While on patrol Officer located a Gray Nissan Altima Texas BWN5406 at 1220 N Bridge St Grand Buffet driven by Scott Lippincott out of Sacremento,
California with two other passengers Edward Sharfenaker IV and Morgan Shadix. Officer contacted the vehicle leaving the area near where subjects were
seen wearing masks over their face. Officer checked the rental vehicle through LEADS and found it was stolen out of Dallas, Fort Worth Airport. After
confirmation it was discovered the driver Scott Lippincott had a Warrant for his arrest for theft of the rental vehicle and confirmation was received for
full Extradition of Mr. Lippincott back to Texas.
All parties were advised their Miranda warnings in which they waived speaking to Officer without an attorney present.
Mr. Lippincott advised he had rented the car initially in Dallas-Fort Worth at the airport for a few days however needed more time calling the rental
company and arranging by telephone more payment and rental time.
Mr. Lippincott advised he hadn't intended to have the car for as long as he had, not going into further details.
Mr. Sharfenaker also advised the same as Lippincott, that for days Mr. Lippincott had been in communication with the rental agency and was making
arrangements for further payments and time but couldn't advise how much was agreed upon or for how long Mr. Lippincott could keep the rental car.
Ms. Shadix advised she didn't have any knowledge of the car or it being reported stolen.
Penwells Towing towed the car awaiting the owners instructions or Dallas PD.
Mr. Lippincott was transported to the Ross Co jail where he will remain awaiting extradition back to Dallas-Fort Worth for Theft.
Mr. Lippincott is charged with Fugitive from Justice by this department. Nothing further.

While on patrol in the area of the alley behind 61 N Bridge St (Valero) Ofc observed 3 subjects sitting on the sidewalk at the south east corner of the
business. Ofc could see one of the subjects, later identified as Shane Coverstone, had in their hand a blue bottle of beer, and the female, later identified as
Tobitha Trego, was sitting beside Mr Coverstone and had a can sitting behind her. Ofc stopped the two subjects and confirmed Mr Coverstone had a
blue bottle of Bud Light, which was open, half empty, and cold to the touch. Ofc also observed the can in which Ms Trego had in her possession was a
can of Keystone beer, which was open, half empty, and cold to the touch. Ofc checked Mr Coverstone and Ms Trego for warrants through LEADS and
found Ms Trego to have a warrant for Theft through Highland county. Ms Trego was arrested and placed in the back of the patrol car. Ofc issued a
Criminal Citation #5045 charging Open Container to Mr Coverstone. Mr Coverstone was advised of his court date of 7-18-14 at 0900 hrs and given his
copy of the citation. Ofc Confirmed the warrant for Ms Trego through dispatch and she was transported to Ross/Highland county line and custody of
Ms Trego was transferred to Highland county. Nothing further.

Ofc observed a disturbance in front of 612 E Main. Ofc contacted Donna True in the middle of Main street screaming at Kevin Hines taunting Kevin
to come out to the street. Kevin remained on the porch of 612 E Main when Ofc contacted Donna. Donna had a strong odor of alcoholic beverage on her
breath, red bloodshot eyes, slurred speech, and Donna was unsteady on her feet. When Donna saw Ofc she stopped screaming at Kevin and started
crying and telling Ofc that Kevin assaulted her. Ofc did not observe and evidence of an assault on Donna.
Ofc then contacted Kevin who told Ofc that Donna came over and started a verbal argument with him when he refused to give her money. Kevin told
Ofc that he went into the house and closed the door and Donna ripped the mailbox off of the house and beat on the door. Ofc asked Kevin if Donna was
staying there and Kevin told Ofc that she wasn't and he just wanted her to leave.
Ofc asked Donna if she had been drinking and Donna told Ofc yes. There was no one to care for Donna so for her safety and the safety of others Ofc
placed Donna under arrest for intox. Donna then began to complain about a head injury and said she wanted a squad. Ofc called for a squad to check
Donna. Donna was then issued cit# 5357 charging disorderly intox with a court date of 7-18-14 at 9am. Donna signed the citation and was transported to
ARMC to be checked for an alleged head injury.
Before Donna was transported Donna told Ofc that Kevin had a marijuana plant in the back yard. Kevin gave Ofc permission to check the premises.
Ofc found a two marijuana plants in the back yard. The plants were pulled and properly disposed of.
Nothing further at this time.

Ofc. was dispatched to 907 Columbus Av ref. a subject parking a vehicle there. On arrival Ofc. made contact with Ernest Newland. He advised he is
the care taker for his mothers property. He said that Michael Colvin had repeatedly parked vehicles on her property and he wants it stopped. He said
this date there is a truck parked blocking her garage. Mr. Newland said he wants Mr. Colvin barred from the property so if he is seen there again he can
be charged and wanted the vehicle removed from the property.
Ofc. made contact with Michael Colvin and advised him of the above. He advised he would move the truck immediately and had only put it there
because he was working on a car in his garage. Ofc. advised him he is barred from 907 Columbus St once he moves the truck and should he go on the
property again he will be charged. He said he understood. He moved the vehicle without incident.

