period - US$55m
b. Next two years 2nd Exploration Period US$80m
c. Final two years 3rd Exploration Period US$105m

Have African Petroleum, Chevron, Anadarko, and other companies
who initially signed contract with the Liberian government in 2005
kept up with these best practices. Certainly, no!! However, we
challenge NOCAL to disprove us by revealing appropriate documents
that are in compliance with these standards.

7. According to section 3.2 of the 2002 Petroleum Law which protects
CITIZEN EQUITY says ordinary Liberians should be given the
opportunity to buy shares in Oil Companies. How many ordinary
Liberians currently own shares in these companies? Section 3.3 of
the law also says NOCAL should have 20% state equity share in the
blocks. But NOCAL is telling us that this is UNREALISTIC. What
is unrealistic about having 20% share in something you own? I think
we should even be demanding more instead of shooting bullets in our
own legs.

8. During the nationwide consultation, our people spoke in one
voice by instructing central government to reserve our hydrocarbon
resources until Liberians are fully knowledgeable about this sector.
Regrettably, almost all of our lucrative oil blocks have been cheaply
marketed to foreign companies. You cannot give out our oil and
gas when we lack the technical ability to ensure national interest,
transparency, accountability, and sustainability.

9. Drilling has already begun, EPA as a member of the Hydrocarbon
Technical Committee (HTC) currently lacks the fnancial and
technical capacity to ensure International Oil Companies strictly
adhere to minimum standards within the SHE (safety, health, and
environmental care) policy. NOCAL needs to understand that oil spill
could create total disaster for Liberia.

10. According to NOCAL, from July 1, 2013 June 30, 2014, she
spent the following:

a. Manpower training & capacity building
..........8,029,848.00USD
b. Allowances & benefts
....2,703,805.24USD
c. Board Expenditure
....1,372,000.00USD
d. Travel & Consultancy.
.3,234,482.00USD
- Just to name a few.
- For example why must NOCAL spend over 1 million just on board
members and 3,234,482 million for travel and consultancy? This
is fnancial mismanagement!! In 12 months period, NOCAL alone
has used 28,542,685.60USD while unemployment, poor healthcare,
messy education, insecurity, poverty, etc. remain the order of the day.

11. Why is all this hurry to give out our oil resources to foreign
companies when appropriate measures are not fully in place to
prevent exploitation? Dont we have a future as a nation? We are not
even thinking about building refneries to manufacture crude oil. All
our government thinks about is to sign Production sharing contracts
at the detriment of oppressed Liberian.

12. I hope some of these analyses will quench your inquiry. However,
if it does not, I am working on a comprehensive paper to publish soon
on this sector. In furtherance, I am also opened to public debates and
any intellectual showdown at NOCALs convenience. I shall endeavor
to consistently inform our people about the silent and exploitative
treatment of their hydrocarbon sector by unpatriotic political hustlers
and economic migrants.

Above all interest, Liberia is supreme!

LETTER TO THE LIBERIAN AMBASSADOR

Hon. Ambassador:
I have the honor to present you my compliments and to request
an urgent meeting with you at your earliest convenience. As
you maybe aware, I was indicted, arrested and imprisoned
by the United States Government on the 12th of May, 2014
supposedly for: "Fraudulently attempting to obtain citizenship,
fraud in Immigration Documents, false Statement in relation
to Naturalization and perjury." These four charges constitute
violation of specifc laws or statutes of the United States Criminal
Codes. However, in the details of the indictment the prosecutor
has extrapolated the four violations to include thirteen counts
including but not limited to "war crime, crime against humanity,
rape, exploitation of Khran and Mandingo people, etc, etc.
On the 21st of May, the Judge presiding over the case set the 7th
of July as the date of "Speedy Trial' by Jury as required by United
State laws. However, on the 12th of June 2014, approximately, 20
days after the speedy trial date was set, the same Judge, without
any consultation with me or to the best of my knowledge, my
lawyer who represented me at the time, issued another Order
suspending the speedy trial for the following reasons:

Paragraph 2 of the Order states: "This Court has determined that
the case is unusual and complex for the following reasons:"
"(a) On January 30, 2014, a federal grand jury sitting in the
Eastern District of Pennsylvania returned an indictment charging
defendant with two counts of fraudulently attempting to obtain
citizenship in violation of 18USC/1425; four counts of fraud in
immigration documents in violation of 18USC/1546(a); three
counts of false statements in relation to naturalization in violation
of 18USC/1015(a) and seven count of perjury in violation of
18USC/1621. This trial is currently scheduled to commence on
July 7, 2014."
Paragraph 3 of the Order also reads: "The government has advised
the Court:"

"(a) The indictment's factual underpinnings encompass, among
other things wartime events that took place in Liberia as far back as
25 years ago. In that matters relating to the events that transpired
during a decades old civil war that took place on another continent
in issue in this case, to a certain degree, this is a novel prosecution.
The investigation leading to the indictment was multi-faceted. the
evidence that the government intends to introduce at trial includes
among other things both ancient documents and documentary
evidence from foreign sources. The documentary evidence that
is part of this case, as well as the documents generated as a
result of the multi-year investigation in this case, are relatively
complicated. The defendant has not yet sought discovery in this
case or has it been produced to him. Because of the nature of the
allegations in the indictment and the novel issues in this case the
government anticipates that both it and the defendant will have to
painstakingly prepare for the trial."

As contained in this paragraph of the Judge's Order, this trial is no
longer about the violation of United States immigration laws as
indicated on the face of the indictment. It is now about war crime
and crime against humanity which happened in another sovereign
country and continent more than 25 years ago.

