AtbestthenewFY201415statebudgetisstillaworkinprogress.AlthoughtheSenateandHouse
passedaGeneralFundbudgetonJune30,Gov.Corbetthasstillnotsignedit.Inaddition,workonthe
followalongFiscalCodebillimplementingthebudget(andmore),stillisntdone.TheSenateis
returningJuly8toconsiderwhattodowiththebill.

TheSenateandHouseRepublicansMondayapproved,bypartylinevotes,HouseBill2328
(AdolphRDelaware),a$29billionGeneralFundbudgetwithnotaxincreases,butwhichisbasedon
$246.5millionintransfersfromspecialfunds,$95millioninadditionalnonimpactnaturalgasleasing
inStateParksandForests,$20millioninDCNRtimbersalesand$75millionfromaPhiladelphia
casinolicensethatmayormaynothappen.

HouseandSenate.TheTribuneReviewreportedTuesdaytheGovernorwasconsideringablueline
vetooffundingfortheSenateandHousetogetthemtomoveonpensionreform.

Sen.ChuckMcIlhinney(RBucks),theonlySenateRepublicantovoteagainstthebudget,said,
Whileanumberofextremelyimportantservicesandprioritiesarefundedinthestatebudget,Ihave
seriousobjectionstobalancingthebudgetthroughtheuseofrevenuefromadditionalfrackingonstate
forestlands.Balancingthebooksattheexpenseofournaturalresourcesisthewrongapproachand
setsadangerousprecedentgoingforward.
Anumberofenvironmentalgroupshaveexpressedseriousconcernsregardingtheimpactof
openingmorestatelandstofracking,andsportsmensgroupshavevoicedfearsoftheeffectthe
additionaldrillingactivitycouldhaveonourdelicateecosystemsandwildlife.Giventhegravityofthese
issues,Icouldnotingoodconsciencesupportthespendingplaninitscurrentform.
Gov.CorbettsaidWednesdayhewasdisappointedHousemembersusedaprocedural
maneuverTuesdaytosendapensionreformbillHouseBill1353backtoCommitteewhichhesaid
disguisethefacttheycantstanduptospecialinterests(unions)andvoteonpensionreform.Click

ServicesCommittee,butitremainsontheHouseCalendar.
ForitsparttheSenateMondaypassedalimitedpensionreformbillSenateBill922
(BrubakerRLancaster)movingelectedofficialsoffofadefinedbenefitprogram,butittoosawno
actionintheHouse.
TheFiscalCodebillHouseBill278(BakerRTioga)thatusuallyaccompaniesthebudget
thisyearbecameacatchallforchangestoeducationprograms,taxes,regulatingconventionaloiland
gaswellsandlotsofotherchangesinlawthathavenotgonethroughtheSenateandHouseinother
legislativevehicles.

AllentownschooldistrictandauthorizingtheenactmentofacigarettetaxinPhiladelphia.
BackontheHouseFloorseveralprovisionsinthebillwerechallengedandanattemptwas
madetosuspendtherulestoamendthebillagaintoimposeamoratoriumonfurtherleasingofDCNR
landsfordrillingandeliminatingapartofthebillthatwouldregulateconventionaloilandgaswells
differentlythanMarcellusShalewells.
Achallengewasalsoraisedontheconstitutionalityofthebillsayingthelegislativeprocessused
tocobblethebilltogetherwithsomanydifferent,unrelatedprovisionswasunconstitutional,butthat
effortfailedbyavoteof117to83.
TheHousethenvoted121to78toreturnthebilltotheSenatewhichmustnowmakea
decisiononwhethertoconcurwiththeHousechangesorinsistonitsownversionwhenitreturnsto
sessiononJuly8.
AsafinalorderofbusinesstheHouseamendedandreturnedtotheSenateHouseBill1177
(LucasRCrawford)whichwouldauthorizePhiladelphiatoadopta$2/packtaxoncigarettes,thesame
PhiladelphiacigarettetaxtheHouseremovedfromtheFiscalCodebillearlier.
TheHousethenadjournedWednesdaytoSeptember15,unlesssoonerrecalledbythe
Speaker.
TheSenatenowscheduledtocomebacktosessiononJuly8tofinishworkonbothHouseBill
278andHouseBill1177,butaccordingtostatementsbyaspokespersonforSenateMajorityLeaders
Officetherewasnoindicationwhatitmightdo.Thespokespersondidsaytheprovisionsrelatedto

GeneralAssemblysownproceduralrules.
Thislanguageisdrawnfromcompanionlegislation(HouseBill2350andSenateBill1378,
respectively)thathasalreadybeenintroduced,butnotpassed,ineitherchamber.Thislanguageand
legislationshouldberequiredtostandontheirownmeritswithfullconsiderationandopportunityfor
publicinput.

