Dear Mr. Halley,

I wish to apply for appointment as an Assessor under The Leonardo da Vinci Programme. I believe I
have the qualifications and experience required to successfully fulfil the role.

Over the past forty years, I have been engaged in the provision of vocational training in Ireland.
During the early part of my career I worked as a Training Advisor facilitating companies to meet their
individual training needs. I subsequently worked as a Curriculum Designer, producing detailed
training programmes for delivery by the national network of ANCO Training Centres. The focus of
these programmes was to ensure participants were prepared for entry to the workplace. In the early
1980’s as Regional Manager for the FÁS North Western Region, I was responsible for the planning,
execution and evaluation of a wide range of training responses to a broad category of target groups
across nine counties. Later, as Regional Director, I had responsibility for the provision of a full range
of labour market services including guidance, vocational training and employment schemes, to meet
skills requirements in the midlands region. A component of this service was the engagement of
European counterparts in the recruitment and placement of skilled trainees through the EURES
network.

I have also served as a Director on the Boards of a number of National agencies including
Roscommon Enterprise Board, Roscommon Partnership and Westmeath and Offaly County
Development Boards. My role entailed assessing needs, devising strategic responses and grant aiding
projects across a range of initiatives including start up businesses, training and development and
public services.

These experiences, combined with formal training, equip me with the competencies to carry out the
role of an Assessor, including the ability to:

• Determine the coherence between the The Leonardo da Vinci Programme objectives and the
project objectives
• Identify how the aims of the project responds to the needs of participants, how they will benefit
and the added value that will accrue
• Assess if the organisation and management of the project is adequate in terms of preparation,
delivery, monitoring, evaluation and validation
• Determine the promoters’ financial and operative capacity to deliver the project, including
budgetary objectives and sources of income.