Paragraph 3 of the indictment reads: " Doe was an authoritarian
ruler, frst as Liberia's "defacto leader" and later as Liberia's
president . He banned political activities and used the military to
suppress dissent. He cultivated patronage system that benefted
his fellow Krahn and elevated members of the Mandingo tribe,
previously considered outsiders in Liberia, to favored economic
and political status. At the same time, Doe sidelined former allies,
in particular member of the Gio and Mano tribes who helped to
bring him to power, largely if not completely excluding them from
political society."
This paragraph implicitly states, that the Krahn and the Mandingo
tribes were so intertwined with the Doe Regime that they share
responsibilities for the atrocities and heinous acts committed by
the regime.
Paragraph 4 of the indictment states: The Doe administration's
corruption, repressive rule and favoritism fueled resentment
among many in Liberia. Consequently, in 1985, one of doe's
former brigadier general returned to Liberia from exile *(
Baltimore Maryland U.S.A.) and rallied Gio and Mano supporters
from Liberia's army to take over the government by force. After
the coup failed, Liberian soldiers loyal to Doe executed hundreds
of Gio and Mano soldiers and carried out reprisal attacks that
killed hundreds, if not thousands of Gio and mano civilians."
This paragraph also confrms that Doe and his hinge men killed
thousands of Liberians not just Gio and Mano. The document
neglected to mention among other things, the grotesque
assassination of President William R. Tolbert and the show-case
fring-squat execution of 13 government ministers a few weeks
later. The document did not mention the following genocidal
deeds of the Doe regime either:

1. The invasion of the University of Liberia by Doe Soldiers and
the killing of over 75 students.
2. The work of the Doe "death squat" which killed his perceived
enemies and line the heads of the victims on the side walks of
Monrovia.
3. The bus load of orphans that allegedly left Nimba and never to
be seen again.
4. The invasion of the Lutheran Church Compound by himself
and his death squat wherein all 600 refuge seekers were murder.
Paragraph 11 of the indictment states: "During defendant
WOEWIYU's tenure as NPFL Minister of Defense, the NPFL
conducted a particularly heinous military campaign. It was
characterized by the torture of perceived adversaries, the execution
of civilians, ECOMOG peacekeepers, the forced sexual slavery
and rape of girls and women, conscription of child soldiers, and
the murder of humanitarian aid workers. In particular, the NPFL
targeted civilians of the Krahn and Mandingo tribes whom the
NPFL perceived were loyal to the former Doe government."
This paragraph of the indictment neglects to mention that during
the Doe regime and from the very beginning of the Liberian
confict in 1989 to 2003 the Krahn and Mandingo had constituted
themselves into several vicious armed factions that fought to
sustain the regime or maintain their dominance of the society and
succeeded in the overthrow of the Government of Liberia led by
Charles Taylor through the use of force of arm.
Here are some of the notable and internationally recorded Krahn
and Mandingo warring factions:
(1). 1990-1990 LUDF (could be off on the name but the
information is factual) Comprising Krahn soldiers who constituted
themselves in Free Town, Sierra Lone (under leadership of AFL
generals Nimley and Bropleh) but were unable to sustain their
sporadic attack on the NPFL due to leadership problems. "Who
was more Krahn than the other, in order to inherit the Doe throne,
was their undoing."
(2). 1990-1994 ULIMO: A Krahns military group assembled
in Sierra Leone and the Mandingo military group assembled in
Guinea to formed this joint military force .The group later split up
into two distinct armed forces as follows:
(3). 1990-1996 ULIMO "K": The Mandingo (Controlled Lofa,
Parts of Bong and sporadic attacks in parts of Nimba Counties)
(4). 1990-1996 ULIMO "J": The Krahn (Controlled Cape
Mount, Bomi, Parts of Margibi Counties)
(5). 1990-1996 AFL: Krahn faction Under General Bowen
(Controlled, Montserrado, Parts of Margibi, parts of Grand Bassa
County) and (Committed the Carter Camp Massacre according to
the Amos Waco Commission Report of the United Nation).
(6). 1991-1996 LPC: Krahn Faction (Controlled, the entire
South Eastern Region of Liberia, Maryland, River Gee, Grand
Gedeh Sinoe and Grand Bassa Counties. At one time capture and
controlled Gbarnga, Bong County, the NPFL Headquarters.
(7). 1997-2003 LURD: Mandingo Faction which succeeded
overthrowing the Charles Taylor government. Originated
from the Republic of Guinea. (Controlled, Lofa, Cape Mount,
Bomi, Margibi, Bong, Nimba and Montserado Counties. (See
International Crises Group Report, April, 2000 for the funding
source of the LURD wars).
8. 1997-2003 MODEL: The Krahn faction of LURD which
succeeded in the overthrow of the Charles Taylor Government.
During this period, they controlled (the entire South Eastern
Region of the Country including but not limited to, Grand Gedeh,
River Gee, Sinoe, Maryland Grand Kru, River Cess and Grand
Kru Counties.
I have asked to see you because frst, I am a citizen, a former
senior government offcial of the Republic of Liberia, second
the content of this indictment and the declared intention of the
prosecutor to try me for "war crime and crime against humanity"
through a selective justice and surreptitious procedure presents a
national security concern for the Republic of Liberia.
Mr. Ambassador, you know our traditional parable that says,
"you pull rope, rope pull bush." It seems to me that the American
Government wants to re-open all the wounds caused by our 15
year-fratricidal war which killed almost 300,000 persons. For your
information, in 1993 or so, the Geneva-Cotonu-Abuja accorded
regarding the Liberian confict granted all former combatants
amnesty from prosecution. The Accra Comprehensive Peace
Accord, negotiated under the supervision of the United Nations,
the African Union and the Economic Community of West Africa
States also mandated a Truth and Reconciliation process as the
most amicable method of resolving the Liberian Confict. I was
a prominent party to all of these processes. In 2013, the Liberian
people celebrated 10 years of uninterrupted peace.
This indictment for war crime and crime against humanity relating
to occurrences in the Republic of Liberia, a sovereign nation on a
sovereign continent as indicated by the Judge, should be a "wake-
up" call for Liberia and the African continent. The indictment by
the United States Government for war crime and crime against
humanity in Liberia is not intended to bring justice, peace and
closure to the Liberian People. Instead, it is intended to put us
back into a quandary. In the opening remarks of the indictment,
it says, the Krahn and the Mandingo tribes were key component
part and benefciary of the Doe regime of terror. At the same
time the indictment accuses the NPFL supposedly under my
leadership of crimes against the Krahn and Mandingo tribes. That
is, "LIGHTING THE FUSE ON BOTH ENDS".
For the United States to single out these two warring tribes as
victims of the Liberian war disregarding the pain and suffering of
the other 14 tribes of the nation in addition to other inhabitants that
endured the tragedy of the 15 year war in Liberia is disingenuous
and cynical to say the least.
As I have indicated in the timeline and events above, and according
to the narrative of indictment itself, the Khran and the Mandingo
tribes constituted more than seven different warring factions that
were responsible for some of the most hideous crimes against
humanity during the Doe regime and the war. In fact, from 1997
to 2003 (6 years) they (LURD) were battled the government
of Liberia during Charles Taylor's tenure as President until the
government fell. Their generals and fghters victimized the entire
Liberian society including some of their own tribesmen and
county mates. Remember, Nimba Mandingo vs. Lofa Mandingo;
Gborbo Krahn vs Kunengbo Krahn; Nimba Krahn (Teremisine)
vs Grand Gedeh Krahn.
Madam Ellen Johnson Sirleaf who was one of the distinguished
victims of the onslaught of the Doe regime, is now the President
of the country and has been laboring to reconcile the nation
while at the same time looking in the faces of the men who
tortured and abused her during the heinous Doe regime. Can the
American government understand how much anguish that is and
the psychological steadfastness needed on the part of the Liberian
Leader to bring peace to our nation?
Enough said, Mr. Ambassador. I look forward to our meeting at
which time I will share with you and the government of Liberia
my own vision of the best way forward for peace and tranquility
in our country.