PennsylvaniaFridaymovedclosertojoining48otherstateswhichhaveinplacedrinkingwaterwell
constructionstandards,whentheHousepassedHouseBill343,saidRep.RonMiller(RYork),
MajorityChairoftheHouseEnvironmentalResourcesandEnergyCommittee,andprimesponsorof
thebill.
MorethanthreemillionPennsylvaniansrelyonprivatewellsfordrinkingwater,saidRep.
Miller.Ourcitizenshavearighttocleandrinkingwater,andmybilladdressesthehealthrisks
associatedwithanunsafewatersupply.
HouseBill343wouldrequireallnewwaterwellstobeconstructedinaccordancewith
standardsestablishedbytheEnvironmentalQualityBoard.Thelegislationwouldalsoorder
decommissioningofallabandonedwells.

$5.6MillionMineReclamationProjectCompletedInClearfieldCounty

TheDepartmentofEnvironmentalProtectionWednesdayannouncedithassuccessfullycompleteda
$5,614,964abandonedminereclamationprojectinHoutzdaleBorough,ClearfieldCounty,which
stabilizedthegroundbeneath154homestoprotectthemfromthethreatofminesubsidence.
Thiscriticallyimportantprojectthatrequiredtwoyearstocompleteeasestheconcerns
homeownershadexpressedaboutpotentialminesubsidencecausingthousandsofdollarsindamage
andpossiblymakingtheirhomesunlivable,DEPDeputySecretaryfortheOfficeofActiveand
AbandonedMineOperationsJohnStefankosaid.
AfterseveralminesubsidenceeventsoccurredinHoutzdaleBorough,thedepartment
conductedanexploratorydrillingprojectinOctober2010,whichconfirmedthattheareawas
extensivelyunderminedandtherewasahighprobabilityofcontinuedsubsidenceinthearea.
Theprojectconsistedofdrillingabout722boreholesandinjectingaflyash/sand/cementgrout
intotheabandonedminevoidbelowthehomestostabilizetheoverburdenandpreventfurther
subsidence.Thedepthoftheboreholesvariedfrom20feetto70feet.
TheHoutzdalereclamationworkwasdonebyEnviroDrillInc.ofBridgevilleandbeganin
March2012.
Theprojectcontractwasawardedonacompetitivebasisandwasfundedbyagrantfromthe
federalOfficeofSurfaceMining.Thefederalfundissupportedbyafeeonthecoalindustryandis
distributedtostatesasannualgrantstoreclaimminesitesthatwereabandonedpriortopassageofthe
federalSurfaceMiningControlandReclamationActof1977.

protectingprivatehomeownersandrestoringlandtoenhancerecreationalactivities,DEPDeputy
SecretaryfortheOfficeofActiveandAbandonedMineOperationsJohnStefankosaid.
TheBeautyCampFarWestprojectwillreclaim53acresofabandonedmineland,which
includesanillegalwastedump.Thereclamationworkwillincluderemoving20tonsofsolidwastealong
withgrading,draininstallation,seedingandtheplantingof5,600trees.Theruralsiteislocatedwithin
StateGameLands100andhasheavysitevisitationforhuntingandotherrecreationalpurposes.
TheOwensCemeteryprojectwillcollectacidminedrainagecurrentlyenteringresidencesalong
FifthStreetinClearfieldBoroughinordertoabatethehazardofalandslide.Inconjunctionwiththis
project,aresidence,garage,shedandretainingwallwillberemovedandbackfilledwithstone
aggregate.Asubsurfacedrainalsowillbeinstalled.Therearesevenhomesinsideoforwithin50feetof
theOwensCemeteryprojectworkareaandatotalof225homeswithin500linearfeetoftheproject.
TheBeautyCampFarWestreclamationworkwillbedonebyMorgansExcavatingLLCof
MountUnionandwillbecompletedbyspring2015.TheOwensCemeteryreclamationworkwillbe
donebyH&RExcavatingInc.ofStateCollege,andwillbecompletedbytheendof2014.

