;1< These regulations ma% )e called the Delhi De4elopment
Authorit% ;+anagement and Disposal of -ousing "states<
Regulations, 1,&*.
;2< These regulations shall appl% to those schemes in hich )uilt up
properties are to )e disposed off )% a% of sale or hire.purchase.
;3< These regulations shall come into force immediatel% on the date
of their pu)lication in the official ga>ette.
32 De+i"i#io" . 5n these regulations, unless there is an%thing inconsistent
ith the conte#t or meaning?

;1< @Act@ means the Delhi De4elopment Act, 1,$( ;6o. &1 of 1,$(<?
;2< @Agenc% Agreement@ means an agreement )eteen the
Authorit% and the registered agenc% in regard to common
portions and common ser4ices?

a particular propert% to an applicant?

)eteen the Authorit% and the allottee or hirer or the registered

transferred to the allottee or hirer or the Registered Agenc% on
the terms and conditions specified in the said agreement?
;12< @Deposit@ means the initial amount pa%a)le )% an applicant along
ith his application for securing a propert% hich shall )e non.

;13< @Disposal Price@ or @-ire Purchase Price@ in relation to a propert%
means such price as ma% )e fi#ed )% the Authorit% for such
propert%?
;1!< @Documental Charges@ in relation to a document or documents
made in pursuance of these regulations means all charges such
as stamp charges, registration charges, ritten charges, printing
charges and plan charges?

of a propert% in accordance ith the pro4isions of the Scheme

site, and hich is a delling unit?

conditions set for the purpose and on the e#pir% of the said %ears
ceases to )e a tenant and )ecomes oner after pa%ment of all
dues.
;22< @-ire.purchase Tenanc% Agreement@ means an agreement
)eteen the Authorit% and the Participant in the form prescri)ed
in these regulations for disposal of propert% under the -ire.

structure hether grouped under the Authorit% or otherise and
includes common portions and common ser4ices?
;2(< @Propert% Allotment Committee@ means a committee constituted
under these regulations?
;2*< @Propert% Circumstances@ includes the nature and condition of
the )uilding and premises, the t%pe and the nature of
construction, specification adopted therefor, material used, and
the or7manship, sta)ilit% or dura)ilit% of the structure, the t%pe
of accommodation, pattern of installation, fittings, fi#tures and
other amenities and all such other things that constituted the
propert% as the% e#ist in the )uilding for premises concerned?

regulations for carr%ing out the pro4isions of these regulations
and agreement made thereunder relating to common portions
and common ser4ices?

-HAPTER II
Te%!* '") -o")i#io"* o+ Di*o*'l o+ P%oe%#&
3. A)!i"i*#%'#io" o+ Re($l'#io"* '") Dele('#io" o+ Po1e%* . These
regulations shall )e administered )% the =ice.Chairman, su)3ect to general
guidance and resolutions of the Authorit%, ho ma% delegate his poers to an%
officer of Authorit%.
!. E4e.$#io" o+ A(%ee!e"#* . All agreements made under these
regulations shall )e e#ecuted on )ehalf of the Authorit% )% the =ice.Chairman or
such officer as ma% )e authorised )% him in this )ehalf.
$. Di*o*'l o+ P%oe%#& . The disposal of a propert% shall )e effected )%
either hire.purchase or sale or in such other manner and su)3ect to such terms
and conditions as ma% )e decided )% the Authorit% from time to time.
&. Fi4'#io" o+ P%i.e . The hire.purchase price or the disposal price, as the
case ma% )e, shall )e such price, as ma% )e determined )% the Authorit%.
(. Eli(i5ili#& o+ Allo#!e"# . A delling unit or flat in the -ousing "states of
the Authorit% shall )e allotted onl% to such person ho or his ife0hus)and or an%
of his0her dependant relations including unmarried children do not on in full or in
part on free hold or lease hold )asis a residential plot or house in the ur)an area
of Delhi, 6e Delhi and Delhi Cantonment.
*. M'""e% o+ P'&!e"# o+ Di*o*'l P%i.e
;1< :hen a propert% is disposed of )% sale, e4er% applicant
shall deposit a sum eCual to 2/ per centum of the disposal price
of the propert% rounded to the ne#t hundred along ith the
application. Such deposit shall )e non.interest )earing.
;2< An applicant to hom the propert% has )een allotted
shall ha4e to pa% the )alance amount of the disposal price ;i.e.

