RESOLUTION ENJOINING THE HONORABLE EDGARDO D. PAMINTUAN, CITY
MAYOR TO EFFECT THE IMMEDIATE IMPLEMENTATION OF REPUBLIC ACT
9266 KNOWN AS THE ARCHITECTURE ACT OF 2004 AND THE
IMPLEMENTING RULES AND REGULATIONS OF THE REVISED NATIONAL
BUILDING CODE OF 2005.

Whereas, Republic Act No. 9266, An Act providing for a more responsive and comprehensive
regulation for the registration, licensing and practice of Architecture, repealing for the purpose Republic
Act No. 545, as amended, otherwise known as An Act to regulate the practice of Architecture in the
Philippines, and for other purposes was approved by Her Excellency President Gloria Macapagal-
Arroyo on March 17, 2004 and has been in effect since April 10, 2004;
Whereas, RA 9266 briefly but strictly provides that the practice of Architecture shall be the
exclusive domain of a licensed architect and not by any other professionals, and all architectural positions
in the local government shall be filled up only by licensed architects;
Whereas, RA 9266 states that all architectural plans, documents ad ancillary requirements for the
approval of a local building permit shall be prepared and signed by Registered and Licensed Architects;
Whereas, there is a clear need to effect the soonest and nationwide implementation and
enforcement of the provisions of RA 9266 and its IRR, particularly the multiple sections that limit the
preparation, signing and dry sealing of all architectural plans, designs, specifications, drawings and
architectural documents relative to the construction of a building/habitable structure, only to Registered
and Licensed Architects.

Now therefore, be it resolved as it is hereby resolved by the Sangguniang Panlungsod of
Angeles in session assembled that a resolution enjoining the Honorable Edgardo D. Pamintuan,
City Mayor to effect the immediate implementation of Republic Act 9266 known as the
Architecture Act of 2004 and the implementing rules and regulations of the revised National
Building Code of 2005 be, as it is hereby, approved.
