I object to this application for reasons including but not limited to:
a) *alidit+ This Planning Application is invalid because there is no material difference between it
and Mr Payne's previous application TCP!"#"$%& P"$'()$* which was refused in +ov *"$! by
the Planning Inspector, This application is actually only an appeal against the appeal which should&
by law& according to the Planning Inspectorate& have been made through the court& not the -PA,
,) -eed There is no need for an agricultural wor.er to reside on/site, This was the finding of the
Planning Inspector& and the view of the -PA& and nothing has changed since then,
c) .ustaina,ilit+ The sustainability of the business is highly uncertain, The owners have
continued to put money into the business and now they have started to sell land 01)"&"""2 to put
bac. into the business& suggesting a worsening of the business, They are still not paying
sustainable living wages to any wor.ers& according to the application, 3urther large e4penses and
operational cost are li.ely to fall on the business later this year as a result of d2 below,
d) Change in legal and regulator+ environment 5637A and 896 re:uirements are li.ely to
re:uire considerable e4penditure simply to comply with regulations,
;y the Autumn& 5637A e4pect to introduce new testing for bovine tuberculosis 0bT;2 and other
procedures which have not been budgeted for, bT; in alpacas and llamas is becoming an
increasingly worrying issue& both for human and animal health, Controls are e4pected to be

If animal/movement restrictions are brought/in the entire business model may become obsolete and
it is hard to see how the business could continue in its dual agricultural and tourism niche, <hen I

The 8D9 re:uirements as laid down in various government documents suggest that considerable
wor.s will be re:uired to ma.e the alpaca farm 8D9 compliant particularly but not e4clusively to
reduce the ris. of 6,coli "$E' and a repeat of the '?odstone' incident,
I have wor.ed on a fuller report however I have received correspondence from Mr and Mrs Payne's
solicitors and I need to see. some advice before presenting a full case against the application, I
have discussed this with the Case @fficer and it has been agreed that my full submission will be
made at a later time after further discussions with the -PA, 3or this reason& my submission at this