after ad3usting the deposit< ithin such period as ma% )e
specified in the allotment letter.
;3< 5f the applicant fails to pa% the amount ithin the
specified period, the allotment shall )e cancelled and a sum of
mone% eCual to 2/ per centum of the deposit shall )e forfeited
and the )alance refunded.
;!< 5n the case of such applicants as ha4e not )een allotted
an% propert%, the deposit specified in Su).Regulation ;1< shall )e
refunded.
;$< Authorit% shall ha4e the sole and e#clusi4e right o4er the
deposit till it is ad3usted or refunded ith or ithout deduction as
pro4ided in these regulations.
,. M'""e% o+ P'&!e"#* o+ Hi%e/P$%.h'*e P%i.e
;1< The hire.purchase deposit shall )e a sum as ma% )e
decided )% Authorit% from time to time. Such deposit shall )e
non.interest )earing and shall )e pa%a)le alongith the
application. Such deposit shall )e ad3usted after the e#pir% of the
hire.purchase period at the time of e#ecution of the con4e%ance.

;2< 5n the case of such applicants as ha4e not )een allotted
an% propert%, the said deposit shall )e refunded.
;3< 5n the case of such applicants to hom allotment letters
ha4e )een issued and ho ha4e failed to fulfill the reCuirements
as specified in the allotment letter, a sum eCual to 2/ per centum
of the deposit shall )e forfeited and the )alance refunded.
;!< The Authorit% shall ha4e the sole and e#clusi4e right
o4er the hire.purchase deposit and till such time it is ad3usted on
the e#ecution of the Con4e%ance deed or refunded ith or
ithout deduction as pro4ided in these regulations and the
agreements made thereunder.
1/. Pe%io) o+ Hi%e/P$%.h'*e . 1nless otherise specified )% the Authorit%,
the hire.purchase period shall )e 1$ %ears.
11. Mo"#hl& Te"'".& . Su)3ect to the pro4isions of the Regulation 1/, the
)alance hire.purchase price of the propert% including interest thereon at such
rates as ma% )e prescri)ed )% the Authorit% shall )e reco4ered in 1*/ monthl%
installments, the amount hereof shall )e fi#ed )% the =ice.Chairman in e4er%
case.
Pro4ided that on receipt of an application from the hirer, the =ice
Chairman ma% permit the pa%ment of the hire purchase price outstanding
on the date of such application together ith interest or other dues if an%
to )e made in lump.sum.

Pro4ided further that here a hirer is permitted to pa% the hire.purchase
price as aforesaid in lump sum, he shall not mortgage, transfer or part
ith the possession of the propert% till the e#pir% of hire.purchase period
otherise than ith the prior permission of the Authorit%.
12. Allo##ee6Hi%e% #o E"%oll '* ' Me!5e% o+ Re(i*#e%e) A(e".& . "4er%
allottee or hirer shall enroll himself as a mem)er of the Registered Agenc% hich
shall )e registered as pro4ided in these regulations.
13. 6o allottee or hirer shall )e entitled to the deli4er% of possession of the
propert% unless such allottee or hirer has enrolled himself as a mem)er of the
Registered Agenc%.
1!. U*e o+ P%oe%#& . The propert% thus allotted shall )e used for such
purpose onl% as ma% )e specified in the Con4e%ance Deed0-ire.Purchase
Tenanc% Agreement.
1$. P'&!e"# o+ Do.$!e"#'l -h'%(e* . All documental charges shall )e
)orne )% the allottee or hirer.
1&. F$".#io"* o+ Re(i*#e%e) A(e".& . The Registered Agenc% shall )e
responsi)le at its on cost for carr%ing out current as ell as special repairs to
and maintenance of the common portions and common ser4ices to the
satisfaction of the Authorit% and in accordance ith the pro4isions of the rele4ant
agreementB
Pro4ided that in the case of failure in the discharge of such responsi)ilit%
on the part of the Registered Agenc%, the Authorit% ma% discharge it and
the e#penses thus incurred )% the Authorit% ;hose decision as to the
amount of such e#penses shall )e )inding on the Agenc%< shall )e
reco4era)le as arrears of land re4enue.
1(. P'&!e"# o+ R'#e*, Fee*, e#.2 . All rates, fees, ta#es, charges,
assessments, +unicipal or otherise and other le4ies of hatsoe4er nature shall
)e )orne )% the allottee, hirer or the Registered Agenc%, as the case ma% )e,
and shall )e pa%a)le )% the allottee, hirer or the Registered Agenc% ithin the
period specified in this )ehalfB
Pro4ided that in e4er% case of failure on the part of the allottee, hirer or
the Registered Agenc% to ma7e such pa%ment, the Authorit% shall ha4e
the poer to reco4er the dues as arrears of land re4enue.
1*. P'&!e"# o+ -h'%(e* +o% M'i"#e"'".e o+ Ro')*, e#.2 . The allottee,
hirer or the Registered Agenc% shall )e lia)le to pa% such charges, if an%,
incurred )% the Authorit% on the maintenance of roads, ater suppl%, drainage,
street lighting and other ci4il ser4ices ithin a -ousing "state.
1,. Allo##ee6Hi%e% P%e.l$)e) +%o! O57e.#i"( #o P%oe%#& -i%.$!*#'".e*
. The Authorit% shall offer the propert% on hire.purchase or sale on the )asis of
Propert% Circumstances that e#ist at the time. The allottee or hirer shall full%
ma7e himself con4ersant ith the Propert% Circumstances and he shall )e
precluded from ma7ing complaint or raising o)3ections or setting up claims
regarding the Propert% Circumstances at an% su)seCuent stage.

