REGULATIONS FOR ADMISSION INTO MBBS & BDS COURSES FOR THE
ACADEMIC YEAR 2013-14

1. The following are the Regulations for admission of students into MBBS and BDS Courses in
Medical and Dental Colleges (As appendix - II) in Andhra Pradesh affiliated to Dr. NTR University of
Health Sciences, Andhra Pradesh for the year 2013-14.
2. The candidates need not to submit any application form for admission into MBBS/BDS courses as
per G.O.Ms.no.140 & 141, HM & FW (E1) Dept., dated 04-07-2009.
3. The Rank in EAMCET-2013 shall be the basis for the selection into MBBS and BDS Courses
subject to these regulations.

4. PROCEDURE OF SELECTION:
4.1 Selections will be made by the selection committee appointed by Vice-Chancellor,
Dr. NTR University of Health Sciences. Selections are Course wise.

4.2 Counseling Schedule: The counseling schedule will be released in Daily News Papers
and also Press Notification. No individual intimations will be sent.

4.3 In compliance with the orders of the Honble High Court of A.P. in W.A.No.795/99 and
batch dated 23.2.2000; the selections are University Area wise.

4.4 Reservations shall also be University Area Wise. While allotting the candidates to the
colleges, the percentage of reservations shall be maintained in each institution as far as
possible.

4.5 The 15% of unreserved Seats will be filled First, then the 85% of the local seats will be
filled as per the G.O.Ms. No. 42, Higher Education (EC2) Dept., dated 18.05.2009

4.5.1 The counseling shall be in three phases

4.5.2 In the first phase, OC seats will be filled up.

4.5.3 In the second phase, the reserved category candidates selected under OC category
shall be reallotted to the college of their preference depending upon availability of seats
in the respective category and their eligibility.
If a category candidate selected under OC does not attend the 2
nd
phase of counseling
it will be presumed that he / she prefer to continue in the college in which he/ she got
selection in the 1
st
phase.
4.5.4 The third phase is only for reserved category candidates. In this phase selection and
allotment of remaining seats reserved for the reserved category candidates and those
vacated during the second phase of counseling shall be made.

Phase II and III will be done simultaneously.

4.6 If a candidate is eligible for a same type of seat in the same course and in same college
both under the reserved categories of social status and under Army / NCC / PH / Sports
& Games, he / she will be selected under the category of social status only. The
candidates provisionally selected into one college will be considered for resultant
vacancies in another college only. The allotment of college to the NCC and Sports &
Games candidates shall be by rotation.

4.7 All the qualified candidates in EAMCET-2013 and those who have fulfilled the eligibility
criteria may attend the counseling as per the schedule for admission into MBBS and
BDS courses for the academic year 2013-14.

4.8 Candidates attending counseling will have to be accompanied by the parent / guardian
at their own expenses. The candidates have to pay the Counseling Fee at the reception
counters of the respective counseling centers. The Counseling Fee for OC and BC is
Rs.500/- and SC and ST is Rs.300/-

4.9 Candidates are considered for admission only for such categories for which they claim
reservation by documents.

4.10. The selection will be made only from among the candidates who physically present
themselves when called in order of merit. Claims of the candidates will not be
considered if they are absent when called at the time of selection and the next in the
merit would be called.

4.11 The selected candidates shall submit all the original certificates and shall pay the
University fee and Tuition fee on the day of selection at the Counseling center as per
Regulation 13 (2). The University Fee once paid shall not be refunded under any
circumstances.

4.12 THE CANDIDATES SHALL PAY THE FEE PAYABLE TO THE COLLEGE AND TO THE
UNIVERSITY ON THE DAY OF SELECTION / COUNSELING ITSELF. IF THE
CANDIDATES FAILS TO PAY THE FEE AFTER CHOOSING A SEAT IN A COLLEGE,
THE ALLOTMENT WILL BE CANCELLED AUTOMATICALLY WITHOUT ANY NOTICE.

4.13 If a candidate desires to cancel / withdraw their selection after submission of Original
Certificates and payment of fee, the candidate has to withdraw by submitting a written
requisition along with the consent of the Parent to the Registrar, Dr. NTR University of
Health Sciences at Vijayawada with in the prescribed period as notified by the University
as informed in the selection intimation. THE ORIGINAL CERTIFICATES AND
COLLEGE FEE PAID BY SUCH CANDIDATE WILL BE RETURNED.

4.14 If any further selection conducted by the University the resultant vacancies shall be
open to all the candidates below the rank of candidates who have not joined the course
and the candidates who were absent in the earlier selection. The resultant vacancies
shall be filled by the candidates belonging to the same category of the seat as those
who have not joined the course or vacated the seat.

4.15 Mere attending the counseling does not confer right for a seat.

4.16 Any candidate who obstructs the proceedings of the selection committee or otherwise
misbehaves or causes disturbance at the committee meeting, will be liable for
disciplinary action as may be taken by the University.

4.17 The committee shall have the power to cancel the selection or admission of the
candidate at any stage if it is detected that the selection or admission is against the
regulations either during selection or before closure of admissions.

4.18 All the candidates selected should undergo Medical Examination as directed by the
Head of the Institution concerned. The admission of the candidates shall be subject to
their fitness in the Medical examination.

4.19 Candidates shall be present till the end of the selections to be available in case, if they
need to be recalled for any reasons.
5. LIST OF MEDICAL & DENTAL COLLEGES: The List of the Medical and Dental colleges
with seats available are as in Appendix - II.
The admissions into the colleges are subject to the permission by the Government of India /
Medical Council of India / Dental Council of India.

NOTE: a) The distribution of seats among various categories, University Area wise for admission
into MBBS and BDS Courses will be displayed on UHS web site http://ntruhs.ap.nic.in
and the counseling centers.
b) In case any new Medical Colleges or Dental Colleges are affiliated to the University /
any college is permitted by the Govt. of India for the academic year 2013-14, the seats
in those colleges also will be filled up. If any colleges listed above are not permitted by
Government of India for the year 2013-14, the seats in that college will not be filled.

