IncidentSummary:

On 30
th
May2014, in eveninghours,Northern Grid experienced a heavy demand crash
from 16:00hrs to 19:00hrs due to rain, dust storm/thunder storm in mainly Delhi, UP,
Haryana &Uttarakhand. The demand started reducing at around 16:40hrs and was
minimalataround17:15hrs.Thehugedemandreductionresultedinawidespreadhigh
voltage throughout the system. The system frequency also touched a high of 50.65 Hz
at17:05hrs. During this period 68 nos. AC transmission lines along with one HVDC Bi
pole tripped. This incident led to load crash of about 8000MW in Northern Region,
including3500MWinDelhi.
Ataround1640hrs,theNorthernRegiondemandstarteddecliningsteadilyatarateof
~200MW/minandreachedto32780MWat1715hrs,around8000MWlessthanthatof
the previous day Demand of same time. Delhi, UP, Haryana &Uttarakhand being the
majorStateControlAreasinwhichthisabruptdemandreductionwasobserved.
Thisdemandreductionalsoresultedinhighfrequencyandhighvoltageinthesystem.

WeatherReport:

AsperIMD,continuousthunderandlightning,spellofheavyrainassociatedwithwind
(havingspeedmorethan75KMPH)affectedmostpartoftheNorthernStates
BasedontheweatherforecastandNOWCASTofIMD,alltheconstituentswerealerted
aboutthelikelihoodofthestorminNorthernregion
Actionstaken:

1. AlertSMSwereissuedtoallconcernedStatesLoadDespatchcentresforbackingdown
of generation in order to control high frequency operation besides containing over
voltages.The backing down of generation at InterState Generating stations
(ISGS)/Regional Entity generatorswas carried out. Thus, backing down of the order of
around 2700MW was achieved in Northern region. Generation was also reduced
throughoutthecountrytomeettheexigencies.
2. All the constituents & generating stations cooperated to combat the situation in the
realtime.
3. Outof68linestrippedduringtheincident,49lineshavebeenrestored,includingthe
HVDCline.
4. Supplyhasbeenrestoredgraduallyinallthestates.

5. InDelhi,therestorationoflineswastakenuponwarfootingandtopmostprioritywas
accordedforrestoringpoweremergencyservicessuchasHospitals,DelhiMetro,water
treatment plants and NDMC area. Presently, about 3800 MW load is being met and a load
restrictionofabout200MWisbeingexperiencedinPappankala,Gopalpur&Rohini.
6. 2 nos. of 765 kV and one 400kV lines where there have been damages to towers are being
restored by POWERGRID by 10 June, 2014. However, nonavailability of these lines is not
affectingthepowersupplytothestates,asalternatepathsareavailable.
7. Honble Minister of State (Independent) reviewed the situation participated by officials of
MinistryofPowwer,Govt.ofDelhi,DTL,,DISCOMsofDelhi,CEA,POWERGRID&POSOCO.
8. Officers of Delhi sought assistance from POWERGRID for ERS for early restoration of
thefollowing220kVlines,whichareaffectingthepowersupply
220kVMandolaGopalpurD/c1towers restorationby1/6/14(thruERS)
220kVBamnauliPappankalanD/c4towers BeingsurveyedbyDTLfordeploying
220kVBawanaRohiniD/c5towers ERS

Ministry of Power assured all the possible help to Delhi in early restoration of the lines and
directedPOWERGRIDtoextendallcooperationinthisregard.

9. MoSPappreciatedtheeffortsofalltheofficialsofMinistryofPower,LoadDespatchcentresand
Utilities, including of Delhi, for timely action in combating the unexpected situation caused by
theThunderstorm.Healsosuggestedthatmoreno.ofERSsetsshouldbemaintainedbyallthe
statesandcentralutilitiestoreducetheoutagetimeandsufferingofthepeople.
10. MOSPalsoadvisedDelhitodisseminateinformationtopublicabouttheoutagesandlikelytime
ofinterruptionstoreducetheinconveniencetothepublic.
