CITY COUNCIL MEETING
REGARDING PROPOSED PROPERTY TAX ABATEMENT
NOTICE IS HEREBY GIVEN that the City Council of the City of Goodhue,
Minnesota (the City) will hold a public hearing at or after 5:30 p.m. on Wednesday, July 9, 2014, at City Hall, 405 Broadway North in the City, on the proposal that
the City abate all or a portion of property taxes levied by the City on the properties
identified by the following parcel identification numbers (the Property).
The total amount of the taxes proposed to be abated by the City on the Property
is estimated to be not more than $1,000,000 collected over a 15-year term. The
City Council will consider the property tax abatement in connection with the
financing public infrastructure improvements, including construction of a community swimming pool and remodeled bath house.

Several teachers were present to show
their support of Superintendent Beniak
for her evaluation. Traci Bauer spoke in
support of Superintendent Beniak and
her evaluation. Kathy Sessions read a
letter from Joe Mish also expressing his
support of Beniak. Josh Westphal and
Becky Collins also added their remarks.
POINTS OF PANTHER PRIDE
Boys Track & Field earned 4th
place at True Team State.
Kyle Groven set a new school record
in the 400 with a time of 50.21. The
previous record was set by Mike Miller
in 1979.
Congratulations to Christine Hong,
PB Teacher of the Month.
Congratulations to the PIHS
Envirothon team for placing 8th out of
28 teams at the State Envirothon Competition.
Congrats to the first Project Lead
the Way Principles of Biomedical Sciences class! 100% of the students passed
that national end of course exam with
scores above 80%, and have qualified to
receive college credit!
APPROVE AGENDA: Champa reported
that there will be action on 8B IEA. They
will be removing action on the non-licensed agreement. He reminded the
board that they will be relocating for the
facility update to the district conference
room and that will be open to the public.
Heiden said there were some additional
changes to policies. Motion by Douglas,
seconded by Fall to approve the amended
agenda. Motion carried 7-0.

ROOF REVIEW: Brian Thompson from
Garland explained his companys history with our school.
He reported on the warranty from
Garland. When updating this building,
the roofs will still be warrantied. He said
our roofs are in very good shape; we
have a lot of good years left in them.
He reported that we do have a couple
of problem areas. They did water testing
and found that the leaks were caused
from water coming through the brick
walls. There was also caulking plugging
some drains. There are broken pipes in
the wall of the band/choir room causing
leaks.
There might also be some window
issues.

HIGH STUDENT ACHIEVEMENT
A. THANK YOU TO JOSH STEHR FOR
HIS SERVICE TO PINE ISLAND SCHOOL:
The superintendent reported that the
new officer has been on site several
times with Officer Josh. Thank you to
Josh for all hes done.
B. 9-12 STUDENT UPDATE: The student rep was not present.
C. PRINCIPAL UPDATE 9-12:
All juniors will be required to take
the ACT with writing as the required
state test. Weve had many different
tests in May for the students. We dont
know how we compare with students
across the State yet.
Graduation went well. We had 3
student speakers this year. We dont
want to have the seniors get out a week
early again. It was hard for some classes
who lost many of their students.
We are going to survey award presenters about changing the award program to a day time.
The ALP in Zumbrota was dropped
for us without our knowledge. Cardille
has applied for us to have a new program and is waiting for the signed papers. Having summer school is the most
important part of this to provide semester credits to students for credit recovery.
Because of the delay, summer school
this year wont be until after July 1st.
All the high school students have
taken a survey with 2 questions. The
first was what they thought was most
important in the building. Auditorium,
more meal options, larger cafeteria, weight
room/fitness center were some of the
top answers. The other question was
about enhancing this building. The top
choices were art, ag, music, business,
math, science.
Tablets were turned in. The students really enjoyed having them this
year.
Registration-the schedule is filled
for next year.
HVL art show contacted Kevin concerning Pine Island being involved in a
rural education art project.
The board would like to work on next
years calendar at the next meeting concerning graduation and when construction can start here.
Supt. Beniak recognized Kevin for all
his work with the 1:1 initiative and how
well it went during its first year.
OVERNIGHT FIELD TRIP APPROVAL:
Shawn Erickson requested an overnight
field trip for FFA to go to Shades of
Sherwood to plan their next year. Motion by Warneke, seconded by Fall to
approve the trip. Motion carried 7-0.
D. SPECIAL MEETING ZED JUNE 12
ATTENDANCE PLANS: ZED is looking at
some building options. Superintendents
would like board members to be involved. The meeting on June 12th is at
6 p.m. in Byron. All the ZED districts
FIELD TRIP POLICY : This is not a mandated policy. There was concern about
how strict the policy is.
There was also a question about who
is the appropriate school district personnel in absence of health staff. There
was a request for the policy to be brought
back to the table.
720 VENDING MACHINES POLICY:
This is a MSBA policy to replace our
contract policy.
School principal will be replaced with
school personnel. Motion by Champa,
seconded by Douglas to approve the
policy. Motion carried 7-0.
SCHOOL DISTRICT SYSTEM ACCOUNTABILITY POLICY: There was discussion about whether the HSA committee would work for this policy or if we
need a new committee. We could add a
spring date and change it later if needed.
Cindy will work with Tammy and Josh
W. to pull in extra people for the HSA
committee to cover all areas. Maybe
some people could be the same as the
Project Lead the Way people. Motion by
Heiden, seconded by Warneke to approve the policy. Motion carried 7-0.
STUDENT PROMOTION, RETENTION, AND PROGRAM DESIGN POLICY:
This replaces grade level determination.
Motion by Warneke, seconded by Fall to
accept the policy. Motion carried 7-0