Unveiling his partys candidate
in the upcoming elections,
the LP stalwart warned his
partys candidates to focus on
discussing the substantive bread
and butter issues that are of more
signifcance to the lives of the
voters that would elect them.
If we have not arrived at a
day where people will look at
the maturity the vision and the
wisdom of candidates and vote
them, I think this is the time.
But I want liberty Party partisans
to conduct themselves in that
manner, said Atty. Koffa.
The gutter passport politics and
all of that is not for us; thats not
your role. Dont worry about
somebodys passport, dont
worry about somebodys dirt, go
to your counties and articulate
to your partisans, articulate to
your constituents what kind of
senator you want to be. That is
what we expect. Lets leave the
mudslinging to those who are
best capable of doing that and
best win campaigns on that.
The national Chairman of the
party said the Liberty party is a
civil institution that ascribes to
decency in political undertakings
and therefore will not stoop low
to gutter politics.

processes and follow them

Announcing the partys
candidates in the upcoming
elections, Cllr. Koffa said the
party is proud that it conducted
its primaries and caucuses very
well. Outlining the process a
candidate goes through before
being considered a party
candidate in elections he said:
The process in Liberty Party of
vetting candidates is two-fold.
We began this process at least
a year ago, where internally
in the various counties there
were conversations between the
national executive committee,
prospective candidates and
leaders in the counties to make
determination and feasibilities
as to who will be or should be
the likely candidate for Liberty
Party, he said.
As the time draws near, we
issue primary rules, we then go
back to meetings or caucuses
in which there are discussions
among the candidates as to
whether or not it is possible that
they will indeed support one of
their numbers. Only after that
process fails (if the candidates
cannot agree among themselves
in the committee and the county
leadership) then we subject them
to our primary process.
He said candidates who
represent the party in elections
are subjected to meeting certain
criteria including being able
articulate the his/vision and
aspiration for the seat being
contested and align them
properly with the vision of the
party.
We are pleased to say in
majority of the cases, we did
not have to subject partisans or
candidates to primary, he said.
The candidates themselves
were able to agree within their
numbers that there is one better.
Thats an unselfsh process,
which weve come to expect of
Liberty Party partisans. We will
continue to use that to ensure that
our party goes into elections with
harmonious machinery.
The partys chairman said as
a result of these harmonious
undertakings at the party level
it is unveiling 12 candidates
in 12 of the ffteen counties
adding that there is one county
in dispute, the party is going to
make a determination before the
National Election Commission
(NEC)s fling deadline as to
whether or not it will feld a
candidate in that 13th county of
River Gee, but party will not be
felding candidates for Sinoe and
Grand Kru Counties.
Announcing candidates for
the twelve counties Cllr. Koffa
named each person that would
represent the party in the
elections at the senatorial level.
The candidates are: for Bong
County we have our own
dynamic and popular political
leader, former Senator Franklin
O.B Siakor will be Liberty Party
Candidate; for Grand Gedeh, our
veteran partisan Thomas Yaya
Nimley will be our candidate;
in Lofa County, our indomitable
treasurer, Mr. Stephen H. K.
Zargo will be our candidate and
indeed our next senator of Lofa
County, he said at Mondays
news conference held at the
partys Old Road offce.
In Montserrado County, we are
felding the young charismatic
and dynamic Benjamin Sanvee
to carry the Liberty Party
Satndard and Flag to victory in
Montserrado County. In Nimba
County, we are putting up the
progressive feisty, eloquent,
former Superintendent of Nimba
County, Madam Edith Gongloe
Weh as our candidate. In Grand
Bassa County, we are taking
the consensus, Mr. Jonathan
Karpay, popular grassroots man
of the people, to lead our party
and carry the standard in Grand
Bassa County.
Continuing the announcement,
Atty. Koffa said the partys
candidate for Grand Cape
Mount County emerging out
of the partys primary showed
his strength by actually going
to primary and winning even
though he was a newcomer to
the party.
We welcome him, we trust that
he will do very well. Mr. Jesse G.
Seigbo, is our partys candidate
and the holder of our standard
there. In Maryland County,
we will be carrying our most
dynamic Rosevelt S. Karfah,
he said.
Rosevelt is left the country I
believe yesterday (the guy is so
confdent hes going to Liberians
abroad to begin to raise money
for his campaign), I expect that
he will be back in the next week.
He said in River Cess County, the
party is felding Cllr. Onesimus
Barwon who was popularly
endorsed by partisans of the
party to lead its standard there.
The party is also felding the
incumbent senator for Margibi
County, Senator Clarice A. Jah,
whom he said will once again
lead the party to victory fully as
expected.
Following the Gertrude Lamin
somersaulting scenario after
declaring and withdrawing
membership from the party
to settle for her home at the
ruling Unity Partty, the LP is
now felding former Lutheran
Bishop, Smallwood Harris
as its candidate in Gbarpolu
County while in Bomi it has
Haja Washington running as its
candidate.
Suspension of Youth wing
offcial
Atty. Koffa told journalists at
the event that he suspended with
immediate effect the partys
youth wing vice chair from for
his endorsement outside of the
party of another candidate in the
elections.
I had the unfortunate and
disappointing duty to suspend
just before I went on my
professional Hiatus, Mr. Simon
Baogar, a very energetic vice
chair of our youth wing from all
party related activities because
Mr. chose to publicly, openly and
notoriously, endorse a candidate,
in a county where the party is
felding candidate, he said.
Let me sound a caveat to all the
executive committee members,
leadership of the party, including
those who work in my offce,
that anyone declaring support or
actively supporting a candidate
in a race where Liberty Party,
has felded a candidate, will be
suspended from party related
activities and will be referred
to the executive committee for
further action.
He said his decision stems from
the fact that the Liberty Party is a
political institution that ascribes
to certain core values that must
be respected by its offcials.
If you dont the best thing for us
to do is for you to simply either
leave the leadership or leave the
party if you believe in someone
else, he said.
The reason why we have to
do that is, parties should be
institutional. If you are going
to be a leader of the party, you
have to believe in the partys
processes, goals, objectives and