6. RESERVATION OF SEATS:

6.1 Reservation for Scheduled Castes (S.C.) and Scheduled Tribes (S.T.):
Out of the seats available for admission by the University, 15% seats shall be reserved for
candidates belonging to SC, 6% of seats shall be reserved for candidates belonging to
Scheduled Tribes in each local area.
6.1.1 In the event that if any seats reserved for S.T. not being filled up, they will be thrown open
to the candidates belonging to the Scheduled Castes and vice-versa.
6.1.2 In the event of the candidates from the SC and ST are not being available, these seats
shall be allotted to the candidates under open competition.
6.1.3 Candidates of the Scheduled Castes and Scheduled Tribes belonging to the State of
Andhra Pradesh only which are specified by the Govt. of A.P from time to time shall be
considered

7. RESERVATION FOR BACKWARD CLASSES:
29% of the available seats for admission in each local area by the University for MBBS/
BDS shall be reserved for candidates belonging to Backward Classes as follows:
BC-A -7%, BC-B-10%, BC-C-1%, BC-D-7% & BC-E*-4% as per the G.O.Ms.No.1793,
Education, dt.23.09.1970 and G.O.Ms.No.23, Backward Classes Welfare (C2), dated.
07-07-2007 and G.O.Ms.No.231, Health Medical and Family Welfare (E1) Department,
dated 11-07-2007.

* Subject to further orders of the Government of A.P. / High Court.

If qualified candidates belonging to Back Ward Class of particular group are not
available, the left over seats can be adjusted for the candidates of next group. If
qualified candidates belonging to Back Ward Classes are not available to fill up the 29%
seats reserved for them, the left over seats shall be treated as Open Competition seats
and shall be filled up with candidates of General Pool.

7.1 CERTIFICATE OF SOCIAL STATUS:
The candidates belonging to Scheduled Castes, Scheduled Tribes and Backward
Classes shall furnish a certificate in the prescribed proforma in support of their claims.
The social status of Schedule Castes, Scheduled Tribes and Backward Classes
candidates shall be Scrutinized in terms of G.O.M.s.No.58, SW (J) Dept. Dt. 12-05-1997.
The candidates are informed that they will be not be considered for the caste claimed by
them without the prescribed permanent caste certificate issued by the competent
authority.


No candidate seeking reservation for admission under the above categories be allowed
to participate in the Counseling for admission unless he produces the Integrated
Community Certificate prescribed by the Government and issued by the Revenue
Authorities in the Government (Vide G.O.Ms.No. 58, Social Welfare (J) Department,
dated. 12-05-1997)

Note :- The Social Reservation provided for BCs SCs, STs in the ratio of 29%,15% and 6%
respectively shall be vertical reservation.

7.2. RESERVATION OF SPECIAL CATEGORIES:

7.2.1 RESERVATION FOR THE CHILDREN OF SERVICEMEN AND EX-SERVICEMEN.
1% of the seats in each category in M.B.B.S and B.D.S courses shall be reserved for the
children of Ex-Servicemen, and serving service personnel of the three wings of the
Defence Services Viz., Army, Navy and Air force subject to the condition that the ex-
servicemen etc., are residing for a minimum of 5 years in Andhra Pradesh should be
domicile of Andhra Pradesh. Admission under Army quota will be made from among
eligible candidates qualified at EAMCET 2013 in the order of preference given below
subject to other rules.
a) Children of Armed Force Personnel killed in action.
b) Children of Servicemen disabled in action and permanently incapacitated as a result
and invalidated out of service and in receipt of disability pension.
c) Children of Ex-servicemen, Servicemen in receipt of Gallantry Awards, the order of
merit for consideration of the Gallantry Awards as given below :
1) Param Vir Chakra 7) Vir Chakra
2) Ashoka Chakra 8) Shourya Chakra
3) Sarvotham Yudh Seva Medal 9) Yudh Seva Medal
4) Maha Vir Chakra 10) Sena/Nava Sena/Vayu Sena Medal.
5) Kirti Chakra 11) Mention in Despatches.
6) Uttam Yudh Seva Medal
d) Children of other Ex-Servicemen and Servicemen.

NOTE: Candidates who do not come under any of the categories (a) to (d) under this rule are not
eligible for consideration under this quota.
If the number of candidates is more than one in a particular group indicated above selection
shall be based on Rank at EAMCET 2013 among the candidates belongs to that group.
Candidates seeking admission under this category should submit documentary evidence in
support of their claim from competent defence authority.

7.2.2 a) Ex-Serviceman means a person who has served in any rank (whether combatant or as
non-combatant) in the Armed Forces of Indian Union, including the Armed Forces of the
former Indian States, but excluding the Assam Rifles, Defense Security Corps, General
Reserve Engineering Force, Lok Sahayak Sena and Territorial Army, for a continuous
period of not less than six months after attestation, and
b) has been released otherwise than at his own request by way of dismissal or discharge
on account of misconduct or inefficiency or has been transferred to the reserve pending
such release
or
c) has to serve for not more than six months for completing the period of service required
for becoming entitled to be released or transferred to the reserve.
or
d) has been released at his own request, after completing five years service in the Armed
Forces of the Indian Union.
e) In case of an adopted son / daughter, candidate must produce a certificate from the Civil
Court having jurisdiction in support of such adoption.
f) Children of Servicemen and Ex-Servicemen residing in the state of AP seeking
admission shall, in support of the claim, submit a residence certificate issued by MRO /
Tahsildar from where the candidate is claiming the residence of the parent.
g) The candidate should also submit a certificate from the Zilla Sainik Welfare Officer of the
Zilla Sainik Welfare Board as to their eligibility to consider under Army / Ex-Army
reservation, specifying the category to which the applicant belongs with attested copies
of documentary evidence for the claim.
h) Applications of the candidates submitted for the reservation under Servicemen and
Ex-Servicemen quota shall be scrutinised by the Andhra Pradesh Sainik Board or its
nominee and their decision is final and binding on the candidate.

7.2.3. The children of Ex-servicemen are directed to bring the following original
certificates at the time of counseling.
1. Original discharge certificate of his / her parent.
2. Original Identity Card of his/her parent issued by Zilla Sainik Welfare Officer
concerned district.
3. Original Pension book of his / her parent if pensioner.
4. Residential Certificates of the parent of the candidate issued by the Mandal Revenue
Officer.
5. Certificates of Gallantry Award, Gazette Notification, copies of part-II order and
relevant documents if claims under Priority-I, Priority-II and Priority-III.
6. Children of Armed Force Personnel Certificate issued by Zilla Sainik Welfare Officer.

The children of serving soldiers are directed to bring the following original
certificates at the time of counseling.
1. Original Identity Card of his / her parent issued by competent authority.
2. Original pay book / pay slips of his / her parent.
3. Residential certificate of the parent of the candidates issued by Mandal Revenue
Officer.
4. Certificate of Gallantry Award Gazette Notification, copies of Part-II orders and other
relevant documents if claims under priority-II and priority-III.
5. Children of Armed forces personnel certificate issued by Commanding Officer.
Failing which to produce the above documents in original his/her application under
children of Armed Force Personnel (CAP) category will not be considered for
admission into respective courses.