PPLElectricUtilitiessaidMondayithasaskedthePublicUtilityCommissiontoapprovethe
replacementofitselectricmeterswithnewmetersthatwillimproveservicetocustomers.
Ourelectricmetersareapproachingtheendoftheirusefullifeandwewanttobeproactivein
replacingthem,saidRobertM.Geneczko,vicepresidentCustomerServices.Technologyhas
changedsignificantlysincethesemeterswereinstalled,andwerelookingforwardtotheexpanded
capabilitiesthatwillcreatebenefitsforourcustomers.
Thenewmeterswillgivecustomersaccesstoadditionalenergysavingtoolsfortheirhomesor
businesses.Theyalsowillimproveservicereliabilitythroughbetterdetectionofpoweroutages.
Inaddition,thenewmeterswillbringPPLElectricUtilitiesintofullcompliancewith
statemandatedregulationsonmeteringtechnology.
InaplanfiledwiththePUCMonday,PPLElectricUtilitiesproposestoreplaceits1.4million
electricmetersbetween2017and2019.Theestimatedcostofthereplacement,includingallofthe
relatedcommunicationsandcomputersysteminfrastructure,isabout$450million.
Customerswouldnotseeanimmediateeffectontheirbills.Chargesforthenewmeterswould
bephasedinovertimebeginningin2015.Chargeswouldthendecreaseaftertheinstallationperiod.
Theaverageresidentialcustomerwillpayabout$2.79permonthoverthetimethemetersarein
service.

2014justmightgodownastheYearofthe
PennsylvaniaBaldEagle.
InJanuary,theGameCommissionremovedthe
baldeaglefromthestateslistofthreatenedspecies,
cappinga30yearcomebackthatranksasoneofthe
greatsuccessstoriesinwildlifeconservationhistory.
Andinthemonthsthatfollowed,morethan3millionviewersjoinedinthecelebration,watching
onlineasthreebaldeagletshatched,thendevelopedintobirdsstrongenoughtofledgethePittsburgh
nestinwhichtheygrewup.
Now,the=GameCommissionreportsitsmidyearinventoryofbaldeaglenestsyetagain
boastsarecordtotal.
Eachyear,justbeforetheFourthofJuly,theGameCommissionreleasesapreliminarycountof
baldeaglenestsstatewide.Thereportservestocelebratethebaldeagleournationalsymbolof
strengthandfreedomaswellastheterrificprogressthespecieshasmadeinPennsylvaniasincethe
onsetofareintroductionprogramin1983.
Sofarthisyear,254baldeaglenestshavebeendocumentedinPennsylvania,withnesting
eaglespresentinatleast59ofthestates67counties.
Thenumberofnestsandthenumberofcountieswithnestsbotharealltimehighsforthe
midyearreport,accordingtotheGameCommission.
GameCommissionExecutiveDirectorR.MatthewHoughsaidthereport,onceagain,rewrites
thatfinalchapterinthestoryofthebaldeaglesrecoveryinPennsylvania.Whilethereportprovides
onlypreliminarydata,andstillmorenestswillbedocumentedastheyeargoeson,theresultsare
heartwarming,hesaid.
ThealltimehighnumbersillustratePennsylvaniasbaldeaglepopulationisbetterthanever,
Houghsaid.Buttheseareonlytheonesweknowabout.Therearemore.
OvermycareerwiththeGameCommission,Ihavewatchedthisagencyjumpstarteagle
recoveryin1983,andnowImseeingtheresultsofallthathardwork,Houghsaid.I,andImsureall
Pennsylvanians,areproudofthisamazingrecovery.Moreimportantly,moreofusareseeingeagles
thaneverbefore.Thatnevergetsold.Theyresuchexcitingbirds.
Twentytwoofthe254nestsreportedsofarthisyearareattributedtoadultpairsthathavenot
previouslybeendocumentedasnestinginPennsylvania.
Thatsasignificantnumbergiventhatthetotalnumberofnestsdocumented254isuponly
slightlycomparedtothe2013midyearreport,whichtotaled252nestsbyJuly4.Thefactthenumber
ofcountieswithactivenestsincreasedfrom57to59betweenthe2013and2014midyearreportsalso
speakstopotentialexpansioninthebaldeaglepopulation,saidPattiBarber,abiologistwiththeGame
CommissionsEndangeredandNongameBirdssection.
Barbersaidthat,asbaldeaglesbecomemorecommoninPennsylvania,thechallengeto
documentbaldeaglenestscouldgrow.Peoplewhohavereportedanestasactiveinapreviousyear
mightnotrealizetheyshouldreportbackeachyeartohelptheGameCommissiontrackthepopulation
overtime,shesaid.Also,folksmightassumebaldeaglestheyreseeingareassociatedwith
longestablishednests,asopposedtonewpairssettingupterritoriesnearestablishednests,Barber
said.

