SEQUENCE OF OPERATIONS FOR HVAC CONTROLS
PART 1 - GENERAL
1.1 RELATED DOCUMENTS:
A. Drawings and general provisions of Contract, including General and Supplementary Conditions
and Division 1 Specification sections, apply to work of this section.
1.2 SUMMARY:
A. Sequence of operation is hereby defined as the manner and method by which controls function.
Requirements for each type of control system operation are specified in this section.
B. Equipment and systems to be controlled include:
1. Rooftop units
2. Terminal Boxes
3. Split System Units
4. Exhaust Fans
5. Unit Heaters
PART 2 - PRODUCTS (Not Applicable)
PART 3 - EXECUTION
3.1 GENERAL:
A. Safety Controls for Air Handling Systems:
1. Provide smoke detector in return air and discharge air of units greater than 2,000 CFM to
stop fan.
2. Interlock smoke detectors to fire alarm system.
B. Provide control sequences and interlocks scheduled for all equipment. Equipment, system, con-
struction or condition that may be altered, added or changed, or that is not specifically considered
herein, or on the drawings, shall be treated in a manner which is similar to that set out herein for
similar equipment, system, construction or condition.
C. Provide control function as indicated on drawings and as described herein.
D. It is the intent of this specification to describe the performance requirements of the system.
Therefore, the specifications describe the operational function of the system with minimal re-
quirements for equipment to accomplish these functions.
E. It is the Contractor's responsibility to provide a complete and working system ready for the Own-
er's beneficial usage.
F. The comfort control sequences specified shall be overridden by any control required for
fire/smoke protection as specified here or as required by applicable codes.
3.2 CONSTANT VOLUME ROOFTOP UNIT AIR-CONDITIONING SYSTEMS:
A. Each packaged commercial rooftop unit shall have a microprocessor-based controller which shall
monitor and control the packaged rooftop unit in a stand-alone mode or as directed by the build-
ing automation system. The units are constant volume types with multiple compressors, conden-
ser fans, supply air fan, refrigerant coil, and outside air damper.

B. Whenever the RTU is normally de-energized:
1. Compressors shall be off.
2. Supply fan shall be off.
3. The outside air and return air damper shall be closed.
C. Whenever the RTU is normally energized:
1. The unit controls shall stage the compressors to maintain a discharge air temperature of
55 degrees F (adjustable at RTU control panel).
2. The outside air damper shall open to its minimum position.
3. On signal from supply or return air smoke detector provided by the mechanical contrac-
tor, RTU shall shut down.
4. Economizer cycle shall be controlled through the RTU processor. When the economizer
cycle is on, the outside air damper shall modulate to maintain the set point temperature of
the supply air. This control shall be such that upon a need for cooling, the outside air
damper opens to its minimum position before the compressor starts.
D. The RTU controls shall stop and start the unit on a occupancy schedule.
E. The following sequences shall be performed:
1. Unoccupied Mode: When the BAS initiates the Unoccupied Mode, the rooftop shall as-
sume the unoccupied heating and cooling setpoints. If the unoccupied setpoints are ex-
ceeded, the unit shall heat and cool until the zone temperature is within the unoccupied
setpoints.
2. Occupied Mode: When the BAS initiates the Occupied Mode the rooftop shall operate
stages of cooling to maintain space temperature setpoint. Constant volume units shall
operate under zone temperature control and cycle their heating and cooling outputs to
maintain space temperature setpoints. The rooftop units shall default to these modes, as
appropriate to their configuration, in the event that communication with the building auto-
mation system is lost.
a. Cooling/Economizer: During the Occupied cooling mode the economizer and me-
chanical cooling are used to control the supply air temperature. If the enthalpy of the
outside air is appropriate to use free cooling, the economizer shall be used to satisfy
the supply air. If the economizer cannot satisfy space load conditions, mechanical
cooling shall be staged on as necessary. Minimum on/off timing of the mechanical
cooling shall prevent rapid cycling. At outdoor air conditions above the enthalpy con-
trol setting, mechanical cooling only shall be used and the fresh air dampers shall
remain at minimum position.
3. Priority Shutdown Stop: The rooftop unit shall shut down in response to a customer sup-
plied contact closure to the building automation system indicating the presence of a fire
or other emergency condition. In the Priority Shutdown mode, all rooftop unit compo-
nents shall be disabled, including the supply fan, heating and cooling functions.
4. Timed Override: When Timed Override is initiated by the user, the rooftop unit shall re-
turn to its normal occupied mode for a period of time as specified at the building automa-
tion system. When the Timed Override period ends, the BAS shall automatically monitor
and store the override time for each Timed Override input for documentation of after-
hours operation.
F. Each RTU shall have a motorized outside air damper. Damper shall close when the unit is off.
G. CO2 sensors shall control and modulate the outside air to maintain 1200 ppm (adjustable).
3.3 VARIABLE AIR VOLUME ROOFTOP UNIT AIR-CONDITIONING SYSTEMS:
A. Each packaged commercial rooftop unit shall have a microprocessor-based controller which shall
monitor and control the packaged rooftop unit in a stand-alone mode or as directed by the build-
ing automation system. The units are variable volume types with multiple compressors, conden-
ser fans, supply air fan, refrigerant coil, outside air damper, and variable frequency drives.

