4.3 8rotection Appliances 8urchasing
4.3.1 8rotection appliances should be purchased $ro supplier list #uali$ied by copany
and the suppliers should have adittance and perission syste $or entering copany
protection appliance arket. +he #uali$ied supplier will be con$ired a$ter being
reviewed by HSE departent, labor union o$$ice, aterial supply copany, #uality
inspection center etc. 1aterial copany o$$ers supplier relative docuents and saple
o$ protection appliances and HSE departent, copany anageent departent,
anu$acturing departent, labor union o$$ice, inspection center, $inancial departent
ake decision on the saple supplied by #uali$ied suppliers.
4.3.' "opany producing and anaging protection appliances should obtain
corresponding #uali$ication certi$icate. According to He<an province labor protection
appliances supervision and adinistration ethod and <an=ang labor protection
appliances supervision and adinistration en$orceent regulations, copany in He<an
province producing protection appliances should gain sa$ety sign perission certi$icate
and copany outside He<an province should put annual record on supervision and
adinistration bureau.
4.3.3 Supplier should o$$er corresponding record certi$icate, $actory #uality
certi$icate, sa$ety identi$ication certi$icate and inspection report. (n order to ake
sure #uality o$ protection appliances, it is not allowed suppliers without producing and
anaging aptitude, sa$ety identi$ication certi$icate, sa$ety sign and annual record to
enter copany protection appliances arket.
4.3.4 8rotection appliances purchased should have obvious sa$ety signs.
4.3.5 1aterial supply copany is in charge o$ protection appliances #uality and should
purchase
according to saples selected by copany. (nspection center should inspect in strict
accordance with saples and aterial delivery center should take good care and
distribute
protection appliances. ($ protection appliances are unatched with saples, they shall
be
denied and report iediately.
4.4 %istributing 1anageent
4.4.1 All eployee signing labor contract with eployer shoud be allocated protection
appliances.
4.4.' %istributing ob>ects and standard should carry out copany eployee labor
protection appliances e#uipping standard reguations.
4.4.3 8ro$essions being not enrolled in eployee labor protection appliances e#uipping
standard should e#uip with siilar pro$ession protection appliances. 8rotection
appliances being not enrolled need to be purchased. +he use departent applies and
reports to huan resource departent and HSE departent and a$ter being approved
by copany leadership, it shall be e3ecuted.
4.4.4 <ew and trans$erred eployee can go to work only a$ter getting three level
education
pass card and conducting $iling procedure in anu$acturing departent and getting
protection
appliances $ro aterial delivery center.
4.4.5 8rotection appliances in eergency use.e3ceed satndard/ shall be applied by unit,
checked by anu$acturing departent, countersighed by HSE departent and are
distributed a$ter being approved by copany leadership.
4.4.! Sa$ety protection $eature o$ protection appliances being distributed to
eployees should con$or to national standard or industrial standard. +he protection
appliances should be distributed strictly according to di$$erent pro$essions, di$$erent
working condition and environent. (n the $laable and cobustible area, the eployee
should be e#uipped with anti;static protection appliances.
4.4.4 (t is not allowed to give cash instead o$ protection appliances and let the
eployees
buy protection appliances by theselves.
4.4.6 8rotection appliances are au3iliary $acilities ued to protect eployees during

4.4.7 ?orkers eployed $ro outside, peasant;workers, workers used outside
