PROLOGUE TO THE WORKSHOP
Gender equality is more than a goal itself. It is a precondition for meeting the challenge of
reducing poverty, promoting sustainable development and building good governance.

Empower People is a registered NGO since 2006 under the Societies Registration Act,
1860.The NGO has had immense work experience in the field of human trafficking and honour
crimes. The organization is spread over eight States of India and is gradually taking the form
and shape of a grass root social movement. Having now taken up the responsibility of
Uttarakhand, we have conducted several workshops on Human Trafficking for the police
personnels and we have given it the name -Cool Police Campaign.
The Cool Police Campaign had to be stopped due to the disaster in Uttarakhand. It has been
once again been revived by Empower People, Uttarakhand Chapter and the same was done at
Haldwani, Nainital district on the 18th of August 2013. DIG, G.N. Goswami, S.S.P Dr.
Sadanand Datte, S.P. City Amit Srivastav were present for the workshop.

We at Empower People, Uttarakhand Chapter strongly believe that Human Trafficking is a
growing menace which requires immediate attention of the enforcement agency in the State. Mr.
Gyanendra Kumar CO-DIRECTOR, Empower People, Uttarakhand Chapter strongly believes
that this problem can only be tackled if the Police also develops a strong network because
Human Trafficking is a strong network based crime.

PURPOSE OF THE WORKSHOP

Create awareness amongst the Police personnels about the various elements, stages
involved in Human Trafficking.
To give information about the vulnerable areas in the State that would help the Police to
look at the weak areas with a different perspective in order to curb the menace.
To impart legal information about Human Trafficking, i.e., the new Amendments
brought about in IPC, CrPC. In particular the new Section added in Indian Penal Code,
Section 370A which specifically deals with the said crime.

To help the Police personnels identify the mistakes made while making the case and the
steps that could be taken to make the case stronger in the court.
To sensitize the Police personnels towards the victims of Human Trafficking.
Through activities make them aware about the importance working together and
building a strong network.

SESSIONS
The Cool Police Campaign by Empower People,
Uttarakhand Chapter in Bageshwar on the 18
th
of
August 2013 at Sushila Tiwari Medical College,
Haldwani. The Program commenced from 11:00
AM. It was started on an auspicious note with
D.I.G G.N. Goswami lighting the lamp. Our
expert panel comprised of Mr. Gyanendra
Kumar, CO-DIRECTOR., Empower People,
Uttarakhand Chapter, Dr. Veena Krishnan,
Clinical Psychologist and Mr. Anurag Bisaria,
Advocate, Uttarakhand High Court.
Ms. Priya Raturi invited D.I.G., G.N. Goswami on the podium to share his thoughts.
D.I.G., G.N. Goswami shared his opinion on Human Trafficking and added that the schedule
planned for the day would be very beneficial for all present and the expert panel are experienced
and are covering every topic related to Human
Trafficking. SP Dr. Sadanand Datte, I.P.S., laid
stress on everyone working hand in hand.

the organization and the work done by Empower
People.
Ms. Priya Raturi, State Coordinator then went on
to invite the first speaker for the day.

1. DR. VEENA KRISHNAN, Clinical Psychologist
Dr. Veena started the session by asking everyone to introduce
one self and what they were expecting from the workshop. The
responses that she got were that they wanted to learn about
Human Trafficking, the legal aspects so as to protect the women
and children and in turn stop the crime. There was a unanimous
voice about learning how to handle Human Trafficking cases in
a better way and how they could control the crime.
Dr. Veena, with the help of a power point presentation explained what is trafficking and how
women and children are sold several times for money. This led
to another activity.
Activity: This was the blind fold activity. It took about fifteen
minutes, and everyone was back in the hall. The blindfolded
police personnels were asked how they felt that they made
someone else incharge for their safety. They said that they
were apprehensive and were stumbling; they couldnt have
done it without a guide. One police officer shared that it was
dark and he was confused. He was scared to fall and get hurt.
It was only after sometime that he trusted his guide and felt comfortable. The Police personnels
who were guiding were asked to share their experience and they said that they felt good that they
were giving support. The aim of this activity was to make them understand the mental state of a
victim because she is also like a blind folded person, scared and clueless.
Dr. Veena went on to explain the audience about forms of human trafficking, difference between
migrations and smuggling, trafficking and prostitution. Everyone was asked whether they
sympathize with a victim of Commercial Sexual Exploitation. One lady constable said that she
encountered a case where a married woman who had four children left her family and was now a
prostitute, when asked why she was there, she said she has come with her own wish. With this Dr.
Krishnan cleared the concept of consent and how its inconsequential. The Police personnels were

asked what makes people vulnerable to being trafficked. The responses were Poverty, illiteracy,
Domestic Violence, deception, high aspirations, poor law enforcement, natural disasters etc. One
person shared their thoughts that In Uttarakhand there is a lot of poverty and men go to cities for
work and the woman with her child are left alone in the village. In such a scenario the woman
becomes extremely vulnerable and the chances of someone taking advantage increases. With the
help of examples, activities Dr Veena told the
audience to change their thinking.
Activity: Dr. Veena asked everyone to take one
paper and close their eyes. She gave them a set of
instructions to tear the page in four particular
ways. After that when everyone was made to see
their paper, everyone had a different design. The
same set of instructions was given to everyone
but the mind comprehended it differently.
The session was concluded by Dr. Veena Krishnan by urging for each present to be the change
maker, to do more and better work

2. MR. ANURAG BISARIA, Advocate, Uttarakhand High
Court
Mr. Anurag started the session by telling that Human
Trafficking is a problem which is societal, psychological
and legal. To curb the same we all need to do out bit. He
gave a brief history about the legislations that have been in
India with respect to Human Trafficking. His main focus
was on the 2013 Amendments in particular Section 370 A, Indian Penal Code. Its a new Section
developed in particular for Human Trafficking. The Section was explained word by word for a
better understanding. Mr. Bisaria laid stress on applying the right section for the case while
making the chargesheet. He said, Confine your case to one section rather than applying too
many. Additional sections dont help the matter much.