7.3 RESERVATIONS UNDER THE CATEGORIES OF CAP / NCC / SPORTS & GAMES,
PHYSICALLY CHALLENGED (PH) and Police Martyrs Children (PMC)
Seats shall be reserved in each course and in each category for the following to the extent
indicated against them:
1. CAP (Army) - 1 %
2. National Cadet Corps - 1 % (*)
3. Sports and Games - 0.50%
4. Physically Challenged - 3 % (*)
5. Police Martyrs Children (PMC) - 0.25% (As per G.O.Ms.No.106, HM & FW (E1)
Dept., dated 16-07-2013.
(*) Note:
1) 3% Reservation provided to Physically Challenged with the locomotor disorders and that
too with disability of lower limbs between 40% to 70%, as per the instructions of
Government of India Lr.F.No.U.12021/8/2002-MEC/ME.III, dt.12-5-2004 under
Disabilities (Equal Opportunities, Protection of Rights and Full participation) act, 1995
and as per orders of Honble High Court of Andhra Pradesh.
The Physically Challenged candidates with locomotary disorder of lower
limbs between 40% to 70% are only eligible under the Physically
Handicapped quota.

NOTE: The guidelines of Govt. of India and regulations of Medical Council of India
shall be observed in making admissions of differently abled (Physically
Handicapped) candidates, according to which the Physically Handicapped
candidates with locomotary disorder of lower limbs between 50% to 70% will
be considered first and remaining unfilled, candidates with 40% to 50% will be
considered.

The candidate seeking the benefit of reservation should present him/herself
before a Medical Board comprising of at least one Expert/Specialist from the
specialty of Orthopedics of State Medical Board and obtain a valid disability
certificate from the Medical Board having been issued within Six months
prior to presenting his application for seeking admission by claiming the
benefit of reservation.

2) As per G.O.Ms.No.141, HM & FW (E1) Dept., dated 07-07-2012 the percentage of
reservation under NCC category is 1% for admission into undergraduate Medical
and Dental Courses from the academic year 2013-14.
3) As per G.O.Ms.No.106, HM & FW (E1) Dept., dated 16-07-2013 the percentage of
reservation under Police Martyrs Children (PMC) category is 0.25% for admission
into undergraduate Medical and Dental Courses from the academic year 2013-14.

7.3.1. ELIGIBLE UNDER PHYSICALLY CHALLENGED:
a) The candidate seeking the benefit of reservation should present him/herself before a Medical
Board comprising of at least one Expert/Specialist from the speciality of Orthopedics of State
Medical Board and obtain a valid disability certificate from the Medical Board having been
issued within Six months prior to presenting his application for seeking admission in any
medical course by claiming the benefit of reservation.
b) Medical Board to be constituted for scrutinising the applications, and the candidates should
appear in person before the medical board. The Medical Board should confirm the disability
mentioned in the certificate and decide fitness to undergo the rigors of medical education.
c) The Physically Challenged candidates with locomotar disorder of lower limbs between
40% to 70% are only eligible under the Physically Handicapped quota.
NOTE: The guidelines of Govt. of India and regulations of Medical Council of India
shall be observed in making admissions of differently abled (Physically
Handicapped) candidates, according to which the Physically Handicapped
candidates with locomotary disorder of lower limbs between 50% to 70% will
be considered first and remaining unfilled, candidates with 40% to 50% will be
considered.

d) Candidates with the following defects shall not be considered for selection under this
category:
1) Mentally retard; 2) Blindness;
3) Deaf and Dumb; 4) Chronic Heart, Lung, Kidney and Liver Diseases
and 5) Muscular Distrophies.
e) Once the Physical disability is confirmed, merit in EAMCET-2013 is to be taken into
consideration for allotment of seat.

The gradation and guidelines for these categories are given as Appendix III as per
G.O.Ms.No.254, HM & FW (E1) Department, dt. 28-4-1993 and as amended from time to time
by the Government of Andhra Pradesh. The gradation and guidelines for sports and games
category as ordered by the Government are given at Sl.No.2 of Appendix III.

Note: The candidates claiming reservation benefits under the above categories shall
produce original documents in support of their claim to the Committee for Admissions
and the committee shall be entitled to refer the original documents of the candidates
claiming reservation for scrutiny and confirmation to the following authorities:

(i) NCC - To the Director of NCC, Andhra Pradesh.
(ii) Sports and Games - To the Vice-Chairman and Managing Director, Sports Authority
of Andhra Pradesh (SAAP)/Sports authority of India.
(iii) Physically Challenged - To the Medical Board Constituted by the Competent Authority.
(iv) CAP - To the Director, Sainik Welfare Department, Andhra Pradesh.
(V) Police Martyrs Children - By the competent authority.
(PMC)

The Reservation for Special categories mentioned above i.e., regulation 7.2.1 and 7.3
shall be provided on the basis of compartmentalized horizontal reservation for each
category of OC,BC,SC and STs as per the G.O.Ms.No.231, Health Medical and Family
Welfare (E1) Department, dated11-07-2011.

7.4 RESERVATION FOR WOMEN CANDIDATES:
33 1/3% of seats in statewide institutions and in each local area are guaranteed for
women candidates in each category i.e., Open Competition, Scheduled Castes,
Scheduled Tribe, Backward Classes Groups A, B, C, D & E, Army quota and other
reservations. This regulation of guarantee shall not be applicable if women
candidates selected on merit in each category form 33 1/3% or more of the seats
therein. When the number of women candidates falls short of this percentage, it
would be made up by replacing the last selected male candidates by women
candidates in that category.

7.5 RESERVATION FOR ANGLO-INDIAN COMMUNITY:
One seat shall be reserved in MBBS Course for Anglo-Indians at Siddhartha
Medical College, Vijayawada as per G.O.Ms.No. 183, HM&FW (E1) Department,
dated. 30-06-2004. One seat shall be reserved in BDS Course for Anglo-Indians at
Govt. Dental College & Hospital, Hyderabad. The candidate shall produce
certificate in support of his / her claim in the prescribed proforma issued by M.R.O.
subject to scrutiny and confirmation by the Secretary, Dept. of Minority Welfare,
Govt. of Andhra Pradesh.

7.6 RESERVATION FOR LOCAL CANDIDATES:

7.6.1 85% of the seats in each local area in each college will be reserved for local
candidates. Remaining 15% unreserved seats will be filled by applicants as
defined in 7.14.
7.6.2 In respect of statewide institutions, admission to the 85% of seats reserved for
local candidates, shall be reserved in favour of Andhra & Nagarjuna University
Area, Osmania & Kakatiya University Area and Sri Venkateswara University Area
in the ratio of 42:36:22 respectively as per the rule. Remaining 15% unreserved
seats will be filled by applicants as defined in 7.14. The Procedure indication in
annexure III to IV of G.O.P No.646 Education(E2) Dept. dt 10.07.79 as amended
in G.O.Ms.No.42, Higher Education (EC2) Dept., dated 18-05-2009 will be
followed.

