TECHNICAL SPECIFICATIONS
1.0 GENERAL :-
1.01 The specifications and mode of measurements for Civil, Plumbing and Fire-fighting
works shall be in accordance with C.P.W.D. Specifications 2009 Volumes I & II. The
specifications for Electrical works shall be as per CPWD General Specifications for
Electrical Works (Internal) – 2005. The specifications for Lift Works shall be as per
CPWD General Specifications for Electrical Works (Lifts & Escalators) – 2003.
1.02 For the item not covered under CPWD Specifications mentioned above, the
Specifications mentioned in this document shall be followed. The work shall be
executed as per latest relevant standards/codes published by B.I.S. (formerly ISI)
inclusive of all amendments issued thereto or revision thereof, if any, upto the date of
opening of tenders.
1.03 In case of B.I.S. (formerly I.S.I) codes/specifications are not available, the decision
of the Engineer based on acceptable sound engineering practice and local usage
shall be final and binding on the contractor.
1.04 However, in the event of any discrepancy in the description of any item as given in
the schedule of quantities or specifications appended with the tender and
the specifications relating to the relevant item as per CPWD specifications
mentioned above, or in drawings the former shall prevail.
1.05 In general the building floor to floor height is 4.05m unless specified otherwise in the
drawing. The rates for different items of work shall be for up to 4.05 m floor to
floor height at all levels, lifts, leads and depths of the building except where otherwise
specified explicitly in the item of work or in special conditions appended with the
tender. All works above the top most terrace (main) shall be paid under the level
existing below (i.e. machine room, mumty etc)
1.06 The work shall be carried out in accordance with the architectural, structural,
plumbing and electrical drawings etc. The drawings shall have to be properly co-
related before executing the work. In case of any difference noticed between the
drawings, final decision, in writing of the Engineer shall be obtained by the contractor.
For items, where so required, samples shall be prepared before starting the
particular items of work for prior approval of the Engineer and nothing extra shall be
payable on this account.
1.07 All materials to be used on works shall be as per approved list of materials /
vendors prepared by MoHFW under PMSSY Scheme and shall bear I.S. certification
mark unless specifically permitted otherwise in writing. In case I.S. marked materials
are not available (not produced), the materials used shall conform to I.S. code or
CPWD specifications as applicable in this contract.
In such cases the Engineer shall satisfy himself about the quality of such materials
and give his approval in writing. Only articles classified as "First Quality" by the
manufacturers shall be used unless otherwise specified. All materials shall be
tested as per provisions of the Mandatory Tests in CPWD specifications and the
relevant IS specifications. The Engineer may relax the condition regarding testing if
the quantity of materials required for the work is small. Proper proof of
procurement of materials from authentic manufacturers shall be provided by the
contractor to the satisfaction of Engineer. Grade of cement used shall be 43 /53
unless otherwise specified explicitly. The contractor shall get the Design Mix for RCC
done by the labs approved by Engineer only. Reinforcement Steel used shall be of FE-
415 unless otherwise specified.
1.08 In respect of the work of the sub-agencies deployed for doing work of
electrification, air-conditioning, external services, other building work, horticulture
work, etc. for this project and any other agencies simultaneously executing other
works, the contractor shall afford necessary coordination and facilities for the same.
The contractor shall leave such necessary holes, openings, etc. for laying /
burrying in the work pipes, cables, conduits, clamps, boxes and hooks for fan clamps,
etc. as may be required for the electric, sanitary air-conditioning, fire fighting, PA
system, telephone system, C.C.T.V. system, IBMS, etc. and nothing extra over the
agreement rates shall be paid for the same.
1.09 Unless otherwise specified in the bill of quantities, the rates for all items of work
shall be considered as inclusive of pumping out or bailing out water if required for
which no extra payment will be made. This will include water encountered from
any source such as rains, floods, subsoil water table being high or due to any other
cause whatsoever.
1.10 Any cement slurry added over base surface (or) for continuation of concreting
for bond is added its cost is deemed to have in built in the item unless
otherwise/explicitly stated and nothing extra shall be payable or extra cement
considered with consumption on this account.
1.11 The rate for all items in which the use of cement is involved is inclusive of charges for
curing.
1.12 The contractor shall clear the site thoroughly of all scaffolding materials and
rubbish etc. left out of his work and dress the site around the building to the
satisfaction of the Engineer before the work is considered as complete.
1.13 Rates for plastering work (excluding washed grit finish on external wall surfaces)
shall include for making grooves, bands etc. wherever required and nothing extra
shall be paid for the same.
1.14 The rates quoted for all brick/concrete work shall be deemed to include making
openings and making good these with the same specifications as shown in drawings
and/or as directed. No extra payment shall be made to the contractor on this
account.
1.15 Rates for all concrete/plaster work shall include for making drip course moulding,
grooves etc. wherever required and nothing extra shall be paid for the same.
1.16 Rates for flooring work shall include for laying the flooring in strips / designs
wherever required and nothing extra shall be paid for the same.
1.17 The drawing(s) attached with the tender documents are for the purpose of tender only,
giving the tenderer a general idea of the nature and the extent of works to be executed.
The rates quoted by the tenderer shall be deemed to be for the execution of
works taking into account the "Design Aspect" of the items and in accordance with the
"Construction Drawings" to be supplied to the Contractor during execution of the
works.
1.18 The quoted rate shall be for finished items and shall be complete in all respects
including the cost of all materials, labour, tools & plants, machinery etc., all taxes,
duties, levies, octroi, royalty charges, statutory levies etc. applicable from time to time
and any other item required but not mentioned here involved in the operations
described above.

Technical Specification
Specification Clause:
The self-smoothing epoxy topping shall be MASTERTOP 1230 PLUS or equivalent, solvent-
less, 4-part system consisting of graded fillers to provide the toughness. The system shall
consist of MASTERTOP 1200 PLUS, solvent free primer and topping of MASTERTOP 1230
PLUS. Overall the system shall be able to offer good abrasion resistance; shall not exceed
wear loss of 140 mg when subjected to H22 test wheel on Taber apparatus as per ASTM
C501 in 1000 cycles. Also product shall have compressive strength minimum of 35 MPa at 24
hours and 60 MPa at 7 days. The system shall offer hardness in excess of 80 on Shore D
scale as per ASTM D 2240

substrate must be at least 1.5 MPa. Ensure that the compressive strength of floor concrete is
at least 25MPa and that floor slabs directly in contact with the ground have a proper vapour
barrier installed and the moisture content of substrate shall not be higher than 4% through out.
Temperature Requirements
Substrate temperatures : 15oC – 35oC
Material temperatures : 15oC – 30oC
Very low or very hot temperatures will make application more difficult and careful
consideration should be given to storage of materials. In the cold weather conditions, pre-
condition materials by keeping it in a heated room. In hot weather conditions, some form of air-
conditioned storage is required. Pre- conditioned materials at 20-25oC will reduce the
possibilities of flash/slow setting and other defects.
Surface preparation
Remove oil, grease, mould release agent and wax contaminants by scrubbing with industrial
grade detergent or degreasing compounds followed by mechanical cleaning. Remove cement
laitance and weak concrete by shot blasting, scarifying or grinding followed by vacuum
cleaning. Repair damaged or deeply pitted areas using MASTERTOP 1230 PLUS filled out
with additional aggregate or use CONCRESIVE ERL.
Priming
It is essential to seal the concrete surface prior to the application of MASTERTOP 1230 PLUS.
Apply MASTERTOP 1200 PLUS PRIMER at 5-8m2/kg depending on the flatness of the
substrate. Use a medium nap roller ensuring a complete coverage without holidays. If after
drying, the surface appears patchy due to high absorption, recoat the primer. Allow the primer
to dry before commencing top coat application of MASTERTOP 1230 PLUS.
All mixing should be done mechanically using a slow speed drilling machine fitted with a
paddle, taking care to ensure that the mixing head is well within the material during mixing.
Add colour paste completely to the Base container and mix well. Pour the Hardener into the
Base container and mix for a minute. Transfer the mixed resin system to a pail, and keeping
the mixer running add the filler completely to obtain a homogeneously mixed MASTERTOP
1230 PLUS with a uniform colour is obtained. Keep the mixing time the same for all batches to
ensure a uniform colour when the product is applied.
Placing
Applicators of MASTERTOP 1230 PLUS must wear spiked shoes during application. Pour the
mixed material onto the primed and sealed surface, and spread to the required thickness
using a pin screed or a notched trowel. Immediately roll the spread material with a spiked
roller to release entrapped air and remove trowel marks. Continue rolling until all air is
released but well before the material starts to stiffen.
Curing
MASTERTOP 1230 PLUS is self curing. Protect the applied area from dust, spillage, insects
and pedestrian or vehicular traffic for at least 24hr.
Providing and fixing GI slotted cleats of size 50 x 50 x 50 x 1.5mm thick at 1000mm c/c in one
direction & 500mm c/c another direction with dash fastners.
Providing & making bed of GI chicken wire mesh 22SWG x3/4" fixing with the slotted cleats to
hold the insulation in position for U/D insulation.
Providing and laying 50mm thick ROCKWOOL of density not less than 64 kg/m3 laminated
with Aluminium foil laminated, over the GI chicken wire mesh & further tightening the bed to
the underdeck with the help of criss cross lacing wire tied to the slotted cleats.
Providing and fixing 50mm thick 64 kg/m3 density water repellant grade, Rockwool slab
conforming to IS:8183 & type tested by CBRI for BS:476 Part 4 for non- combustibility and
encased in 200 gauge polythene sheet, on to the brick wall with the help of mechanical
fastners and washers provided at your corners of the insulation slab and one at the centre.
Providing and fixing GI wire netting to the fastners to hold the insulation slabs in place.
The wall insulation shall be finished with a duly plastered brick wall without any air gap in
between the insulation and inner brick wall.
Making corner fillet (Gola) 25x25 mm size at the junction of wall and slab by cement sand
morter 1:4 mixed with Acrylic base polymeric compound. Pipe joint sealing.
Providing and applying 2 coats of Tapecrete (or equivalent) slurry coating.
Providing and laying 12 mm thick protective plaster in 1:4 (1 Cement : 4 Sand admixed with
CICO no. 1 (or equivalent) over treated surface complete as per manufacturers
recommendations and to the satisfaction of the Engineer/ Architect.
This shall be executed by a specialist firm along with 10 years guarantee.
Cinder concrete is a light weight concrete formed by producing gas or air bubbles in cement
slurry or a cement sand slurry and shall conform to IS: 6598 and may be either cast-in-situ or
in the form of precast blocks of heavy weight cellular concrete Grade-C. Cinder concrete shall
be used as an in-fill material in sunk slabs and shall be densely packed in and properly
leveled. Extra care shall be taken to ensure that there are no voids and that the finished
surface is firm enough to take on the PCC sub-floor layer.
Insulated glazing shall be of composite of 6mm Clear Annealed + 12 mm Air Gap + 6mm
Clear Glass. Glass is well supported and held properly. Properly designed gaskets (EPDM or
Neoprene) is used which can withstand vibration due to heavy winds and expansions due to
temperature. Fixing of the frame to structure is so designed which ensures the expansion and
contraction in building structure due to temperature variation. Structural sealant is properly
used as per manufacture specification. Horizontal to vertical joints should be through well-
designed concealed cleats.
Aluminium sections:
Colour anodized for main (Tubular Shape) consisting of horizontals and verticals designed to
withstand wind pressure upto 150 Kg/m2 in additions to supporting dead load are provided.
Assembly is made to ensure proper drainage of water.
Framework is made with verticals and horizontals tubular sections with provision for weather
stripping. Joints are provided to ensure water drainage system.
6 mm plain tinted or Reflective glass manufactured by recommended agencies will be
provided. The glass to be cut square as per required size and edges grinded. Coated surface
shall be inside. It shall not be allowed to have direct contact with any metal.
Hardware
CLAMPS – Properly designed clamps to withstand the loads and pressures that will be used
(Galvanized M.S. or Aluminium alloy) Holding Down Bolts shall be 10 mm dia S.S. or M.S.
properly treated to withstand corrosive action. The clamps to be designed to allow vertical
movement of frame due to temperature variation. All other bolts / screws etc. shall be of
properly treated materials. All gaskets, packing shall be EPDM, Neoprene of Nylon for long
life.
Fixing
Brackets to be fixed to slab/beam after properly marking the layout of verticals. Main frame will
be fixed to these brackets and then aligned to get perfect panel openings.
Glass shall be placed on the supporting legs of mainframe with proper rubber packing on all
four sides. Glazing plate is screwed to main holding glass firmly. Channel cover is fixed over
the plate after ensuring that proper slots are provided for water drainage.
SCOPE OF WORK
The contractor shall design supply fabricate, deliver and install and guarantee all construction
necessary to provide a complete aluminium composite panel cladding, complete with all
necessary anchors, hardware and supporting frame work to provide a total installation, fully in
conformity with the requirements and intent of the drawing and specification herein.
The structural properties shall be read in conjunction with the specification of curtain walling as
per para 2.09 and take same into account while designing aluminium composite panel as a
total installation including sub frame & supporting frame.
DESIGN CONCEPT
General Requirement:
The proposed ALUCOBOND / ALPOLIC or equivalent cladding shall be based on a water –
tight system with rear ventilation.
A 20 mm wide joint shall be provided between cladding elements to cater for individual panel
installation and shall be sealed of with Silicon sealant details of which will be provided in the
erection drawings by the contractor.
The tenderer may propose an aluminium composite panel cladding which is compatible with
the specification of the proposed cladding.
Deflection : Deflection of any aluminium frame shall not exceed 1/175 of the clear span.
Flatness
The cladding surface taken, individually shall not have any irregularities such as oil canning,
waves, buckles and other imperfections when viewed at any positions but not less than at an
angle of 15 degrees to the true plane of the panel, with natural lighting of incident of not less
then the same angle.
Water Tightness
The panel cladding including jointing, fastening, holding, bracket system etc. Shall be so
constructed to be watertight provision for rear ventilation. The panel cladding shall be
designed and got approved from manufacturer ALPOLIC or any other approved manufactures
at his own cost.
Acoustic Treatment
The cladding panel system shall be designed so as to dampen noise caused by splashing
water. Minimum 4 mm thick Aluminium composite panel shall be used, consisting of a core of
polyethylene sandwiched between two aluminium skins of 0.02’ ( 0.5mm ) thickness with a
mild edges with surface finish of fluorocarbon protective colour coating as approved.
FIXING:
Fasteners including concealed screws, nuts, bolts and other items required for connection
aluminium shall be of non – magnetic stainless steel.
Rivets used doe fastening panel to aluminium sub – frame shall be alloy aluminium large
flange head type with stainless steel mandrel.
All fixing anchors, brackets and similar attachment used in the erection shall be of non –
magnetic stainless steel.
Fabrication
All panels shall be fabricated into cassette complete with aluminium sub frame for Curved
panels, they shall be formed to the required radius prior to assembly of aluminium profile.
All seams of mitered joints of the sub – frame shall be sealed with an approved sealer. The
finished cassette panel shall be delivered complete with component marking to site for easy
identification and assembly.
Welding:
Non stud welding :- on to the cladding panels are permitted.
No welding shall be applied to visible surface finish such as anodizing, painting, coating etc.
Has previously been applied. Nor shall be any weld be applied which may affect the
appearance or a surface finish.
Installation:
Any component parts which are observed to be defective in any, including warped, bowed,
dented, abraded and broken members must not be installed. Members or parts which have
been damaged during installation or thereafter before the time of final acceptance shall be
removed and replaced.
No cutting trimming, welding or brazing of component parts during erection, in any manner
which would damage the finish, decrease the strength of result in a visual imperfection or a
failure in performance shall be executed during erection.
Component parts which require alternation shall be returned to the shop for fabrication, if
necessary and replaced with new parts.
All component parts shall be installed level; true to line with uniform joints and reveals.
Maximum deviation for vertical member; 3mm max, in 5.2m run and 5mm max in a 11.00m
run.
Maximum deviation for horizontal member: 3mm max, in 8. m run twist shall not exceed 2 mm.
Anchorage of the cladding substructure to the building structural shall be by approved
methods in strict accordance to the specification and approved shop and / or erection drawing.
Supporting brackets shall be so designed as to provide three dimensional adjustments and
accurate location of wall components.
All joints between panel shall be set at 15 to 20 mm apart with a tolerance of plus 2.0 mm and
Minus 3.0 mm. No two adjacent parallel or perpendicular joints shall have a difference in width
of more than 2.5 mm in addition, the tolerance between adjacent panels across any joints shall
be not more than 1.5 mm locally.

MATERIAL
Door Frames and Leaves are made form Galvanized Steel.
DOOR LEAVES
Constructed from1.25mm thick galvanized steel sheet formed to provide a 46mm thick fully
flush, double skin door shell with lock seam joints at stile edges. Internal Reinforcements to
be provided at top, Bottom and Stile Edges for Fire Rating. The internal construction of the
door to be specially designed Honey Comb structure with reinforcements at top, bottom and
stile surrounds.
DOOR FRAMES
Produced from 1.6 MM thick galvanized steel sheet formed to double rebate profile of size
143mm X 57mm (+/- 0.3mm) with a maximum bending radius of 1.4mm.The door frames to be
built into the brick or block walls using corrugated “TEE” Anchors not welded to the frame (first
fix). Frames may also be fixed on plastered openings with the help of Metallic Expansion
Shield with counter sunk screw (second fix). Door Frames to be supplied to knock-down form
with butt joints for bolted assembly at site.
VISION GLASS
Fire Rated Vision Glass with 6mm thick clear glass to be provided for a min. of 2 hours fire
rating. The Vision Glass to be provided in 380mm Dia, Rectangular in standard dimensions of
200mm X 300mm as per directions of Engineer.
FINISH
The door frames and door shutters to be primed with Zinc-Phosphate Stoving Primer and
finished with Polyurethane Aliphatic grade or epoxy paint as required.
IRONMONGERY
HINGES
Stainless Steel Ball Bearing Butt Hinges 3mm thick are fixed flush to the frame & shutter.
LOCK
Mortise Sash Lock with Lever Handles, Mortise Dead Bolt, Mortise Latch, Single / Double leaf
Panic Devices etc.
DOOR CLOSERS
Doors to be provided with approved make door closures.
ACCESSORIES
Exit, Door Coordinator for double leaf doors, Smoke Seals for Air tightness, Automatic Door
Bottoms etc.
SS Grade shall be of SS304. Member shall be seamless and welding in joints should be
grinded to smooth finish. All SS work shall be brushed steel finish.
Barium plaster mix shall be 1:1:1 (1Part coarse barium sulphate : 1 part fine barium sulphate :
1 part Cement). Two layers of 15mm thick barium plaster shall be applied at locations as
specified in drawings. Application procedure shall be same as wall plastering as per CPWD
specifications.