Citizens Petition Legislature Against Sale of Oil Blocks

sector of Liberia
is beginning to
show early signs of
possibly becoming a source
of confict in a country which
is still seeing semblance
of fragility with huge
unemployment and high rate
of poverty.
The oil company is preparing
to sell the remaining oil
blocks, some citizens have
written a petition calling on
the National Legislature not to
ratify agreements for the sale
of blocks 6, 7, 16 and 17.
The group of Liberians
under the banner, Concerned
Liberian Citizens in a petition
to the National Legislature
stated We, a cross section of
concerned Liberian citizens,
cognizant of the poor and
abusive management of our
natural resources, particularly
our last extractive frontier;
the oil and gas sector, and
realizing our conscious duty
and responsibility to defend
and safeguard our future, and
childrens future, do hereby
assemble invoking Article 17
of our Constitution to petition
our National Legislature not
to ratify the planned sale of oil
blocks 6,7,16 and 17, and any
future sale of any oil blocks
until at such time when the
ongoing reform process is
completed ensuring signifcant
Liberian participation.
The group headed by three
Liberians including Michael
B. Wah, Samuel F. McGill and
Henry P. Costa in the petition
vowed to champion the cause
of the Liberian people in
ensuring that the right things
are done in the oil and gas
sector of the country.
The group further stated

and swear to our sacred
commitment to Country and
People that; we shall continue
to champion this cause not
only in the oil and gas sector,
but in the natural resource
sector in general.
Resources in many African
countries including Nigeria,
Central African Republic,
Equilateral Guinea and others
have been the main source
of conficts as despite vast
resources standard of living in
these resource rich countries is
very poor.
Liberia has have its share
of abuse of resources when
various warring factions
used gold timber and other
resources to fuel their war
machinery subjecting the
country to nearly 15 years of
persistent civil wars.

President Ellen Johnson
Sirleaf in a statement has
announced the suspension of
several offcials of government
following the release of a
report by the Liberia Anti
Corruption Commission
naming public servants and
political appointees who failed
to disclose and fle their assets
with the LACC as of June
2014.
The LACC report grouped the
offcials into three categories
with category A containing
those in compliance while
Category B includes those who
have failed to re- declare and
fle their assets from January
to June 2014 and the fnal
category C comprising offcials
who are yet to declare and fle
their assets by June 2014.
A statement from the Executive
mansion stated President Ellen
Johnson Sirleaf has sanctioned
several government offcials
for failing to fle their Income,
Assets, and Declaration as
reported by the Liberia Anti-
Corruption Commission.
President Sirleaf said
Government offcials who
failed to fle are suspended for
one month on the job and will
forfeit the salary equivalent
for the same period while
government offcials who
initially fled but failed to re-
declare after two years are
suspended on the job and will
forfeit salary equivalent to the
period until full compliance.

Many Liberians believe the
decision by the President
is just another charade to
cover-up for her persistent
failure in nine years to take
concrete actions against
offcials of government found
in violation of transparency
and accountability laws of the
country.
In Liberia the public sector is
the main provider of jobs and
individuals struggle to grab a
job with Government which
many see as one of the easiest
ways to amassing wealth due to
the wave of waste in the public
sector.
The history of many who serve
in government has proven
that some of these individuals
enter public service with little
or nothing and within few
years of service they become
considered amongst the few
Liberians that can afford
livelihood.
Upon taking offce in 2006
President Ellen Johnson Sirleaf
promised that gone are the
days when people serve in
government for the purpose
of enriching themselves,
declaring war on corruption.
Her promise led to the
revamping of the General
Auditing Commission of
Liberia and several other anti
graft institutions including
the Public Procurement and
Concession Commission and
the Liberia Anti Corruption
Commission.
President Sirleaf pronounced
that Liberian offcials will
be required to declare their
assets before assuming offce
and it is also provided for in
the act creating the LACC
that offcials of government
shall declare their assets that
will be later verifed by the
commission.
Executive Order number 55
provides penalties for offcials
of government who violate the
assets declaration procedures
with the LACC given the
mandate to institute the civil
suit against any person who
obtains or uses a declaration
for any purpose prohibited by
these rules.
LACC Not taking legal actions

states prosecution for
false declaration-any false
declaration shall subject the
declarant to prosecution for
perjury under the law.
The LACC in 2012 disclosed
a listing of offcials who
made false disclosure but

President Sirleaf has taken
similar action in the past to
suspend offcials for failure to
declare but her decision did not
have any far fetch implications
as after few days the situation
calmed.
In 2012, President Sirleaf
suspended 46 government
offcials, including her son,
Charles Sirleaf Deputy
Governor of the Central bank
of Liberia.
At the time Charles and David
Anderson, chief of protocol
at the executive mansion, are
among those suspended and
just as the current one, the
list included several deputy
ministers and provincial
superintendents.
When appointed to their
respective positions, the
offcials were given 14 days to
declare their assets.