DEFINITION OF LOCAL AREAS AND LOCAL CANDIDATES
7.7 LOCAL AREA:
7.7.1 The part of the State comprising the Districts of Srikakulam, Vizianagaram,
Visakhapatnam, East Godavari, West Godavari, Krishna, Guntur and Prakasam
shall be regarded as Andhra University and the Nagarjuna University area.
7.7.2 The part of the State comprising the Districts of Adilabad, Hyderabad (including the
twin cities) Rangareddy, Karimnagar, Khammam, Medak, Mahaboobnagar,
Nalgonda, Nizamabad and Warangal shall be regarded as the Osmania University
and the Kakatiya University area.
7.7.3 The part of the State comprising the Districts of Anantapur, Kurnool, Chittoor,
Cuddapah and Nellore shall be regarded as Sri Venkateswara University area.
7.7.4 A candidate seeking admission to MBBS course in Siddhartha Medical College,
Vijayawada or BDS Course in the Government Dental Colleges shall be regarded
as local candidates in relation to local area as in Regulation 7.9.1 to 7.9.3.

7.8 LOCAL CANDIDATES:
A candidate for admission shall be regarded as local candidate in relation to a
local area.
7.8.1 If he / she has studied in an educational institution or educational institutions in
such local area for a period of not less than four consecutive academic years
ending with the academic year in which he/she appeared or as the case may be
first appeared in the relevant qualifying examination
or
7.8.2 Where, during the whole or any part of the four consecutive academic years
ending with the academic year in which he/she appeared or as the case may be
first appeared for the relevant qualifying examination, if he / she has not studied
in any educational institution, if he / she has resided in that local area for a
period of not less than four years immediately preceding the commencement of
the relevant qualifying examination in which he / she appeared or as the case
may be first appeared, then he / she becomes a local candidate.
7.9 A candidate for admission to the course who is not regarded as a local candidate
under sub regulation 7.8 above in relation to any local area shall:

7.9.1 If he / she has studied in an educational institution in the state for a period of not
less than seven consecutive academic years ending with the academic year in
which he / she appeared or as the case may be first appeared for the relevant
qualifying examination be regarded as a local candidate in relation to:

i) Such local area where he / she has studied for the maximum period out of the
said period of seven years;
or
ii)Where the period of his/her study in two or more local areas are equal, such
local area where he / she studied last in such equal periods;
or

7.9.2 If during the whole or any part of the seven consecutive academic years ending
with the academic year in which he / she appeared or as the case may be first
appeared for the relevant qualifying examination, he / she had not studied in the
educational institutions in any local area, but has resided in the state during the
whole of said period of seven years, be regarded as a local candidate in relation
to:

i) Such local area where he / she has resided for the maximum period out of he
said period of seven years;
or
ii) Where the periods of his / her residence in two or more local areas are equal,
such local area where he/she resided last in such equal periods.

Explanations: For the purpose of this sub-regulation:

i) "Educational Institutions" means a College, a School imparting education upto and
inclusive of tenth class, or other institutions by whatever name called whether
managed by Government, Private body, local authority or University and carrying on
the activity of imparting education there in whether technical or otherwise and
includes a Polytechnic, Industrial Training Institute and a Teachers Training Institute
but does not include a Tutorial Institution.
ii) Relevant qualifying examination for admission to MBBS and BDS courses of study
means a pass in the examination which is the minimum educational qualification for
admission to such course of study.

NOTE: The relevant qualifying examination for admission to MBBS and BDS Courses
being Intermediate or its equivalent examination, the question whether a
candidate is a local candidate or not will be determined with reference to his / her
first appearance in the Intermediate examination or equivalent examination even
in the case of an applicant possessing B.Sc., or M.Sc., Degree.
iii) a) In reckoning the consecutive academic years during which a candidate has
studied, any period of interruption of his / her study by reasons of his / her
failure to pass any examination, and
b) Any period of his / her study in a Statewide University or a Statewide
educational institution shall be disregarded.
iv) The question whether any candidate for admission to any course of study has
resided in any local area shall be determined with reference to the places where
the candidate actually resided and not with reference to the residence of his/her
parent or guardian.

7.10 While determining the number of seats to be reserved in favour of local candidate
under regulation 7.8.1 and 7.8.2, any fraction of a seat shall be counted as one
provided that there shall be atleast one unreserved seat.

7.11 If a local candidate in respect of a local area is not available to fill any seat reserved
or allocated in favour of local candidate in respect of that local area, such seat shall
be filled as if it has not been reserved.
7.12.1 Applicants who claim to be local candidates with reference to regulation 7.8.1 shall
produce evidence in the form of study certificate / certificates issued by the heads of
educational institution / institutions concerned, indicating the details of the year or
years in which the candidate has studied in educational institutions in such local
area for a period of not less than four consecutive academic years ending with the
academic years in which he / she appeared, or as the case may be, first appeared
for the Intermediate examination or its equivalent. Those who do not qualify as local
candidates under sub regulation 7.8.1 but claim to qualify by virtue of residence
under regulation 7.8.2 shall produce a certificate issued by an officer of the
Revenue Department not below the rank of Mandal Revenue Officer in the form
Annexed in G.O.Ms.No.628. Education dated the 25th July 1974 (proformed can be
downloaded).

7.13.1 Applicants who claim to be local Candidates under 7.9 shall produce evidence in the
form of study certificate issued by the heads of the Educational Institution /
Institutions concerned indicating the details of the year or years in which the
candidate has studied in the respective educational Institutions for a period of not
less than seven consecutive academic years ending with the academic year in
which he / she appeared, or as the case may be first appeared for the Intermediate
Examination or its equivalent. Those who do not qualify as local candidate under
the regulation 7.9 but claim to qualify by virtue of residence under regulation 7.9.2
shall produce a certificate of residence issued by an officer of the Revenue
Department not below the rank of Mandal Revenue Officer in the form similar to that
Annexed to G.O.Ms.No.628, Education, dated 25th July 1974 with necessary
modifications (proformed can be downloaded).

7.14 The following categories of candidates are eligible to apply for admission to the
15% unreserved seats.

7.14.1 All candidates defined under Regulation 7.8 and 7.9 (Study Certificate / Residence
Certificates should be enclosed.)