INTERNAL PUBLIC HEALTH & FIRE FIGHTING WORKS
Vertical Horizontal
Adequate number of sleeves (pipe inserts) of Cast Iron or Mild Steel shall be
provided where pipes cross through concrete, masonry and similar work. The pipe
inserts shall be provided with removable timber plugs to keep foreign matter out till
installation of the services pipe cross the sleeve. The diameter of sleeve should be
one size higher than the proposed dia or as instructed by the Engineer.
Bath room traps and connections shall ensure free and silent flow of discharging
water. Where specified, contractor shall have a special type G.I. / M.S. inlet hopper
without or with one, two or three inlet sockets to receive the waste pipe. Joint
between waste and hopper inlet socket shall be lead caulked/welded/threaded.
Hopper shall connected to a C.I. P or S trap with at least 50mm water seal. Floor trap
inlet hoppers and traps shall be set in cement concrete 1:2:4 blocks without any extra
cost.
Floor trap and urinal trap shall be provided with 110mm square or round C.P.
/stainless steel grating, with rim of approved design and shape. Minimum thickness
shall be 3 mm.
The chase will be closed in cement mortar 1:2 ( 1 cement : 2 coarse sand). Pipes
shall be clamped to the wall inside the chase.
Contractor shall connect the new sewer line to the existing manhole by cutting the
walls, benching and restoring them to the original condition. A new channel shall be
cut in the benching of the existing manholes for the new connection. Contractor shall
remove all sewage and water if encountered in making the connection without
additional cost.
Water heater shall be automatic pressure type water heater (with pressure release
valve) with heavy gauge copper container duly tinned, thermostats, indicator lamp
and glass wool insulator. the water heaters shall be fitted with pressure release
valve, non-return valve and inlet and outlet stop valves as required. Water heaters to
conform to IS:2082.
1.10.1 COMPOSITE PIPES: Composite pipes shall be used in the internal water supply if
specified in the Bill of Quantities. These may required to be connected to the
existing/ new GI pipes.
2.0 REVERSE OSMOSIS (R.O.) PLANT FOR PROCESS AND DRINKING WATER
2.01 On the basis of sample water analysis, the Contractor shall design, supply, erect,
test and commission the pre-assembled RO system. The system shall consist of
but not be limited to the following:
b) Anti-scalent and pH correction system as per feed water quality along with process
demanding instrumentation and piping etc.
c) RO module fitted with thin film composite TFC polymide spiral wound element type
membrane of adequate area/size & no. encased in SS housing and all necessary
accessories/controls to perform the desired duty. Cleaning frequency shall not be
more than once in a month.
d) High pressure pump for feeding RO system with necessary instruments like high &
low pressure switch, pressure gauges and isolation valves etc.
g) Electric control panel for the system operation consisting of HP Pump starter with
overload protection, manual-auto-off operational selector switch, pre-wired
instrumentation panel.
h) Decarbonator unit consisting have packed column of food grade FRP, degasser
blower, degassed water tank etc. complete with frontal piping.
i) MS skid frame mounted cleaning in place system for easy movement with
polyethylene tank and accessories.
j) In-built flushing system for flushing the deposition of concentrate in the membrane
during non-operating period of plant.
k) Electronic type Rotameter for permeate and rejection along with companion
flanges.
l) Dosing system having trip interlocks with HP feed pump to RO membrane to get
ripped if the HP pump trips.
r) Level Indicator/Controller in the R.O. Water Storage Tank for automatic shut
off/starting of the plant.
w) The membrane element shall be suitable for handling 6.5 to 8 pH feed quality and
the required service to provide permeate quality of less than 100 ppm TDS. The
system shall be provided with stand by cartridge filter arrangement and all parts in
direct contact with water in the RO system shall be in SS316 material. The
Contractor shall also specify necessary procedure for membrane cleaning along
with dosages of chemicals.
2.02 Power & control wiring for the feed pumps & R.O. output water transfer Pump will
be as per Electrical drawings approved for the system.
2.05 Complete Scheme, Equipment Layout, P&I Diagram & Electric circuit diagrams
shall be got approved from the owner or its authorized representative before
execution of work.
c) Power & signal cabling & control system with in battery limits
2.08 Hydro Test shall be offered at pressure 1.5 times the operating pressure or 7
kg/sq.cm, whichever is higher for all equipment during shop inspection.
3.01 Compact Surgical Scrub sink should be designed for use in Operation theatre
complex providing surgeons with a convenient sink for pre op scrub up. Each fixture
should be 1200 to 1500 mm long and should be fabricated from 10SWG type
304stainless steel & should be seamless welded construction polished to a satin
finish. The scrub sink should be provided with a front access panel, which should be
easily removed for access to the water control valve, waste connections, stoppers &
strainers. Hands free Operation should include infrared sensor with built in range of
adjustment.
Thermostatic Mixing Valve control should be located behind the access panel &
maintain constant water temperature. User defined settings of 1 to3 min are
available. This timing should be adjustable to meet individual application
requirement, provided with infrared sensor thermostatic controlled taps with fail-safe
temperature controls. All units should have reduced anti splash fronts. Knee
operated switch should be offered as an option.
Compact Surgical scrub Sink should be designed for use in Operation theatre

1.0 GENERAL
1.1 Work under this contract shall be executed as shown on the drawings and given in
the specifications and required at site whether explicitly shown or not.
1.2 Not-with standing the sub-division of the documents into separate sections and
volumes every part of each shall be deemed to be supplementary to and
complementary of every other part and shall be read with and in to the contract so far
as it may be practicable to do so.
1.3 Where it is mentioned in the specifications that the contractor shall perform certain
work or provide certain facilities, it is understood that the contractor shall do so
without any extra cost to the Employer.
1.4 The material, design and workmanship shall satisfy the local fire regulations. The job
specifications contained herein and codes referred to where the job specifications
stipulate in addition to these contained in the standard codes and specifications,
these additional requirements shall also be satisfied.
2.1 Work under this contract consist of furnishing labour, materials, equipment and
appliances necessary and required to completely do all works relating to the fire
protection system as described here-in-after and shown and the drawings, consisting
of:
Fire hydrant system including fire pumps and ancillary equipment’s described later in
the Volume.
ii) Preparation of plans and getting pre-installation approval by the Local Fire Authority.
Getting tested by and approval of the installation by the Local Fire Authority during
the fabrication/construction stage as well as after completion. . It will be the
responsibility of the Contractor to get all approval and completion certificate from the
Local Fire Department without which the work will not be taken over by the owner.
Fee payable to the local bodies for such activities shall be borne by the Owner on
production of receipts for money paid and the all other expenses barring the fee will
be borne by the Contractor.
v) Supply of any other item or services not specifically mentioned anywhere but
required by the Local Fire Authority or essential for the completion & operation.
3.0 INTERPRETATION

3.2 Matters not covered by the specifications given in this contract, as a whole shall be
covered by relevant and latest CPWD specifications / Indian Standard Codes. If such
codes on a particular subject have not been framed, the decision of the engineer
shall be final and binding.
4.0 SPECIFICATIONS
4.1 Work shall be carried out strictly in accordance with the specifications attached to the
tender.
4.2 Works not covered in the specifications shall be carried out as per relevant latest
CPWD specifications/ Indian standard Code of practice specifications of materials.
5.1 The work shall be carried out in conformity with the contract drawings and within the
requirements of architectural, HVAC, plumbing, electrical, structural and other
specialized services drawings.
6.1 For guidance of the bidder, drawings as listed are enclosed with these tender
documents. These drawings are broadly indicative of the work to be carried out. The
Contractor on award of work will furnish shop drawings based on the working
drawings issued to him, as required in advance for approval of Engineer and get the
same approved by Local Fire Authority/other statutory bodies. No claim whatsoever
shall be admissible on account of changes that may be introduced by the Engineer
/Local Fire Authority.
6.2 The Contractor shall examine all specifications, tender conditions and drawings
before tendering for the work.
6.3 Information, levels and dimensions given in the tender drawings are supposed to be
correct but the contractor shall make independent inquiries and verify the same. No
claims for extras shall be admissible in case of any deviations for incorrectness of the
information, levels or dimensions.
6.4 The contractor shall obtain all information relating to the local regulations, bylaws,
and application of any and all laws relating to him work or profession. No additional
claims shall be admissible on this account.
7.1 The Contractor shall prepare and furnish all shop drawings in quadruplicate at no
extra cost for approval by the Engineer before commencing fabrication/manufacture
of the equipment. Such shop drawings shall be based on the Architectural & Fire
fighting drawings and requirements laid down in the specifications and as per site
conditions. The manufacture of equipment shall be commenced only after the
Engineer approves the shop drawings in writing. Such drawings shall be co-ordinated
with all disciplines of work.
7.2 Contractor shall verify all dimensions at site and bring the notice of the ENGINEER
any or all discrepancy or deviations notices. The decision of the ENGINEER in the
regard shall be final.
7.3 Large size details and manufacturer’s dimensions for materials to be incorporated
shall take precedence over small-scale drawings.
7.4 All drawings issued by the consultants for the work are the property of the
Consultants and shall not be lent, reproduced or used on any other works than
intended, without the written permission of the Consultants.
7.5 Working drawings shall be approved by the consultant. Four sets of shop drawings
shall be submitted for approval showing:
On completion of the work and before issuance of certificate of virtual completion, the
Contractor shall submit to the Engineer. General layout drawings, drawn at approved
scale indicating layout of pump house piping and its accessories “As installed ".
These drawings shall in particular give the following:
e. Route of all cables and pipes run along with detail sizes and mode of installation.
9.0 DOCUMENTS
The Contractor shall submit to the Engineer, the following documents on completion
of the work and before issuance of virtual completion.
iv. Catalogues.
10.0 MATERIALS
10.1 All materials used on this work shall be new, conforming to the specifications.
10.2 Materials shall conform to the technical specification and/or the latest CPWD
Specifications /Indian Standards Specifications as amended up to date and carry
certification mark, wherever so required.
10.3 Only approved make of material in order of priority shall be used. The contractor
shall get the samples of all the items approved from the Engineer before
commencing the supply. Decision of project management consultant ENGINEER
shall be final.
11.1 Contractor shall be required to produce manufacturer’s test certificates for the
particular batch of materials supplied to him. The test carried out shall be as per the
relevant CPWD specifications/Indian Standards.
11.2 Any weights of sizes given in the tender having changed due to metric conversion,
the nearest equivalent sizes accepted by Indian Standards shall be acceptable
without any additional cost. The decision of the ENGINEER shall be final and
binding on the contractor.
11.3 The Engineer shall have full power to get any material of work to be tested by an
independent agency at Contractor's expense in order to prove the soundness and
adequacy.
12.1 All equipment shall be inspected and tested as per an agreed quality Assurance Plan
before the same is packed and dispatched from the Contractor's Works. The
Contractor shall carry out tests as specified/directed by Engineer.
12.2 Contractor shall perform all such tests as may be necessary to meet requirements of
Local Authorities, Municipal or other statutory laws/ bye-laws in force. No extra shall
be paid for these.
12.3 The Engineer may, at his sole discretion, carry out inspection at different stages
during manufacturing and final testing after manufacturing.
12.5 All materials and equipment found defective shall be replaced and the whole work
again tested to meet the requirements of the specifications, at the cost of the
contractor. Contractor has to obtain a performance certificate/approval for the
complete layout of piping/equipment erected.
13.0 WELDING
13.1 The welding procedure, types of electrodes etc. shall be in accordance with the
following IS specifications.
13.2 Only Welders fulfilling the requirements of IS: 817 and approved by the ENGINEER
shall be employed by the Contractor.
Gasket, for use in between flanged joints, to be of CAF as per IS-2712, thickness as
specified in S.O.Q.
15.0 PAINTING
15.1 All above ground pipes, pipe fittings, hose cabinets structural steel work pipe
supports etc. shall be painted as per specifications given below.
15.2 Painting shall be done only after the completion of fabrication work and testing.
15.3 The instructions of paint manufacturer shall be followed as far as possible otherwise
the work is to be done as directed by the ENGINEER .
15.4 All cleaning materials, brushes, tools and tackles, painting, material etc. shall be
arranged by the Contractor at site in sufficient quantity.
15.5 All rust, dust shall scales, welding slag or any other foreign materials shall be
removed fully so that a clean and dry surface is obtained prior to painting. Any other
oily containment shall be removed by use of a solvent prior to surface cleaning.
15.6 First coat of primer paint must be applied by brush on dry clean surface immediately
or in any case within 3 hours of such cleaning.
15.7 Primer paints - one coat (minimum thickness 100 microns) self-priming epoxy mastic.
a) For Pump Rooms - 2 coats (thickness minimum 50 microns each) of epoxy paint, fire
red shade as per IS: 4.
b) For other than Pump Rooms - 2 coats of synthetic enamel paint, fire red shade as
per IS: 4.
16.1 All underground piping shall be protected by coating and wrapping as per the
following procedure.
16.2 The materials and workmanship shall in general conform to IS: 10221, 1982 or as
directed by the ENGINEER .
16.3 Cleaning - The pipes shall be thoroughly cleaned by dust, rust will scales, oil, grease
etc. by stiff wire brush and scrappers. The surface shall be coated with the primer
immediately after cleaning.
16.5 Paste Application - Paste shall be applied to fill up uneven surfaces in order to
ensure smoothness for subsequent wrapping with multi-layer tape.
16.6 Tape Wrapping - The tape is to wrap while the second coat of primer is still tacky.
Winding is to be done with 50% overlap so that the total thickness of 2.0mm tape
would become 4.0mm. It should be ensured while wrapping that air bubbles are not
trapped. The ends of tape shall be secured with nylon binding to ensure that the tape
doesn’t get loosened while handling.
16.7 The total thickness including 2 coats of primer, 50% overlap of tape etc. should not
be less than 4.5mm or as per manufacturer recommendations.
16.8 The ‘Holiday Test’ is to be conducted as per IS: 10221 for detecting any entrapped
air or any other defect. The Contractor is to arrange for the Holiday Test and to
rectify the defects if found any.
17.1 The Contractor shall train the Owner’s personnel to become proficient in operating
the equipment installed. Training shall be done before the expiry of the defects
liability period.
17.2 The period of training shall be adequate and mutually agreed upon by the Engineer
and Contractor.
17.3 The Owner’s personnel shall also be trained for routine maintenance work and
lubrication, overhauling, adjustments, testing, minor repairs and replacement.
17.4 Nothing extra shall be paid to the Contractor for training Owner’s personnel.
At the close of the work and before issue of final certificate of virtual completion by
the Engineer, the Contractor shall furnish a written guarantee indemnifying the
Owner against defective materials and workmanship for a period of one year after
completion and handing over. The Contractor shall hold himself fully responsible for
reinstallation or replace free of cost to the Owner.
1.1 Work under this section shall consist of furnishing all labour, materials, equipment
and appliances necessary and required to completely install electrically/diesel engine
operated pumps for fire hydrant installations as required by the drawings and
specified hereinafter or given in the schedule of quantities.
1.2 Without restricting to the generality of the foregoing the pumps and the ancillary
equipment and shall include the following:
Pump suction and delivery headers, valves, air vessel and connections.
d) Electrical switchboards, wiring, cabling, cable tray, control panel and properly
connecting to earthing system of the Factory.
2.1 Pumps shall be installed true to level on suitable concrete foundations. Base plate
shall be firmly fixed by foundation bolts properly grouted in the concrete foundations.
2.2 Pumps and motors shall be truly aligned with suitable instruments.
2.3 All pump connections shall be standard flanged type with appropriate number of
bolts.
4.0 SUBMISSIONS
5.0 STORAGE
i) Centrifugal, split casing, horizontal pump should be selected as per IS. Pump should
have following specification.

ii) Pumps shall be connected to the drive by means of spacer type love joy couplings,
which shall be individually balanced dynamically and statically.
iii) The coupling joining the prime movers with the pump shall be provided with a sheet
metal guard.
v). Pumps shall be capable of delivering not less than 150% of the rated capacity of
water at a head of not less than 65% of the rated head. The shut off head shall not
exceed 120% of the rated head.
vi). The pump shall meet the requirements of the Tariff Advisory Committee and the unit
shall be design proven in fire protection services.
vii) Pumps shall be provided with pressure gauge with isolation cock on the delivery side.
viii) In case of motor driven pump the motor rating should be adequate to drive the pump
at 150% of rated discharge.
i) Electrically driven pumps shall be provided with totally enclosed fan cooled induction
motors. For fire pumps the motors should be rated not to draw starting current more
than 3 times normal running current.
ii) Motors for fire protection pumps shall be at least equivalent to the horse power
required to drive the pump at 150% of its rated discharge and shall be designed for
continuous full load duty and shall be design proven in similar service.
iii) Motors shall be wound for class B insulation and winding shall be vacuum
impregnated with heat and moisture resistant varnish glass fibre insulated.
iv) Motors for fire pumps shall meet all requirements and specifications of the Tariff
Advisory Committee.
v) Motors shall be suitable for 415 volts, 3 phase 50 cycles a/c supply and shall be
designed for 38 deg. C ambient temperature. Motors shall conform to I.S. 324.
vii) Motors shall be capable of handling the required starting torque of the pumps.
viii) Contractor shall provide inbuilt heating arrangements for the motors for main pumps
to ensure that motor windings shall remain dry.
ix) Speed of the motors shall be compatible with the speed of the pump.
x) The fire pumps shall operate on drop of pressure in the mains as given below. The
pump operating sequence shall be arranged in a manner to start the pump
automatically but should be stopped manually by starter push buttons only.

