There are many different ways to improve a school system and the comple!ity of this
tas" and the uncertainty a#out outcomes is rightly reflected in the international de#ate
a#out how this should #est #e done$ Many countries throughout the world have
developed some means of monitoring the %uality and standards of their education
systems$ &n most cases the monitoring process involves supervision #y inspection of
educational institutions such as schools and other aspects of the education systems$
My focus is primarily on how differences in what is happening at the level of the
school system impact what is happening in the classrooms in terms of ena#ling #etter
teaching and greater learning$ 'e have chosen not to focus only on pedagogy or
curricula #ut on %uality of teaching too$
(ne strategy for monitoring teaching and learning in schools and for enhancing
%uality and raising standards which has received a great deal of attention over the
years concerns supervision #y inspection$
First of all fort the inspectors to report on the effectiveness of education in schools
and other educational institutions and to recommend action for improvement)
secondly they also should evaluate the arrangements for assuring %uality in schools)
and they should provide fran" and o#*ective advice to the higher education authorities
and to ensure that educational initiatives are implemented effectively$
Therefore inspection is concerned in the main with the improvement of standards
and %uality of education and should #e an integral part of a school improvement
program$ The rational for this improvement is three folds: the universal recognition
of the right of every child in every classroom in every school to receive a high %uality
education appropriate to their needs and aptitudes) moreover the effectiveness in
education system is a "ey influence on economic well+#eing of every nation) and the
recognition of the need to e%uip students with the "ind of education that will ena#le
them to contri#ute to increasingly comple! and changing society$
&nspection as a mode of monitoring education offers the following ma*or #enefit:
&t gives inspectors an opportunity to o#serve classrooms and there#y a #etter #asis for
discussing the development of the school with headteachers$
&t gives school inspectors an opportunity to learn a#out the schools the headteachers
the teachers the curriculum and the students and indicates which way forward)
The five non+negotia#les that & thin" most affect teaching %uality ,defined here as
effective instruction plus continuous improvement-$ .s a teaching profession we must
avoid getting distracted from them and focus on them systematically$ Ta"ing each in
turn they are: Leadership training #ehaviour curriculum and assessment$
.dditionally the top+performing school systems recogni/e that the only way to
improve outcomes is to improve instruction: learning occurs when students and
teachers interact and thus to improve learning implies improving the %uality of that
interaction$ They have understood which interventions are effective in achieving this
coaching classroom practice moving teacher training to the classroom developing
stronger school leaders and ena#ling teachers to learn from each other and have
found ways to deliver these interventions throughout their school system$
The %uality of the outcomes for any school system is essentially the sum of the %uality
of the instruction that its teacher0s deliver$ Ensuring that teachers have that "nowledge
and capacity is not easy$ 1elivering e!cellent instruction re%uires teachers to develop a
highly sophisticated set of s"ills$
Teachers need to #e a#le to assess precisely the strengths and wea"nesses of each
individual student they teach select the appropriate instructional methods to help them
to learn and deliver instruction in an effective and efficient manner$
& thin" that placing coaches in schools to support teachers also is very useful$ 2ecause
all top systems including the rapidly improving ones recogni/e that if you want good
teachers you need to have good teachers train them and this re%uires focused one+on+
one coaching in the classroom$ .nd a teacher must #e a#le to create lessons that gra#
their students0 attention and ma"e them want to "eep coming #ac" for more$
To sum up we can say that it is not really easy to affect profound in education
system$ 2ecause it is a comple! thing) considering teaching %uality inspection
conditions and curriculum$