Expansion Program
(IBEX) received the 2014
Golden Image Award in the
international category for
empowering local businesses.
The selection of IBEX among
four other organizations by a
nomination committee for the
award followed a thorough
vetting process, according
to the organizers, Liberia
Crusaders for Peace.
Presenting the Golden Image
trophy, a medal and Certifcate
of Achievement to IBEX Chief
of Party, Mrs. Watchen Harris
Bruce, Liberias Deputy Internal
Affairs Minister Ranney B.
Jackson said he had followed
with keen interest the appreciable
level of progress IBEX has made
towards promoting Liberian
entrepreneurship. Minister
Jackson hailed the programs
continued support to Liberian
businesses and efforts to improve
the national economy.
Receiving the Award on
behalf of USAID Liberia,
International Executive Service
Corps/VEGA, U.S.A, the
implementing organization and
IBEX team, Mrs. Bruce thanked
the organizers for the honor in
recognition of her programs
work in the country at such
as a great event. In remarks,
United States Ambassador
Deborah Malac recounted
IBEXs accomplishments since
its inception in 2012. To date,
she said, IBEX has worked
with 728 potential clients and
has provided loan advisory and
loan facilitation services to 572
micro, small and medium-sized
enterprises.
She added, IBEX supported
the development of 31 loan
applications, with a total value
of US$5.6 million and the
assistance of IBEX resulted
in US$1.22 million being
loaned to local businesses
by its local partner banks,
International Bank and Ecobank
Liberia. She commended the
2014 Golden Image Award
organizers for recognizing
the many contributions of the
Government and people of the
United States through USAID
to ongoing efforts to rebuild
and improve Liberias fnancial
sector. The event was graced
by senior Liberian Government
offcials and other distinguished

BACKGROUND
Roberts International Airport (RIA) is the principal international airport of the Republic of
Liberia, and is located 35 miles from Monrovia. Built by the US Government in 1943, the
airport was used to support US Air Force activities during World War II. After the war, the
airport served as the principal hub for Pan American Airlines (Pan Am) in Africa. From the end
of World War II to 1985, Pan Am managed the airport terminal, which was under contract with
the Government of Liberia. The airport utilized both a main and ancillary terminal prior to the
war, which were both damaged during the civil crisis. Additionally, RIA has an asphalt runway
measuring 11,000 ft. (3,353m), which is being used by international carriers. The runway is
shortly to undergo full renovation commencing the latter part of this year.
Currently, RIA uses two of its ancillary terminals and its asphalt runway to service international
carriers as well as the United Nations Mission in Liberia (UNMIL). UNMIL maintains a
helicopter and airplane at the same airport. The current terminals have the capacity to handle 330
passengers every 30 minutes, and passenger numbers stand at 115,800 outbound and 112,500
inbound as of the last operational year. Given the current trajectory, total passenger numbers
for RIA are projected to grow to at least 450,000 over the next few years. However, there is the
potential for a further signifcant increase in both carrier and passenger numbers over this period
as investments into Liberia continue to increase, particularly with the discovery of oil.
The Liberia Airport Authority (LAA) invites eligible international frms to submit Expressions
of Interest to source funding and Build a new state-of-the-art Airport Facility, with the potential
to become a key hub for air transport within West Africa. This should include cargo handling,
storage and processing facilities, fuel supply terminals and parking garages to name a few. All
facilities must meet relevant ICAO standards. The interested frm must submit a proposal that
includes at a minimum, the following:
Technical drawings of the proposed terminal and other ancillary facilities;
Technical data on a modern hotel/conference center complex that are representative of
an Airport City;
Technical proposal for an airline to use RIA as a hub;
Technical proposal for establishing a free zone manufacturing complex;
Timeline for the construction of the proposed facility;
Outline for the Operation of the airport; and
A Financial Analysis of the associated costs and suggested fnancing options;
In addition, all interested frms should include within their Expression of Interest:
General information on the frm, including main business, country/countries of
establishment and operation, and duration of business activities;
Technical capacities to design, construct, fnance, maintain and/or operate a civil
aviation airport. Interested bidders will need to demonstrate a suffcient level of experience to
build, maintain and operate the airport and should have capabilities to design, construct and
maintain an airport demonstrated by doing this for at least one airport of a similar size;
The annual turnover of the frm should have exceeded US$70 million in each of the
last three fnancial years (the frm should supply audited fnancial statements for the previous
three years);
A signed statement by a duly authorized representative of the frm, to the effect that
the frm is in sound fnancial order, is not bankrupt, nor having their affairs managed by a court,
has not suspended its business, entered into an arrangement with its creditors or similar related
situations that could call the fnancial standing of the institution into question; and
An expressed or demonstrated willingness/commitment to ensure strong local content
participation by designing a program that included local procurement or linkages as an integral
part of the proposal.
The frm will be selected in accordance with the procedures set out in the Public Procurement
and Concessions Commission Act of Liberia.
Firms may express their intentions singularly, or in consortium with other frms. If the Expression
of Interest is from a consortium of frms, information on each of the frms within the consortium
is required. The lead frm of the consortium must be clearly stated. The nature of the consortium
arrangement must be specifed and accompanied by a consortium agreement or letter, signed by
all participating frms.

