asitclaims,butordinarycitizensgoingabouttheir
dailycommunications.TheNSAismasscollecting
oneveryone,Binneysaid,anditssaidtobeabout
terrorismbutinsidetheUSithasstoppedzero
attacks.

concerns,particularlyofthesecretForeign
IntelligenceSurveillanceCourt(Fisa),whichisheld
outbyNSAdefendersasasignofthesurveillance