Ofc dispatched to 836 Adams reference a possible overdose. Upon arriving, Ofc contacted resident Pamela Cash who advised Sarah Rapp collapsed after
exiting the bathroom. Ofc observed Rapp who was unresponsive and turning blue but breathing. Medic 3 arrived on scene who transported to the AHC.
Cash stated Rapp had met a subject in a black Jeep approx 1 hour prior to this call and believes she obtained heroin. Ofc was advised Rapp had just left
rehab and was an addict to heroin. Ofc noticed there were 2 small children in the home at the time, none of which Rapp has custody of. Ofc obtained
consent to search the bathroom where no evidence of drug abuse was discovered.
Ofc contacted father to Rapp, Robert Rapp, who advised he wanted his daughter to go to rehab and stay as he is afraid for her well-being. Rapp
provided Ofc a name and phone number of who he believed sold the drugs to Sarah this date, a W/M known as Josh with the number of 600-0032. Ofc
contacted the number and spoke with a 17 y/o juvenile who identified himself as Shawn Taylor of Oak Hill, OH. The child advised he hasn't been to
Chillicothe in months and doesn't drive a black Jeep. The child also denied selling any narcotics and stated he didn't know why they would have his
number.
Ofc recontacted Rapp who advised he contacted this number as well and asked if he could buy some drugs and apparently the subject on the other end
acknowledged and gave a price. Ofc will forward this report to the Narcotics Detectives and the Ross County Children Services for further investigation.

Ofc was was dispatched to Kmart in ref to a Theft. Upon arrival, Ofc made contact with LPO Jason Book. Book advised he observed two white males
later identifed as Jason Book and Julian Naquin in the electronic department. He stated Naquin selected a Vivitar 3' Auto Audio Cable/USB from the
shelf. Book further advised that Naquin then handed the package to Bennett, who concealed it in his front left jean shorts pocket. Book stated that
Bennett then entered the men's restroom. He further advised that when Bennett exited he proceeded to the the toy isle, where he laid the empty Vivitar
package on a shelf. Book advised that Bennett and Naquin met up and they walked towards the front of the store. He stated that Bennett then walked
past all points of sale and exited the store via the grocery doors, without paying for the concealed merchandise. Book stated he stopped Bennett and
Naquin, identified himself and they returned back inside the store without incident. Bennett removed the cable from his front left pocket and handed itr
to Book. Once inside the LP Office, Book stated that Naquin qualified for the CAP program and he was then allowed to leave the store.
Book provided Ofc with his incident report containing photographs of the merchandise, a written statement and receipt. The video will be forwarded
when it become available. The merchandise was returned to Book to be secured as evidence.
Ofc contacted Bennett, advising his Miranda rights and he stated he understood. Bennett stated he didn't have any money to pay for the cable. Bennett
was advised that he was barred from Kmart and if he returned to he could be arrested or cited for Criminal Trespass. Bennett was placed under arrest
and transported to the Ross County Jail, where he will be held in-lieu of bond, awaiting a court date of 7-11-2014 in the Chillicothe Municipal Court.

Ofc. was dispatched to Quality Inn ref a subject causing a problem. Ofc arrived and contacted John D. Woods, the manager. He advised a male
customer had entered a room one of the housekeepers was cleaning and tried to keep her from leaving the room. He said the subject was intoxicated and
he wanted him out of the hotel and barred due to his actions. He described him as blond with a blond beard. He said the housekeeper, Verdeana Grover
had been cleaning in room 248, the subject, identified later as Robert J. Van Horn was staying in room 237 several rooms down on the opposite side of
the hallway.
Ofc. went to room 237 with Mr. Woods and made contact with one of the occupants. He advised that Robert J. Van Horn has blond hair and a blond
beard. He said he was there and that he was sleeping. Ofc. requested to speak with him and he pointed him out on the bed. Ofc. woke Mr. Van Horn
and requested he get dressed. He made several crude comments about pulling some lines and got dressed. Ofc. noted he had an odor of an alcoholic
beverage about his breath and person, his speech was slurred and he was unsteady on his feet. Ofc. advised him the hotel wished for him to leave due to
an incident with a housekeeping staff member and that due to his intoxicated state he was going to jail. He was placed under arrest at that time for his
own safety and safety of others. Mr. Van Horn was transported to the Ross Co Jail, issued mm citation 5474 charging disorderly intoxication which he
refused to sign and was left in the custody of the Ross Co Jail until sober. He was advised of his court date of 7-18-14 at 9:00am in Chillicothe
Municipal Court.

