Buckley Annex controversy spawns
Lowry United Neighbors

Spanning some 72 acres between
Monaco and Quebec, First and
Bayaud, plans to redevelop the area
adjacent to Lowry known as the
Buckley Annex have stalled under
public pressure for more responsible
development. The annex is currently
to a Department of Defense account-
ing facility.
Still owned by the Air Force, the
Buckley Annex parcel will be sold to
an unnamed developer late in 2008
or early in 2009, for an amount that
has never been disclosed. In a bid to
make the parcel more attractive for
development, original plans for the
site included twelve-story, 180-foot
buildings. After round condemna-
tion from neighbors of the site and
demands that the site be developed
within the widely-acclaimed Lowry
redevelopment guidelines, new plans
were presented with four 100-foot
high seven-story buildings and two
90-foot high six story-buildings.

degraded it, merchants face a mixed
bag. As many people appear to be visit-
ing the district as ever, and yet sales for
some are down - even as rents continue
to increase.

This reduction in size and scale did
little to quite neighborhood concerns -
and Crestmoor neighbors overwhelm-
ingly voted against the condo towers.
At the public hearing, more than 300
neighbors filled the gymnasium at
Montclair Academy, and around 35
of them spoke at the meeting’s close -
mostly against the proposal.
Lowry residents are already angry
that development of the Buckley
Annex will not be conducted under
the same redevelopment process and
design standards as the rest of Lowry,
and are concerned that the proposed
project will increase Lowry’s conges-
tion, noise, and pollution, block the
area’s mountain view, and detract
from the award-winning standards of
the rest of Lowry.
The Department of Defense is
using the LRA to oversee the devel-
opment the parcel, but has not for-
mally conveyed title to the authority
- nor is it expected to. That absence

An Oil Story

The story of oil has been the story of America
since the Second World War. Cheap fuel and the
availability of the automobile has transformed
America into a land of sprawling suburbs, large
homes, and long commutes. Oil has literally pow-
ered American lifestyles and culture in a way that
no other single factor has.
The cost of oil has nearly doubled since last
year.
Oil production world wide has been essentially
flat since January 2005, hovering between 83 and 85
million barrels a day.
Since 2002, the price of oil has increased nearly
five times. The dollar has fallen 50% versus the euro
in the period, and now is at a 20-year low.
Global demand for oil has not slackened in the
face of ever-higher prices.
And while the amount of energy used per unit of
Gross Domestic Product (GDP) has improved in the
United States (meaning that we are more economi-
cally productive and efficient for the energy we use),
it is difficult to imagine our economy not being lim-
ited in some respect by limited sources of energy.
The former head of Saudi oil production, Sadad
Al-Husseini, and Texas oil billionaire T. Boone
Pickens, both stated in November that they believed
that world oil production has peaked, essentially
that, globally, the world will never produce more oil
than it does today.
And that doesn’t even begin to touch upon the
realities of climate change.
While many economists believe that oil price
shocks have been partially decoupled from overall
economic growth-- especially when there are not
big disruptions in the supply, every recession in the
United States since World War II has been preceded
by a run-up in the cost of oil.
A study from the French Institute of Petroleum
by Lescaroux suggested that a ten dollar increase
in the price of oil causes a drop from .5% to
5.5% in American gross domestic product (GDP).
Assuming that GDP growth in 2007 hovers around
3%, Lescaroux’s math would likely put us in a fairly
deep recession next year.
Al-Husseini believes that new oil will not match
declining production in oilfields currently in pro-
duction. He goes further— stating that many of
the world’s oil reserves are fiction, “not available
for production.” Projecting a base oil price of $166
a barrel in 2015, Al-Husseini is not bullish upon a
future of evermore oil.
The rate of oil demand growth has slowed in
the developed world, but demand from India and
China has urged.
‘‘You look at the globe and ask, ‘Where are
the big increments?’ and there’s hardly anything
but Saudi Arabia,’’ Al-Husseini said in 2005, in a
not-well-reported commentary. ‘‘The kingdom and
Ghawar (Saudi and the world’s largest oilfield) are
not the problem. That misses the whole point. The
problem is that you go from 79 million barrels a day
in 2002 to 82.5 in 2003 to 84.5 in 2004. You’re leaping
by two million to three million a year, and if you
have to cover declines, that’s another four to five
million.’’
In other words, if demand and depletion pat-
terns continue, every year the world will need to
open enough fields or wells to pump an additional
six to eight million barrels a day — at least two mil-
lion new barrels a day to meet the rising demand
and at least four million to compensate for the
declining production of existing fields. ‘‘That’s like
a whole new Saudi Arabia every couple of years,’’
Husseini said. ‘‘It can’t be done indefinitely. It’s not
sustainable.’’
For Americans, the oil story does not have a
happy ending. American oil production in the
lower 48 states peaked in 1970, and has declined
ever since. Prudhoe Bay, in Alaska, is a declin-