(One No ) manual No. 2 on air vessel
i) Provide on all suction and delivery lines double flanged reinforced neoprene flexible
pipe connectors. Connectors should be suitable for a working pressure of each pump
and tested to the test pressure given in the relevant head. Length of the connector
shall be as per manufacturer details.
6.5 Installation
i) Pumps shall be installed true to level on suitable concrete foundations. Base plate
shall be firmly fixed by foundation bolts properly grouted in the concrete foundations.
iii) All pump connections shall be standard flanged type with appropriate number of
bolts. In case of non-standard flanges companion flanges shall be provided with the
pumps.
v) Contractor shall provide necessary test certificates and performance charts with
NPSH requirement of the pumps from the manufacturer. The contractor shall provide
facilities to the Architect or their authorised representative for inspection of
equipment during manufacturing and also to witness various tests at the
manufacturer’s works without any cost to the owners.
Diesel engine shall be of 6 cylinder with individual heat assemblies. The engine shall
be water cooled and shall include heat exchanger and connecting piping strainer,
isolating and pressure reducing valves, by pass line, exhaust pipe, silencer day tank
for fuel all interconnected piping etc. complete in all respects.
The speed of the engine shall match the pump speed for direct drive.
c) The engine shall be capable of being started without the use of the wicks, Cartridge
heater plugs or either at the engine room temperature 4 deg.C and shall take full load
with in 15 second from the receipt of the signal to start.
d) The engine shall effectively (i.e. without any derating) operated at 46 deg.C ambient
temperature at 150 meter above mean sea level.
e) Noise level of the engine shall not exceed 90 db (free sound pressure) at 3-meter
distance
f) The engine shall be self starting type upto 4 deg.C shall be provided with one 24
volts heavy duty D.C. battery, starter, cutout, battery leads complete in all respects.
One additional spare battery leads complete in all respects. One additional spare
battery shall be provided. The battery shall have an adequate capacity for cold
cranking amperage as recommended by the Engine Manufacturer.
g) An automatic change over system shall be provided so that the spare battery comes
into operation in case the engine is not started by its own battery.
h) Pump Control Panel should have visual and audio alarm and indication for battery
failure.
i) The working battery as well as battery should have output amperage capacity for at
least 3 consecutive cranking/starting of the Engine.
j) Provide a battery charger of sufficient amperage capacity of fully charge the batteries
in 20 hours with tickle and booster charging facility and regulators.
k) Arrangement for starting shall be automatic on receiving the signal. But shut-off shall
be manual.
l) The engine shall be provided with an oil bath or dry type air cleaner as per
manufacturer’s design.
n) The system shall be provided with a control panel with push button starting
arrangement also wired to operate the engine by differential pressure switches.
o) The entire system shall be mounted on a common structural base plate with anti
vibration mounting and flexible connections on the suction and delivery piping.
p) Contractor shall provide one fully mounted and supported day oil tank fabricated from
6mm thick MS sheet electrically welded with capacity for 8 hours working at full load
but not less than 200 ltrs. Provide level indicators - low level and full level in the day
oil tank on the control panel through float switches and an air breather. Day oil tank
shall also be provided with filling connection (threaded) with cap, gauge glass
indication & cocks, drain cock, inspection/cleaning cover with gasket and nuts/bolts.
M.S. dyke to hold 150% of the day tank capacity to be built around the Day Tank.
q) Contractor to provide one exhaust pipe with suitable muffler (residential type) to
discharge the engine gases to outside in open air as per site conditions (contractor to
check the site).
r) Contractor to provide all accessories, fittings, and fixtures necessary and required for
a complete operating engine set. The exhaust pipe shall be taken outside the
building with minimum number of bends (approx. length 30 Mts.) and shall be duly
heat insulated with 50mm thick glass wool covered with 24 gauge aluminum
cladding.
s) Contractor shall submit to the Owner special requirements, if any, for the ventilation
of the pump room.
Pumps and motors shall be mounted on a common structural base plate and
installed as per manufacturer instructions.
The contractor shall provide one air vessel fabricated from 8mm M.S. plates with
10mm dished ends and suitable supporting legs. Each air vessel shall be provided
with a 80mm dia, flanged connection from pump, one 25mm dia, drain with valve,
one gun metal water level gauge and 25mm sockets for pressure switches. The
vessel shall be 450mm dia x 1800mm high and tested to 20 Kgs./Sq.cm. pressure.
6.9.1 Cubicle type switch boards and components shall conform to the requirements of the
latest revision including amendments of the following codes and standards.
All cutouts and covers shall be provided with synthetic rubber gaskets. (Preferably
neoprene).
The panel shall be divided into distinct vertical sections each comprising of:
i) Complete enclosed bus bar compartment for running horizontal and vertical bus bars.
ii) Complete enclosed switchgear compartment one for each circuit for housing air
circuit breaker, MCCB etc.
iii) Compartmentally for power and control cables of at least 300mm width covering
entire height provided.
All cable alley must be provided with threaded nipples for CO2 flooding system and
shall be connected to all compartment with centralized CO2 system
v) The panel shall have 20% spare space duly wired for future use.
The front of each compartment shall be provided with hinged single lead door with
locking facilities. Panel shall be provided with suitable lifting facilities. Isolators &
MCCB/ACBs shall be of fixed/drawout type as described later.
Each feeder shall have compartmentalized construction cable entry shall be from
top/bottom (3mm thick gland plate shall be provided) as required.
The panel shall be provided with three phase buses and neutral bus bars of
aluminium sections throughout the length of the panel and shall be adequately
supported and braced to withstand the stresses due to the short circuit current of 50
KA rms. For 1 sec. Maximum temperature rise of bus bars and bus bar connection
while carrying rated current shall not exceed 40 amp. over an ambient temperature of
50 deg.C.
The minimum clearance in air between phases and between phases and earth for
the entire run of the bus bar connections shall be 25mm minimum bus bars support
insulators shall be made of non-hydroscopic non-combustible track resistant and
high strength type porcelain or polyester fibber glass moulded material.
All bus bars shall be colour coded as per IS: 375 and the current density shall be 1
amp/sq.mm.
G.I. earth bus of 50x6mm size shall be provided at the bottom of the panel through
out the length. Similarly 40x6mm G.I. strip in each vertical section for earthing the
individual equipment/accessories shall be provided and connected to main horizontal
bus.
Contractors shall be electro-magnetic types with interrupted duty as per IS: 2959.
The main contacts shall be of Silver or silver alloy, provided with minimum 2 NO and
2 NC auxiliary contacts. The push button should be of shrouded type and each
should be provided with 1 NO and 1 NC contact. Colour coding shall be as per IS:
6875 (Part II).
6.9.2 ACB
The circuit breaker shall be of air break type in order to eliminate fire and explosion
risk and shall comply with the IS: 13947-1993 with a rupturing capacity of not less
than 50 MVA at 415 volts or as specified elsewhere (The service short circuit
breaking capacity shall be as specified and equal to the short circuit with stand
value). The breaker shall be provided with microprocessor based releases for over
load and short circuit protection.
The breaker shall consist of a horizontal drawout pattern triple pole, fully interlocked,
independent manual spring operated mechanism. The mechanism should be such
that the circuit breaker is at all times free to open immediately. The trip coil is
energized. Current carrying parts should be silver plated and suitable arcing contacts
shall be provided to protect the main contact arc-chutes for each pole shall be
provided and shall be lifted out for the inspection of main and arching contact.
Breaker shall be provided with automatic safety shutters to screen the main live
contact when the breaker is withdrawn. The frame of the circuit breaker should be
positively earthen when the breaker is racked into the cubicle.
The following safety arrangements shall be provided for the safety of the personnel to
preventnal-operation.
i) Interlock to prevent the truck from being withdrawn or replaced except in the fully
isolated position.
ii) Interlock to prevent earth connection from being made by the earthing device except
breaker is open.
iii) Interlock to prevent the breaker from being made alive without its rack in position.
MCCB shall conform to the latest IS: 13947-1993/IEC 947-1989. The Service Short
Circuit Breaking Capacity (ICS at 415 VAC) should be 50 KA.
MCCB shall be Current Limiting and comprise of Quick Make - Break switching
mechanism preferably Double Break Contact system are extinguishing device and
the tripping unit contained in a compact, high strength, heat resistant, flame
retardant, insulating moulded case with high withstand capability against thermal and
mechanical stresses. All MCCBs shall be capable of defined variable overload
adjustment. All MCCBs rated 200 Amps and above shall have adjustable magnetic
short circuit pick up.
The trip command shall over ride all other commands. MCCB shall employ
maintenance free double break contact system to minimize the let thru’ energies and
capable of achieving discrimination upto the full short circuit capacity of downstream
MCCB. The manufacturer shall provide both the discrimination tables and let thru’
energy curves. The MCCB shall not be restricted to Line/Load connections.
The handle position shall give positive indication of ‘ON’, ‘OFF’ or ‘Tripped’ thus
qualifying to disconnection as per the IS/TEC indicating the true position of all the
contacts. In case of 4 pole MCCB the neutral shall be defined and capable of
offering protection.
The general-purpose control switch shall be provided for ON/OFF Auto/Manual. The
switch shall be provided with engraving plates on the front with the complete
inscription.
The switch shall be normally a fixed control box type heavy-duty unit.
Indicating lamps shall be of the panel mounting, LED type and shall have execution
plates marked with its function wherever necessary. The colour of the lamp cover
shall be red for ‘ON’ and green for ‘OFF.
The starters shall be of DOL type. The motors should have double sq. cage or other
provision to limit the starting current to 4 times the full load current.
i) Panel and all modules shall be provided with prominent engraved identification
plates. The module identification designation. For single front switchboards, similar
panel and board identification lables shall be provided at the rear also.
ii) All nameplates shall be of non-rusting metal or 3-ply lamicold, with white engraved
lettering on black background. Inscription and lettering sizes shall be subject to
Owner’s approval.
iii) Suitable stenticilled paint marks shall be provided inside the panel/module
identification of all equipment in addition to the plastic sticker lables, if provided.
These lables shall be partitioned so as to be clearly visible and shall have the device
number, as mentioned in the module wiring design.
b) Pickling: Oxide scale rust formation are to be removed in a hot bath of sulphuric acid.
Pitting of the surface is to be prevented by the use of pickling in habitors.
c) Cold Rinsing: The parts are then to be washed with cold water to remove all traces of
acidic solution.
d) Phosphating: In order to attain durable paint coating the metal surface is to be given
phosphating treatment by development a phosphate layer on the surface. Preferably
hot grenadine solution is to be used in the phosphating plant.
Drying: The treated parts should then be dried in a hot chamber in dust free
atmosphere to ensure that they are absolutely clear and dry before the paint is
applied.
Primer Coating: The treated and dried parts are to be sprayed with high corrosion
resistance primer.
i) Finishing Coat: The finishing paint coat is to be applied by spraying two coats of 15
micron thickness powder coated paint of approved shade.
6.9.7 Wiring
Control and protective wiring shall be done with copper conductor PVC insulated
1100 volts grade multi-stranded flexible wire of 2.5 sq.mm 2 cross section. The
colour coding shall be as per latest edition of IS: 374.
Each wire shall be identified by plastic ferrule. All wire termination shall be made with
type connection. Wire shall not be taped or splied between terminal points.
Terminal blocks shall preferably by grouped according to circuit function and each
terminal block group shall have at least 20% spare capacity.
Not more than 1 (one) wire shall be connected to any terminal block.
Current transformers shall be of ratio, burden (shall be worked out by panel supplier),
class/accuracy specified in Single Line Diagram.
The design and construction shall be sufficiently robust to withstand thermal and
dynamic stresses due to the maximum short circuit current of the circuit.
The current transformer shall preferably be capable of being left open circuited on
the secondary side with primary carrying rated full load current, without overheating
or damage. Short time current rating and rated withstands time shall be same as
corresponding C.B.
Rating plate details and terminal markings shall be according to the latest edition of
relevant Indian Standard specification.
Generally separate current transformers (core) shall be used for metering and
protection.
7.0 CABLES
a) Contractor shall provide all power and control cables from the motor control center to
various motors and control devices, of ratings as per IS: 3961.
b) All power and wiring cables shall be FRLS with (inner and outer sheath) aluminium
conductor PVC insulated armoured and PVC sheathed of 1.1 KV grade. Control
cables and power cables of 2.5 sq.mm or less shall be of copper, FRLS, armoured.
Cables and wires shall comply with requirements of IS: 5831, 694, 8130, 7098 (I) &
1554 as the case may be.
c) All cables shall have stranded conductors. The cables shall be supplied in drums as
far as possible and hear the manufacturer’s identification mark.
d) All cable joints shall be made in an approved manner as per accepted practice.
7.1.1 Cable trays shall be 2mm thick GI/CRCA powder coated as per approved shade of
client. Sheet steel, ladder type/perforated cable trays including fixing along
wall/ceiling complete with M.S. rod/flat hangers directly grouted in walls/ceiling etc as
required.
7.1.2 The sizes shall be as follows and as directed by the Owner.
a) 150 mm wide
b) 300 mm wide
7.2 EARTHING
7.2.1 Fire Fighting Contractors shall have to provide earthing strips (G.I. 25x3mm) or
earthing wires (G.I. 8 SWG) as may be required for proper earthing of the
equipments supplied by him. Thickness of galvanization to be 75 microns
(minimum). Each electrical equipment is to be earthen at 2 points.
1.1 Work under this section shall consist of furnishing all labour, materials, equipment
and appliances necessary and required to completely install wet riser fire hydrant
system as required by the drawings and specified hereinafter or given in this
schedule of quantities.
1.2 Without restricting to the generality of the foregoing, the fire hydrant system shall
include the following: -
Mild steel mains including valves, hydrants and all other accessories.
Landing valves, synthetic hose pipes, hose reels, hose cabinets, fire brigade
connections, connection to pumps, appliances and pressure reducing devices.
2.1 All materials shall be of the best quality conforming to the specifications and subject
to the approval of the employer. The wet riser system shall remain pressurized at all
times during operation, and as such the piping work shall be carried out to withstand
the same.
2.2 Pipes and fittings shall be fixed truly vertical, horizontal or in slopes as required in a
neat workmanlike manner.
2.3 Pipes shall be fixed in a manner as to provide easy accessibility for repair and
maintenance and shall not cause obstruction in shafts, passages, etc.
2.4 Pipes shall be securely fixed to walls and ceilings by suitable clamps at intervals
specified. Only approved type of anchor fasteners shall be used for RCC ceilings and
walls.
2.5 Valves and other appurtenances shall be so located that they are easily accessible
for operations, repairs and maintenance.
a. All pipes within the building in exposed locations and shafts including connections
buried under floor shall be ERW mild steel tubes conforming to IS: 1239 (Heavy
class) up to 150mm AB and IS 3589 above 150 NB’s with screwed or welded joints
as specified by the engineer in charge at least 10% of welded joints shall be
radiographically tested.
b. Fittings of 50mm or below shall be forged steel with socket weld ends of approved
makes. For 65mm and above shall be W.I./M.S. with butt weld ends.
4.0 JOINTING
Gasket, for use in between flanged joints, to be of CAF as per IS-2712, thickness as
specified in S.O.Q.
5.0 EXCAVATION
5.1 Excavations for pipeline shall be in open trenches to levels and grades shown on the
drawings or as required at site. Pipelines shall be buried to a minimum depth of 1 to
1.5 meter or as shown on the drawings.
5.2 Wherever required contractor shall support all trenches or adjoining structures with
adequate supports to prevent land slides.
5.3 On completion of testing and painting, trenches shall be refilled with excavated earth
in 15-cm layers and compacted.
5.4 Contractor shall dispose off all surplus earth within the site.
6.1 Contractor shall provide suitable cement concrete anchor blocks as may be
necessary for overcoming pressure trusts in under ground/external pipes. Anchor
blocks shall be of cement concrete 1:2:4 mix.
7.0 VALVES
7.1 Butterfly valves above 65mm shall be of cast iron body and bronze/gunmetal seat.
They shall conform to type PN 1.0 of IS: 13095.
7.2 Non return valves shall be of cast iron body and bronze / gunmetal seat. They shall
be swing conform to Class 1 of IS: 5312 and have flanged ends. They shall be
swing check type in horizontal runs and lift check type in vertical runs of piping. They
shall not be spring loaded type.
7.3 Check valves shall be cast iron double flanged conforming to IS 5312-1975 with cast
iron steel body and stainless steel internal trims.
Valves on pipes 65mm and below shall be heavy pattern gunmetal valves with cast
iron wheel seat tested to 20kg/sqcm pressure. Valves shall conform to IS:778.
Contractor shall provide external hydrants. The hydrants shall be controlled by a cast
iron sluice valve. Hydrants shall have instantaneous type 63-mm dia outlets. The
hydrants shall be of gunmetal and flange inlet and single outlet conforming to
I.S.5290-1983 with G.I. duck foot bend and flanged riser of required height to bring
the hydrant to correct level above ground.
8.2 Contractor shall provide for each external fire hydrant two nos. of 63 mm dia 15
meter long synthetic fiber non percolating hose pipe with gunmetal male and female
instantaneous type couplings machine wound with copper wire hose to I.S. 636 type
B and couplings to IS 903 with IS certification), gunmetal branch pipe with 16 mm
nozzle to I.S. 903-1984.
9.1 Contractor shall provide on each landing and other locations as shown on the
drawings one single headed gunmetal landing valve with 63 mm dia outlets and 80
mm inlet (I.S. 5290-1969) with individual shut off valves and cast iron wheels.
Landing valves shall have flanged inlet and instantaneous type outlet as shown on
the drawings.
9.2 Instantaneous outlets for fire hydrants shall be of standard pattern approved and
suitable for fire brigade hoses. Contractor shall provide for each internal fire hydrant
station four numbers of 63 mm dia 7.5 meter long synthetic non perculating hose
pipes with gunmetal male and female instantaneous type coupling machine wound
with G.I. wire (Hose to I.S. 636 type B and couplings to I.S. 903 with I.S. certification),
fire hose reel, gunmetal branch pipe with nozzle I.S. 903 fireman’s axe.
9.3 Each hose box shall be, after thorough cleaning of surface, painted as per Section 28
of General Technical Specifications. The words FIRE HOSE to be painted on the
inner face of the glass.
10.1 Contractor shall provide standard fire hose reels with 20 mm dia high pressure
rubber hose of 36 meters length with gunmetal nozzle with 5mm bore, and control
valve, shut of nozzle connected wall mounted on circular hose reel of heavy duty mild
steel construction and cast iron brackets. Hose reel shall conform to IS: 884-1969.
The hose reel shall be connected directly to the M.S pipe riser through an
independent connection.
11.1 All pressure gauges shall be of dial type with bourdon tube element of SS 316. The
gauge shall be of reputed make. The dial size shall be 150-mm dia and scale division
shall be in metric units marked clearly in black on a white dial. The range of pressure
gauge shall be 0 to 12 kg/sq.cm.
11.2 All pressure gauges shall be complete with isolation cock, nipples, tail pipes etc.
12.2 All the pressure switches shall have 1/4" B.S.P (f) inlet connection and screwed
cable entry for fixing cable gland.
13.1 The contractor shall provide as shown on drawing gunmetal four ways collecting
head with 63mm dia instantaneous type inlets with built in check valve and 100/150
mm dia. Outlet connection to the fire main grid and for tank filling, collecting head
shall conform to IS: 904-1964.
14.1 The contractor shall provide 25 mm dia screwed inlet cast iron single acting air valve
on all high points in the system or as shown on drawings.
50mm dia black steel pipe conforming to IS:1239 heavy class with 50mm gunmetal
full way valve for draining and water in the system in low pockets.
Pressure gauge of suitable range shall be installed on the discharge side of each
pump vacuum gauge shall be provided on suction side for pumps with negative
suction. The dial size shall be 250mm. The gauges shall have brass cocks.
Orifice plates shall be of 6mm thick stainless steel to reduce pressure on individual
hydrants to operating pressure of 3.5kg/sq.cm. Design of the same shall be given by
the Contractor as per location and pressure condition of each hydrant.
15.1 Contractor shall provide suitable brick masonry chambers in cement mortar 1:5 (1
cement: 5 coarse sand) on cement concrete foundations 150 mm thick 1:5:10 mix (1
cement: 5 fine sand 10 graded stone aggregate 40 mm nominal size) 15 mm thick
cement plaster inside and outside finished with a floating coat of neat cement inside
with cast iron surface box approved by fire brigade including excavation, back filling,
complete.
See Clause 15.0 & 16.0 on ‘Painting’ and ‘Coating/wrapping’ under General
Technical Specifications).
17.1 All pipes shall be adequately supported from ceiling or walls by means of anchor
fasteners by drilling holes with electrical drill in an approved manner as
recommended by manufacturer of the fasteners.
17.2 All supports/clamps fabricated from M.S. structural e.g. roads, channels, angles and
flats shall be painted as described in specifications for “Painting” under General
Technical Specifications.
17.3 Where inserts are not provided the contractor shall provide anchor fasteners. Anchor
fasteners shall be fixed to walls and ceilings by drilling holes with electrical drill in an
approved manner as recommended by the manufacturer of the fasteners.
Air vessel on top of each wet riser piping shall be installed before execution for
approval fabricated out of at least 8mm thick steel to withstand the pressure, with
dished ends and supporting legs. This shall be of 300 mm dia and 1m high. This
shall be completed with necessary flange connection to the wet riser piping and air
release valve with necessary piping to meet the functional requirement of the system.
The air vessel shall be of continuous welded construction and galvanized to IS:
4736-1968. This shall be tested for twice the working pressure.
19.0 TESTING
1 All piping in the system shall be tested to a hydrostatic pressure of 11.0 kg/sq.cm
without drop in pressure for at least 2 hours.
Rectify all leakages, make adjustments and reset as required and directed.
20.2 For external hydrants the hose cabinets shall be fabricated from 16 gauge thick M.S.
sheet with double shutter glass front door and locking arrangement with breakable
glass key access arrangement. The cabinet shall have ‘FIRE HOSE” written on it
prominently. Sample of hose cabinet shall be got approved from the ENGINEER
before installation at the site.
21.0 MEASUREMENT
21.1 Mild steel pipes shall be measured per linear meter of the finished length along the
center line and shall include all fittings (including flanges), welding, jointing, clamps
for fixing to walls or hangers, anchor fasteners and testing.
21.2 Butterfly valves, check valves and full way valves shall be measured by numbers and
shall include all items necessary and required for fixing and as given in the
specifications/schedule of quantities.
21.3 Landing valves hose cabinets, synthetic non-percolating fire hose pipes, First-aid fire
hose reels (with gunmetal full way valves) and gunmetal branch pipes shall be
measured by numbers and shall include all items necessary and required for fixing as
given in the specifications/schedule of quantities.
21.4 Suction and delivery headers shall be measured per linear meter or finished length
and shall include all items as given in the schedule of quantities.
21.5 Painting/wrapping/coating of headers, pipes shall be included in the rate for pipes
and no separate payment shall be made.
21.6 Brick masonry chambers shall be measured by number and shall include all items as
given in the schedule of quantities/specifications.
21.7 No additional payment shall be admissible for cutting holes or chases in walls or
floors, making connections to pumps, equipment and appliances.
1.1 Work under this section shall consist or furnishing all labour, materials, equipment
and appliances necessary and required to completely install the sprinkler system as
required by the drawings and specified herein after or given in the schedule of
quantities.
a) Sprinkler mains, branch and external piping complete with valves, alarm, hangers
and appurtenances and painting.
2.1 All materials shall be of the best quality conforming to specifications and subject to
the approval of the engineer.
2.2 Pipes and fittings shall be fixed truly vertical horizontal or in slopes as required in
neat workman like manner.
2.3 Pipes shall be fixed in a manner as to provide easy accessibility for repair and
maintenance and shall not cause obstruction in shafts, passages, etc.
2.4 Pipes shall be supported from walls and ceiling by suitable clamps at intervals
specified. Only approved type of anchor fasteners shall be used for RCC ceilings and
walls.
2.5 Valves and other appurtenances shall be so located that they are easily accessible
for operations, repairs and maintenance.
2.6 Sprinkler heads shall be approved by the underwriters Laboratories (U.L.) or Fire
officers Committee (FOC). The finish shall be as specified in the schedule of
quantities. The contractor shall give required tools for removing and fixing of different
types of sprinklers free of cost as directed by the ENGINEER .
a) Sprinkler heads shall be of quartzoid bulb type with bulb, valve assembly yoke and
the deflector. The sprinklers shall be of approved make and type.
b) Types:
i) Conventional Pattern:
The spray type sprinkler shall produce a hemispherical discharge below the plane of
the deflector.
These shall be designed for use with concealed pipe work. These shall be installed
pendant with plate or base flush to the ceiling with below the ceiling.
c) Constructions:
i) Bulb: - Bulb shall be made of corrosion free material strong enough to with stand any
water pressure likely to occur in the system. The bulb shall shatter when the
temperature of the surrounding air reaches a predetermined level.
ii) Valve Assembly:-Water passage of the sprinkler shall be closed by a valve assembly
of flexible construction. The valve assembly shall be held in position by the quartzoid
bulb. The assembly be stable and shall withstand pressure surges or external
vibration without displacement.
iii) Yoke: - The yoke shall be made of high quality gun metal. The arms of yoke shall be
so designed as to avoid interference with discharge of water from the deflector. The
sprinkler body shall be coated with an approved anti-corrosive treatment if the same
is to used in corrosive conditions.
iv) Deflector:-The deflector shall be suitable for either upright or pendent erection. The
deflector shall be designed to give an even distribution of water over the area
protected by each sprinkler.
d) Colour Code :
The following colour code shall be adopted for classification of sprinkler according to
nominal temperature ratings:
The following sizes of sprinklers shall be selected for various classes or hazards.
The following spare sprinklers shall be supplied along with the system:
g) Temperature Rating:
For normal conditions in temperature climates rating of 68/74 deg. C shall be used.
However the temperature rating shall be as closed as possible to, but not less than
30 deg. C above the highest anticipated temperature conditions.
4.0 Installation Control Valve:- Installation control valves shall comprise of the following:
a. One man stop valve of full way pattern with gunmetal pointer to indicate where
open/shut.
c. One hydraulic alarm motor and gong for sounding a continuous alarm upon out-
break of fire.
d. One combined waste and testing valve including 5mtr of tubing and fittings.
f. Strainer
g. Drain plug
A. Below ground piping :- Under ground piping shall be installed in masonry trenches
with cover or reinforced concrete. The pipe work shall be supported at regular
intervals of 2.5m with masonry or RCC supports. Wherever pipes pass through
roads/pavements suitable size hue pipes shall be provided for protection of piping.
Underground pipes shall be protected against corrosion with two coats of bituminous
painting and wrapped with tarfelt or similar covering. If the piping is to be buried in
ground with back filling of earth, a coat of epoxy painting shall be given.
b) Piping shall be so installed that the system can be thoroughly drained. All the pipes
shall be arranged to drain to the installation drain valve. In case of basement and
other areas where the pipe work, is below the installation drain valve/auxiliary valves
of the following sizes shall be provided.
c) Piping shall be screwed type upto 50mm dia. Welding of joints will be allowed for
pipes of 50mm of larger diameters.
d) The piping shall be pressure tested by the hydrostatic method upto a pressure of 1.5
times the working pressure the piping shall be slowly charged with water so that all
the air is expelled from the piping by providing a 25mm inlet with a stop cock. The
piping shall be allowed to stand full of water for a period of 2 hours and then the
piping shall be put under pressure by means of manually operated test pump or by a
power driven test pump. The pressure gauges used for testing shall be accurate and
shall preferably the calibrated before the testing is carried out. All the leakages and
defects in joints revealed during the testing shall be rectified to the entire satisfaction
of the Consultant. The system may be tested in sections parts as the work of erection
of piping proceeds. The piping shall withstand 1.5 times the working pressure for at
least 2 hours.
7.1 Provide one electrically operated flow switch of appropriate dia, at the head of each
circuit. Flow switches should be capable of the required flow in the circuit. The
electrical cabling for the flow switches and control panel shall be provided by the
contractor.
The equipment for control panel should be compact neatly wired and enclosed in a
suitable 14 gauge M.S. sheet/16 CRCA sheet Metal Box which is suitably treated
against corrosion. The control panel should be painted with over banked enamel
paint. The panel shall consist of:
a) Panel should be made in a modules of 10 zones e.g. Each module will have audible
and visual indications and will monitor the circuit conditions.
b) The circuits provided in the control panel for each zone shall indicate the following
conditions:
c) The Automatic annunciation panel shall suitable for operation on 24V DC and shall
be provided with power supply unit suitable to operate on A.C. mains of 230V with a
variation of 10%. The system shall be so designed that in case of failure of A.C. main
supply it shall automatically change over to battery supply.
d) Suitable protection may be provided against charging of the battery over and above
the specified values.
i) The system shall be powered by lead acid storage stationery complete with
automatic duel rate charger boost and trick operating from 220V, 50 Hz, single
phase, mains supply. The battery capacity should be adequate for operation of the
system connected to it for at least 24 hours in the non-alarm state followed by 30
minutes operation of all sounders and other connected equipments after a power
(mains) failure.
ii) The automatic charger should operate at the boost charge when the battery terminal
voltage is less than about 2.1V 20 per cell, and operate at a trickle charge rate of 100
to 200 HA, when the battery terminal voltage exceeds about 2.25 per cell.
a) Voltmeter 0-30 V
iv) The preferred nominal DC voltage shall be 24 V and shall preferably be isolated. (IF
an isolated supply is provided a line earthing indicator should also be provided).
v) The DC system and the detection and sounder circuits shall be protected against
their attaining a voltage to earth exceeding 50V.
vi) The connection to the 220V, 50Hz, single phase system shall be through a three pin
plug socket especially provided for the connection to the annunciation panel. This
connection should in addition utilized for earthling all non-current carrying metal parts
of the sprinkler system, except those that are either doubly insulated or mounted at a
height exceeding 2.2 meters.
vii) The battery unit shall be housed in a steel cabinet with suitable mounting at least
2.5mm thick suitably painted with two coats of Post Office Red, Enamel necessary
vent holes should be provided for proper ventilation.
viii) One battery unit complete with battery charger shall be provided for each control
panel.
10.0 TESTING
10.1 All pipes in the system shall be tested to a hydrostatic pressure of 11.0 kg/sq.cm
without drop in pressure for at least 2 hours. Rectify all leak ages, make adjustments
and retest as required.
11.0 MEASUREMENT
11.1 Black steel pipes shall be measured per linear meter of the finished length and shall
include all fittings including flanges, welding, jointing clamps for fixing to walls or
hangers and testing.
11.2 Butterfly valves, check valves and full way valve and flow indicating switches shall be
measured by numbers and shall include all items necessary and required for fixing as
given in specifications.
11.3 Cabinet and the spare sprinkler heads, with spanner etc. shall be measured as per
actual item given in the schedule of quantities.
11.5 No additional payment shall be admissible for cutting holes, or chases in the wall or
floors, making connections to pumps, equipment and appliances.
11.6 Painting and coating/wrapping of pipes shall be included in the rates for pipes and no
extra payment shall be made.
1.1 Work under this section shall consist of pre commissioning, commissioning testing
and providing guarantees for all equipment, appliances and accessories supplied
and installed by the contractor under this contract.
2.1 Work under this section shall be executed without any additional cost. The rates
quoted in this tender shall be inclusive of the works given in this section.
2.2 Contractor shall provide all tools, equipment, metering and testing devices required
for the purpose.
2.3 All inspection and testing for gauging the efficacy of all equipment would be as per
the TAC regulations.
A survey of the site of the work shall be made by the Contractor before preparation of
the detailed drawings for submission to the department for approval. The installation
shall be carrier out strictly in accordance with the approved drawing.
2.4 The scope of installation work shall include the following, where or not expressly
mentioned in the schedule of work.
iii. Filling up the hole in flooring with cement concrete, after laying the wet riser pipes.
iv. Necessary supports and clamps for wet riser pump room.
v. Necessary supports and clamps for wet riser plumbing the building.
vi. Supporting bracket/frame work for the fuel oil tank of the engine.
vii. Excavation of the earth, consolidation and refilling after laying of wet riser piping in
ground.
ix. Necessary anchor block of ample dimensions in 1:2:4 cement concrete at all bends,
tee connections, foot of the wet riser, and other places as required to stand the
pressure thrust in pipes.
x. Necessary masonry work/steel work for supporting hose cabinets near external
(yard) hydrants.
xiii. Cutting and making good the damages for the installation work of the riser system
xiv. Strainers and foot valves for pumps with negative suction and strainers for pumps
with positive suction.
xv. All the required control piping, exhaust piping (5m long) from engine, oil piping for
fuel oil and lubricating oil for the engine, drain piping from the pumps to the drain pint
in the pump room, overflow piping from priming tank to the sump. The piping work
shall include all necessary fittings, valve and accessories for effective functional
requirements.
xvi. Inter-connecting cable work with controls, control panel, batteries etc. including
battery leads.
Where provision of GI/MS pipe shall below ground become inescapable, it shall be
protected from soil corrosion by 2 coats of coal tar hot enamel paint and 2 wraps of
reinforced fiber glass tissue or bitumenised horizon.
Each CI pipe/GI pipe shall be subjected to hydraulic pressure test before installation,
in presence of the Engineer or his authorised representative.
External (yard) hydrants shall be located at least 2m away from the face of the
buildings but not more than 15m and be accessible.
Where external hydrants below ground level are specifically indicated in tender
specifications, there shall be enclosed in masonry or cast iron structure of size
75cm2 and 8cm above ground level. The hydrant shall be with in 8cm from the top of
the enclosure.
Necessary facility for draining the rise pipe shall be provided at ground floor level with
40mm size sluice valve.
Internal hydrants at each floor shall be located at about 1m above floor level.
All hoses shall be numbered and a record submitted with completion plane. The
number and length shall be easily recognizable on each hose pipe.
External hose boxes shall be installed such that the hose is not exposed to sun rays.
3.0 PRECOMMISSIONING
3.1.1 Insulation resistance test with 500 volt merger, before and after high voltage test, on
all power and control wiring.
3.1.2 High voltage test at 2000 volts A.C. for one minute on all power and control wiring.
3.1.3 Low voltage continuity test (6 volts) on power wiring of each feeder, between bus
bars and outgoing terminals with switches and contractors in closed position.
3.1.5 Operation test for all feeders with only control supply made “ON” to ensure
correctness of control wiring, operation of the various equipment used, such as push
buttons, protective devices, indicating lamps and relays, etc. All contractors shall be
checked for the presence of humming and chattering.
3.1.6 Earth continuity test with voltage not exceeding 6 volts between various non-current
metallic of equipment, steel work, etc. and the earth bus provided in the M.C.C.
3.2.1 Check all hydrant valves and close if any valve is open. Check that all suction and
delivery connections are properly made.
3.2.2 Test run and check rotations of each motor and correct the same if required.
3.1 Check all clamps, supports and hangers provided for the pipes.
3.2 Fill up pipes with water and apply hydrostatic pressure to the system as given in the
relevant section of the specifications if any leakage is found. Rectify the same and
reset the pipes.
4.1.1 Pressurize the fire hydrant system by running the main fire pump and after attaining
the required pressure shutoff the pump.
4.1.2 Open by-pass valve and allow the pressure to drop in the system. Check that the
jockey pump cuts-in and cuts-out at the pre-set pressure. If necessary adjust the
pressure switch for the jockey pump. Close by-pass valve.
4.1.3 Open bye-pass valve and allow the water to flow into the fire water tank in order to
avoid wastage of water. The main fire pump should cut-in at the preset pressure and
should not cut-out automatically on reaching the normal line pressure. The main fire
pump should stop only by manual push button. However, the jockey pump should cut
out as soon as the main pump starts.
4.1.4 Switch off the main fire pump and test check the diesel engine driven pump in the
same manner as the electrically driven pump.
4.1.5 When the fire pumps have been checked for satisfactory working on automatic
controls, open fire hydrant simultaneously and allow the hose pipe to discharge water
into the fire tank to avoid wastage. The electrically driven pump should run
continuously for eight hours so that its performance can be checked.
4.1.6 Diesel engine driven pump should also be checked in the same manner as given in
para above by running for 8 hours.
4.1.7 After laying and jointing, the entire piping shall be tested to hydrostatic test pressure.
The pipes shall be slowly charged with water so that the air is expelled from the
pipes. The pipes shall be allowed to stand full of water for a period of not less than
24 hours and then tested under pressure. The test pressure shall be 10kg/cm2. The
test pressure shall be applied by means of manually operated test pump or by a
power driven test pump to be provided by the Contractor. In either case precautions
shall be taken to ensure that the required test pressure is not exceeded.
4.1.8 The open end of the piping shall be temporarily closed for testing.
4.1.9 Test shall be conducted on each pump set after completion of the installation with
respect of delivery head, flow and B.H.P. The test shall be carried out by the
Contractor at his own cost.
4.1.10 All leaks and defects in different joints noticed during the testing and before
commissioning shall satisfaction of Engineer.
4.1.11 Check each landing valve, male and female couplings and branch pipes for
compatibility with each other. Any fitting, which is found to be incompatible and does
not fit into the other properly, shall be replaced by the contractor. Landing valves
shall also be checked by opening and closing under pressure.
4.1.12 Testing of fittings/equipments shall be carried out either at site or at works in the
presence of a representative of the Engineer. Test certificates shall also be furnished
by the Contractor.
4.1.13 The automatic operation of the system for the various functional requirements and
alarms as laid down in his specification shall be satisfactory carried out on as
described above.
4.2.1 All commissioning and testing shall be done by the contractor to the complete
satisfaction of the engineer /consultants, and the job handed over to the client.
Contractor shall also hand over to the client all maintenance and operation manuals
and all items as per the terms of the contract.
1.1 Work under the section shall consist of furnishing all labour, material, appliances and
equipments necessary and required to install fire extinguishing hand appliances.
1.2 Without restricting to the generality of the foregoing the work shall consist of the
following:
Installation of fully charged and tested fire extinguishing hand appliances CO2,
Foam, Dry chemical powder type as required by these specifications and drawings.
2.1 Fire extinguishers shall conform to the following Indian Standard Specifications and
shall be with ISI approved stamp as revised and amended upto date: -
2.2 Fire extinguishers shall be installed as per Indian Standard "Code of practice for
selection, installation and maintenance of portable first aid appliances “I.S. 2190-
1962”.
2.3 Hand appliances shall be installed in readily accessible locations with the appliance
brackets fixed to wall by suitable anchor fasteners.
2.4 Each appliance shall be provided with an inspection card indicating the date of
inspection, testing, change of charge and other relevant data.
2.5 All appliances shall be fixed in a true workman like manner truly vertical and at
correct locations.
2.6 The contractor has to obtain approval of Delhi Fire Service (Fire Department) for all
fire fighting installations.