butthatdoesntmeantheGameCommissionknowsaboutnestsinareaswhereyouvebeenseeing
them.Sopleasedonthesitatetoreportthesesites.
Eachyear,baldeaglenestscontinuetobereportedastheyeargoeson.In2013,forinstance,
thepreliminarynumberof252nestsballoonedto273nestsbyyearsend.Otheryearshaveproduced
similarresults.
ButeventherunningtallyissomethingaboutwhichPennsylvanianscanbeproud,Barbersaid.
In1983,whentheGameCommissionlaunchedasevenyearreintroductionprogram,onlythree
baldeaglepairswerenestingstatewide.Today,thereare254withmoreremainingtobecounted.
Thisisoneofthegreatestwildlifesuccessstoriesoutthere,anditsnotover,Barbersaid.
Pennsylvaniacontinuestosustainahealthyandgrowingbaldeaglepopulation,andthefacteaglesare
branchingouttomoreareasofthestateindicatestherearemoregainstocome.
Houghnotedtheenjoymentandexcitementthataccompanieseachbaldeaglesighting.Those
qualities,hesaid,havebeenevidentthisyearnotonlyinthefield,butquantifiedbythenumberof
peoplegoingonlineeachdaytowatchnatureunfold.Withthestatesexpandingandgrowingbaldeagle
population,thereshouldbeplentytogetexcitedaboutformanyyearstocome,hesaid.
Pennsylvaniaseagleshavespentsomuchof2014inthespotlight,andtheyvemadeforsome
greatstories,Houghsaid.Allthreeofthebaldeaglesthathatchedthisspringinfrontofanonline
audiencefledgedtheirnestthatsagreatstorybyitself.
ButitsastorytoothatscompletelywithinthecharacterofPennsylvaniaseagles,hesaid.
Eachyear,therearetoomanygreatstoriestocount,andeachyearbuildsuponprevioussuccessesto
reachnewheights.
Youmightsaythat,formanydecadesnow,eachyearcouldbeconsideredtheYearofthe
PennsylvaniaBaldEagle,Houghsaid.Andtherepromisestobemanymoretocome.
EagleReintroduction
WhilePennsylvaniasbaldeaglepopulationissoaring,just30yearsago,thebaldeaglesfuture
lookedbleak.
Itspopulationdecimatedbytheeffectsofwaterpollution,persecutionandcompromisednest
successcausedbyorganochlorinepesticidessuchasDDT,onlythreepairsofnestingeaglesremained
inthestateallofthemlocatedinCrawfordCounty,innorthwesternPennsylvaniaalongtheOhio
border.
In1983,theGameCommissionlaunchedasevenyearbaldeaglerestorationprogram.The
agency,aspartofafederalrestorationinitiative,sentemployeestoSaskatchewantoobtaineagletsfrom
wildnests.
Initially,12sevenweekoldeagletsweretakenfromnestsinCanadasChurchillRivervalley
andbroughttospeciallyconstructedtowersattwosites.AtthesetowersatHaldemanIslandonthe
SusquehannaRivernearHarrisburg,andatShoholaLakeinPikeCountythebirdswerehacked,a
processbywhichtheeagletsessentiallyareraisedbyhumans,butwithoutknowingit,thenreleased
graduallyintothewild.
Inall,88baldeagletsfromCanadawerereleasedfromthesitesaspartoftheprogram,which
wasfundedinpartbytheRichardKingMellonFoundationofPittsburghandthefederalEndangered
SpeciesFund.
Thisreintroductionjumpstartedtherecovery.
By1998,Pennsylvaniawashometo25pairsofnestingbaldeagles.Withinthenextthreeyears,
thenumberofnestingpairsdoubledandby2006,morethan100nestswereconfirmedstatewide.
ThebaldeaglepopulationhascontinuedtogrowandexpandinPennsylvaniaandinJanuarythe
GameCommissionremovedthebaldeaglefromthestateslistofthreatenedspecies.

WhilethebaldeagleisnolongerthreatenedinPennsylvaniaornationally,carestillshouldbe
takenwhenviewingeagles,topreventfrighteningthem.
Thoseencounteringnestsareaskedtokeepasafedistance.Disturbingeaglesisillegalunderthe
federalBaldandGoldenEagleProtectionAct.Somepairsaretolerantofhumanactivity,whileothers
aresensitive.Theirreactionoftendependsontheactivityandapproachoftheindividual,thenesting
cyclestage,andiftheeaglesareusedtoseeingpeople.
Adultsthatarescaredfromanestcouldabandonit,ormightnotreturnintimetokeep
unhatchedeggsoryoungnestlingsatthepropertemperature.Frightenedeagletsalsocouldjumpfrom
thesafetyofthenest,thenhavenowaytoreturn.
Thoseviewingeaglenestsareurgedtokeeptheirdistanceandusebinocularsorspotting
scopestoaidtheirviewing.