Google goes Green

With energy prices soaring, oil looking scarce, and little
real effort being made by the federal government, renew-
able energy has an odd new champion— Google.
The internet company has announced a major new
effort that they call RE<C, shorthand for renewable energy
at a price less than that coal fired electrical generation. The
company expects to spend tens of millions on research and
development in 2008. It isn’t doing so out of charity. The
company is expecting hundreds of millions of dollars in
revenue, as it creates or funds what it hopes will be real
breakthroughs in technology.
“We have gained expertise in designing and building
large-scale, energy-intensive facilities by building efficient
data centers,” said Larry Page, Google Co-founder and
President of Products. “We want to apply the same creativ-
ity and innovation to the challenge of generating renewable
electricity at a globally significant scale, and produce it
cheaper than from coal.”
Page added, “There has been tremendous work already
on renewable energy. Technologies have been developed
that can mature into industries capable of providing
electricity cheaper than coal. Solar thermal technology,
for example, provides a very plausible path to providing
renewable energy cheaper than coal. We are also very inter-
ested in further developing other technologies that have
potential to be cost-competitive and green. We are aware of
several promising technologies, and believe there are many
more out there.”
Page continued, “With talented technologists, great part-
ners and significant investments, we hope to rapidly push
forward. Our goal is to produce one gigawatt of renewable
energy capacity that is cheaper than coal. We are optimistic
this can be done in years, not decades.” (One gigawatt can
power a city the size of San Francisco.)
“If we meet this goal,” said Page, “and large-scale
renewable deployments are cheaper than coal, the world
will have the option to meet a substantial portion of elec-
tricity needs from renewable sources and significantly
reduce carbon emissions. We expect this would be a good
business for us as well.”
Coal is the primary power source for many around
the world, supplying 40% of the world’s electricity. The
greenhouse gases it produces are one of our greatest envi-
ronmental challenges. Making electricity produced from
renewable energy cheaper than coal would be a key part of
reducing global greenhouse-gas emissions.
Thus far Google’s big investments have been in high-
altitude wind power, and concentrated solar, a technology
that could be retrofitted to many existing power plants that
current burn coal or natural gas.
Others in Silicon Valley have taken to what is being
called “clean tech” as well.
Tech sector moguls, venture capital funds and compa-
nies are investing in everything from electric sportscars
to corn ethanol production. Evincing a faith that technol-
ogy can solve any problem, those dollars represent fresh
investment in a range of renewable energy approaches. In
2006, U.S. venture capital funds invested $2.4 billion in new
energy companies, far more than the federal government or
Wall Street.
Vinod Khosla, a Silicon Valley billoinare, has made
investments in twenty-six renewable energy start-ups,
including companies working on cellulosic ethanol, future
fuels,energy efficiency and
solar.