ommuters that ply the very busy Monrovia-Ganta highway have become endangered due
to the high rate of accidents on the road that serves Bong, Margibi, Nimba and Grand
Gedeh routes from the capital. The accident prone highway has now become a source of
concern to road users.
Before the contract for the construction of the road was awarded and work commenced two years
ago, part of the route was dreaded especially during the peak hours due to heavy traffc. Commuters
sometimes spend as much as fve hours on a journey that would otherwise take three hours. The
award of the contract therefore came as a respite to many.
However, the road, which has achieved over 40 percent completion according to CICO engineers,
has become a death trap of some sort. Instead of going at snail speed as it was in the past, commuters
hurry along the completed portions of the road at break-neck speed. This is believed to be the major
cause of the road accidents that now occur on a daily basis, with several deaths recorded.
Investigations conducted by FrontPageAfrica, however, revealed that majority of the accidents occur
on the spots where diversions are made by the construction companies. While these diversions are
necessary for the progress of the job, adequate road signs are usually not given and this leads to most
of the accidents that have maimed many and damaged vehicles.
According to Mr. John Dicks, a civil servant that plies the route on a daily basis, the situation
worsens at night because drivers barely see the diversions from afar. I will say that the construction
companies handling the road are not safety conscious, and they should be blamed for what is
happening now, he said, adding that diversions are supposed to be done in such a way that it will
not endanger the lives of road users.
But on the contrary, Xing Cins of CICO, a civil engineer, blamed the accidents on the poor driving
skills of road users. He said most car owners do not spend enough time to perfect their driving
skills before venturing on the road. Because of their limited skill in driving and little knowledge of
driving rules and road signs, they overtake recklessly, putting themselves and other road users in
danger.
In his reaction, Mr. Daniel Saylay, Human Resource Director of CICO, which is one of the
construction companies handling the project, also blamed the accidents on the road users, saying
there is always a danger sign to indicate diversions. In addition, he said that during construction, men
of the company assist in directing motorists especially on diversions.
But it appears the company is prepared to address the situation as it is believed that the road
would experience more reckless driving upon completion. Although Saylay was not around when
FrontPageAfrica visited parts of the road that dont have diversions signs, a senior offcer in the
public relations unit, who would not want his name in print, said the corps was poised to handle the
imminent challenges.
We are aware that road crashes could increase after the road is completed. We are going to curtail
it; we are planning to increase our presence on that road, which we believe will caution motorists as
they drive along the road. Already we have two units along the road, one at Gbartala and the other at
Totota, and we will increase our presence when the road is completed, the offcer said.
He stated further that there has always been road signs alerting motorists of diversions and that the
command has also stationed ambulance services along the highway to ensure quick response to
casualties in case of any road crash.
Engineer Cins, however, has a different solution to the problem. He believes that if government
provides effcient public transportation system, it will reduce the number of vehicles on the road,
thereby reducing road accidents.
While all these measures would go a long way in reducing the carnage on the road, caution by road
users as well as more visible road signs by construction companies would be the immediate solution
to the problem.

nine of the 34 Nimba
rioters currently in
detention have been placed
on bond while the fate of 34
others held in detention at the
Monrovia Central Prison in
Monrovia is expected to be
decided in the coming week.
The nine defendants who
were held in detention at a
prison center in the provincial
capital of Nimba County were
ordered released on bond by
the presided magistrate George
Doah following a hearing on
Monday.
The release of the nine
defendants on bond comes a
week after state prosecutors
ordered the release of seven of
the 41 detained alleged rioters
for lack of evidence.

the lead defense lawyer
for the alleged rioters told
FrontPageAfrica Monday
evening that the nine defendants
were placed on bond following
a request made to the court
by the defense counsel after
state lawyers asked the court
to grant one week in order to
proceed with the case.
You cannot keep someone
in jail and continue to ask
for time, therefore we asked
the court to place the nine
defendants on bond because
of the request by the state for
more time, which the court saw
wisdom and approved that the
nine defendants be placed on
bond, said Cllr. Gbeisay.
He stated that similar request
for bond was also made for
the other 34 defendants held
in detention in Monrovia, but
the court indicated that it could
not make any determination
on their behalf while they are
held in detention outside of the
jurisdiction of the court.
Cllr. Gbeisay continued that
due to the absence of the
34 defendants the presiding
Magistrate George Doah had
ordered the state to produce the
living bodies of the defendants
in court on next Tuesday.
According to Cllr. Gbeisay the
charges of kidnapping, armed
robbery levied by the state
against the defendants were all
non-bail-able but under the law
when the evidence is not great
in cases of such, the defendant/
defendants can be admitted to
bail.
The 43 defendants in detention
were arrested in the aftermath o
f the July 3, 2014 demonstration
on one of the mining sites of
the Arcelor Mittal Company in
the town of Zolowee in Nimba
County.
The demonstration left several
of the companys properties
vandalized while some were
looted and burned.
According to the rioters the
July 3, 2014 demonstration
was staged based on the
companys alleged failure to
meet up with its corporate
social responsibility to the
locals earmarked at the time
when the companys Mineral
Development Agreement
(MDA) for the period of 25
years was signed.
The 43 defendants whose
trial is underway face charges
to include, armed robbery,
kidnapping, rioting, theft of
property in violation of the
penal law of the country.
However lawyers representing
the accused had denied the
charges against the defendants,
arguing that the defendants
were innocent and were falsely
accused of the charges, which
they stand ready to prove.

