Background
The ILO- Irish Aid Partnership Programme 2012 2015 includes a project in Vietnam Promoting Rights and
Opportunities for People with Disabilities in Employment through Legislation (PROPEL - Vietnam). In 2014-15,
PROPEL-Vietnam will aim to promote the access of persons with disabilities to the mainstream vocational training
system, though the provision of technical advice and support in finalizing the disability-related provisions in the
Vocational Training Law and supporting the revision of training curricula and training materials used in general
training centres. It will continue to support the development of the Disability Inclusion (INCLUDE) Support
Services, established with ILO support in a previous phase of the ILO/IS Partnership Programme, increasing
their capacities and networks and supporting it to promote the inclusion of persons with disabilities in mainstream
programmes and services, including vocational training. Collaboration with the social partners will continue with a
view to raising the capacity of governments, social partners and other key stakeholders to collaborate in
implementing and/or raising awareness of legislation and policies to promote equality of opportunity in training.
Building on collaboration that started in recent years, Hanoi University Law Faculty will be supported to
incorporate disability rights issues into the curriculum of the law faculty and the university more broadly, as well
as establishing networks with other universities on disability rights issues in legislation. PROPEL-Viet Nam will
also collaborate to the extent possible with the ILO Global Business and Disability Network, to promote the
involvement of employers in opening employment opportunities for persons with disabilities.
PROPEL Vietnam will also provide support to the process of ratifying ILO Convention No. 159 and the UN
Convention on the Rights of Persons with Disabilities (UN CRPD). All work will be carried out in collaboration
with the One-UN Country Team and linked where possible to the National Strategy for Cooperation and
Development of Vietnam Ireland 2011 to 2015. Collaboration with the social partners in Vietnam will continue.
PROPEL Vietnam will contribute to the ILOs Decent Work Country Programme in Vietnam, by supporting the
implementation of the Vietnam Country Programme Outcome (CPO) VNM 126: Improved employability,
especially for young people and women through quality vocational and entrepreneurship training, which
envisages capacity building of government officials to implement the national vocational training project for rural
workers (project 1956) and of national tripartite partners to enable the successful execution of skills for trade and
rural youth employment projects, to address the identified needs of the labour market. The project will also
contribute to CPO VNM128: Improved policies, strategies and data for employment creation for young people and
labour market management, by advocating for fairness and non-discrimination perspectives during the drafting of
the proposed new employment promotion law.
PROPEL-Vietnam will also link to the One UN Plan in Vietnam.
The National Professional Officer Disability at ILO Hanoi will work under the overall supervision of the Director -
ILO Hanoi, with technical backstopping by the Senior Disability Specialist (SDS), Gender, Equality and Diversity
Branch, Conditions of Work and Equality Department, ILO Geneva,

DUTIES AND RESPONSIBILITIES
Specific duties
1. Building on already-established networks in the ILO/ Irish Aid Partnership Programme (PP) in Vietnam,
and in close consultation with the ILO Hanoi Director, arrange for the implementation of the PROPEL-
Vietnam Project Implementation Guide, within the agreed budget provisions, in collaboration with
programme partners and constituents, including through issuing of invitations to tender for services
contracts under the PROPEL-Vietnam project, in collaboration with the SDS.
2. Organize regular meetings of the PROPEL Vietnam Project Advisory Committee
3. Identify needs for technical guidance on disability issues among national programme partners and
constituents, and arrange for the provision of such guidance, in collaboration with the SDS, in the
framework of the national Project Implementation Guide and the project work plans. Guidance may also
be provided to UN agency staff, where appropriate.
4. In association with ILO Hanoi colleagues and in partnership with national constituents and programme
partners, develop and promote actions to enhance the skills and employability, as well as the
employment (including self-employment) and entrepreneurship and enterprise development
opportunities, of women and men with disabilities in Vietnam.
5. Take part in regular capacity building of national professionals, counterparts and programme partners,
through training programmes at national level or internationally, in cooperation with the ILO International
Training Centre, Turin, as appropriate.
6. Provide administrative guidance to the project support staff and to the Programme partners in Viet Nam,
in consultation with ILO Hanoi colleagues and the SDS as required.
7. Collaborate with the SDS in organizing and participating in national level workshops and seminars,
preparing training materials and presentations.
8. Exchange information required for project implementation with the relevant ILO Hanoi colleagues, in
particular the NPCs of on-going technical cooperation projects as well as the Director, ILO Hanoi, the
SDS and other UN agency personnel as appropriate.
9. Monitor and assess project activities in Vietnam by reviewing, verifying, and analysing work plans,
progress reports, final reports and other data for clarity consistency and completeness; identifying
problems, proposing solutions and action, and following up with relevant project partners to expedite
implementation and meet objectives, as well as by assisting in the collection of good practice
documentation and compilation of data and success stories on disability inclusion and rights.
10. In cooperation with the Director, ILO Hanoi and the SDS, assist in maintaining contact with Irish Aid and
other potential donor representatives; in analysing and appraising possibilities for co-funding of
Programme activities from other donor sources in Vietnam; in following up on negotiations for such cost-
sharing; and in preparing agreements with donors regarding this cost-sharing.
11. Monitor Programme financial commitments and expenditures in Vietnam and signal to the SDS any
problems encountered and actions required.
12. Take part in regular PROPEL internet-based meetings, consult regularly with other NPCs and other
relevant ILO Hanoi colleagues.
13. Draft in or translate into local language(s), as required, news releases, official correspondence,
statements and other public information material.
14. Undertake missions to project activity sites, accompanying the SDS and other relevant officials when
required.
15. Carry out additional tasks as may be assigned by the Director, ILO Hanoi or the SRC.

Qualifications and Experience
Education: First level university degree in a relevant field.
Experience: At least two years of professional experience at the national level in development,
vocational skills training or vocational rehabilitation/disability, and work with
organizations of persons with disabilities is an advantage
Languages: Excellent command of one working language of the office and good knowledge of
another official language of the duty station.
Competencies: . Ability to work on own initiative as well as a member of a team.
Good knowledge Office-wide activities and objectives.
Knowledge of the Offices financial rules and regulations
Good knowledge of programme and budget. project administration and evaluation
concepts and procedures.
Ability to interpret project information and to identify and analyze problems with
implementation
Ability to communicate effectively both orally and in writing
Good drafting skills.
Ability to clarify information.
Good organizational skills.
Ability to deal with people with tact and diplomacy.
Ability to supervise staff.
Good computer application skills.