7.14.2 Candidates, who have resided in the state for a total period of ten years excluding
periods of study outside the state or whose parents have resided in the state for a
total period of ten years excluding periods of employment outside the state
(Certificate stating that candidate / parent has resided for a period of 10 years
indicating the duration of period of Residence, from Revenue Official not below the
rank of Mandal Revenue Officer from where the candidate is claiming eligibility
should be enclosed.)

7.14.3 Candidates who are children of parents who are in the employment of this state or
Central Government, Public Sector Corporations, local bodies, Universities and
other similar quasi public institutions within the state (Certificate from the Head of
the Institution / Department should be enclosed stating that the parent of the
candidate is in service as on the date of application.)

7.14.4 Candidates who are spouses of those in employment of this State or Central
Government, Public Sector Corporations, Local bodies, Universities and
educational institutions recognised by the Government, a University or other
competent authority and similar other quasi government institutions within the
State. (Candidate has to submit the proof as a spouse, Certificate from the Head of
the Institution / Department of the spouse should be enclosed.)

8. ELIGIBILITY :

8.1 Nationality and Domicile: The candidate should be Indian Nationals or Persons of Indian
Origin (PIO) / Overseas Citizens of India (OCI) Card Holders should satisfy the Local or Non-
local status in Andhra Pradesh (Residence requirement) as laid down in Andhra Pradesh
Education Institutions (Regulations of Admissions) Order, 1974 and the selection will be done as
per the procedure laid down in the G.O.P.No.646, dated 10.07.1979 as amended in
G.O.Ms.No.42, Higher Education (EC2) Department, dated 18.05.2009.

8.2 Educational Qualifications: The candidates should have passed two years
Intermediate (10+2 pattern) or equivalent examination with Physics, Chemistry, Biology
(Botany, Zoology) / Bio-technology and English individually and must have obtained
not less than 50% marks taken together in Physics, Chemistry, Biology (Botany and
Zoology) / Bio-technology. In respect of the candidates belonging to Scheduled Caste
and Scheduled Tribes and the Backward Classes the marks obtained shall be a
minimum of 40% marks taken together in Physics, Chemistry, Biology (Botany, Zoology)
/ Bio-technology. As per G.O.Ms. No.195 & 197, HM & FW (E1) Department,
dt.07.07.2011, and as per MCI guide lines the OC-PH candidates shall have obtained
not less than 45% marks taken together in Physics, Chemistry Biology (Botany,
Zoology) / Bio-technology.

8.3 Candidates should have qualified at EAMCET-2013 and shall secure not less than 50%
of marks (for BC, SC and ST candidates 40%) taken together in Physics, Chemistry,
Biology (Botany, Zoology) / Bio-technology are eligible for admission into MBBS and
BDS courses and they fulfill other relevant conditions laid down in these regulations as
per MCI guide lines OC PH candidates shall secure not less than 45% of marks


NOTE: Candidates possessing qualification of the University / Board or an institution outside
the State should enclose a Eligibility / Equivalence certificate from the Board of
Intermediate Education of Andhra Pradesh, Hyderabad to the effect that the
qualification possessed is equivalent to or higher than Intermediate examination
conducted by the Board of Intermediate of Andhra Pradesh

8.4 Age: Minimum age: Should have completed the age of 17 years by 31

December, 2013.

NOTE: 1. A person born on 1

2. Age shall be calculated on the basis of date of birth as indicated in the
Secondary School Certificate examination or equivalent examination.

9. MERIT LISTS:
9.1 The counseling will be conducted basing upon the Rank obtained in EAMCET 2013.
9.2 In case of same rank being obtained by more than one candidate, the marks obtained in
Physics, Chemistry, Botany and Zoology in the qualifying examination shall be
reckoned.
9.3 In case of a further tie, the older candidate shall be given the higher place in the merit
list.

10. ALLOTMENT OF SEATS:
10.1 Government Professional Institutions for admission into Medical and Dental courses
seats shall be filled up through counseling by the Competent Authority as per
Merit/ranking following rules of reservation from the students who have qualified in
EAMCET-2013.
10.2 Unaided Professional Institutions in Private Medical and Dental colleges. The seats
shall be filled in each Un-aided Non-Minority Professional Institution under these rules,
for Admission of Candidates shall be classified as (G.O.Ms.No.136, HM&FW (E1)
Department, dated 30-04-2007) as amended in G.O.Ms.No.140, HM & FW (E1)
Dept., dated 04-07-2009.
10.2.1 Category A Seats (50% of the sanctioned in take of the Seats) -
The seats shall be filled through counseling by the Committee for Admissions
appointed by the Competent Authority as per merit from the candidates who have
qualified at the common entrance test, EAMCET-2013 and following the rules of
reservation.
10.2.2 Category - B (10% of the sanctioned intake of the seats)
The seats shall be filled through counseling by the Committee for Admissions
appointed by the Competent Authority as per merit from the candidates who have
qualified at the common entrance test, EAMCET-2013 amended in G.O.Ms.No.141,
HM & FW (E1) Dept., dated 04-07-2009 and G.O.M.S.No .144 HM&FW (E1) Dept.
Dated 15-07-2009 following the rules of reservation.

11. One year Compulsory Rural Service: As per G.O.Ms. No. 166, HM & FW (E1) Dept., dated
20.07.2010.The Compulsory Rural Medical/ Dental service for MBBS / BDS candidates
admitted from the academic year 2010-11 onwards shall be for a period of one year,
immediately following the successful completion of the MBBS / BDS including the completion
of house surgency. The candidates shall be called as junior residence during the period of
one year of rural service.

(i) On successful completion of the one year rural Medical / Dental Service, the candidate will
be eligible for a permanent registration with AP Medical Council.

(ii) The consolidated remuneration @ 150 % of the stipend payable to house surgeon in 2015
for Junior residents regarding compulsory rural Medial / Dental service in the rural areas
and 175% of the stipend payable to house surgeons in 2015 for junior residents rendering
compulsory rural Medial / Dental service in the tribal areas shall be paid.

(iii) Junior residency shall be posted to work for one year in the public health centers,
community health centers in various districts, following a transparent system of seeking
five options and making the allotments strictly based on the merit at the MBBS/ BDS
examination.

(iv)The Administrative supervision for the candidates shall be with the district health
administration and the academic supervision over the candidates shall be responsibility of
the college from where the candidates as graduated. To the extent feasible, the academic
supervision shall be conducted through online system so as to minimize the work load on
the colleges.

12. JOINING TIME: The selected candidates shall join the college within the specified date. If any
candidate fails to report to the Principal on or before the date specified by the University at the
time of counseling the provisional admission granted shall be cancelled automatically without
any further notice and no further claims will be entertained under any circumstances.