A Colorado
Response

It’s common parlance these days to talk
about red states and blue states, shorthand
for the voting proclivities. It’s even been said
that Colorado, with its recent history of voting
for Republican presidents and Democrats for
Governor and the Statehouse is a purple state.
But in many ways, the most important color
in Colorado is not red or blue. It’s green. That’s
the color of a cleaner environment. And that’s
the color of our new energy economy.
Colorado’s investments in wind, solar, bio-
mass, and other renewable resources have cre-
ated thousands of jobs and returned millions
of dollars in new revenue. By diversifying our
energy portfolio, we are saving money, reducing
the demand for water, cutting carbon emissions,
promoting public health, and protecting our
national security.
The people of Colorado are leading the way.
In 2004, the citizens passed an initiative requir-
ing 10 percent of our energy to come from
renewable sources by 2015. We’re on track to
meet that goal seven years ahead of schedule.
This year, we doubled the renewable energy
standard, requiring 20 percent by 2020.
We enacted nearly 20 other measures to
spur the new energy economy in Colorado. We
freed renewable-energy equipment from sales
and use taxes. We accelerated the construction
of power-transmission lines. And we made it
easier to install wind turbines and solar panels
at home and at work. We also took steps to
encourage energy efficiency and conservation,
promote better building practices, and jump-
start research and development of biofuels and
other carbon-cutting technologies at institutes of
higher education.
Our efforts are paying off. Vestas, the world’s
top manufacturer of wind-power systems,
announced plans in March to build a turbine
factory in northern Colorado. More than 400
jobs are on the way. SunEdison will complete
a solar plant in the San Luis Valley next year.
It will produce enough clean energy to power
nearly 1,500 homes.
Next year will bring more progress. We’re
exploring new technologies, such as concen-
trating solar. We’re expanding the use of net
metering, so that homeowners and businesses
can generate their own clean power. And we’re
enhancing energy efficiency in transportation,
construction, and nearly every other sector of
our economy.
Governor Ritter has taken steps to focus
public attention and recognition upon those
powering renewable energy in Colorado.
In his inaugural 2007 State of the State Address
on January 11, 2007, Governor Ritter announced
the creation of the “Governor’s Excellence in
Renewable Energy Awards.” The annual award
honors those individuals, businesses, institu-
tions and nonprofits that are advancing renew-
able energy in exemplary ways.
Each year, Gov. Ritter and the Governor’s
Energy Office (GEO) will honor organizations
that have made outstanding contributions to
protecting the environment through the pro-
motion, usage, implementation and techno-
logical development for renewable energy in
Colorado.
Colorado is on track to lead the world in the
research, development and use of renewable
energy. America can too.***

Furor over Buckley Annex

ery. In December of 2005, the Lowry
Community Master Association
called the redevelopment of the DFAS
property (Buckley Annex) “critically
important” and stated that the LCMA
“(would) be working closely with
the LRA and others to ensure that
those developments match the feel
of Lowry and that our design guide-
lines are followed .  To help maintain
Lowry’s place as a premiere commu-
nity, we are looking to annex any such
developments into the LCMA.”
As part of the development pro-
cess that ensued, the LRA created
several task forces to evaluate plans
and gather input from the surround-
ing community. However, because
the LRA isn’t formally in charge of
the parcel’s redevelopment - merely
the planning - critics argue that the
Department of Defense is using the
LRA’s credibility and veneer of task
force oversight to help sell develop-
ment at the site that is unpalatable
otherwise. The LRA has stated that
the Buckley Annex isn’t subject to the
design guidelines that govern devel-
opment at Lowry, and that guidelines
will be established for Buckey during
the city’s rezoning process.
That has neighbors concerned.
And they’re also concerned that the
LCMA hasn’t been able to take a
position. On December 7, a group of
these neighbors met to form a new
registered neighborhood association,
Lowry United Neighborhoods, in a
bid to break through the multi-level,
multi-tiered development and pub-
lic input process that has had the
effect of making it extremely difficult