TECHNICAL
SPECIFICATIONS
INTERNAL ELECTRICAL
WORKS
1.00 GENERAL
1.01 The electrical installation work shall be carried out in accordance with Indian Standard
Code of practice for Electrical wiring installation IS: 732-1989 and IS:2274-1963. It shall
also be in conformity with the current Indian Electricity rules and regulations and
requirements of the Local Electricity supply authority and fire insurance regulation.
Electrical work in general shall be carried out as per following specifications with upto
date amendment.
General Specifications for Electrical Works:
(Part I - Internal) - 2005.
(Part II - External) - 2007.
Wherever these specifications calls for a higher standard of material and or workmanship
than those required by any of the above mentions regulations and specification then the
specification here under shall take precedence over the said regulations and standards.
The items / activities covered under the electrical works shall include the following:
i. Earthing with maintenance free earthing system complete in all respect
ii. Main Distribution Boards, Sub Distribution Boards and Distributions Boards. Switch fuse
unit/MCB/Isolator for lifts, major hospital equipment etc. complete in all respect.
iii. Cables from Main Distribution Board to Sub Distribution Boards. Submain wiring from
Main/Sub Distribution Boards to various final Distribution Boards. Power wiring for
hospital equipment, lift etc. complete in all respects.
iv. Point wiring of all lights points, Ceiling fan points, exhaust fan points, cabin fan points,
light plug points, general power points, metal clad plug & socket outlet points etc.
including supply and fixing of light & power accessories etc. complete in all respects.
v. Light fixtures, ceiling fans, exhaust fans and cabin fans.
vi. Provision for telephone system consisting of conduit and cabling from telephone
distribution board upto each outlet including main & sub tag blocks, telephone outlets
incoming GI/RCC pipe etc. complete in all respect.
vii. Conduiting, wiring and installation of Addressable Fire detection and alarm system
consisting of manual call points, smoke detectors, heat detectors, response indicators
and fire alarm bells/hooters till the common shaft of each floor.
viii Conduiting , wiring and installation for CCTV system consisting of Cameras, DVRS and
Monitors till the common shaft.
ix. Nurses call system consisting of Nurses Station console, Nurses station indicating panel,
Call push button station, dome light, power supply including conduiting & wiring. in all
respect..
x. Provision of computer wiring consisting of conduit, outlet box, junction boxes and LAN
hardware etc., complete in all respect.
xi. RCC/GI pipes for cables, manholes, cable tray and other items required to complete with
electrical installation work in all respects.
xii. Earthing of electrical installation complete in all respects.
xiii Sandwich type rising mains, tap off and feed units complete in all respects.
xiv. Scope of work shall include supply installation, testing and commissioning of complete
electrical installation as described above.
All equipments, switchgear, cables and other items of work shall conform to Indian/ IEC
Standard specifications.
The installation shall conform in all respects to Indian Standards Code of Practice for
Electrical wiring installation IS:732- 1989. It shall also be in conformity with the current
Indian Electricity Rules and the Regulations and requirements of the Local Electric Supply
Authority, Local laws/by laws in so far as these become applicable to the installation.
Wherever these specifications call for a higher standard of materials and /or workmanship
than those required by any of the above regulations, these specifications shall take
precedence over the said regulations and standard. In general, the materials, equipment
and workmanship shall conform to the following Indian Standards, unless otherwise
called for.
Inspection and approval of the work by local authority: On completion of this work, the
contractor shall obtain and deliver to the Client all the certificates of inspection and
approval by the electrical inspectorate as required. The Client shall have access to the
manufacturer's premises for inspection of any item of the tender for which contractor has
to make arrangement with different manufacturers.
The ACB shall conform to the requirements of IEC 60947-2 / IS 13947-2 and shall be
type tested & certified for compliance to standards from–CPRI, ERDA/ any accredited
international lab. The circuit breaker shall be suitable for 415 V + 10%, 50 Hz supply
system. Air Circuit Breakers shall be with moulded housing flush front, draw out type
and shall be provided with a trip free manual operating mechanism or as indicated in
drawings and bill of quantities with mechanical "ON" "OFF" “TRIP” indications.
The ACB shall be 3/ 4 pole with modular construction, draw out, manually or electrically
operated version as specified. The circuit breakers shall be for continuous rating and
service short Circuit Breaking capacity (Ics) shall be as specified on the single line
diagram and should be equal to the Ultimate breaking capacity(Icu) and short circuit
withstand values(Icw) for 1 sec.
Circuit breakers shall be designed to ‘close' and `trip' without opening the circuit
breaker compartment door. The operating handle and the mechanical trip push button
shall be at the front of the breakers panel. Inspection of main contacts should be
possible without using any tools. The ACB shall be provided with a door interlock. i.e.
door should not be open when circuit breaker is closed and breaker should not be closed
when door is open.
All current carrying parts shall be silver plated and suitable arcing contacts with
proper arc chutes shall be provided to protect the main contacts. The ACB shall have
double insulation (Class-II) with moving and fixed contacts totally enclosed for enhanced
safety and in accessibility to live parts. All electrical closing breaker shall be with electrical
motor wound stored energy spring closing mechanism with mechanical indicator to
provide ON/OFF status of the ACB.
The auxiliary contacts blocks shall be so located as to be accessible from the front. The
auxiliary contacts in the trip circuits shall close before the main contacts have closed. All
other contacts shall close simultaneously with the main contacts. The auxiliary contacts
in the trip circuits shall open after the main contacts open. Minimum 4 NO and 4 NC
auxiliary contacts shall be provided on each breaker.
Cradle
The cradle shall be so designed and constructed as to permit smooth withdrawal and
insertion of the breaker into it. The movements shall be free from jerks, easy to operate
and shall be on steel balls/rollers and not on flat surfaces.
There shall be 4 distinct and separate position of the circuit breaker on the cradle.
Racking Interlock in Connected/Test/Disconnected Position.
There shall be provision for locking the breaker in any or all of the first three positions.
Operation of Circuit breaker shall not be possible unless it is fully in service, test or drawn
out position. All modules shall be provided with safety shutters operated automatically by
movement of the carriage to cover exposed live parts when the module is withdrawn. All
Switchgear module front covers shall have provision for locking. Switchgear operating
handles shall be provided with arrangement for locking in ‘OFF’ position.
Protections
The breaker should be equipped with micro-controller based , communicable type release
with RS 485 port for communication to offer accurate and versatile protection with
complete flexibility and shall offer complete over current protection to the electrical
system in the following four zones :
The release shall sample the current at the rate of 16 times per cycle to monitor the
actual load current waveform flowing in the system and shall monitor the true RMS value
of the load current. It shall take into account the effect of harmonics also.
Thermal Memory
When the breaker shall reclose after tripping on overload, then the thermal stresses
caused by the overload if not dissipated completely, shall get stored in the memory of the
release and this thermal memory shall ensure reduced tripping time in case of
subsequent overloads. Realistic Hot/Cold curves shall take into account the integrated
heating effects to offer closer protection to the system.
A variety of pick-up and time delay settings shall be available to define the current
thresholds and the delays to be set independently for different protection zones thereby
achieving a close-to-ideal protection curve.
Trip Indication
Individual fault indication for each type of fault should be provided by LEDs for faster fault
diagnosis.
Self powered
The release shall draw its power from the main breaker CTs and shall require no external
power supply for its operation.
The release shall be suitable for communication between breakers to enable zone
selective interlocking. This feature shall be provided for both short circuit and ground fault
protection zones to offer intelligent discrimination between breakers. This feature enables
faster clearance of fault conditions, thereby reducing the thermal and dynamic stresses
produced during fault conditions and thus minimises the damage to the system. To
implement ZSI manufacturer should supply all related equipment like power supply, wiring
etc.