13.1 COUNSELING FEE (Non-Refundable): All the candidates who attend the counseling have to
pay an amount of Rs.500/- for OC/BC and Rs.300/- for SC/ST as counseling fee at the
reception counter of the counseling center irrespective of their selection/admission. The
counseling fee receipt can be produced in subsequent counselings for entry into the
counseling center. If the candidate fails to produce the receipt in subsequent counseling,
he/she shall pay the counseling fee again.

13.2 UNIVERSITY FEE: The University fee for admission into Government / Private Unaided

selection, or to admit or cancel the admission before the closure of admissions. Selections
shall not be questioned after closure of admissions.

16. POWERS OF THE PRINCIPAL:
Not withstanding any thing contained in the these regulations, the Principal of the College
may at any time either suomoto or on an application made by any person, after due and
proper enquiry, if satisfied that the candidate has furnished incorrect information or
enclosed false certificates or fraudulently obtained admission, may for the reason to be
recorded in writing by order cancel his admission, provided that no such admission shall
be cancelled without giving a reasonable opportunity of showing cause as to why his / her
admission should not be cancelled.

17. POWERS OF THE Dr. NTR UNIVERSITY OF HEALTH SCIENCES:
The Dr. NTR University of Health Sciences, may either suomoto or on an application made
to them, call for and examine the records relating to any selection or admission or
cancellation there of in respect of the admission made by the concerned authority, for the
purpose of satisfying themselves as to the correctness of legality or propriety of such
selection or cancellation and pass such order in relation there to as they deem fit including
cancellation of the selection already published or admission already made, provided that
the University may, before canceling such selection or admission, give an opportunity to
the authority and to the person affected to show cause against such cancellation.

18. THE REGULATIONS FOR RE-ADMISSION AFTER BREAK OF STUDY FOR ALL THE
UNDER GRADUATE AND POST GRADUATE DEGREE / DIPLOMA COURSE IN
MEDICAL, DENTAL, INDIAN MEDICINE AND HOMIEOPATHY AND ALLIED HEALTH
SCIENCE COURSES OFFERED BY Dr. NTR UNIVERSITY OF HEALTH SCIENCES,
VIJAYAWADA.

The regulation is subject to modification by the Standing Academic Board from time to time.
18. 1. DEFINITIONS:
i) Break of study means any absence more than 90 days during the course of study.
ii) 3 months for this purpose is a period of 90 days (ninety days) to be recorded from
the date of absence irrespective of the number of days in one calendar month.
iii) For all practical purpose only two types of break of study is allowed.
a) Less than 3 months of break (as per definitions)
b) More than 3 months of break but less than the twice the number of years of
study of a particular course.

Ex: For MBBS/BDS twice the number of years of study is 9 years.

For B.Sc(Nursing) / Physiotherapy 8 years.
iv. If the candidate is on Break study for two spells in an academic year of a particular
course the candidate is deemed to have been discharged from the course of study.
One cannot apply for condonation of the break.

v. Only two spells of break of study for the entire duration of the course is permitted.
During second spell of break of study even if the break up study is less than 90
days, permission must be obtained from the university and that spell of Break shall
also be counted as second spell of break.

vi. For less than three months of break, the Principal/ Dean of the college can permit to
rejoin to the course under intimation to the university.

vii. If the break up study is more than three months the candidate has to apply to the
university through the Dean/Principal of the college. The University can give
permission to the candidate to complete the course within twice the years of the
study of the particular course.

Example 1: A B.Sc Nursing student discontinues after 2 years of study and wants to join the
course after 2 years of absence from study may be permitted to rejoin the course since the
candidate has 2 years of study to complete. If the candidate discontinues the course after 2
years of the study and wants to continue after 5 years of absence the candidate will not be
permitted to continue the course since student will be finishing only after twice the number of
years of the course ( 2 years of study + 5 years of absence + remaining 2 years of the study
makes the student study for 9 years whereas according to the regulation students should not
exceed twice the number of years of study in 8 years.)

Example 2: A MBBS. Student discontinue after 3 years of study want to join the course after
3 years of absence from study may be permitted to join the course since the candidate have 1.5
year of study to complete . If the candidate discontinue the course after the 3 years of the study
wants to continue after 5 years absence, the candidate will not be permitted to continue the
course since will be finishing only after twice the number of years of the course.

18. 2. UNDER GRADUATE DEGREE COURSES IN MEDICINE, /DENTAL, INDIAN MEDICINE
& HOMOEOPATHY AND ALLIED HEALTH SCIENCE COURSES.
In the Regulation under the heading PROCEDURE FOR REJOINING into the course shall be
as follows:
(i) The candidate having a break of study for more than three months but less than twice
years of the course shall apply for rejoining the course in the prescribed form by
remitting the stipulated fee for condonation of Break of Study to the University.

Request to readmission: - Specific remarks of the Principal about the absence period
with an undertaking from the student that he/she is not involved in criminal cases during
the absence period during the absence period

If any candidate is permitted by the Dean / Principal of the college concerned without
the prior permission from this university, to rejoin the course after the break of study the
period of such study shall not be considered as a recognized study and the candidate
shall not be permitted to write the university examination based on such study period.

When the candidate is readmitted into the course and shall after fulfillment of the
Regulations of this university to the course concerned be admitted to the examinations.

ii) The period of break of study of the candidate for rejoining the course shall be calculated from
the date of first discontinuance of the course.

iii) All the under Graduate students have to execute a declaration at the time of registration
which this University in this regard in the prescribed form.

19. VACATION: The vacation for the students is 30 days per academic year. The vacation
should be declared by the Principal in phased manner at the discretion of the Principal
taking into consideration two weeks of summer vacation and remaining period for religious
festivals.

ANTI RAGING ACT :
(An act of prohibition of ragging in all educational institutions in the state of Andhra
Pradesh)
ABSTRACT of G.O.Ms.No.67, Higher Education (EC) Department, dated 31.08.2002