POLICY: District Assessment Coordinator title will be added. Motion by Warneke,
seconded by Hayden to approve the

SUPERINTENDENT REPORT:
Tomorrow morning is our staff recognition breakfast at 8:00.
We have a potential sink hole by
the bus garage that is being investigated.
Teacher evaluation pilot this last
yearwe have the opportunity to continue with the same program or make
our own. The committee has stream
lined the process and will be coming to
the board later.
FACILITY UPDATE: The meeting was
relocated to the district conference room
at 8:15.
PREK-4 UPDATE: Hayden reported
on their trip to Chatfield last week to
tour the school.
Chatfield had positive comments on
everything. Hayden checked the mechanical and roof especially. They have all
fluorescent lighting. We had talked about
LED lighting to conserve as much energy as we can. Hell look at things
closer and put together a report. The
work that Tammy and the architects
have done makes the floor plan 98%
ready. Some additional security measures have been added. The first bid
package needs to go out on the precast.
We are targeting June 26th at 5:00 for a
special meeting. There is an additional
trip to Chatfield tomorrow at 1:00. Fall
walked the board through the model on
the computer. We want to make sure we
have texture and color. The fins sticking
out would be smooth. The wave goes
around the building and continues inside. The windows will not be able to be
opened. They talked about bleachers
being on just one side of the gym.
Another consideration was a separate entrance for Community Ed. Champa
complimented the staff on the process.
There is discussion as to whether the
track will need to be moved a little to
make room for utilities. Warneke appreciates the communication between committees and the decisions made.
ACTIVITIES UPDATE: Douglas commented about the auditorium and orchestra pit. They talked about relocating
the ag room; scoreboard; making sure
the bleachers are in the right place; they
could possibly have games there next
year. Misc. discussionfixing the panther by the Panther door; having a school
store; having a standard logo and colors. We should look at the whole atmosphere of attending an event here including concessions and school store. A
memorabilia room was discussed and
the removal of the 34 basementwhere
will we store things? We may want to
reach out to coaches for input on misc.
items. Some discussion needs to cross
over to the 5-12 group. There will be
trips to tour other facilities on June 19
and June 24.
5-12 UPDATE: Berg-Beniak reported.
There has to be some philosophical conversations with the board before some
decisions can be made. Now there is a
5-8 house concept. Or should it be a
department concept? Decisions need to
be made regarding stem classrooms.
Heiden feels moving the hs office to the
front entry is a priority. We need to
investigate cost (now vs during the main
remodeling). We also need to investigate HOW we want to teach so we can
decide how the rooms should be configured. There was discussion about the
music program.
FACILITY COMMITTEE UPDATE:
Champa would like to see the communication on the website up and running
within the next month including the model
and timeline.