Ofc dispatched to the LEC reference a found wallet. Upon arriving, Ofc contacted Dispatch who advised a Lawrence Jones had located a wallet near the
intersection of W Water St/ N Walnut St. The wallet was brought into the LEC and turned over to Dispatch.
Ofc took possession of a black men's tri-fold wallet owned by Jeffrey Woods Jr. Ofc searched records and found no recent contacts or recent numbers to
Woods. However Ofc searched the last known address, 1991 Cattail Rd, and found father to Jeffrey, Jeffrey Woods Sr's number. Woods Sr was
contacted who advised his son no longer resides there and is homeless. However he would notify his son the next time he sees him of the findings. The
wallet was placed into found property for safekeeping. Nothing further at this time.

Ofc. contacted Eda Goshay. Ms. Goshay stated that she began to notice some items missing from her home after her roommate, Brenda Maxwell,
moved out on July 2, 2014. Ms. Goshay stated that she is missing her pots and pans, her walker, her cane, and her prescription for Norco (pain
medication for her knee). Ms. Goshay stated that she was looking for her prescirption on this date and was unable to locate it. Ms. Goshay stated that
it had been filed over a week ago and she had taken two of them. Ms. Goshay stated that there were approximately 96, 10mg, pills left in the bottle.

Ofc responded to 305 Knoles in reference to an overdose. Ofc contacted Erin Doyle who stated she picked up her boyfriend, James McAllister from
a house near the high school. Doyle stated McAllister seemed fine at first but by the time she got him home he was unconscious and unresponsive.
Dolye stated McAllister had snorted herion. Doyle did not know the address of the home or the names of anyone McAllister was with. McAllister was
taken to ARMC by CFD Medic 4. McAllister was awake and responsive upon departure.

Ofc dispatched to Super Kmart on a theft complaint.
Ofc contacted Jason Book who stated he observed a B/M subject now known as Paul Lett select a razor knife, remove it from its packaging and place
it into his front left pocket. Mr. Book stated Mr. Lett then passed all points of sale without attempting to pay for the knife and exited the store. Mr.
Book stated at that time Mr. Lett was asked to stop and come back to the Loss Prevention Office. Mr. Book stated Mr. Lett refused and continued
walking towards Big Sandy Superstore, where this Ofc contacted Mr. Lett.
Ofc Mirandized Mr. Lett who stated he understood. Ofc asked Mr. Lett about the razor knife. Mr. Lett stated he did not take anything from the
store. Ofc escorted Mr. Lett back to the Loss Prevention Office to review video of the incident. Ofc observed Mr. Lett select several knives and then
chose one. Mr. Lett then began removing the knife from its packaging, and concealed the knife in his front left pocket. Ofc arrested Mr. Lett for theft and
began checking Mr. Lett's pockets, but was still unable to locate the razor knife. Mr. Lett advised the knife was in the front of his underwear. Ofc
recovered a Craftsman Razor Knife (valued at $9.99), photographed it and returned it to Loss Prevention. Mr. Book provided a statement and receipt
and stated video would be provided as soon as it was available. Ofc advised Mr. Lett he is now barred from Super Kmart and Sears and if he returned he
would be arrested for Criminal Trespass. Mr. Lett stated he understood. Ofc transported Mr. Lett to the Ross County Jail where he was advised of his
court date on 7/11/14 at 9:00 AM and left in the care of RCJ Staff. Nothing further.

Timothy Kysor contacted Ofc. at the LEC. Mr. Kysor stated that he was recently released from ARMC due to having a fractured facial bone and
stitches on the corner of his mouth. Mr. Kysor stated that he sustained these injuries when David Walters punched him in the face several times.
Mr. Kysor stated that he and his daughter arrived home at approximately 2:00p on this date from McDonald's. Mr. Kysor stated that when he got out
of his vehicle, Mr. Walters was standing on the street next to him and began arguing with him. Mr. Kysor stated that during the argument, Mr. Walters
punched him in the face and Mr. Kysor punched him back. Mr. Kysor stated that Mr. Walters punched him in the face again and he fell to the ground.
Mr. Kysor stated that when he fell to the ground he hit his head off of his vehicle. Mr. Kysor stated that while he was on the ground Mr. Walters
continued to punch him. Mr. Kysor stated that he attempted to punch Mr. Walters in the groin, however, Mr. Walters moved backward, avoiding it.
Mr. Kysor stated that he was then able to get up off the ground. Mr. Kysor stated that he then got his daughter and went into the house and Mr.
Walters left.
Mr. Kysor stated that the argument was about in an incident that happened during the Feast of the Flowering Moon. Mr. Kysor stated that Mr.
Walters was upset because his younger sister had gone to the event with Mr. Kysor's son. Mr. Kysor stated that Mr. Walters's sister had been an a
physical altercation with another female and Mr. Walters was upset because Mr. Kysor's son did not protect her.
Ofc. attempted to contact Mr. Walters at his residence (87 N. Rose St.), however, he was not home. Ofc. will continue to attempt to contact Mr.
Walters.
Investigation continues.