Going Postal for Christmas

I recently read that average
Americans spend two to three years
of their lives waiting in lines, all
kinds of lines. And that is in total. I
disagree. I’m sure I’ve spent at least
six years of my life waiting in line
just at the post office at Christmas
time. And no matter what day or
time I choose, I am always behind
the shifty-eyed guy trying to over-
night insecticide to Kabul. Either
that, or I’m behind the sweet little old
lady who simply can’t decide if she
wants a candy cane, a Santa Claus
or the Virgin Mary on her Christmas
stamps. If I adroitly sidestep these
two, I wind up mired behind the
individual who simply doesn’t get
that Wrigley’s spearmint is not an
appropriate package adhesive.
What to do about the annual inter-
minable holiday post office wait? I
think all of us line people need to
have a positive outlook and take a
proactive approach. I don’t know
about you, but after I’ve followed
the strict postal service guidelines for
packaging, I’m ready for relief. Let
me tell you, I have placed cushion-
ing all around my items, and I have
added more newspaper, styrofoam,
or bubble wrap if I heard items shift-
ing. I have, yes, I swear to you, I have
taped the opening of my box and
reinforced all seams with 2-inch wide
tape. I have NOT used cord, string or
twine. Why? Because I know they get
caught in mail processing equipment.
And I will swear on my mother’s
grave that I have used a complete
and correct address, which I know is
critical for efficient delivery.
Now, after all of that, I have to
wait in line. I need relief. Yes, I do.
And you do too. What can we do to
ease the tedium? What can we do to
feel as though our time is not totally
wasted? Heretofore, some sugges-
tions for what to do in the eternal
post office waiting line.
You may be here a good long
while. Bring something to snack on. I
always find a bucket of fried chicken
with potatoes and gravy hits the
spot when I’ve got the munchies.
Unfold a red checkered tablecloth
in the lobby and unpack your picnic
basket. Invite your neighbors to set
a spell. They may decline at first.
Persist.
If you happen to be standing on
multicolored floor tiles, hop on each
color, one at a time. Offer out-loud
praise to yourself for the fastest hop
and most accurate landing. Your fel-
low line-waiters may offer applause.
Accept it graciously.
See how long you can stand on
one foot. Now, try the other foot.
Invite your neighbor to stand on
one foot, then the other. When he
does, push him over. Your partners
waiting patiently in line may laugh.
Join in.
Catch up on your daily calen-
dars and monthly hit lists on your
cell phone or PDA. This might be a
good time to organize all those little
entries that never seem to get sorted
out. Weed through your phone lists
and remove the names of those peo-
ple already whacked. Add names of
“made” guys and new potential tar-
gets. They’ll appreciate your time
management skills.
Notice things. How many people
standing around you are wearing
jeans? Count them. How many are
in soft restraints? How many are
carrying concealed weapons, and
what is their caliber? You’d be sur-
prised at how enjoyable this activity
can be, and how willing others are
to join in the fun. Participate. Join
in.
Bring a deck of playing cards.
Start a game of poker with yourself.
Deal yourself a losing hand. Get
angry at being cheated. Threaten
death to the thief trying to steal
your money. Secure your place in
line, then run to the door and shout,
“He’s getting away. He’s getting
away.” Go to your on-line compa-
dres and raise a posse to pursue this
criminal and bring him to justice.
They may laugh. Join in.
Give an impromptu salsa lesson.
Then start a conga
line. Your neighbors
may trip and fall.
Laugh out loud. Join
in.
Make up stories about the per-
son ahead of you in line. Has he
made a fortune in the subprime real
estate market? Are his assets depos-
ited in overseas bank accounts? Is
he getting a divorce? Will he fly
to Cancun to spend time with his
lover? Now tell your stories to the
person behind you in line. Be out-
rageous. The person ahead of you
may take exception, but the person
behind you may laugh. Join in.
Once you have reached your
destination, the end of the line, an
actual postal service worker behind
a counter with a working computer,
if you are still in a mischievous
mood, ask if they accept plastic.
When he says they do, offer him
a plastic grocery bag. If he looks
irritated, hand him your maxed-out
credit card. When the $7.59 charge
is declined, ask if he’s heard of
the Patriot Act. Flash your work-
place ID so quickly he cannot really
examine it. Tell him you are a secret
agent, and Al-Quaida has interfered
with your credit card account. He
may laugh. Join in. Or he may not.

Cel Roybal’s stained glass illuminates everyday like a holiday
The house sits back sleepily from
the street in the secluded North
Denver neighborhood. An ornate
wrought iron fence surrounds the
huge lot of pine and oak trees beck-
oning visitors to push through its
heavy gate and wander the leaf-lit-
tered pathways leading to the faux
adobe home decorated with intri-
cate tile work. This could easily be
the Chicano version of the infamous
“Ginger Bread House” of European
fairy tales. Small nichos, courtyards
and sculptors adorn every square
foot.
Inside the home, delights are
beyond all wild imaginings. Every
window is adorned with elaborate
stained glass murals. The walls are
covered with the works of some
of Denver’s most famous Chicano
artists and even the furniture is
hand-crafted work of art. Welcome
to Casa de Cel Roybal, master crafts-
man. He is a painter, a sculptor
and most notably one of the finest
stained glass window makers in the
Southwest.
Roybal at 60 something years
old, comes by his talent naturally.
The son of farmers from the San
Luis Valley in southern Colorado, he
grew up surrounded in the wealth
of a people who valued the richness
of the earth’s bounty, the warmth
of sunshine on your face and the
cacophony of nature’s palate.
“My mother and father raised
seven children and were starkly
aware of economic hardship. They
were from the era of the Great
Depression. If we wanted something
we could not buy, we made it,” said