1. Short Title: These rules may be called the Andhra Pradesh prohibition of ragging
in all educational institutions rules -2002
2. Definitions: In these rules unless the context other requires :-
(a) Act includes words either spoken or written or signs are sounds are gestures are
visible representation.
(b) Education Institutions ,means and include a college or other institution by
what ever name called, caring on the activity or imparting education therein
(c) (either exclusively or among other activities) and includes an orphanage or
boarding home or hostel or tutorial institution or other premises attached
thereto .
(d) Government means the state Government of Andhra Pradesh.
(e) Notification means notification published in Andhra Pradesh gazetted and the
worknotified shall be construed accordingly.
(f) Ragging means doing an act which causes or is likely to cause insult or
annoyance of fear or apprehension or threat of intimidation or outrange if modesty or
injury to a student;
(g) Student means a person who is admitted into an education institution and whose
name is and lawfully borne on the attendance register thereof. All words and
expression used but not defined as these rules have meaning assigned to them
under AP Education Act, 1982 or Indian penal code 1860 as the case may be.
3. Prohibition of ranging:-
(a) Ragging is prohibited within are out side of any educational Institution in the state.
(b) the principal/ Head of the institution shall obtain an undertaking in writing from the
students /parents at the time of admission, that the shall not resort to ragging inside or
outside the institution.
(c) Full publicity should be given to the punishment for ragging through open circulars,
suitable posters, colleges and hostel premises etc., by the principal/ Head of the
Institutions.
(d) the principal/ Head of the institution shall constitute anti ragging squads involving
teachers and students to prevent ragging.
(e) the Head of the institution shall large a criminal case against students resorted to
ragging for taking action as mentioned in Andhra Pradesh Prohibition of Ragging Act,
1997 ( AP Act No. 26 of 1997)
Certain of the guide lines to prevent ragging in educational institution all illustrated in the
annexure to these rules.
4. Responsibility of the head of the Institution:
(1) at the commencement of the academic session, the institutions should constitute
proctorial committee consisting of senior facility members and hostel authorities like the
warden and a few responsible senior students.
(I) To keep 3 continuous watch and vigil over ragging so as to prevent its occurrence and
recurrence
(ii) To promptly deal the incidents of ragging brought to its notice and summarily punish
the guilty either by it self or by putting forth its finding / Recommendation /
Suggestions before the authority competent to take decision. All vulnerable location
shall be identified and specially watched.
(2) The local community and the students in particular must be made aware of
dehumanizing effect of ragging inherent in its perversity. Posters, notice boards and
sign-boards- wherever necessary, may be used for the purpose.
(3) Failure to prevent ragging shall be construed as an act of negligence in maintaining
discipline in the institution on the part of the management, the principal and the persons
in authority of the institution. Similar responsibility shall be liable to be fixed on hostel
wardens/ Superintendents.
(4) Whenever any student complains of ragging to the head of the Educational institution
such head or manger shall enquire into the same for with and if the complaint is prima
facie found true, shall suspend the student or students complained against for such
period as may be deemed necessary,
(5) The decision of the head of the institution or the person responsible for the Management
of the educational institution is final.
(6) If an institution fails to curb ragging. The person responsible for the management of the
educational institution is final such time as achieves the same. The University shall
consider disaffiliating a college or institutions failing to curb ragging. All Universities shall
bring these guidelines to the notice of all educational institutions under their control and
jurisdiction. Publicity also be given by issuing press notes in public interest by
University.

(5) PENALTY FOR RAGGING:

(1) Whoever with the intention of causing ragging or with the knowledge that he is likely by
such act to cause ragging. Commits or a ragging shall be punishable as per Andhra
Pradesh Prohibition of Ragging Act, 1997 ( Act 26 of 1997)
(2) The students convicted of an offence under section 4 of Andhra Pradesh Prohibition
Act, (Act 26 of 1997) and punished imprisonment for a term shall be dismissed from the
educational institution.
(3) The student convicted of an offence under section 4 of Andhra Pradesh prohibition of
Ragging Act, 1997, and punished imprisonment for a term to more than six months shall
no be admitted in any other educational institution.
(4) Any student dismissed from a college for ragging should be debarred from seeking
admission in any other course of study in college/University located in the state.
(5) Incase of the students who involved in ragging, there shall be an embossment on his
marks cards and other academic certificate bold letters which cannot be obliterated that
he had indulged in-ragging and had conduced himself in a manner unbecoming.

INSTRUCTIONS TO CANDIDATES ABOUT THE STAGES OF COUNSELING FOR MBBS & BDS
COURSES
Selection of a seat by a candidate and admission there afterwards involves the following
stages:
[A POWERFUL COMPUTER SYSTEM CONTROLS ALL THE ACTIVITIES
SIMULTANEOUSLY, EFFICIENTLY AND EFFECTIVELY DURING THE SELECTION OF A
SEAT BY THE CANDIDATE].
(a) Registration of the candidates - All the Candidates are informed to register at the registration
counter when their Rank numbers are called. If a candidate fails to register, he / she will not be
allowed for selection of a seat.
(b) Verification of the original documents - The candidate after registration has to submit all the
Original Certificates for verification of their all original certificates for confirmation of their Name,
Rank Number, Hall Ticket Number, University Area, Sex etc.,. A receipt will be issued for the
Certificates submitted by the candidate. The Certificates will be sent to the Principal of the
College to which the candidate is selected and allotted.
The reserved category candidates i.e. BCs / SCs / STs will go for verification of their social status
after verification of other original certificates. Other than BC / SC / ST candidates will enter into
the Counseling Hall directly without going the social status verification. A candidate registered
shall not leave the Counseling hall until he / she completes the process of selection.
If the candidate fails to submit the certificates for verification, the candidate will not be permitted
for selection of a seat.
(c) All the reserved Category Candidates i.e., BCs, SCs & STs have to get verified their social status
by the officers of the respective Departmental officers present at the counseling hall. The
Candidates are informed to get their certificates verified in the order of Merit when their Rank
Number is called. The Candidates have to bring the original certificate and two sets of Xerox
copies as mentioned in the Regulations.
The SC and ST Candidates shall submit the Income Certificate issued by the competent authority.

If the Social status claim of the candidate is rejected by the officers concerned such candidates
will not be considered for selection against the seats reserved for that category. If the caste of the
Candidate is not confirmed and kept pending for enquiry by the Departmental Officers the seat is
kept pending. Such candidate will be directed to produce the social status clearance certificate
issued by the respective District Collectors as per rules. After verification of the social status the
reserved category candidates will enter into the counseling Hall.
(d) The Candidates waiting in the counseling Hall will be called Rank wise for counseling where the
available seats in MBBS and BDS Courses will be displayed.
(e) The Candidate will choose a seat of his / her choice in the available seats at his / her turn as per
rules and eligibility. The Candidate has to enter the course and the college that he / she has opted
in the option form and he/she has to sign the option form. The Parent /Guardian has to confirm
the selection of the seat by his / her Son / Daughter / ward and he / she has to sign the option
form.
(f) After choosing the seat the candidate has to pay the fee payable to the College and to the
University in the form of Demand Draft drawn on any Nationalized Bank in favour of Registrar, Dr.
NTR University of Health Sciences payable at Vijayawada.
(g) After payment of the Fees the candidate will be issued the Provisional Selection/Allotment letter.
(h) In case of candidates whose social status is kept pending for enquiry, after choosing the seat, the
candidate will be issued a Memo to produce social status clearance certificate.
(i) The SC / ST candidates selected into the seats in Govt. colleges, A category and B category
seats in private unaided non-minority colleges are eligible for reimbursement of tuition fee only
whose parental income is less than Rs.2,00,000/- (Rupees two lakhs only) per annum as per
rules. BC / EBC/ Physically Challenged candidates selected into the seats in Govt. colleges and
A category seats in private unaided non-minority colleges are eligible for reimbursement of tuition
fee whose parental income is less than Rs.1,00,000/- (Rupees one lakh only) per annum.
(j) No fee exemption is allowed for (1) BC/PH candidates (2) OC-PH candidates selected under
B category seats.