Tolerance : ±10%
The release should provide local indication of actual %age loading at any instant. The
release should be able to communicate on MODBUS RTU protocol using inbuilt RS485
port and shall be integral part of supply with trip unit. Parameters of the Protection
Release should be changeable from Release as well as thru communication network.
Release should have graphical LCD for display of power parameters.
Release should be able to capture short circuit current on which ACB has tripped. The
last ten trips and alarms shall be stored in memory with the date & time stamping along
with type of fault and alarm. The sensing CT Should be Rogowsky type with
measurement precision of 1%. Release should be self powered.
Protection
The ACB control unit shall offer the following protection functions as standard:
Long-time (LT) protection with an adjustable current setting and time delay;
Short-time (ST) protection with an adjustable pick-up and time delay;
Instantaneous (INST) protection with an adjustable pick-up and an OFF Position.
Current and time delay setting shall be indicated in amperes and seconds respectively On
a digital display.
Measurements
An ammeter with a digital display shall indicate the true rms values of the currents for
each phase. Release shall acknowledge the current & time delay settings done by user
on the LCD display.
A LED bargraph shall simultaneously display the load level on the three
phases.
A maximeter shall store in memory and display the maximum current value observed
since the last reset. All phases and neutral current with earth fault current shall be
displayed. The data shall continue to be stored and displayed even after opening of the
circuit breaker.
Safety Features
The safety shutter shall prevent inadvertent contact with isolating contacts when breaker
is withdrawn from the Cradle. It shall not be possible to interchange two circuit breakers
of two different thermal ratings. For Draw-out breakers, an arrangement shall be provided
to prevent rating mismatch between breaker and cradle.
There shall be provision of positive earth connection between fixed and moving portion of
the ACB either thru connector plug or sliding solid earth mechanism. Earthing bolts shall
be provided on the cradle or body of fixed ACB.
The incoming panel accommodating ACB shall be provided with indicating lamps for ON-
OFF positions, digital voltmeter and ammeter of size not less than 96 mm x 96 mm,
selector switches, MCB for protection circuit and measuring instrument circuits.
It shall be possible to bolt the draw out frame not only in connected position but also in
TEST and DISCONNECTED position to prevent dislocation due to vibration and shocks.
Draw out breakers should not close unless in distinct Service/Test/Isolated positions.
The insulation material used shall conform to Glow wire test as per IEC60695.
All EDO ACB`s Shall have Ready to Close Contact to ensure that the ACB gets a
command only when it is ready to close for applications of Remote Control, AMF,
Synchronization and Auto Source Change Over Systems.
FUSES
The units shall contain fuse base and carriers for accommodating HRC units. HRC fuse
units of specified rating and conforming to IS:2208 & IS:9224-1979 shall be provided.
OPERATING MECHANISM
The operating mechanism of the unit shall be positive in action with quick-make, quick-
break silver plated contacts, the operating handle shall be suitable for rotary operation
unless otherwise specified. Position of the handle such as "ON" "OFF" shall be clearly
indicated.
SHROUDING
All the live parts inside the switch fuse/fuse switch units shall be shrouded to prevent any
accidental contact.
TERMINALS
INTERLOCKING
All switch fuse/fuse switch unit shall be provided with suitable interlock such that the door
of the switch board panels shall not open unless the switch is in "OFF" position.
TESTING
Routine test shall be conducted as per IS:4064 and type test certificates shall be
furnished.
The breaking capacity performance certificate shall be available for category A to the
above mentioned standards alongwith disconnection function requirements. The test shall
be carried out under the breaking performance during operation (Ics) equal to 100 % of
the ultimate breaking capacity (Icu), with following minimum services Breaking capacity
requirements.
All circuit breakers shall have a rated operational voltage of 690 AC (50 / 60 Hz). The
rated insulation voltage shall be 800 V at 50 / 60 Hz.
Thermal overload release adjustment can be done from a single point. MCCB cover need
not to be opened for doing such adjustment. The trip unit of MCCBs should be
interchangeable within the same frame size.
The MCCB shall employ maintenance free minimum let-through energies and capable of
achieving discrimination up to the full short circuit capacity of the downstream MCCB.
The manufacturer shall provide both the discrimination tables and let-through energy
curves for all.
There should be total discrimination between ACBs and MCCBs and between two
MCCB’s upto the breaking capacity level of down stream device. Total discrimination
shall be supported by selection chart for various combinations along with recognized
authority test certificates.
All MCCB ‘s shall have spreaders and phase barriers on each terminal. The Breaker shall
be maintenance free and fully tropicalized.
CONSTRUCTIONS
The MCCB cover and case shall be made of high strength heat treatment and flame
retardant thermo setting insulating material. Operating handle shall be quick make/ quick
break, trip-free type. The operating handle shall have suitable "ON" "OFF" and
"TRIPPED" indicators. Three phase MCCBS shall have common operating handle for
simultaneous operation and tripping of all the three phases.
Suitable for extinguishing device shall be provided for each contact. Tripping unit shall be
of thermal magnetic or Microprocessor type provided in each pole and connected by a
common trip bar such that tripping of any one pole operates all three poles to open
simultaneously. Thermal magnetic or microprocessor tripping device shall have IDMT
characteristics for sustained over loads and short circuits.
Contacts trips shall be made of suitable are resistant, sintered alloy for long electrical life.
Terminals shall be of liberal design with adequate clearance.
MCCBs with ratings up to 250 A shall be equipped with fully interchangeable trip units in
order to ensure the protection against overcharge and short-circuit. The trip units shall be
electronic.
All MCCBs shall be with electronic trip units. The trip units shall not augment overall
circuit breaker volume Trip unit shall be easily interchangeable and easily secured to the
MCCB without removing the breaker from the panel. All electronic components shall
withstand temperatures up to 105 °C. Electronic and thermal-magnetic trip units shall be
adjustable and it shall be possible to fit lead seals to prevent unauthorised access to the
settings Protection settings shall apply to all circuit breaker poles It shall be possible to
equip MCCBs with an auxiliary contact signalizing an electrical fault operated by the trip
unit
LED for load indication, one lighted above 90 % of Ir, and one lighted above 105 % of Ir, a
test connector shall be installed for checks on electronic and tripping mechanism
operation using an external device
MCCBs shall be equipped with a self-test of the connection between the electronic trip
unit, the current transformers and the actuator. The self-test will be of positive logic and
visible through the flashing of a green LED in case the self-test occurred correctly and the
extinction of the LED in case the self-test failed.
It shall be possible to equip MCCBs with auxiliary contact to indicate the cause of tripping
(long time, short time, instantaneous, earth fault if requested),