3. MR. GYANENDRA KUMAR, CO-DIRECTOR., Empower People, Uttarakhand Chapter
Mr Gyanendra started with giving information about Nainital district and the areas sensitive to
Human Trafficking. He laid ample stress on the fact that Human Trafficking is a crime with an
organized network and to curb the same, the police needs to build a stronger network and for that
they will have to take the village chowkidar, ASHA workers, school teachers, the candidate who
lost Panchayat elections etc., in their confidence.
He explained different ways of trafficking, namely, child trafficking, organ trafficking, beggary,
bride trafficking, commercial sexual exploitation.
Child Trafficking is done for beggary, slavery, bonded labour, adoption. Mr. Gyanendra gave a
new perspective to the whole situation where he told the police to pay attention to incidents
where a Leopard kills a child and the body or any other remains are not found. He revealed that
70% of the time the body is not found. He urged them to think from this perspective too. The
other new angle that made everyone think was the increase in number of adoption centers in
National Capital Region. For a better understanding to the problem, the same was explained
stage wise
1. Carrier The carrier in this are the parents or relatives. They themselves sell their
children for monetary gain.
2. Medium In child trafficking for adoption, the ward boys or any other hospital staff
contact the parents.
3. Booker The bookers are various adoption centers.
4. Trafficker Childless couples in India and abroad.
In all of this Uttarakhand is a source station from where children are taken away and
Uttarakhand Police must lay stress on prevention than rescue operations.

Bride Trafficking is a growing
menace in which girls are taken
from Uttarkhand to States like
Haryana. On the name of marriage
they are taken from Uttarakhand
and exploited in the name of archaic
customs like niyog, kareva and evil
practices like paro. The girls are
sexually, physically abused. The
police needs to prevent this by taking verifications from the people coming as a part of
marriage procession.

Organ Trafficking Uttarakhand is being used as a transit point, source station and there is also
a corridor in the State. The police has to be vigilant by checking roadways buses carefully and if
they are suspicious of someone then to just ask the person to lift his shirt, there will be a cut on
the stomach in case of organ sale.
Mr. Gyanendra concluded the session by once again telling that Uttarakhand is a source station
and a destination for only beggary in Haridwar. To build a strong network to stop Human
Trafficking.

CLOSING CEREMONY
After completion of all the sessions, Ms. Priya Raturi, State Coordinator thanked everyone for
their participation and requested SSP City Amit Srivastav to give her remarks on the workshop.
SSP City Amit Srivastav thanked Empower People, Uttarakhand Chapter for the workshop. He
was glad that the police personnels present could learn about what trafficking is, how
trafficking happens, the changes made in IPC, CrPC. He also shared the problems faced by the
police and said that the aim of the workshop was to change mindsets. He added that right now
there is no sharing of responsibilities right now, this should change and various stakeholders
should fight together against this problem.
After the closing remarks, a short documentary One life no price was shown to all.

FEEDBACK FORM ANALYSIS
The workshop was attended by 35 police personnels, they were all given a feedback form and
asked to fill up the same by the end of the workshop. A sample of the form is attached as
Annexure A. The compiled responses in the feedback form are as follows -
1. Anti-human trafficking workshops should be conducted at village level to sensitize
people living in the sensitive areas of human trafficking.
2. This kind of workshop should be conducted in regular time period. Documentary,
presentation and various activities are good ways to understand the topic.
3. Child helpline number is doing good work at village and urban areas, similarly toll free
women helpline number must be introduced at village and panchayat level.
4. Advertising and publicity through street plays, documentaries would definitely work to
make people aware.
5. Government should introduce better facilities for child care center and provide more
power to the police to work against trafficking.
6. To stop human trafficking government should work with the help of NGOs by
conducting awareness programs in villages.
7. Human trafficking in women and children is spreading in Uttarakhand villages as there
are less opportunities and more poverty. We can stop this crime by making everyone
aware through different means. Employment ought to be provided to women in villages
and education is a good medium to stop human trafficking.
8. NGOs plays an important role and we really want NGOs to help us to find the
networks and information about traffickers.
9. To stop human trafficking state government with the help of NGOs form a network to
get in touch with traffickers. Newspapers, radio and television are a vast medium to
connect with people in villages, and also deliver our message through these mediums.
10. Human trafficking workshop should be conducted from time to time to meet the goals,
and to create mutual understanding.
11. Education and employment can to stop this crime to a great extent.
12. We got to know that parents are suffering from financial crisis and are not able to get
their daughter married in a good family, they sell their daughters.

13. Sensitization workshop teaches us to move beyond the boundaries, Traffickers are in our
State and its our skill and planning to catch them. Police need to get more information
to catch them and for that purpose small groups can be forms in village levels.
14. Women helpline number should be there to help girls and women.
15. When public wants justice, they turn towards us. We are the hope giver and we have to
work against human trafficking.
16. Activities done by physiotherapist and case study, law and amendments are really
beneficial for us to understand the psychology of victim and network of traffickers.
17. Amendments and procedure to file a case against traffickers was really good. Police
personnels must know the laws and their latest amendments