he drug traffcking
trial of Police
Commander Perry
Dolo and four others
took a dramatic twist Monday
at the Criminal Court C
at the Temple of Justice in
continuation of the trial.
Defendant Perry Dolo a
former police commander of
the presidential escort vehicle
assigned at the Executive
Mansion is standing trial along
with four others following their
arrest on November 11, 2013
for alleged drug traffcking.
Court record revealed that
the fve defendants charged
with illegal possession and
traffcking of narcotic drug
were arrested allegedly with 10
bags of compressed marijuana
on board at the police
presidential vehicle assigned to
him at the Teini Check Point in
Cape Mount on November 11,
2013.
Nine months after his arrest,
defendant Perry Dolo taking
the witness stand Monday to
exonerate himself from the
charges, told the court and jury
that he had no knowledge of
drug traffcking in Cape Mount
County.
As a trained police offcer, if
you accused me of traffcking
drugs, I should have been
photographed with the items
but the DEA has nothing to
show in this court as evidence
said Dolo.
Contrary to the Drug
Enforcement Agency (DEA)
investigator Augustine Doe
comment that he ( Dolo) was
offered US$450 to transport
the drug from Cape Mount to
Monrovia, Dolo stated that
the statement was false and
misleading.
MY PROSECUTION IS A MAKE-UP
Police Commander facing Drug Charges Speak Out
All these stories were all a
make-up, said the accused
police commander.
He told the court and jury
that he operated the vehicle in
question, but was not the one
who took it to Cape Mount
County with the sole purpose
of traffcking drug.
Dolo stated that the vehicle
in question was parked at
the Slipway Police Depot
and he decided to take the
vehicle to the carwash station
on Mechlin Street, but while
there, the vehicle developed
brake problem and the guys
on ground recommended
someone to him to fx the
brake. He said the fellow who
was recommended took the
vehicle away and after waiting
so long without seeing him, he
decided to leave the scene with
the instruction to his friend that
upon his return he (the fellow)
should park the vehicle at the
same depot and have the police
calledhim.
According to Dolo the
following day he got a call
from Tieni that the vehicle was
arrested by the joint security
with several consignments
of drugs and that is how he
decided to proceed to Tieni
with the help of a motorcyclist.
Dolo furthered that while on
his way to Tieni the fuel in
the motorbike ran out on the
highway and he decided to
walk to the nearby town for
help.
Dolo said that it was in this
process that he decided to
contact two of the defendants,
Mohammed Bah and Cyrus
Slewion to come and help to
take him to Tieni but due to
lack of communication both of
them passed with the car and
continued on to Tieni.
He claimed that when he got
to the nearby town looking for
help, the residents told him that
they got information that some
heart-men were in the bush
and wanted to know his true
identity and he told them that
he was a policeman and needed
help to get to Tieni.
Dolo continued that he and the
town commissioners traveled
to Tieni and he informed the
security that he was the Perry
Dolo that the vehicle was
assigned to, but they did not
know him and later informed
him that a consignment of drug
was found onboard the vehicle
and in that process he was
arrested.
The vehicle was in the care
of the mechanic and I dont
know how the vehicle got to
Cape Mount, said Dolo while
responding to one of state
lawyers, Cllr. T. C. Goulds
cross-examination questions.

obert Alvin Sirleaf,
who fnally declared
his intention on July
17 to stand in the
Montserrado County senatorial
race in October, spent his
Saturday touring development
projects in Montserrado
County.
His frst stop was in Louisiana
where an administration
building, which will contain
offces, has reached roof level.
The next stop was in Coffee
Farm where a six-room modern
toilet (for men and women) is
receiving fnishing touches.
Sirleaf then gave a set of jersey
and four footballs to Future
Leaders, a third division team
based in the community and
plays in the New Kru Town
sub-committee of the Liberia
Football Association (LFA).
The team then moved to the
Dixsville community where
the administration building is
undergoing renovation.
The residents told Sirleaf
about their problems ranging
from bad roads to health and
sanitation but safe drinking
water was above all else.
The Frank Town Public
School in Todee, which is also
undergoing renovation, was
our next stop. A hand pump
and modern toilet will be part
of the pack for the students.
And the trip ended in Old
Road where Sirleaf visited the
market structures he hopes
to refurbish and went to the
Nippy Town Mosque upon the
invitation of Imam Abraham T.
Samwar.
Sirleaf had presented50 bags
of (25-kilogram) rice and
dozens of kettles and mats
used by Muslims as part of
their religious practices and or
beliefs.
And Samwar was pleased that
Sirleaf could have identifed
with them during this years
Ramadan (the Muslims holy
month of fasting).

people of this mosque. [It came
at the right time] because in the
last 10 days we [have] been
having people who sleep in the

want to say a big thank you to
him. Our next task is to put tiles
on this foor. Whatsoever that
you spend on a mosque, it is
only God that can reward you
for that, Samwar told Sirleaf.
Ramadan is an annual
observance regarded as one of
the Five Pillars of Islam.
It lasts between 29 to 30 days
based on the visual sightings of
the crescent moon, according
to numerous biographical
accounts compiled in the
hadiths.
And Sirleaf cant wait to begin
yet another projectwith the
Executive Car Wash serving as
one of his handiworks in Old
Road.

The campaign begins on
August 12 but Sirleafs critics
and opponents could impute
motives.

tour?
Danesius, we have been doing
this since 2008 with documents
and records to prove. We have
done over 100 projects in
Montserrado, Nimba, Bomi
and Margibi [Counties]. When
we are going to campaign, we
will announce that. We dont
have to sneak around what our
intent is, Sirleaf emphatically
stated.
And with a belief that Liberian
contractors dont live-up
to expectation, Sirleaf was
pleased that the projects will
fnish sooner than later.
One of the good things that
we actually did was to use the
contractors in the communities.
When you go to Caldwell, the
work is being done by a local
contractor. When you go to
the Fendell community, the
work is being done by a local
contractor.
This is all part of what we
have been doing over the last
fve years. We always locally
empower [people]. So we were
very impressed with the work
and the quality of the Liberian
contractors continues to rise
on a very rapid pace since
we started in 2008, Sirleaf
declared.

ighting fared in the
eastern Ukrainian city
of Donetsk on Monday
as investigators began
to inspect the bodies of victims
of the downing of Malaysia
Airlines fight MH17 last week.
The fghting in Donetsk served
as a reminder of the dangers the
experts face working in a war
zone. International inspectors
got access to the remains of
hundreds of victims stored in
refrigerated railway wagons near
the crash site but governments
expressed concern over broader
access to the rebel-held area.
The government in Kiev denied
sending the regular army into
the centre of Donetsk, which
pro-Russian separatists captured
in April, but said small "self-
organised" pro-Ukrainian groups
were fghting the rebels in the
city.
Four people were killed in
clashes, health offcials said.
Artillery fre sent plumes of
smoke skywards in Donetsk,
around 60 km (40 miles) from
the crash site, in what the
separatists said was an attempt
by government forces to enter
the city they seized in April. The
clashes quickly subsided.
Donetsk is at the heart of a rebel
uprising against rule by Kiev,
and Ukrainian President Petro
Poroshenko has vowed to retake
the city as part of what Kiev
calls its "anti-terrorist operation"
against the separatists.