2/. A)!i"i*#%'#io" o+ -o!!o" Po%#io"*6Se%vi.e* 5& #he Re(i*#e%e)
A(e".& . The Registered Agenc% shall )e responsi)le for the maintenance, up.
7eep, running, control D regulation for use of common portions and common
ser4ices of each )loc7 in a -ousing "state and it shall )e the dut% of such
Agenc% to administer these common portions and common ser4ices in
accordance ith the pro4isions of the rele4ant agreement. The allottee0hirer shall
)e lia)le to pa% to the Registered Agenc%, the charges for the purpose as
decided )% the Authorit%. 5n case of failure on the part )f allottee0hirer to ma7e
such pa%ment, the Authorit% shall ha4e the poer to reco4er such amount as
arrears of land re4enue.
-HAPTER III
P%o.e)$%e +o% Di*o*'l o+ P%oe%#&
21. I**$e o+ P$5li. No#i.e . The =ice.Chairman or the officer authorised )%
him in this )ehalf shall cause a pu)lic notice to )e issued, in the manner
prescri)ed under Section !! of the Act, in4iting applications for the allotment of
propert%.
22. Fo%! o+ Ali.'#io" . The application shall )e made in the prescri)ed
form.
23. E"#%& o+ Ali.'#io" i" Re(i*#e% . All applications as recei4ed shall )e
entered seriall% in the application register.
2!. Ali.'#io" #o 5e A.8"o1le)(e) . The person recei4ing the
application shall gi4e an ac7noledgement of the application.
2$. Re7e.#io" o+ i"v'li) Ali.'#io"* . An% application hich is incomplete
in an% respect is lia)le to )e re3ected as in4alid.
2&. -o"*#%$.#io" o+ P%oe%#& Allo#!e"# -o!!i##ee . The Authorit% shall
for the purpose of allotment of propert% under these regulations constitute a
committee to )e called the Propert% Allotment Committee ;hereinafter called the
committee< consisting of not more than $ persons including the =ice.Chairman
ho shall )e the presiding officer of the Committee.
2(. S.%$#i"& o+ Ali.'#io"* . The Committee shall determine hich of the
applicants are eligi)le for allotment and the decision of the Committee in this
regard shall )e final.
2*. D%'1 o+ Lo#* . The allotment of propert% to eligi)le applicants shall )e
made )% dra of lots under the super4ision of the committee. :here the num)er
of eligi)le applicants e#ceeds the num)er of properties, lots shall )e dran to the
e#tent of the num)er of properties a4aila)le plus 2$ per cent thereof ser4e as a
aiting list.
2,. Fo%!'#io" o+ G%o$* o+ Allo##ee* . The committee shall thereafter
prepare a final list of allottees0hirers and shall place them in such group or
groups as ma% )e desired e#pedient for the purpose of constituting a Registered
Agenc%.