These trip units shall offer measurement without additional module. Measures shall be
either:
Currents, (Phases, Neutral, average, max)
Or
Currents, voltage, power, Energy, Total Voltage Harmonic distortion, Total current
harmonic distortion.
Environment
Production site organization shall be non polluting and certified to comply with ISO 9002
and ISO 14001 standards.
MCCBs shall be designed according to Eco-design complying with ISO 14062 Especially
MCCB’s materials shall be of halogen free type
MCCB shall be designed for easy disassembly and recycling at end of life, and complies
with environmental directives RoHS and WEEE.
Suitable selector switches shall be provided for all ammeters and voltmeters intended to
be used on three phase supply.
The specifications here in after laid down shall also cover all the meters, instrument and
protective devices required for the electrical works. The ratings, type and quantity of
meters, instruments and protective devices shall be as per the schedule of quantities.
2.06.2 AMMETERS
Ammeters shall be Digital type. The ammeters shall be manufactured and calibrated as
per the latest edition of IS:1248. Ammeters shall be instrument transformer operated,
and shall be suitable for 5A secondary of instrument transformer. The scales shall be
calibrated to indicate primary current, unless otherwise specified. The ammeters shall be
capable of carrying sustained overloads during faults conditions without damage or loss
of accuracy.
2.06.3 VOLTMETERS
Voltmeter shall be Digital type. The range for 415 volts, 3 phase voltmeter shall be 0 to
500 volts. Suitable selector switch shall be provided for each voltmeter to read voltage
between any two lines of the systems. The voltmeter shall be provided with protection
MCB of suitable capacity.
Current transformers shall be mounted such that they are easily accessible for inspection,
maintenance and replacement. The wiring for CT's shall be copper conductor, PVC
insulated FRLS wires with proper termination lugs and wiring shall be bunched with cable
straps and fixed to the panel structure in a neat manner. The Panel builder to be
produced the original invoice of the manufacturer of the current Transformers.
2.06.5 MISCELLANEOUS
Control switches shall be of the heavy duty rotary type with escutcheon plates clearly
marked to show the operating position. They shall be semi-flush mounting with only the
front plate and operating handle projecting.
Indicating lamps shall be of the led type of low watt consumption, provided with series
resistor where necessary, and with translucent covers which shall be easily replaced
from the front.
Push buttons shall be of the momentary contact, push to actuate type fitted with self reset
contacts & provided with integral escutcheon plates marked with its functions.
Provision shall be made for top or bottom entry of cables as required. Generous size of
cabling chambers shall be provided with the position of cable gland and terminals such
that cables can be easily and safely terminated.
Barriers or shrouds shall be provided to permit safe working at the terminals of one circuit
without accidentally touching that of another live circuit.
Cable risers shall be adequately supported to withstand the effects of rated short circuit
currents without damage and without causing secondary faults.
All control wiring shall be carried out with 1100V grade single core FRLS PVC cable
conforming to IS:694/ IS 8130 potential standard copper conductors of minimum 1.5sq.
mm for potential circuits and 2.5sq.mm for current transformer circuits. Wiring shall be
neatly bunched, adequately supported and properly routed to allow for easy access and
maintenance. Wiring shall be identified by numbering ferrules at end. All control fuses /
MCB shall be mounted in front of the panel and shall be easily accessible.
2.06.9 LABELS
Labels shall be of anodized aluminium, with white engraving on black background. They
shall be properly secured with fasteners.
c. Full -size shop detail drawings of special fixture or lighting equipment, where called for in
the fixtures schedule shall be submitted to the Engineer for approval.
d. Fixtures, housing, frame or canopy, shall provide a suitable cover for fixture outlet box or
fixture opening
e. Fixtures shall comply with all applicable requirements as herein outlined unless otherwise
specified or shown on the drawings.
f. Manufacturer's name and catalogue number of lighting fixtures are given for general
reference only. It shall be understood that the actual fixtures supplied shall meet all the
requirements of the specification, and if necessary, the standard fixture indicated for
reference, shall be modified accordingly.
g. Fixtures shall bear manufacturer's name and the factory inspection label.
h. Fixtures shall be completely wired and constructed to comply with the IEE wiring
regulations requirements for lighting fixtures, unless otherwise specified.
i. Relamping the fixture shall be possible without having to remove the fixture from its place.
j. Lamps of the proper type, wattage and voltage rating shall be furnished and installed in
each fixture.
4.02 CONSTRUCTION
a. Fixtures shall be constructed of 0.5mm thick steel minimum. If other metals are used they
shall be of the required thickness to have at least the same mechanical strength. Cast
portions of fixtures shall be not less than 1.5mm thick.
b. Metal parts of the fixture, shall be completely free from burrs and tool marks. Solder shall
not be used as a mechanical fastening device on any part of the fixture. Fixture joints
shall be welded and ground smooth.
c. Fixtures with visible frame shall have concealed hinges and catches.
d. Recessed fixtures shall be constructed so as to fit into ceiling without distorting either the
fixture or the ceiling. Plaster rings shall be provided for plaster ceilings. The Contractor
shall coordinate the dimensions with the false ceiling tile dimensions.
e. Outdoor fixtures (under canopy or directly exposed to the weather) shall be constructed of
an appropriate weather resistant material including gasketing preventing entrance of
water into wiring, and shall be marked by the manufacturer "Suitable for Outdoor Use."
f. Fixtures with hinged diffuser doors shall be provided with spring clips or other retaining
devices to prevent the diffuser from moving.
g. All plastic diffusers shall be of acrylic, unless otherwise noted.
h. Pendent fixtures and lampholders shall be provided with ball type aligners.
i. Fluorescent fixtures shall be provided with white lampholders.
j. Industrial type fluorescent fixtures shall have turret type lampholders.
4.03 FINISH
a. All hardware shall be bonderised, cadmium plated, given a corrosion-resistant phosphate
treatment or other approved rust inhibiting prime coat, to provide a rust proof base before
application of finish. Finish shall be baked enamel.
b. Non- reflecting surfaces such as fixture frames and trims, shall be finished with baked
enamel paint, unless other-wise specified. The colour of the paint shall be as indicated on
the Drawings or as directed later by the Engineer.
c. Light reflecting surfaces shall be finished with baked white enamel paint having a
reflection factor of not less than 85%.
d. All parts of the reflector shall be completely covered by the finish and free from
irregularities.
e. Unpainted surfaces shall be finished with a clear lacquer except for anodised or "Azac"
surfaces.
f. After finish has been applied and cured, it shall be capable of withstanding a 1cm radius
bend without showing sings of cracking, peeling or loosening from the base metal.
g. Finish shall be capable of withstanding 72 hours exposure to an ultra-violet RS sun lamp
placed 10cm from the surface without discoloration, hardening, or warping and shall
retain the same reflection characteristics after exposure.
4.04 WIRING
a. Fluorescent fixtures shall be wired with not smaller than 1.5 sq mm asbestos-covered
wire. No splice or tap shall be located within an arm, stem or chain. Wire shall be
continuous from splice in outlet box of the building wiring system to lamp socket or to
ballast terminals.
b. Wiring within incandescent fixtures and for connection to the branch circuit wiring up to
the outlet box of lighting point shall not be less than 1.5 sq mm silicone rubber insulated
wire. (150 degree centigrade temperature).
4.05 INSTALLATION
Fixtures shall be installed at mounting heights as detailed on the Drawings or as
instructed on site by the Engineer.
Pendent fixtures within the same room or area, shall be installed plumb and at a uniform
height from the finished floor. Adjustment of height shall be made during installation.
Flush mounted recessed fixtures, shall be installed so as to completely eliminate leakage
of light within the fixture and between the fixture and adjacent finish.
Fixtures mounted outlet boxes shall be rigidly secured to a fixture stud in the outlet box.
Hickeys or extension pieces shall be installed where required to facilitate proper
installation.
Fixtures located on the exterior of the building shall be installed with non-ferrous metal
screws finished to match the fixtures.
Lamps for permanent installation shall not be placed in the fixtures, until so directed by
the Engineer and this shall be accomplished directly before the building areas are ready
for occupancy by the Client.
4.12 TESTING
After all lighting fixtures are installed and are connected their respective switches, test all
fixtures to ensure operation on their correct switch in the presence of the Engineer. All
un-operating fixtures or ones connected to the wrong or inconveniently located switch
shall be correctly connected as directed by the Engineer.
7.00 EARTHING
As per Latest CPWD Specification
The Fire Detection and Alarm System shall be in accordance with NFPA 72 / EN 54 and
requirements of the Contract Documents. Provide a complete operable and intelligent
analog addressable Fire Alarm and Detection System with associated communication
and notification systems. The system shall include interfaces for foreign systems, as
described herein and in accordance with the Contract
Documents, and all applicable Codes, Standards and local Regulations, and be approved
by Fire Services.
All Plant furnished shall be new and the latest state-of-the-art, products of a single
Manufacturer engaged in the manufacturing of analog fire detection devices for at least 5
years.
All software licenses shall be supplied as part of the contract. Renewable & subscription
license are not acceptable.
The system shall be supplied, installed, tested, and approved by the local Authority
Having Jurisdiction, and turned over to the Contractor in an operational condition.
The subcontractor shall contract with a single supplier for the fire alarm Plant,
engineering, programming, inspection and tests.
Drawings: The Drawings shall serve to indicate the general arrangement of the various
Plant and their generic functional interconnections. However, layout of Plant, accessories,
specialties, conduit system and wiring, are diagrammatic and do not necessarily indicate
every required device, fitting, etc., required for the complete installation.
8.02 SCOPE:
A new intelligent reporting, microprocessor controlled fire detection system shall be
installed in accordance to the project specifications and drawings.
Basic Performance:
Alarm, trouble and supervisory signals from all intelligent reporting devices shall be
encoded Signaling Line Circuits (SLC).
Initiation Device Circuits (IDC) shall be wired as part of an addressable device connected
by the SLC Circuit.
Alarm signals arriving at the FACP shall not be lost following a primary power failure (or
outage) until the alarm signal is processed and recorded.
The speaker circuits shall be arranged such that there is a minimum of one speaker
circuit per floor of the building or smoke zones which ever is greater.
Audio amplifiers and tone generating equipment shall be electrically supervised for
normal and abnormal conditions.
The speaker circuits and control equipment shall be arranged such that loss of any one
(1) speaker circuit will not cause the loss of any other speaker circuit in the system.
General:
Two copies of all submittals shall be submitted to the Architect/Engineer for review.
All references to manufacturer's model numbers and other pertinent information herein is
intended to establish minimum standards of performance, function and quality.
For equipment other than that specified, the contractor shall supply proof that such
substitute equipment equals or exceeds the features, functions, performance, and quality
of the specified equipment.
Shop Drawings:
Sufficient information, clearly presented, shall be included to determine compliance with
drawings and specifications.
Manuals:
Submit simultaneously with the shop drawings, complete operating and maintenance
manuals listing the manufacturer's name(s), including technical data sheets.
Wiring diagrams shall indicate internal wiring for each device and the interconnections
between the items of equipment.
Provide a clear and concise description of operation that gives, in detail, the information
required to properly operate the equipment and system.
Software Modifications
Provide the services of a factory trained and authorized technician to perform all system
software modifications, upgrades or changes. Response time of the technician to the site
shall not exceed 4 hours.
devices or zones. The system structure and software shall place no limit on the type or
extent of software modifications on-site.
Certifications:
Together with the shop drawing submittal, submit a certification from the major equipment
manufacturer indicating that the proposed supervisor of the installation and the proposed
performer of contract maintenance is an authorized representative of the major
equipment manufacturer. Include names and addresses in the certification.
8.04 WARRANTY:
All work performed and all material and equipment furnished under this contract shall be
free from defects and shall remain so for a period of at least five (5) year from the date of
acceptance. The full cost of maintenance, labor and materials required to correct any
defect during this one year period shall be included in the submittal bid.
Complete maintenance and repair service for the fire alarm system shall be available
from a factory trained authorized representative of the manufacturer of the major
equipment for a period of ten (10) years after expiration of the guaranty.
As part of the bid/proposal, include a quote for a maintenance contract to provide all
maintenance, tests, and repairs described below. Include also a quote for unscheduled
maintenance/repairs, including hourly rates for technicians trained on this equipment, and
response travel costs for each year of the maintenance period. Submittals that do not
identify all post contract maintenance costs will not be accepted. Rates and costs shall be
valid for the period of ten (10) years after expiration of the guaranty.
Systematic examination, adjustment and cleaning of all detectors, manual fire alarm
stations, control panels, power supplies, relays, waterflow switches and all accessories of
the fire alarm system.
The contractor shall have the ability to provide parts and labor to expand the system
specified, if so requested, for a period of ten (10) years from the date of acceptance.
As part of the submittal, include a quotation for all parts and material, and all installation
and test labor as needed to increase the number of intelligent or addressable devices by
ten percent (10%). This quotation shall include intelligent smoke detectors, intelligent
heat detectors, addressable manual stations, addressable monitor modules and
addressable modules equal in number to one tenth of the number required to meet this
specification (list actual quantity of each type).
The quotation shall include installation, test labor, and labor to reprogram the system for
this 10% expansion. If additional FACP hardware is required, include the material and
labor necessary to install this hardware.
Do not include cost of conduit or wire or the cost to install conduit or wire except for labor
to make final connections at the FACP and at each intelligent addressable device. Do not
include the cost of conventional peripherals or the cost of initiating devices or notification
appliances connected to the addressable monitor/control modules.
Submittals that do not include this estimate of post contract expansion cost will not be
accepted.
The specifications and standards listed below form a part of this specification. The
system shall fully comply with the latest issue of these standards, if applicable.
APPROVALS:
The system shall have proper listing and/or approval from the following nationally
recognized agencies:
UL / EN54/EN
The system shall be listed by the national agencies as suitable for extinguishing release
applications. The system shall support release of high and low pressure CO2.
8.08 PRODUCTS
All equipment and components shall be new, and the manufacturer's current model. The
materials, appliances, equipment and devices shall be tested and listed by a nationally
recognized approvals agency for use as part of a protective signaling system, meeting the
National Fire Alarm Code.
All equipment and components shall be installed in strict compliance with manufacturers'
recommendations. Consult the manufacturer's installation manuals for all wiring
diagrams, schematics, physical equipment sizes, etc., before beginning system
installation.
All equipment shall be attached to walls and ceiling/floor assemblies and shall be held
firmly in place (e.g., detectors shall not be supported solely by suspended ceilings).
Fasteners and supports shall be adequate to support the required load.
Conduit:
Conduit shall be in accordance with The National Electrical Code (NEC), local and state
requirements.
Where required, all wiring shall be installed in conduit or raceway. Conduit fill shall not
exceed 40 percent of interior cross sectional area where three or more cables are
contained within a single conduit.
Cable must be separated from any open conductors of power, or Class 1 circuits, and
shall not be placed in any conduit, junction box or raceway containing these conductors,
per NEC Article 760-29.
Wiring for 24 volt DC control, alarm notification, emergency communication and similar
power-limited auxiliary functions may be run in the same conduit as initiating and
signaling line circuits. All circuits shall be provided with transient suppression devices and
the system shall be designed to permit simultaneous operation of all circuits without
interference or loss of signals.
Conduit shall not enter the fire alarm control panel, or any other remotely mounted control
panel equipment or backboxes, except where conduit entry is specified by the FACP
manufacturer.
Wire:
All fire alarm system wiring shall be new.
Wiring shall be in accordance with local, state and national codes (e.g., NEC Article 760)
and as recommended by the manufacturer of the fire alarm system. Number and size of
conductors shall be as recommended by the fire alarm system manufacturer, but not less
than 18 AWG (1.02 mm) for Initiating Device Circuits and Signaling Line Circuits, and 14
AWG (1.63 mm) for Notification Appliance Circuits.
All wire and cable shall be listed and/or approved by a recognized testing agency for use
with a protective signaling system.
Wire and cable shall have a fire resistance rating suitable for the installation as indicated
in NFPA 70 (e.g., FPLR).
Wiring used for the multiplex communication circuit (SLC) shall be twisted and unshielded
and support a minimum wiring distance of 12,500 feet. The design of the system shall
permit use of IDC and NAC wiring in the same conduit with the SLC communication
circuit.
All field wiring shall be electrically supervised for open circuit and ground fault.
Initiating circuits shall be arranged to serve like categories (manual, smoke, waterflow).
Mixed category circuitry shall not be permitted except on signaling line circuits connected
to intelligent reporting devices.
The fire alarm control panel shall be connected to a separate dedicated branch circuit,
maximum 20 amperes. This circuit shall be labeled at the main power distribution panel
as FIRE ALARM. Fire alarm control panel primary power wiring shall be 12 AWG. The
control panel cabinet shall be grounded securely to either a cold water pipe or grounding
rod.
The main FACP Central Console shall contain a microprocessor based Central
Processing Unit (CPU). The CPU shall communicate with and control the following types
of equipment used to make up the system: intelligent addressable smoke and thermal
(heat) detectors, addressable modules, panel modules including initiating circuits, control
circuits, and notification appliance circuits, local and remote operator terminals, printers,
annunciators, and other system controlled devices.
1. In conjunction with intelligent Loop Control Modules and Loop Expander Modules, the
main FACP shall perform the following functions:
a. Supervise and monitor all intelligent addressable detectors and monitor modules
connected to the system for normal, trouble and alarm conditions.
b. Supervise all initiating signaling and notification circuits throughout the facility by way of
connection to monitor and control modules.
c. Detect the activation of any initiating device and the location of the alarm condition.
Operate all notification appliances and auxiliary devices as programmed. In the event of
CPU failure, all loop modules shall fallback to degrade mode. Such degrade mode shall
treat the corresponding loop control modules and associated detection devices as
conventional two-wire operation. Any activation of a detector in this mode shall
automatically activate associated Appliance Circuits.
d. Visually and audibly annunciate any trouble, supervisory, security or alarm condition on
operator's terminals, panel display, and annunciators.
2.0 When a fire alarm condition is detected and reported by one of the system
initiating devices or appliances, the following functions shall immediately occur:
b. A local piezo-electric audible device in the control panel shall sound a distinctive signal.
c. The LCD display shall indicate all information associated with the fire alarm condition,
including the type of alarm point and its location within the protected premises.
d. Printing and history storage equipment shall log and print the event information along with
a time and date stamp.
e. All system outputs assigned via preprogrammed equations for a particular point in alarm
shall be executed, and the associated system outputs (alarm notification appliances
and/or relays) shall be activated.
3.0 When a trouble condition is detected and reported by one of the system initiating
devices or appliances, the following functions shall immediately occur:
b. A local piezo-electric audible device in the control panel shall sound a distinctive signal.
c. The LCD display shall indicate all information associated with the trouble condition,
including the type of trouble point and its location within the protected premises.
d. Printing and history storage equipment shall log and print the event information along with
a time and date stamp.
e. All system outputs assigned via preprogrammed equations for a particular point in trouble
shall be executed, and the associated system outputs (trouble notification appliances
and/or relays) shall be activated.
4.0 When a supervisory condition is detected and reported by one of the system initiating
devices or appliances, the following functions shall immediately occur:
b. A local piezo-electric audible device in the control panel shall sound a distinctive signal.
c. The LCD display shall indicate all information associated with the supervisory condition,
including the type of trouble point and its location within the protected premises.
d. Printing and history storage equipment shall log and print the event information along with
a time and date stamp.
e. All system outputs assigned via preprogrammed equations for a particular point in trouble
shall be executed, and the associated system outputs (notification appliances and/or
relays) shall be activated.
5.0 When a security alarm condition is detected and reported by one of the system
initiating devices or appliances, the following functions shall immediately occur:
b. A local piezo-electric audible device in the control panel shall sound a distinctive signal.
c. The display shall indicate all information associated with the fire alarm condition,
including the type of alarm point and its location within the protected premises.
d. Printing and history storage equipment shall log and print the event information along with
a time and date stamp.
e. All system outputs assigned via preprogrammed equations for a particular point in alarm
shall be executed, and the associated system outputs (alarm notification appliances
and/or relays) shall be activated.
6.0 When a pre-alarm condition is detected and reported by one of the system initiating
devices or appliances, the following functions shall immediately occur:
b. A local piezo-electric audible device in the control panel shall sound a distinctive signal.
c. The 640-character backlit LCD display shall indicate all information associated with the
fire alarm condition, including the type of alarm point and its location within the protected
premises.
d. Printing and history storage equipment shall log and print the event information along with
a time and date stamp.
e. All system outputs assigned via preprogrammed equations for a particular point in alarm
shall be executed, and the associated system outputs (alarm notification appliances
and/or relays) shall be activated.
1. Acknowledge Switch:
a. Activation of the control panel acknowledge switch in response to new alarms and/or
troubles shall silence the local panel piezo electric signal and change the alarm and
trouble LEDs from flashing mode to steady-ON mode. If multiple alarm or trouble
conditions exist, depression of this switch shall advance the LCD display to the next
alarm or trouble condition. In addition, the FACP shall support Block Acknowledge to
allow multiple trouble conditions to be acknowledged with a single depression of this
switch.
b. Depression of the Acknowledge switch shall also silence all remote annunciator piezo
sounders.
Depression of the Signal Silence switch shall cause all programmed alarm notification
appliances and relays to return to the normal condition. The selection of notification
circuits and relays that are silence able by this switch shall be fully field programmable
within the confines of all applicable standards. The FACP software shall include silence
inhibit and auto-silence timers.
1. Drill Switch:
Depression of the Drill switch shall activate all programmed notification appliance circuits.
The drill function shall latch until the panel is silenced or reset.
8.14 The FACP shall be able to provide the following software and hardware features:
a. Pre-signal and Positive Alarm Sequence: The system shall provide means to
cause alarm signals to only sound in specific areas with a delay of the alarm from
60 to up to 180 seconds after start of alarm processing. In addition, a Positive
Alarm Sequence selection shall be available that allows a 15-second time period
for acknowledging an alarm signal from a fire detection/initiating device. If the
alarm is not acknowledged within 15 seconds, all local and remote outputs shall
automatically activate immediately.
d Action: If programmed for action, and the detector reaches a level exceeding the
pre-programmed level, the control panel shall indicate an action condition.
Sounder bases installed with either heat or smoke detectors shall automatically
activate on action Pre-Alarm level, with general evacuation on alarm level.
f. On-line or Off-line programming: The system shall provide means to allow panel
programming either through an off-line software utility program away from the
panel or while connected and on-line. The system shall also support upload and
download of programmed database and panel executive system program to a
Personal Computer/laptop.
g. History Events: The panel shall maintain a history file of the events, each with a
time and date stamp. History events shall include all alarms, troubles, operator
actions, and programming entries. The control panels shall also maintain a 1000
event Alarm History buffer, which consists of the 1000 most recent alarm events
from the 4000 event history file.
h. Drill: The system shall support means to activate all silence able fire output
circuits in the event of a practice evacuation or “drill”. If enabled for local control,
the front panel switch shall be held for a minimum of 2 seconds prior to activating
the drill function
i. Passwords and Users: The system shall support two password levels, master and
user. Up to 3 user passwords shall be available, each of which may be assigned
access to the programming change menus, the alter status menus, or both. Only
the master password shall allow access to password change screens.
j. Block Acknowledge: The system shall support a block Acknowledge for Trouble
Conditions
k. Sensitivity Adjust: The system shall provide Automatic Detector Sensitivity Adjust
based on Occupancy schedules including a Holiday list of up to 15 days.
l. Environmental Drift Control: The system shall provide means for setting
Environmental Drift Compensation by device. When a detector accumulates dust
in the chamber and reaches an unacceptable level but yet still below the allowed
limit, the control panel shall indicate a maintenance alert warning. When the
detector accumulates dust in the chamber above the allowed limit, the control
panel shall indicate a maintenance urgent warning.
m. Custom Action Messages: The system shall provide means to enter custom
action messages of up to 160 characters each. It shall be possible to assign any
of the 100 messages to any point.
n. Print Functions: The system shall provide means to obtain a variety of reports
listing all event, alarm, trouble, supervisory, or security history. Additional reports
shall be available for point activation for the last Walk Test performed, detector
maintenance report containing the detector maintenance status of each installed
addressable detector, all network parameters, all panel settings including broad
cast time, event ordering, and block acknowledge, panel timer values for Auto
Silence, Silence Inhibit, AC Fail Delay time and if enabled, Proprietary Reminder,
and Remote Reminder timers, supervision settings for power supply and printers,
all programmed logic equations, all custom action messages, all non-fire and
output activations (if pre-programmed for logging) all active points filtered by
alarms only, troubles only, supervisory alarms, pre alarms, disabled points and
activated points, all, panel circuits, logic zones, annunciators, releasing zones,
spall zones, and trouble zones.
o. Local Mode: If communication is lost to the central processor the system shall
provide added survivability through the intelligent loop control modules. Inputs
from devices connected to the loop and loop control modules shall activate
outputs on the same loop when the inputs and outputs have been set with point
programming to participate in local mode or when the type codes are of the same
type: that is, an input with a fir alarm type code shall activate an output with a fire
alarm type code.
p. Resound based on type for security or supervisory: The system shall indicate a
Security alarm when a monitor module point programmed with a security Type
Code activates. If silenced alarms exist, a Security alarm will resound the panel
sounder. The system shall indicate a Supervisory alarm when a monitor module
point programmed with a supervisory Type Code activates. If there are silenced
alarms, a Supervisory alarm will resound the panel sounder.
q. Read status preview - enabled and disabled points: Prior to re-enabling points, the
system shall inform the user that a disabled device is in the alarm state. This shall
provide notice that the device must be reset before the device is enabled thereby
avoiding activation of the notification circuits.
r. Custom Graphics: When fitted with an LCD display, the panel shall permit
uploading of a custom bit-mapped graphic to the display screen. Graphic shall
display when all systems are normal.
aa. ACTIVE EVENT: The system shall provide a Type ID called FIRE CONTROL for
purposes of air-handling shutdown, which shall be intended to override normal
operating automatic functions. Activation of a FIRE CONTROL point shall cause
the control panel to (1) initiate the monitor module Control-by-Event, (2) send a
message to the panel display, history buffer, installed printer and annunciators, (3)
shall not light an indicator at the control panel, (4) Shall display ACTIVE on the
LCD as well a display a FIRE CONTROL Type Code and other information
specific to the device.
bb. NON-FIRE Alarm Module Reporting: A point with a type ID of NON-FIRE shall be
available for use for energy management or other non-fire situations. NON-FIRE
point operation shall not affect control panel operation nor shall it display a
message at the panel LDC. Activation of a NON-FIRE point shall activate control
by event logic but shall not cause any indication on the control panel.
cc. Security Monitor Points: The system shall provide means to monitor any point as
a type security.
dd. One-Man Walk Test: The system shall provide both a basic and advanced walk
test for testing the entire fire alarm system. The basic walk test shall allow a
single operator to run audible tests on the panel. All logic equation automation
shall be suspended during the test and while annunciators can be enabled for the
test, all shall default to the disabled state. During an advanced walk test, field-
supplied output point programming will react to input stimuli such as CBE and
logic equations. When points are activated in advanced test mode, each initiating
event shall latch the input. The advanced test shall be audible and shall be used
for pull station verification, magnet activated tests on input devices, input and
output device and wiring operation/verification.
ee. Control By Event Functions: CBE software functions shall provide means to
program a variety of output responses based on various initiating events. The
control panel shall operate CBE through lists of zones. A zone shall become
listed when it is added to a point’s zone map through point programming. Each
input point such as detector, monitor module or panel circuit module shall support
listing of up to 10 zones into its programmed zone map.
ff. Permitted zone types shall be general zone, releasing zone and special zone.
Each output point (control module, panel circuit module) can support a list of up to
zones including general zone, logic zone, releasing zone and trouble zone. It
shall be possible for output points to be assigned to list general alarm. Non-Alarm
or Supervisory points shall not activate the general alarm zone.
gg. 1000 General Zones: The system shall support up to 1000 general purpose
software zones for linking inputs to outputs. When an input device activates, any
general zone programmed into that device’s zone map will be active and any
output device that has an active general zone in its map will be active. It shall
also be possible to use general zone as arguments in logic equations.
hh. 1000 Logic Equations: The system shall support up to 1000 logic equations for
AND, OR, NOT, ONLY1, ANYX, XZONE or RANGE operators that allow
conditional I/O linking. When any logic equation becomes true, all output points
mapped to the logic zone shall activate.
ii. 10 trouble equations per device: The system shall provide support for up to 10
trouble equations for each device, which shall permit programming parameters to
jj. Control-By-Time: A time based logic function shall be available to delay an action
for a specific period of time based upon a logic input with tracking feature. A
latched version shall also be available. Another version of this shall permit
activation on specific days of the week or year with ability to set and restore based
on a 24 hour time schedule on any day of the week or year.
kk. Multiple agent releasing zones: The system shall support up to 5 releasing zones
to protect against 5 independent hazards. Releasing zones shall provide up to
three cross-zone with four abort options to satisfy any local jurisdiction
requirements.
ll. Alarm Verification, by device, with timer and tally: The system shall provide a
user-defined global software timer function that can be set for a specific detector
or indicating panel module input. The timer function shall delay an alarm signal
for a user-specified time period and the control panel shall ignore the alarm
verification timer if another alarm is detected during the verification period. It shall
also be possible to set a maximum verification count between 0 and 20 with the
“0” setting producing no alarm verification. When the counter exceeds the
threshold value entered, a trouble shall be generated to the panel.
1. The Central Processing Unit shall communicate with, monitor, and control all other
modules within the control panel. Removal, disconnection or failure of any control panel
module shall be detected and reported to the system display by the Central Processing
Unit.
2. The Central Processing Unit shall contain and execute all control-by-event (including
Boolean functions including but not limited to AND, OR, NOT, ANYx, and CROSSZONE)
programs for specific action to be taken if an alarm condition is detected by the system.
Such control-by-event programs shall be held in non-volatile programmable memory, and
shall not be lost with system primary and secondary power failure.
3. The Central Processing Unit shall also provide a real-time clock for time annotation, to the
second, of all system events. The time-of-day and date shall not be lost if system primary
and secondary power supplies fail.
4. The CPU shall be capable of being programmed on site without requiring the use of any
external programming equipment. Systems that require the use of external programmers
or change of EPROMs are not acceptable.
5. Each peripheral device connected to the CPU shall be continuously scanned for proper
operation. Data transmissions between the CPU and peripheral devices shall be reliable
and error free. The transmission scheme used shall employ dual transmission or other
equivalent error checking techniques.
7. The CPU shall provide an EIA-232 interface between the fire alarm control panel and the
Electronic Data Processing (EDP) peripherals.
8. The CPU shall provide two EIA-485 ports for the serial connection to annunciation and
control subsystem components.
9. The EIA-232 serial output circuit shall be optically isolated to assure protection from earth
ground.
10. The CPU shall provide one high-speed serial connection for support of network
communication modules.
11. The CPU shall provide double pole relays for FIRE ALARM, SYSTEM TROUBLE,
SUPERVISORY, and SECURITY. The SUPERVISORY and SECURITY relays shall
provide selection for additional FIRE ALARM contacts.
8.16 Display
1.0 The system display shall provide all the controls and indicators used by the
system operator and may also be used to program all system operational parameters.
2.0 The display assembly shall contain, and display as required, custom alphanumeric labels for
all intelligent detectors, addressable modules, and software zones.
3.0 The system display shall provide 4 x 40character backlit alphanumeric Liquid Crystal
Display (LCD). It shall also provide Light-Emitting-Diodes (LEDs), that indicate the status
of the following system parameters: AC POWER, FIRE ALARM, PREALARM,
SECURITY, SUPERVISORY, SYSTEM TROUBLE, OTHER EVENT, SIGNALS
SILENCED, POINT DISABLED, and CPU FAILURE.
4.0 The system display shall provide a keypad with control capability to command all
system functions, entry of any alphabetic or numeric information, and field programming.
5.0 The system display shall include the following operator control switches:
ACKNOWLEDGE, SIGNAL SILENCE, RESET, DRILL, and LAMP TEST. Additionally,
the display interface shall allow scrolling of events by event type including, FIRE ALARM,
SECURITY, SUPERVISORY, TROUBLE, and OTHER EVENTS. A PRINT SCREEN
button shall be provided for printing the event.
1. The Loop Control Module shall monitor and control a minimum of 250 intelligent
addressable devices and additional capacity for Loop Cable Isolators. This includes 125
intelligent detectors, 150 monitor or control modules and 125 isolators module.
2. The Loop Control Module shall contain its own microprocessor and shall be capable of
operating in a local/degrade mode (any addressable device input shall be capable of
activating any or all addressable device outputs) in the unlikely event of a failure in the
main CPU.
3. The Loop Control Module shall provide power and communicate with all intelligent
addressable detectors and modules on a single pair of wires.
4. The interface board shall receive analog or digital information from all intelligent
detectors and shall process this information to determine whether normal, alarm, or
trouble conditions exist for that particular device. Each Loop shall be isolated and
equipped to annunciate an Earth Fault condition. The interface board software shall
include software to automatically maintain the detector's desired sensitivity level by
adjusting for the effects of environmental factors, including the accumulation of dust in
each detector. The analog information may also be used for automatic detector testing
and the automatic determination of detector maintenance requirements.
8.18 Enclosures:
1. The control panel shall be housed in a cabinet suitable for surface or semi-flush
mounting. The cabinet and front shall be corrosion protected, given a rust-resistant prime
coat, and manufacturer's standard finish.
2. The back box and door shall be constructed of 0.060 steel with provisions for electrical
conduit connections into the sides and top.
3. The door shall provide a key lock and shall include a glass or other transparent opening
for viewing of all indicators. For convenience, the door may be site configured for either
right or left hand hinging.
4. The control unit shall be modular in structure for ease of installation, maintenance, and
future expansion.
1. The Addressable Main Power Supply shall operate on 120/240 VAC, 50/60 Hz, and shall
provide all necessary power for the FACP.
2. The Addressable Main Power Supply shall provide sufficient power to the CPU, using a
switching 24 VDC regulator and shall incorporate a battery charger for 24 hours of
standby power using dual-rate charging techniques for fast battery recharge.
3. The Addressable Main Power Supply shall provide a battery charger for 24 hours of
standby using dual-rate charging techniques for fast battery recharge. The supply shall
be capable of charging batteries ranging in capacity from 25-200 amp-hours within a 48-
hour period.
4. The Addressable Main Power Supply shall provide a very low frequency sweep earth
detect circuit, capable of detecting earth faults.
5. The Addressable Main Power Supply shall be power-limited per 1995 UL864
requirements.
1. The Voice Command Center located with the FACP, shall contain all equipment required
for all audio control, signaling and supervisory functions. This shall include speaker zone
indication and control, telephone circuit indication and control, digital voice units,
microphone and main telephone handset.
2. Function: The Voice Command Center equipment shall perform the following functions:
e. Provide a factory recorded “library” of voice messages and tones in standard WAV. File
format, which may be edited and saved on a PC running a current Windows® operating
system.
f. The Voice Command shall be modular in construction, and shall be capable of being field
programmable without requiring the return of any components to the manufacturer and
without requiring use of any external computers or other programming equipment.
g. The Voice Command and associated equipment shall be protected against unusually high
voltage surges or line transients.
1. The Audio Amplifiers will provide Audio Power (@25 Volts RMS) for distribution to
speaker circuits.
2. Multiple audio amplifiers may be mounted in a single enclosure, either to supply
incremental audio power, or to function as an automatically switched backup amplifier(s).
3. The audio amplifier shall include an integral power supply, and shall provide built-in LED
indicators for the following conditions:

5. Adjustment of the correct audio level for the amplifier shall not require any special tools or
test equipment.
6. Includes audio input and amplified output supervision, back up input, and automatic
switch over function, (if primary amplifier should fail).
7. System shall be capable of backing up digital amplifiers.
1. Each initiating zone or intelligent device shall interface with an emergency voice
communication system capable of transmitting a prerecorded voice message to all
speakers in the building.
2. Actuation of any alarm initiating device shall cause a prerecorded message to sound over
the speakers. The message shall be repeated four (4) times. Pre- and post-message
tones shall be supported.
3. A built-in microphone shall be provided to allow paging through speaker circuits.
4. System paging from emergency telephone circuits shall be supported.
5. The audio message generator shall have the following indicators and controls to allow for
proper operator understanding and control:
1. Speaker Switches/Indicators
a. The speaker circuit control switches/indicators shall include visual indication of active and
trouble status for each speaker circuit in the system.
b. The speaker circuit control panel shall include switches to manually activate or deactivate
each speaker circuit in the system.
1. The auxiliary power supply is a remote 24 VDC power supply used to power Notification
Devices and field devices that require regulated 24VDC power. The power supply shall
also include and charge backup batteries.
2. The power supply for the fire alarm system shall provide up a minimum of 6.0 amps of 24
volt DC regulated power for Notification Appliance Circuit (NAC) power or 5 amps of 24
volt DC general power. The power supply shall have an additional .5 amp of 24 VDC
auxiliary power for use within the same cabinet as the power supply. It shall include an
integral charger designed to charge 7.0 - 25.0 amp hour batteries.
3. The power supply shall provide built-in synchronization for certain Notification Appliances
on each circuit without the need for additional synchronization modules. The power
supply's output circuits shall be individually selected for synchronization. A single power
supply shall be capable of supporting both synchronized and non-synchronized
Notification Devices at the same time.
4. The power supply shall operate on 120 or 240 VAC, 50/60 Hz.
5. The interface to the power supply from the Fire Alarm Control Panel (FACP) shall be via
the Signaling Line Circuit (SLC) or other multiplexed means. Power supplies that do not
use an intelligent interface are not suitable substitutes. The required wiring from the
FACP to the power supply shall be a single unshielded twisted pair wire.
6. The power supply shall supervise for battery charging failure, AC power loss, power
brownout, battery failure, NAC loss, and optional ground fault detection. In the event of a
trouble condition, the addressable power supply shall report the incident and the
applicable address to the FACP via the SLC.
7. The power supply shall have an AC Power Loss Delay option. If this option is utilized and
the addressable power supply experiences an AC power loss, reporting of the incident to
the FACP will be delayed. A delay time of eight or sixteen hours shall be Dip-switch
selected.
8. The power supply shall have an option for Canadian Trouble Reporting and this option
shall be Dip-switch selectable.
9. The a power supply mounts in either the FACP backbox or it's own dedicated surface
mounted backbox with cover.
10. The power supply shall interface and synchronize with other power supplies of the same
type. The required wiring to interface multiple addressable power supplies shall be a
single unshielded, twisted pair wire.
11. An individual or multiple interfaced power supplies shall have the option to use an
external charger for battery charging. Interfaced power supplies shall have the option to
share backup battery power.
1. The FACP shall supervise all circuits to intelligent devices, annunciators and conventional
peripherals and annunciate loss of communications with these devices. The CPU shall
continuously scan above devices for proper system operation and upon loss of response
from a device shall sound an audible trouble, indicate that device or devices are not
responding and print the information in the history buffer and on a printer.
2. Sprinkler system valves, standpipe control valves, PIV and main gate valves shall be
supervised for off-normal position.
All wiring terminal blocks shall be the plug-in/removable type and shall be capable of
terminating up to 12 AWG wire. Terminal blocks that are permanently fixed to the PC
board are not acceptable.
8.28 Printer
1. Printers shall be of the automatic type, printing code, time, date, location, category, and
condition.
2. The printer shall provide hard-copy printout of all changes in status of the system and
shall time-stamp such printouts with the current time-of-day and date. The printer shall be
standard carriage with 80-characters per line and shall use standard pin-feed paper. The
printer shall be enclosed in a separate cabinet suitable for placement on a desktop or
table
3. Thermal printers are not acceptable.
4. The system shall have a strip printer capable of being mounted directly in the main FACP
enclosure. Alarms shall be printed in easy-to-read RED, other messages, such as a
trouble, shall be printed in BLACK. This printer shall receive power from the system
power supply and shall operate via battery back up if AC mains are lost.
1. The system shall be programmable, configurable and expandable in the field without the
need for special tools, laptop computers, or other electronic interface equipment. There
shall be no firmware changes required to field modify the system time, point information,
equations, or annunciator programming/information.
2. It shall be possible to program through the standard FACP keyboard all system functions.
The installer's field programming and hardware shall be functionally tested on a computer
against known parameters/norms which are established by the FACP manufacturer. A
software program shall test Input-to-Output correlations, device Type ID associations,
point associations, time equations, etc. This test shall be performed on an IBM-
compatible PC with a verification software package. A report shall be generated of the
test results and two copies turned in to the engineer(s) on record.
It shall be the responsibility of the equipment supplier /installer to ensure that all equipment
supplied will fit in locations designated on plans and in the specifications.
1. Smoke Detector Sensitivity Adjust: Means shall be provided for adjusting the sensitivity of
any or all analog intelligent smoke detectors in the system from the system keypad or
from the keyboard of the video terminal.
2. Alarm Verification: Each of the Intelligent Addressable Smoke Detectors in the system
may be independently selected and enabled to be an alarm verified detector. The alarm
verification function shall be programmable from 5 to 50 seconds and each detector shall
be able to be selected for verification during the field programming of the system or
anytime after system turn-on. Alarm verification shall not require any additional hardware
to be added to the control panel. The FACP shall keep a count of the number of times
that each detector has entered the verification cycle. These counters may be displayed
and reset by the proper operator commands.
a. Any addressable device in the system shall have the capability to be enabled or disabled
through the system keypad or video terminal.
b. System output points shall be capable of being turned on or off from the system keypad
or the video terminal.
4. Point Read: The system shall be able to display the following point status diagnostic
functions without the need for peripheral equipment. Each point shall be annunciated for
the parameters listed:
a. Device Status.
b. Device Type.
c. Custom Device Label.
d. Software Zone Label.
e. Device Zone Assignments.
f. Analog Detector Sensitivity.
g. All Program Parameters.
5. System Status Reports: Upon command from an operator of the system, a status report
will be generated and printed, listing all system statuses:
6. System History Recording and Reporting: The fire alarm control panel shall contain a
history buffer that will be capable of storing up to 4000 system events. Each of these
events will be stored, with time and date stamp, until an operator requests that the
contents be either displayed or printed. The contents of the history buffer may be
manually reviewed, one event at a time, and the actual number of activations may also be
displayed and or printed.
The history buffer shall use non-volatile memory. Systems that use volatile memory for history
storage are not acceptable.
7. The system shall include the ability (programmable) to indicate a "pre-alarm" condition.
This will be used to alert maintenance personal when a detector is at 80% of its alarm
threshold in a 60 second period.
Each sprinkler system water supply control valve riser, zone control valve, and standpipe
system riser control valve shall be equipped with a supervisory switch. Standpipe hose
valves, and test and drain valves shall not be equipped with supervisory switches.
PIV (post indicator valve) or main gate valves shall be equipped with a supervisory
switch.
The switch shall be mounted so as not to interfere with the normal operation of the valve
and adjusted to operate within two revolutions toward the closed position of the valve
control, or when the stem has moved no more than one-fifth of the distance from its
normal position.
The entire installed assembly shall be tamper proof and arranged to cause a switch
operation if the housing cover is removed, or if the unit is removed from its mounting.
Valve supervisory switches shall be provided and connected under this section and
installed by mechanical contractor.
Any addressable initiating device in the system may be used as a non-alarm input to
monitor normally open contact type devices. Non-alarm functions are a lower priority than
fire alarm initiating devices.
Combo Zone
A special type code shall be available to allow waterflow and supervisory devices to share
a common addressable module. Waterflow devices shall be wired in parallel, supervisory
devices in series.
Addressable devices shall use simple to install and maintain decade, decimal address
switches. Devices shall be capable of being set to an address in a range of 001 to 125.
How ever electronic addressing will be accepted only if all the devices can be fully
programmed for sensitivity settings, pre alarm level etc from the panel with no extra
programming tools and computer shall be used.
Detectors shall be intelligent (analog) and addressable, and shall connect with two wires
to the fire alarm control panel Signaling Line Circuits.
Addressable smoke and thermal detectors shall provide dual alarm and power/polling
LEDs. Both LEDs shall flash green under normal conditions, indicating that the detector is
operational and in regular communication with the control panel, and both LEDs shall be
placed into steady red illumination by the control panel, indicating that an alarm condition
has been detected. If required, the LED flash shall have the ability to be removed from
the system program. An output connection shall also be provided in the base to connect
an external remote alarm LED.
The fire alarm control panel shall permit detector sensitivity adjustment through field
programming of the system. The panel on a time-of-day basis shall automatically adjust
sensitivity.
Using software in the FACP, detectors shall automatically compensate for dust
accumulation and other slow environmental changes that may affect their performance.
The detectors shall provide a test means whereby they will simulate an alarm condition
and report that condition to the control panel. Such a test may be initiated at the detector
itself (by activating a magnetic switch) or initiated remotely on command from the control
panel.
Detectors shall also store an internal identifying type code that the control panel shall use
to identify the type of device .
Detectors will operate in an analog fashion, where the detector simply measures its
designed environment variable and transmits an analog value to the FACP based on real-
time measured values. The FACP software, not the detector, shall make the alarm/normal
decision, thereby allowing the sensitivity of each detector to be set in the FACP program
and allowing the system operator to view the current analog value of each detector.
Addressable devices shall store an internal identifying code that the control panel shall
use to identify the type of device.
Addressable modules shall mount in a 4-inch square (101.6 mm square), 2-1/8 inch (54
mm) deep electrical box. An optional surface mount Lexan enclosure shall be available.
Addressable manual fire alarm boxes shall, on command from the control panel, send
data to the panel representing the state of the manual switch and the addressable
communication module status. They shall use a key operated test-reset lock, and shall be
designed so that after actual emergency operation, they cannot be restored to normal use
except by the use of a key.
8.35 All operated stations shall have a positive, visual indication of operation and utilize a key
type reset.
Manual fire alarm boxes shall be constructed of Lexan with clearly visible operating
instructions provided on the cover. The word FIRE shall appear on the front of the
stations in raised letters, 1.75 inches (44 mm) or larger.
The detectors shall use the photoelectric (light-scattering) principal to measure smoke
density on command from the control panel, send data to the panel representing the
analog level of smoke density.
1. The intelligent multi sensor type detector shall be an addressable device that is designed
to monitor a minimum of photoelectric and thermal technologies in a single sensing
device. The design shall include the ability to adapt to its environment by utilizing a built-
in microprocessor to determine it's environment and choose the appropriate sensing
settings. The detector design shall allow a wide sensitivity window, no less than 1 to 4%
per foot obscuration. This detector shall utilize advanced electronics that react to slow
smoldering fires and thermal properties all within a single sensing device.
2. The intelligent multi criteria detection device shall include the ability to combine the signal
of the thermal sensor with the signal of the photoelectric signal in an effort to react hastily
in the event of a fire situation. It shall also include the inherent ability to distinguish
between a fire condition and a false alarm condition by examining the characteristics of
the thermal and smoke sensing chambers and comparing them to a database of actual
fire and deceptive phenomena.
1. The smoke detector housing shall accommodate either an intelligent ionization detector
or an intelligent photoelectric detector, of that provides continuous analog monitoring and
alarm verification from the panel.
2. When sufficient smoke is sensed, an alarm signal is initiated at the FACP, and
appropriate action taken to change over air handling systems to help prevent the rapid
distribution of toxic smoke and fire gases throughout the areas served by the duct
system.
8.40 Two Wire Zone Monitor Module for Conventional Devices, Flow switches etc.
1. Addressable monitor modules shall be provided to connect one supervised IDC zone of
conventional 2-wire smoke detectors or alarm initiating devices (any N.O. dry contact
device).
2. The IDC zone may be wired for Class A or B (Style D or Style B) operation. An LED shall
be provided that shall flash under normal conditions, indicating that the monitor module is
operational and in regular communication with the control panel.
1. Addressable control modules shall be provided to supervise and control the operation of
one conventional NACs of compatible, 24 VDC powered, polarized audio/visual
notification appliances.
2. The control module NAC may be wired for Style Z or Style Y (Class A/B) with up to 1 amp
of inductive A/V signal, or 2 amps of resistive A/V signal operation.
4. The control module shall be suitable for pilot duty applications and rated for a minimum of
0.6 amps at 30 VDC.
1. Addressable Relay Modules shall be available for HVAC control and other building
functions. The relay shall be form C and rated for a minimum of 2.0 Amps resistive or 1.0
Amps inductive. The relay coil shall be magnetically latched to reduce wiring connection
requirements, and to insure that 100% of all auxiliary relay or NACs may be energized at
the same time on the same pair of wires.
3. The isolator module shall not require address-setting, and its operations shall be totally
automatic. It shall not be necessary to replace or reset an isolator module after its normal
operation.
4. The isolator module shall provide a single LED that shall flash to indicate that the isolator
is operational and shall illuminate steadily to indicate that a short circuit condition has
been detected and isolated.
5. The isolator module shall not consume any detector or device address from the loop
capacity.
8.44 BATTERIES:
The battery shall have sufficient capacity to power the fire alarm system for not less than
twenty-four hours plus 5 minutes of alarm upon a normal AC power failure.
The batteries are to be completely maintenance free. No liquids are required. Fluid level
checks for refilling, spills, and leakage shall not be required.
If necessary to meet standby requirements, external battery and charger systems may be
used.
8.45 INSTALLATION:
Installation shall be in accordance with the NEC, local and state codes, as shown on the
drawings, and as recommended by the major equipment manufacturer.
All conduit, junction boxes, conduit supports and hangers shall be concealed in finished
areas and may be exposed in unfinished areas. Smoke detectors shall not be installed
prior to the system programming and test period. If construction is ongoing during this
period, measures shall be taken to protect smoke detectors from contamination and
physical damage.
All fire detection and alarm system devices, control panels and remote annunciators shall
be flush mounted when located in finished areas and may be surface mounted when
located in unfinished areas.
Manual fire alarm boxes shall be suitable for surface mounting or semi-flush mounting as
shown on the plans, and shall be installed not less than 42 inches (1067 mm), nor more
than 48 inches (122 mm) above the finished floor.
8.46 TEST:
Close each sprinkler system flow valve and verify proper supervisory alarm at the FACP.
Open initiating device circuits and verify that the trouble signal actuates.
Open and short signaling line circuits and verify that the trouble signal actuates.
Open and short notification appliance circuits and verify that trouble signal actuates.
Check installation, supervision, and operation of all intelligent smoke detectors using the
walk test.
Each of the alarm conditions that the system is required to detect should be introduced
on the system. Verify the proper receipt and the proper processing of the signal at the
FACP and the correct activation of the control points.
When the system is equipped with optional features, the manufacturer's manual shall be
consulted to determine the proper testing procedures. This is intended to address such
8.48 INSTRUCTION:
9.01 Introduction
Monitoring facility should be provided in central control room / Security officer’s office.
There should be at least 6 (Six) monitors of 42” using 3X3 mode each and 12 (Twelve)
monitors of 20” using 2X2 mode each. Ideally 42” monitors will be displaying the all the
cameras in sequence which shall be user defined other 12 (twelve) 20” Monitors shall
display most critical cameras for continuous monitoring and for spot monitoring in case of
any alarm or emergency conditions, which shall also be user defined / selectable. One
joystick shall be provided with each client / user workstation. At least 5(five) required
number of client workstations should be provided to interface these monitors and
joysticks. Provision shall be provided to monitor these cameras at least from 5 different
locations concurrently, whereas there should be no limitation over number of users.
A GENERAL
1. All the vendors must attach the point by point compliance for below specification in their
technical bid
2. The proposed solution shall not require proprietary computer, server, and network or
storage hardware.
3. The proposed system shall be of a manufacturer with as minimum of five (5) years of
experience and offerings in the IP network video software market, the letter stating the
same should be submitted by the manufacturer.
4. The DVMS system shall be based on the latest in software programming technology
Microsoft .NET frame work. No old technology shall be permitted looking at the future up
gradations and service support for the system.
5. Offered DVMS software and cameras must be from same make but offered software
should be open platform with support for multiple leading camera makes. Combination of
different makes will not be considered.
6. Synchronized Failover directory feature should be provided with the offered system to
avoid the single point of failure. Also the system should sustain all its current operations
i.e. recording, playback and live video even in the event of primary as well as failover
directory failure.
7. Automated Failover recording should be provided to maintain the reliability of the system.
In case of failure of any one of the recording server, recording of 10% critical cameras
from that server should be automatically distributed on rest of the recording server/s.
Failover capability should not be restricted to any specific set of cameras and be
implemented across the system with flexibility to change the failover priority of cameras
dynamically by the system administrator depending on the criticality of the specific areas.
All the required hardware and software for this feature should be included in the offered
price. If offered software does not support camera bases failover capabilities then bidder
should provide independent failover server for each of the primary server and required
additional hardware and software be a part of his offered price.
8. Redundant recording feature of the DVMS should be provided for 10% of the total
cameras simultaneously. System administrator should get the privilege to apply this
feature to any 10% cameras simultaneously depend on the criticality of the application /
cameras. If offered software does not support partial redundant recording then bidder
should provide redundant recording for all the cameras and required additional hardware
and software should be part of his offered price.
9. The DVMS shall allow for 2-way audio communication using amplifier/call station
connected the IP cameras in the field without any need of audio cabling from camera to
control room. At least 10 sets of audio amplifiers and horn speakers should be provided
with the offered system which will be connected to user defined cameras in critical areas
to form a redundant PA / security announcement system to dedicated PA system. If audio
capability requires any additional hardware module within the camera or any additional
license then each of the cameras should be provided with the same, as we intend to
change the location of the amplifier depending on the security requirement, without
shifting the cameras.
10. The DVMS Storage solution shall be as minimum set at RAID-5 configuration. The
recording facility shall be for all the cameras, storage shall be distributed among all the
recording servers in such a way that all the servers are capable of storing video footage
for at least 15 days at 2CIF resolution at 25FPS for the cameras assigned to that
particular server.
11. Increase of storage size should not be restricted by software licensing from DVMS
software OEM. If the offered software restricts the storage size by DVMS licensing then
licenses should be provided for unlimited storage size as we intend to expand the storage
size in near future.
12. The DVMS shall be based on high quality Dual stream H.264 compression. Combination
of One stream of H.264 and one of MJPEG will not be accepted as equivalent.
13. The DVMS should support multi zone motion detection, panoramic view of cameras
installed at various locations etc.
14. The offered version DVMS shall have a capacity to switch and control up to 600 cameras
in single directory system considering the future expansion plans. It should be
upgradeable to unlimited.
15. The system shall allow the recording, live monitoring, playback of archived video audio,
and data simultaneously
16. The DVMS should not allow the tampering of recording by any level of operator. Offered
software should have at least one certificate issued by notified agency proving its
tamperproof status. If required vendor should also need to produce the letter confirming
this from the manufacturer.
17. The IP Based DVMS shall provide file export tool for export of single frames of video in J-
PEG and BMP file formats and for export of motion video files in AVI file format for
transport and playback on computers utilizing a Windows environment
18. The NVMS approved Encoders, Decoders and IP cameras except outdoor PTZ shall
provide the ability to be powered by power over Ethernet (PoE) 802.3af option.
19. PoE shall be attached to a Uninterruptible Power Supply (UPS) and shall be sized to
maintain camera operations
20. The contractor shall provide the required computers for the DVMS client and servers,
these computers shall be of the most current state of the art technology available at the
time of installation and as minimum shall be better than the minimum requirements
specified by DVMS system manufacturer as well as tender specifications.