BOOSTED BY NEW EVIDENCE
Melbourne (AFP) -
A
campaign to
encourage
circumcision among
men in sub-Saharan
Africa to help protect them
against the AIDS virus was
backed by new research on
Monday showing that men
who have had the operation are
unlikely to engage in unprotected
sex.
Three major trials have
previously shown that, for
heterosexual men, male
circumcision reduces the risk
of contracting HIV by as much
as 60 percent -- a fnding that
has prompted the UN's World
Health Organization (WHO)
to recommend it as a voluntary
prevention option, to be used
along with the condom.
But some experts have warned
that circumcised men, believing
themselves to be shielded,
are likely to become more
promiscuous after the operation,
and less likely to wear a condom.
The new study, coinciding with
the 20th International AIDS
Conference in Melbourne, took
a long look at this argument yet
found no evidence to support it.
University of Illinois at Chicago
researchers questioned more
than 3,000 men aged 18-35 in
Kenya's Nyanza province who
had just been briefed about
the option of circumcision and
advised on safe sex and testing
for HIV.
At the start of the study, half
of those enrolled decided to be
circumcised, while the others
chose to remain uncircumcised.
They were asked about their sex
life, with follow up questions
every six months over the
following two years.
During this period, sexual
activity increased in both groups,
especially among those aged 18-
24, the investigators found.
But risky sex -- such as having
multiple partners or having
intercourse in exchange for
providing money or gifts --
declined, while use of condoms
rose.
Just as revealing was self-
perception.
Men who were circumcised often
believed they had lessened their
risk of acquiring HIV. Thirty
percent considered themselves
high-risk before circumcision,
while just 14 percent considered
themselves so after.
Among those who decided not
to be circumcised, 24 percent
considered themselves high-
risk at the study's start, and 21
percent still did at the end.
But the different perceptions
did not translate into different
behaviour, sex-wise.
"Countries that have been


an overwhelming stench of

"The storage of the bodies is of
good quality," said Peter van
Vliet, whose team went through
the wagons dressed in surgical
masks and rubber gloves.
Van Vliet said he had been told
the train would be leaving the
station at Torez later on Monday
so that bodies can be taken to
where they can be identifed and
repatriated. He could not say
where it was going.
Ukrainian offcials said as of
Monday morning 272 bodies and
66 fragments of bodies had been
found.
The shooting down of the
airliner on Thursday has sharply
deepened the Ukrainian crisis,
in which separatists in the
Russian-speaking east have
been fghting government forces
since protesters in Kiev forced
out a pro-Moscow president
and Russia annexed Crimea in
March.
The United States and its allies
have blamed the pro-Russian
rebels for downing of the plane.
Russia's defence ministry
challenged accusations that
pro-Russian separatists were
responsible for shooting down
the airliner and said Ukrainian
warplanes had fown close to it.
The ministry also rejected
accusations that Russia had
supplied the rebels with SA-11
Buk anti-aircraft missile systems
- the weapon said by Kiev and
the West to have downed the
airliner - "or any other weapons".
SHOCK TURNS TO ANGER
U.S. Secretary of State John
Kerry laid out what he called
overwhelming evidence of
Russian complicity in the
shooting down of the Malaysia
Airlines plane, and expressed
disgust at how the bodies of the
victims had been treated at the
crash site.
"Drunken separatists have been
piling bodies into trucks and
removing them from the site,"
he said on NBC television on
Sunday. "What's happening is
really grotesque and it is contrary
to everything President Putin and
Russia said they would do."

Television images of the rebel-
controlled crash site, where
the remains of victims had lain
decomposing in felds among
their personal belongings, have
turned initial shock and sorrow
after Thursday's disaster into

Australian Prime Minister Tony
Abbott said he had spoken to
Putin for the frst time about the
disaster. At least 27 Australians
were on the fight from
Amsterdam to Kuala Lumpur.
Abbott said an Australian
investigation team was in Kiev
but had been unable to travel to
the site. He said there had been
some improvement with the
Ukrainian government offering
access.
"But there's still a hell of a long
way to go before anyone could be
satisfed with the way that site is
being treated," Abbott said. "It's
more like a garden cleanup than
a forensic investigation. This is
completely unacceptable."
Emotions ran high in the
Netherlands, where prosecutors
opened a war crimes
investigation and Prime Minister
Mark Rutte told parliament his
government's priority was to
recover and identify the bodies
of the passengers.
"It is clear that Russia must use
her infuence on the separatists
to improve the situation on the
ground," Rutte said.
ALL OPTIONS
"If in the coming days access
to the disaster area remains
inadequate, then all political,
economic and fnancial options
are on the table against those
who are directly or indirectly
responsible for that," he said.
Putin, in a televised address, said
the downing of the airliner must
not be used for political ends
and urged separatists to allow
international experts access to
the crash site.
The U.N. Security Council is
scheduled to vote on Monday on
a resolution that would condemn
the downing of the plane, and
demand that those responsible be
held accountable and that armed
groups not compromise the
integrity of the crash site.
European Union foreign
ministers are due to meet on
Tuesday and could announce
more sanctions. Britain is
pushing for tougher measures,
and Italy said it expected a
"strong and unifed response".

holding back on implementing
medical circumcision programs
due to a lack of evidence
regarding risk compensation
should have no concerns about
scaling-up programs," said lead
scientist Nelli Westercamp in
a press release issued by the
university.
The research appears online in
a specialist journal, AIDS and
Behavior.

Separately, a presentation at the
Melbourne conference said that
offering men compensation in
the form of food vouchers worth
around $9 or $15 (6.5 or 11
euros) was a useful incentive for
the circumcision campaign.
The WHO and UNAIDS
recommend voluntary
circumcision in 14 countries
in eastern and southern Africa
where HIV is highly prevalent.
But most countries remain far
short of reaching their targeted
numbers -- and investigators
have found that many men are
deterred by the loss of wages
from time off work to have
the operation, and the cost of
travelling to and from the clinic
to have it carried out.