B. Whenever the RTU is normally de-energized:
1. Compressors shall be off.
2. Supply fan shall be off.
3. The outside air and return air damper shall be closed.
C. Whenever the RTU is normally energized:
1. The unit controls shall stage the compressors to maintain a discharge air temperature of
55 degrees F (adjustable at RTU control panel).
2. The outside air damper shall open to its minimum position.
3. The supply fan shall be controlled to maintain static pressure at minimum value in the
supply duct a point 3/4 of the distance to the most remote terminal box supplied by the
rooftop unit.
4. On signal from supply or return air smoke detector, RTU shall shut down.
D. The RTU controls shall stop and start the unit on a occupancy schedule.
E. The following sequences shall be performed:
1. Unoccupied Mode: When the BAS initiates the Unoccupied Mode, the rooftop shall as-
sume the unoccupied heating and cooling setpoints. If the unoccupied setpoints are ex-
ceeded, the unit shall heat and cool until the zone temperature is within the unoccupied
setpoints.
2. Occupied Mode: When the BAS initiates the Occupied Mode the rooftop shall operate
stages of cooling to maintain space temperature setpoint. Variable Air Volume units shall
operate in supply air temperature control mode and cycle their cooling outputs to main-
tain a supply air setpoint. VAV units in the heating mode and all constant volume units
shall operate under zone temperature control and cycle their heating and cooling outputs
to maintain space temperature setpoints. The rooftop units shall default to these modes,
as appropriate to their configuration, in the event that communication with the building au-
tomation system is lost.
a. Cooling: During the Occupied cooling mode mechanical cooling shall be used to
control the supply air temperature and the fresh air dampers shall remain at minimum

5. Supply Air Pressure Control (VAV Units): The RTU shall maintain supply air pressure
through its internal controls. The VFD shall modulate to maintain this setpoint based on
the static pressure sensor located in the supply air discharge of the packaged rooftop
unit.
F. Each RTU shall have a motorized outside air damper. Damper shall close when the unit is off.
G. CO2 sensors shall control and modulate the outside air to maintain 1200 ppm (adjustable).
3.4 VARIABLE AIR VOLUME (VAV) TERMINAL UNITS SEQUENCE OF OPERATION:
A. One room temperature sensor shall be provided from each VAV unit to control modulating damp-
ers within the terminal unit to maintain a 75 degrees F. (adjustable) room set point.
B. VAV terminal units shall be normally closed, pressure independent. "Normal" valve position shall
be defined as position when unit is de-energized.

3.5 FAN POWERED (FPB) MIXING TERMINAL UNITS SEQUENCE OF OPERATION:
A. One room temperature sensor shall be provided to control modulating dampers, fan, and electric
heating coil to maintain room set point.
B. The fan shall start either upon heating demand or whenever inlet duct supply air is available and
delivered air quantity has been reduced below a preset adjustable minimum (40 percent).
C. Upon further demand for heating the electric heating coil shall be sequenced on to maintain room
set point. Heating shall operate only when the fan is running, through coil safety controls and air
flow switch.
D. Boxes shall be normally open, pressure independent.
E. Adjustable thermostat shall control the operation of the box.
3.6 SPLIT SYSTEM AIR-CONDITIONING SYSTEMS:
A. Each system shall be provided with factory controls..
B. Each system shall have a solid-state programmable thermostat meeting the requirements of the
Energy Code. The thermostat shall have the capability to set back or shut down the system
based on day of the week and time of day, and provide a readily accessible manual override that
will return to the pre set back or shut down schedule without reprogramming. Each thermostat
shall be interfaced with the BMS for scheduling.
3.7 EXHAUST FANS:
A. All exhaust fans shall be interlocked with the rooftop unit serving that zone to run when the asso-
ciated rooftop unit runs.
3.8 UNIT HEATERS:
A. Each unit heater shall be provided with an integral thermostat. The unit heater shall cycle to
maintain the thermostat setpoint.