3/. E"#%& o+ Fi"'l Li*# o+ Allo##ee* i" ' Re(i*#e% . 2n the )asis of final list
of allottees0hirers dran )% the Committee, an allotment register shall )e
prepared in hich names and other particulars of allottees0hirers shall )e
entered. The names of the persons on the aiting list shall )e entered in a
separate section of the same register in the order in hich their name appears in
the dra of lots.
31. I"#i!'#io" '5o$# Allo#!e"# . 5ntimation a)out allotment shall )e sent to
all persons selected for allotment hose names ha4e )een entered in the
allotment register.
32. Allo#!e"# +%o! 9'i#i"( Li*# . 5n the e4ent of a person or persons not
accepting an offer of allotment, the propert% shall )e allotted to the person or
persons on the aiting list in the order specified in such list.
33. I"#i!'#io" '5o$# G%o$i"( o+ Allo##ee*6Hi%e%* . 5ntimation a)out
allotment mentioned in Regulation 6os. 31 and 32 shall include the grouping of
allottees0hirers for the purpose of formation of Registered Agenc% as determined
)% the Committee.
3!. Po1e%* #o De.i)e Re%e*e"#'#io"* . The Committee shall ha4e full
poers to decide representations, if an%, in regard to the selection of applicants
for allotment of propert%.
3$. E4e.$#io" o+ A(%ee!e"#*
;1< "ach one of the hirers forming a Registered Agenc% shall
e#ecute a hire.purchase Agreement in such form as ma% )e
prescri)ed )% the Authorit%. The Registered Agenc% of hich
such hirer is a mem)er shall also e#ecute an agreement in such
form as ma% )e prescri)ed )% the Authorit% in regard to common
portions and common ser4ices.
;2< "4er% hirer shall )efore e#ecuting the said agreement pa% to the
Authorit% the installment of the price as pro4ided in Regulation
11.
:62 H'")i"( ove% o+ Po**e**io" o+ P%oe%#& (Hi%e/P$%.h'*e) ;
;1< The possession of the propert% shall )e handed o4er to
the hirer on the completion of the folloing e4entsB
;a< The hirer has paid the first installment and such other
dues as shall ha4e )een demanded )% the Authorit%.
;)< The hirer has e#ecuted the agreement mentioned in
Regulation 6o. 3$.
;c< The Registered Agenc% of hich the hirer is a mem)er
has )een dul% registered in the manner prescri)ed )%
Regulation !1 and such Agenc% has e#ecuted an

agreement ith the Authorit% as pro4ided in Regulation
6o. 3$.
;2< The possession of the common portions and common
ser4ices shall )e handed o4er to the Registered Agenc% after
such Agenc% has e#ecuted the agreement prescri)ed in
Regulation 6o. 3$.
3(. H'")i"( o+ Po**e**io" o+ P%oe%#& (S'le) . :hen the propert% is
disposed of )% a% of sale, the possession of the propert% shall )e handed o4er
to the allottee, after such allottee has made the reCuired pa%ments and the
possession of the common portions and common ser4ices in the -ousing "state
shall )e handed o4er to the Registered Agenc% of hich such allottee is a
mem)er after such Agenc% has )een dul% registered and the agreement ith
regard to common portions and common ser4ices has )een e#ecuted as
prescri)ed in Regulation 6o. $$.
-HAPTER IV
Re(i*#e%e) A(e".&
3*. Fo%!'#io" '") F$".#io"* o+ Re(i*#e%e) A(e".& . All persons ho
ha4e )een allotted a propert% in a group of a housing estate as determined )%
regulation no. 2, shall constitute themsel4es into a Registered Agenc%
;hereinafter called Agenc%< under these regulations hich shall include as its
o)3ects the folloingB
;i< To discharge such duties and responsi)ilities as are
specified in these regulations and the agreements made
thereunder for the proper maintenance, running, up.7eep and
7eeping in good repair common portions and common ser4ices
of such propert% as ha4e )een allotted to its constituent
mem)ers.
;ii< To pa% on )ehalf of the Agenc% and on )ehalf of each
constituent mem)er of such Agenc% all rates, ta#es, fees,
charges, assessments municipal or otherise and other le4ies of
hatsoe4er nature as pro4ided in the regulations and
agreements e#ecuted ith the Authorit%.
;iii< To loo7 after the interest of constituent mem)ers.
;i4< To e#ecute ith the Authorit% agreements, lease.deed or
other documents as specified in these regulations.
3,. -o"*#i#$#io" o+ Re(i*#e%e) A(e".& . The constitution of the Agenc%
and the )%e.las go4erning its functioning shall )e such as ma% )e appro4ed )%
the Authorit%.
!/. Ali.'#io" +o% Re(i*#%'#io" . "4er% such Agenc% shall ma7e an
application to the =ice.Chairman for registration under these regulations.

