Urgent Appeal Rape and Sexual Violence against Detainees in Egyptian Prisons
European Alliance for Freedom and Human Rights received an urgent documented report from victims of rape and sexual harassment in Egyptian Prisons at the hands of Egyptian Authorities. AED also received testimonies from victims about the rape and sexual assault which means that these abuses has become systematic. The rape committed by agents of the government, guards, security forces officers or the army is the most common method of torture. It is a form of sexual violence to inflict grievous bodily harm and to psychologically traumatise the detainee. Rape and threat of rape used against female detainee by the security officers, guards or army is torture. Cases observed, documented and supported by medical reports and victims testimonies The Alliance is in possession of names of the victim, the aggressors, places of abuse and names of the officers in charge of the detention centres where the abuse took place. However, at the request of the victims, we are anonymising the names to protect the victim from reappraisals. The victims of this abuse were women arrested for participating in protests against the current Egyptian Authorities. Cases have been documented in particular late 2013. The abuse took place at police stations and security forces Camps. Some of the aggressors were in civilian clothes while others were in uniforms. One of the victims was kidnaped and later attacked by the security forces in a transportation vehicle. The assault was collective and not individual. The second case was kidnapped was kidnapped and later attacked by the officers and security officers at one of the police stations. Again the assault was collective and not individual. Over the past three months, three cases have been observed yet to be documented. A third case has been raped in a transportation vehicle by security forces before being dumped on the street. Physical and Sexual Abuse against detainees has become systematic. This became evident by the circumstances of the abuse. The victim is taken from the Detention Centre to a security camp for 1 day where she is raped several times in one day before being returned to the detention Centre. This crime specifically takes place at 3 detention centre in Cairo such as Nasr Police Station1, Nasr Police Station 2 and Azbakia Police Station. Harassment has taken different forms Collective harassment whereby the victim is forced to strip off her clothes in front of security forces officers. A documented testimony from one of the victims states how she was stripped off, hung upside down like a pendulum for officers to be touched and harassed by the officers. In some Cases, sexual harassment coupled with beating and burning in private parts. Other Forms of Humiliation Dragged naked on the floor specifically at Nasr Police Station 2. Standing Naked in front of police officers and security forces officers for the officers to touch and fondle. Some cases forced to watch indecent films. Strip searched by male officers.
The above were examples of horrific brutal crimes currently taking place in prisons by the authorities. We believe that the prison authorities are responsible for any breaches take place inside the detention centres and Camps. We urgently call on all human rights organisations to call on the Egyptian authorities to open prisons for inspection and monitoring. Furthermore, we urge the Egyptian authorities to open an investigation into the alleged breaches and bring perpetrators to accountability.

Our Findings: 1. This horrific crime has become systematic. The victim is taken to a place (Central Security Camp) for a day, raped and then taken back to detention. 2. The names of many of those raped was not registered in the Detainees list which suggests that the authorities committed two crimes enforced disappearance and rape. 3. Rape was committed collectively and not individually.
Demands 1. Treating the Violations Against Women in Egypt as a special case before the rapporteur 2. AED requests the openining of an investigation in the alleged violations by an impartial Committee. 3. Brining the perperatrators to accountability 4. Monitoring the prisons and detention centres in specific the above-mentioned prisons.