APPENDIX - I
Ragging:

The parents have to give an undertaking (as per judgment of Honble High court, A.P.) in
form 6 that in the event of their Son/Daughter committing or indulging in the act of ragging, they
would also be liable for punishment along with their ward.

APPENDIX - III
GUIDELINES FOR ALLOTMENT OF SEATS IN U.G. COURSES UNDER THE CATEGORIES OF
SPORTS & GAMES, N.C.C., PHYSICALLY CHALLENGED (PH) AND POLICE MARTYRS
CHILDREN (PMC).
1. NCC :
As per G.O.Ms.No.141, HM & FW (E1) Dept., dated 07-07-2012 the percentage of
reservation under NCC category is 1% for admission into undergraduate Medical and
Dental Courses.

Candidates qualified at EAMCET-2013 and distinguished those in NCC shall be considered
in this category in the order of preference indicated below:
Priority - I: NCC Cadets participating at International level selected for the youth Exchange
Programme. (Priority within selected students will be given in order of seniority of
certificates i.e.., C, B and A Certificate Holders).
Priority - II: NCC cadets participating at National Level in the following order of priority:
(i) Republic Day Camp at New Delhi.
(ii) All India Thal Sainik Camp / Nav Sainik Camp / Vayu Sainik Camp for Republic day
Banner Competition.
(iii) National Integration camp at Andman & Nicobar Islands.
(iv) Participants of Para Jumps / Skydiving / Mountaineering at National level / Medal
Winners at National level shooting Competition with National Rifle Association / Award
Winner in NCC Games at National Level.
(Priority within selected students in each category will be given in order of Seniority of
certificates., i.e.., C, B and A certificates holders). Priority shall be considered to C
certificate holders over the B certificate holders only if it is obtained prior to appearing in
the qualifying examination as per G.O.Ms. No. 152, HM & FW (E1) Dept., dated
21.07.2009.
Priority - III : The priority in descending order will be as follows :-
(i) Participants at Republic Day Parade at State Level.
(ii) Participants at Independence Day Parade at State Level.
(iii) C, B and A certificates Holders.
(Priority within selected students in each category will be given in order of Seniority of
certificates, i.e.., C, B and A certificates).
NOTE:
1. Priority will be considered in C, B and A Certificates only attained prior to appearing in
the qualifying exam.
2. The NCC Directorate AP shall be responsible to draw a merit list in respect of NCC Cadets
seeking admission under NCC quota for all categories.
3. In case of a tie, EAMCET merit will be the deciding factor for position in the Merit List under
NCC Category.
4. Only NCC Certificates issued by NCC authorities shall be valid.
2. SPORTS AND GAMES :

In G.O.Ms.No.10 and 11, dt. 15-07-2008 as amended from time to time the list of games,
disciplines & priorities of ranks enclosed as the said annexure-I & annexure-II to order shall be
followed for admission of eligible sportspersons under sports quota through Common Entrance
Tests into all Professional courses in the State by Admission Authorities concerned from the
academic year 2006-07 onwards. However, in the course of admissions;

a) Preference should be given to the performance and participation in individual disciplines
over team disciplines within a priority.
b) Date of Birth should be tallied proportionately to the category of age group vis-a-vis the
concerned sport. The date of birth certificate issued by the Board of Secondary Education
/ Similar Boards of Central / State Governments only shall be entertained as proof of age
c) Admission shall be given to the candidates on their current sports performance, which will
be to maximum of 3 years
d) The sports qualification, acquired between the period from the 10th / Inter / Diploma /
Degree Examination, as the case may be, and the respective Common Entrance Test,
shall also be taken into consideration for extending sports quota to meritorious sports
persons, subject to the maximum period mentioned at provision (c) above;
e) Representation in the approved games and sports after qualifying at relevant Common
Entrance Test shall not be considered;
f) In case of a tie between two or more candidates, for the sports quota reservation for the
same seat, rank at Common Entrance Test will prevail;
g) No preference shall be given to the candidates having represented more than once in the
same game or sport.

The priority will be decided based on the highest entitlement from among the priorities
admissible to a particular candidate based on his / her representation in different games /
sports and
h) The decision of Sports Authority of Andhra Pradesh is final and for scrutiny of claims by
Sports Authority of Andhra Pradesh, the candidates shall submit information as called for
in the format prescribed by Sports Authority.

3. PHYSICALLY CHALLENGED:
a) The candidate seeking the benefit of reservation should present him/herself before a Medical
Board comprising of at least one Expert/Specialist from the speciality of Orthopaedics of
State Medical Board and obtain a valid disability certificate from the Medical Board having
been issued within Six months prior to presenting his application for seeking admission in any
medical course by claiming the benefit of reservation.
b) The Physically Challenged candidates with locomotar disorder of lower limbs between
40% to 70% are only eligible under the Physically Handicapped quota.

NOTE: The guidelines of Govt. of India and regulations of Medical Council of India shall
be observed in making admissions of differently abide (Physically Handicapped)
candidates, according to which the Physically Handicapped candidates with
locomotary disorder of lower limbs between 50% to 70% will be considered first
and remaining unfilled, candidates with 40% to 50% will be considered.

c) Medical Board to be constituted for scrutinising the applications, and the candidates should
appear in person before the medical board. The Medical Board should confirm the disability
mentioned in the certificate and decide fitness to undergo the rigours of medical education.
Candidates with the following defects shall not be considered for selection under this
category:
1) Mentally retard; 2) Blindness;
3) Deaf and Dumb; 4) Chronic Heart, Lung, Kidney and Liver Diseases
and 5)Muscular Distrophies.
d) Once the Physical disability is confirmed, merit in EAMCET - 2013 is to be taken into
consideration for allotment of seat.

4. POLICE MARTYRS CHILDREN (PMC):-
As per G.O.Ms.No. 106, HM & FW (E1) Dept., dated 16-07-2013, Police Martyrs Children
(PMC) i.e. Children of Police personnel who died in extremist / terrorist violence, subject to
production of documentary evidence in support of their claim and subject to confirmation by the
competent authority.