A DVMS SERVER SOFTWARE
1 The DVMS software shall consist of an MS-SQL 2005 or better based Main
Directory Database, Failover directory, Recording Server licenses, Failover recording,
Redundant recording, Digital Virtual Matrix, Incident Reports, Alarm Management, and
Watchdog modules. All the related software licenses should be the part of the offered
system.
2 Vendor should consider additional server for maintaining system administration
database if required by the offered system configuration apart form 6 (Six) minimum
recording servers.
3 The DVMS system should be accessible from at least 25 computers from the
network for system administration and video monitoring with maximum 5 simultaneous
users. System administration and monitoring can be distributed depending on the sub
division of the surveillance areas/zones. Even though system should allow creating
unlimited user ID’s in the system.
4 The DVMS Server shall maintain a catalog of settings for all the client, servers and
IP cameras in the system
5 The DVMS Recording Server shall offer the capability to be installed multiple
servers software on multiple Computer Servers to enable distributed archiving
architecture on the LAN or WAN. Preferably DVMS software licensing should not restricts
the number of server of server to be used for recording so as we will have freedom to add
the server on later date if we decide to improve the recording parameters or spread the
recording on geographically different locations to counter natural disaster. If offered
software need such licensing the at least 10 additional recording server licenses should
be provided in the offer
6 The DVMS shall support up to 600 camera connections in single directory.
7 The DVMS Archive Server, for video and audio, shall support and manage (32)
camera connections from IP cameras each at 25FPS PAL and 4CIF resolution
(704x576PAL) and (70) cameras at 25FPS PAL and 2CIF resolution (352x288 PAL), 120
cameras at 25FPS and CIF resolution. But considering the future intention to zonalise the
recording not more than 50 cameras is loaded on any server during initial design of the
system.
8 The DVMS shall be able to set each camera frame rate, bit rate and resolution
independently from other cameras in the system, and altering these settings shall not
affect the recording and display settings of other cameras. This should be applicable
even if vendor proposes to use multi channel encoders.
a) The DVMS shall utilize multicast network communication for video
monitoring.
i Unicast based equipment will not be considered as an approved equal

9 The DVMS shall have a built-in Digital Video Matrix Switcher functionality without
the need of any additional software license.
a) The Virtual Matrix Switch shall provide a full matrix operation of IP video to

b) The Virtual Matrix Switch shall have the capability of creating camera

10 The DVMS shall support web based clients connecting to the DVMS system via

a) The Watchdog shall monitor operation of all services and automatically
restart them if they are malfunctioning.
b) The Watchdog shall be responsible for restarting the application or in a last
resort restart the server in case of malfunction of software components.
12 The DVMS shall be based on a true open architecture that allow for use of non-
proprietary PC and storage hardware that shall not limit the storage capacity and shall
allow for gradual upgrades of recording capacity
13 The DVMS Server shall be of the most recent computer technology and shall
cover the DVMS requirements. To provide an advanced and reliable system the operating
system shall be Windows 2003 or higher- Server level (Win 2000 Pro or XP pro will not
be considered as approved equal)
14 The DVMS must allow use of Windows Vista OS for client machines as we intend
to use all machines with Window Vista OS for client machine.
15 The DVMS shall provide alarm dry contact interfaces to allow for any alarm input
initiating any action in the DVMS system.
16 The DVMS Shall support full duplex audio communication and transmission
signals over the IP Digital Transmission Network without the need of any additional
license.
17 The DVMS shall provide a reporting utility for tracking but not limited to the
following options. Video and images shall be stored with reports for documenting events.
a) Alarms, Incidents, Operator logs, Service requests
b) The Email Alert should be generated in responds to alarms triggered in
DVMS software and sends out email alerts to a preconfigured list of recipients.
c) It should be possible to export the settings of various entities within the
DVMS i.e. Archiver, Directory, cameras etc.. It should be possible to print these reports.
18 The DVMS shall provide alarm management module without the need of any
additional license.
a) The alarm management shall be able to set any monitor or groups of
monitors to automatically display cameras in response to alarm inputs.
b) The alarm management shall be able to reset automatically or manually alarmed
video.
c) The alarm management shall allow for multiple modes of alarm handling
capability, these modes to be programmed within the same system.
19 The DVMS shall have support a Internet Gateway server application without the
need of any additional license
a) The Internet Gateway server shall allow clients to view good quality video streams
from remote locations, over the internet, over firewall and proxies
b) The Internet Gateway server shall manipulate the video data to adjust the video
stream type and properties to the connection type depending on the available bandwidth.
c) The Internet Gateway server shall transcode MPEG4 streams to MJPEG streams
in order to overcome the MPEG4 issues related with limited bandwidth connections, such
as video artifacts, thus providing a MJPEG stream that maintains high quality images and
automatically adopts the frame rate to the connection bandwidth.
d) The Internet Gateway server shall support all video stream types, including live,
archive, instant replay, video sequences, and video on alarm.
e) The Internet Gateway server shall have only one TCP port exposed to the internet,
thus masking the video servers, encoders and cameras from direct connections coming
from external networks.
f) The Internet Gateway server, in collaboration with the Gateway server, shall
provide remote users full functionality in a transparent way; the remote user will use the
system normally despite the fact that the connection goes through the Internet Gateway
20. The DVMS should provide the custom build application option which should be
integrated to the offered DVMS and provide the below mentioned Incident Reporting and
backup mechanism.
a) This application should provide the facility to create the incident reports for specific
incidents.
b) It should be possible to access recorded video within the DVMS system for
playback and export from this application.
c) It should also allow the operator to write the text, attach the snapshots, video clip,
audio clip or any other type of attachment i.e. Word, Power point, PDF etc which can be
used in conjunction with this incident and form the entire incident report. Entire report
should be saved as a single file which will open in user friendly manner and present the
relevant information.
d) Entire report should be archived on specific portion on the storage and should be
accessible from the client applications.
e) It should create the library of all the reports and options should be available to
search the required report by time frame, subject, report number etc.
f) It should be possible to send these reports by email or archived on offline media.
B DVMS CLIENT
k) The DVMS Monitor application operator shall be able to drag and drop a
camera sequence from a tree of cameras into any video tile or an analog monitor icon for
live viewing.
l) The DVMS Monitor application shall support Graphical Site Representation
(Maps) functionality, where digital maps are used to represent the physical location of
cameras and other devices throughout facility.
i The DVMS Maps shall have the ability to contain hyperlinks to create a
hierarchy of interlinked maps.
ii The DVMS Maps shall be able to import maps from any graphical
software supporting BMP, JPEG and/or GIF image formats.
m) The DVMS Monitor application operator shall be able to drag and drop a
camera from a map into a video tile for live viewing.
i The operator shall be able to click on an icon in a map to initiate PTZ
camera preset, run PTZ pattern, view camera in an analog monitor or send an I/O stream.
n) The DVMS Monitor application shall support the procedure functionality,
where procedures can be triggered to appear during a certain event and can be used to

technology available by a major brand name manufacturer of computers and servers
9 The DVMS Monitor application shall provide management and control over the
system using a standard PC mouse, keyboard and CCTV keyboard. Standard scroll
mouse should be able to move the camera by merely clicking on the extremes of the
picture in all directions and zoom function by scroll button to avoid the use of joystick
keyboard but maintain the easiness of the control. Provision of the PTZ menu on GUI will
not be considered as equivalent or substitute. The vendors should provide joystick
keyboard as an integrated part of zonal client workstation if they do not support this
feature.
10 The DVMS software must support PTZ cameras with complete PTZ functionality
from any client workstation GUI.
11 Joystick must be provided with each workstation for PTZ controlling of the
cameras. Joystick shall support Windows® XP, Windows® Vista™, Pentium® (or
compatible) processor with 64 MB RAM 20 MB available hard disk space, CD-ROM drive
USB port, with 11 programmable buttons, Plug-and-play setup. Its should be possible
to do PTZ functions, Presets, patterns etc.
C ALARM MANAGEMENT
1 The IP based DVMS shall provide alarm management and reporting module

with full integration with CCTV in such a way that relevant camera should automatically
popup in control room if the button is pressed. It should also be possible to pass on such
an event to relevant operators within the system and display the procedural instructions.
c) Scope also covers the integration of relay outputs from some of the other
systems i.e. ACS, FAS etc to IP CCTV system inputs.

The CCTV system contractor, upon completion of the commissioning activity, shall hand over the
system to the customer.
At the time of hand over, the contractor shall provide the customer with the following
documentation:
H . HANDOVER
Prior to final acceptance, the installing contractor shall provide complete operation and
maintenance instruction manuals to the owner. All aspects of system operation and
maintenance shall be detailed, including wiring diagrams of all circuits, a written
description of the system design, sequence of operation and drawing(s), illustrating
control logic and equipment used in the system. Checklists and Procedures for
emergency situations, maintenance operations and procedures shall be included in the
manual.
I. TRAINING
The contractor shall provide the customer with details of the training required by personnel to
operate and maintain the CCTV system.
The Contractor and the customer shall jointly agree the number of staff to attend the training
courses.
J. HARDWARE COMPLIANCE
10.01 GENERAL
The specifications mentioned in the tender document are intended for the EPABX
system.
The proposed digital EPABX system should be 100% Non-blocking (erlang value 1)
switching system with ISDN/ATM compatibility. (Integrated Services Digital
Network/Asynchronous Transfer Mode), configured for 984 Analog Extensions,24 digital
Extensions, 4 PRI lines (30 channels),IP Subscriber card for 20 users & 8 BRI ports
expandable up to 6000 lines, 8 port Voice mail system, 2 operator console (PC based).
Offered system should have hot standby duplication of all common control cards along
with power supply. The Offered system should be the OEM’s latest model available
worldwide with the latest Operating System Software Release. The system must be
expandable upto 6000 ports in near future.
10.03 TEC Approval for the Make & model quoted in the name of the bidder should be
submitted along with offer for:
ISDN BRI/ PRI
DID Facility.
Privately owned EPABX for 1000 Extensions.
The proposed EPABX should be fully digital and should employ Stored Program Control
(SPC) using Pulse Code Modulation/Time Division Multiplexing (PCM/TDM) switching
technique conforming latest ITU-T and CCITT standards. The EPABX should function in
hot-standby duplicated configuration.
The system should provide complete Non-blocking Digital path for Voice and Data
Communication (IP Protocol). The system should also offer an in built Ethernet port
management.
The offered system should be modular in design. The architecture of the EPABX should
be capable of seamless migration to its maximum capacity by simply adding peripheral
cards on the same set of control cards & CPU without compromising on any function
/features of this system or any degradation of service.
The EPABX should support linking of Homogeneous EPABX over IP with full feature
transparency (distributed architecture) & IP Remote point (end points). IP Access points
should be centrally administrable from the host system.
The system should have Universal ports for line/trunk cards. Wherein any peripheral card
can be inserted in any slot of the peripheral shelf, thereby enhances the flexibility of the
configuration.
The system should have CLIP Facility on all Analog and Digital Extensions using Digital
PRI Trunks (ISDN PRI).
The Central Processing Unit of the EPABX should be a 32 Bit Hierarchical Pentium base/
RISC microprocessor with fully distributed controls, offering hot standby configuration with
transparent switchover without disconnection of calls on occurrence of fault, covering all
control cards etc.
The processed system should have the ability of Busy Hour Call Attempt (BHCA) of above
100,000. (Bidder to submit documentary evidence)
The system should provide world’s latest technique of storage media (Flash EPROM,
Magnetic Optical disk for higher reliability and fast booting). Please mention the storage
media used for Main Memory & standby memory.
10.07 DUPLICATION
System Redundancy: The system should be provided with 100% Duplicated Control Unit
in Hot standby mode. The following Duplication should be provided with the system for:
Redundancy: The system should provide complete set of control cards duplication mode.
In case of failure of one processor card the duplicated card should take over immediately
with the current database, on which the system is working, without the disconnection of
established calls.
The offered system should be capable of Hot Swapping of all cards without switching off
the system where the necessary cards can be interchanged or replaced even in online
conditions.
It should be possible to reach the ultimate capacity (1100 ports) of the switch without any
upgradation of the CPU & need of additional CPU’s.
The operating system of the EPABX should be UNIX/LINUX based and protected against
loss/alteration of memory due to power failure/unauthorized command or due to any other
faulty condition.
The proposed digital independent EPABX system should be 100% Non-blocking (erlang
value 1) switching system with ISDN/ATM compatibility. (Integrated Services Digital
Network), configured for 480 Analog Extensions, 24 Digital Extensions, 1 PRI ISDN Trunk
Line (30 Ch) & 4 Port Voice Mail system. Offered system should have duplicated power
supply. The Offered system should be the OEM’s latest model available worldwide with
the latest Operating System Software Release. Both the Exchanges are necessary to be
integrated on IP.The media between the 2 locations would be 6 Core single mode Fiber.
10.11 CONFERENCING
It should be possible for extensions users up to minimum of 5 users. The conference call
may be facility-actuated by one of the extension users or by any attendant. Minimum 30
conferencing circuits should be available in the quoted price.
Loop Resistance: The offered system should support loop resistance from subscribers
from 1200 ohms to 3000 ohms.
Music On Hold: The system should support inbuilt music on Hold. It should also be able
to interface with an external Music system i.e CD Player etc.
10.12 PAGING & CELLULAR SYSTEM

The offered system should work under the internationally recognized Networking protocol,
QSIG. The OEM should be the member of ECMA. This is must. Bidder should also

The offered system will be equipped with a external call metering facility, fully integrated
with the system.
The system should be capable of integrating with DOT approved CEPT (2MBPS) cards of
Direct Inward Dialing and also for connectivity with other exchanges.
The system should support the following minimum signaling & interfaces like E&M, 2 MB
CEPT, R2MFC (Digital, Analog), ISDN BRI/ PRI, TSAPI, TAPI, IP Trunking, IP Gateway,
ATM, LD & QSIG etc.
The following facilities should be available in the offered PC Based Operator Console
The offered system should be provided with a PC based and software up-gradable

10.29 Support for VOIP: The system should support voice over IP (VOIP) applications with
additional hardware. The system should support integrated in built IP Gateway. Is it
possible to connect IP Phones/ soft phones to the offered EPABX.
The bidder shall be responsible for designing and commissioning of the LAN system in
the entire complex of the Hospital. The schematic diagram of the individual blocks shows
the no. of LAN outlets on each floor , on the basis of the information of the schematic
diagram, boq items and the lauout plan of each block the vendor shall be prepared the
scheme.