Roybal. “We were not rich but we
were loved and we were encour-
aged to read about the world”
Roybal, who began to drawing at
10 years old, recalls the first time he
saw his brothers home-made soap
box derby. “My brother Joe made
this great soap box derby. It was
red and shiny and the craftsman-
ship that went into it stunned me. I
knew then that human beings were
blessed with an ability to create
beauty.”
This fascination with color, line
and structure fueled in Roybal a
burning desire to experience first-
hand the great works of the mas-
ters. After he got out of the Navy
in the late 1960s he worked to save
money and then took off on what he
calls his “Grand Tour” of Europe.
He spent months traveling Holland,
Germany, Italy and France. There he
fell in with the grandeur of stained
glass windows that adorn nearly
every church and significant build-
ing.
After returning home, he enrolled
at C.U. Boulder and majored in his-
tory. For Roybal this was an epiph-
any; he began his life-long jour-
ney perfecting an art form that is
both ancient and misunderstood by
today’s instant gratification craft-in-
a-box crowd.
While the mention of stained
glass conjures visions of grand
cathedrals and Victorian mansions,
it in fact has its beginnings from
jewelry making, cloisonné and
mosaics of Egypt and Mesopotamia
as early as 2750 BC. By the 10th cen-

in England. In the 15th century, the
apex of the high Gothic era, stained
glass became so sophisticated
that even today this period
is considered the crowning
glory of the art form.
The Renaissance era sadly
brought the art of stained
glass into a 300-year period
where windows were only
heavily painted white glass
and the original symbolism
and innate beauty of stained
glass was forgotten.
Roybal is, in a way, a
modern day version of the
old masters. He has spent his
adulthood making a liveli-
hood in the personal care
industry, but every spare
moment before and after his
day job is spent on his pas-
sion: recreating and redefin-
ing the art of stained glass.
“His techniques are metic-
ulous; his attention to detail,
his design, and his mastery
of the art form are unsur-
passed. I believe he is one of
the last of the true modern

never seen any one with his
skill and he should be creat-
ing Cathedral windows. He

Roybal’s skill may match
that of the great European
masters but his images are defi-
nitely today and cutting edge. He
is comfortable with classic designs
and iconology but also brings a
Hispanic flair to his work that is
undeniable. His larger than life ren-
ditions of Quetzalcoatl, La Muertes,
and Frieda Kahlo grace some of
Denvers most famous galleries.
Every Dia de Los Muertos he cre-
ates new windows for the Chicano
Humanities Arts Council and the
Pirate Gallery. He is a legendary fig-
ure among the movers and shakers
of Chicano art in Colorado.
When asked about his most
prolific pieces, he shies away from
the overwhelming task he must
describe. Perhaps one eight foot by
seven foot window contained over
a 1,300 pieces of cut glass, and took
over a year to create working night
and day. When asked about how his
culture influences him, he smiles
and says “I am a product of my
familia and all we are. Their images
are my images, this is my life.”
He has produced over 1000
stained glass windows in the past 30
years, most of them taking between
four to five months to complete. He
is a painter who uses finger sized
pieces of cut glass to paint breath-

Celebrate
You hear a lot of talk this time
of year about the True Meaning of
Christmas. Usually it comes in the
form of a lament, as in, “With all
the commercialism and the hustle and
bustle of decorating, baking, shopping,
wrapping and partying, we’ve forgot-
ten the True Meaning of Christmas.”
I came late to religion, so for most
of my life, I celebrated Christmas as a
purely secular holiday. To me the True
Meaning was decorating, baking, shop-
ping, wrapping and mostly receiving
gifts. I refused to buy the Madonna
stamps issued every year by the post
office, and my decorations leaned more
toward Santas, teddy bears and rock-
ing horses than manger scenes.
After all, I’d explain, Jesus wasn’t
really born on December 25. Most schol-
ars think his birth came in the spring.
The early Christian church found itself
competing with the older pagan tradi-
tions, almost all of which celebrated a
festival of light sometime around the
winter solstice. It wasn’t until 350 AD
when Julius I, a Bishop of Rome, chose
December 25th as the observance of
Christ’s birthday.
Once I joined Highlands United
Methodist Church, I began to learn
about Advent, a time of waiting, antici-
pation and preparation. Each week we
light an advent candle symbolizing a

sacred quality: hope, peace, love and

joy. These are admirable qualities and
I like the idea of focusing on one each
week.
The African-American celebra-
tion of Kwanzaa starts the day after
Christmas and continues for a week,

dedicating each day to one of seven
principles: unity, self-determination,
collective work and responsibility,
cooperative economics, purpose, cre-
ativity and faith.
Although the founder of Kwanzaa
called this “the sevenfold path of black-

ness,” these seem like qualities we
can all champion. Working together to
make a better world at the same time
we try to develop the best in ourselves
is an admirable goal that encompasses
the spirit of Christmas. The next step is
to spread that spirit throughout the rest
of the year.
A couple of years ago, my nieces

ite gifts. Called the Year of Wishes

Each month I chose one candle to
light and spent that month exploring
the value it presented. How could I
attract more adventure, success, joy,
etc. into my life? How could I bring
more balance, peace and fun into the
world? What represented comfort to
me? It was an interesting exercise that
reminded me of Christmas (and my
beloved nieces) all year long.
These days, I still love my quirky
little Christmas tree (another pagan
holdover), but I also display a crèche
and an Advent wreath. I find joy in
finding just the right gift for my loved
ones and in opening the presents they
give me in return, but also in donat-
ing gifts to those who struggle with
day-to-day life. I appreciate the lavish
excess of holiday lights and displays,
as well as a quiet moonlit snowfall.
To me, the True Meaning of

Former Bronco Van Heusen
enters sport nutrition business
Max Muscle, the nation’s pre-
mier franchise in sports nutrition,
weight loss and fitness, has opened
its newest retail outlet at 1550 S.
Colorado Boulevard. Owned and
operated by  former Denver Bronco
wide receiver and punter Billy
Van Heusen and his son, Billy Van
Heusen, Jr., the new store is Max
Muscle’s first in Denver and third in
Colorado.
“We are incredibly excited about
joining the Max Muscle team and
building upon the brand’s already
strong history and loyal customer
base,” says Van Heusen. “As spe-
cialists in our segment, we look for-
ward to offering the highest quality
line of sports nutrition products and
athletic gear to local customers.”
While the store built its early
reputation among bodybuilders and
athletes looking to get huge - and
much of the store’s branding and
marketing still reflects this - Heusen,
Jr. reports that most (51%) of his
customers are women. Only about
4% of their clients are bodybuilders,
and the store’s main demograph-
ics tend to be people looking to
lose weight, get healthy, or boost
athletic performance. With that in
mind, Heusen and his staff have
tailored their approach, and rather
than attempt to sell supplements,
they look instead to sell knowledge.
“Let’s step back, take a look at
what you’re doing - instead of a
quick fix, what you’re looking at is a
lifestyle change. We’ve not sold peo-
ple product, because we could see
that they weren’t ready for it. People
are so used to being sold - they come
in with a product in mind, and
might say, ‘I need this protein.’ Our
response is ‘why?’ They’re usually
pretty surprised by that.”
The store offers several innova-
tions to make the store more cus-
tomer-friendly - including a refer-

he says.

we’re moving our leisure activities
indoors. During this time of year it’s
easy to consume larger amounts of
technology - television, Internet, video
games, text messaging, etc. In my work
with couples and families I often see
the damage that consuming too much
technology can have on our relation-
ships, as it can render us disconnected
from one another. Yet there are also a
number of fun ways that technology
can bring families together.