!1. Re(i*#%'#io" o+ A(e".& . The =ice.Chairman after he is satisfied
himself that the constitution of the Agenc% is in consonance of these regulations,
shall register such Agenc% and issue a certificate of registration to the Agenc%
and a certificate of mem)ership to each constituent mem)er of the Agenc%.
'urther, if so directed )% the =ice.Chairman the Agenc% shall get itself
registered under Societies Registration Act, 1*&/ ithin such period as ma% )e
prescri)ed )% the =ice.Chairman.
!2. E4e.$#io" o+ Do.$!e"#* 5& A(e".& . 6o hire.purchase agreement,
lease.deed, or other documents shall )e e#ecuted ith the Agenc% until the
reCuirements of Regulation 6o. !1 ha4e )een completed.
!3. Ele.#io" o+ M'"'(i"( -o!!i##ee . The =ice.Chairman shall as soon
as ma% call a meeting of the Agenc% for electing a President, =ice President,
Secretar%, Treasurer and one mem)er ho shall together constitute the
+anaging Committee of the Agenc%.
!!. Ti!e Li!i# +o% E4e.$#io" o+ A(%ee!e"# . The Agenc% shall ithin such
period as ma% )e prescri)ed )% the =ice.Chairman e#ecute the agreement in
regard to common portions and common ser4ices ith the Authorit%.
!$. Re*o"*i5ili#& o+ Re(i*#e%e) A(e".& '5o$# Se%vi.e* . The Agenc%
and each of its constituent mem)ers shall )e responsi)le for ensuring thatB
;a< no damage or deterioration to the propert% handed o4er in terms
of the agreement under these regulations is caused?
;)< no installation or eCuipment connected ith or pro4ided as part
of ater suppl%, seerage, storm ater drainage, electricit% or
other ser4ice shall )e tampered ith?
;c< no construction ithin the propert% shall )e made otherise than
ith the prior sanction of the competent local authorit%?
;d< no o)struction to a person dul% authorised shall )e caused so as
to create difficulties in the discharge of his duties in connection
ith the matters arising out of the management of propert% ? and
;e< no o)struction to common portions shall )e caused or misuse of
the propert% shall )e made such as the folloing namel%B
;i< occup%ing common passages, staircases, approaches
and the li7e?
;ii< throing gar)age orE refuse ithin the precincts of the
propert% or outside it?
;iii< 7eeping a 4ehicle so as to o)struct the free mo4ement?
and
;i4< creating insanitation or nuisance.

!&. Li'5ili#& o+ -o"*#i#$e"# Me!5e% . The lia)ilit% of each constituent
mem)er shall )e limited to the lia)ilit% prescri)ed in the constitution of the
Agenc% as laid don in these regulations.
!(. -o"#%ol 5& #he Vi.e/-h'i%!'" ove% #he A++'i%* o+ #he '(e".& . The
=ice.Chairman as the registering Authorit% shall ha4e the poer toB
;1< call for information from the +anaging Committee or an%
constituent mem)er of the Agenc% in connection ith theB
;i< affairs of the Agenc%?
;ii< management of the -ousing "state? and
;iii< relations )eteen a constituent mem)er and the
Agenc%.
;2< call an e#tra ordinar% meeting of the +anaging
Committee or of the general )od% of the Agenc%, if in his opinion
such a meeting is necessar% or desira)le?
;3< inspect, on a complaint )eing made, such record and
accounts of the Agenc% as he ma% deem fit ?
;!< issue an% directi4e for securing the efficient functioning
of the affairs of the Agenc% or management of the -ousing
"state, as the case ma% )e hich shall )e )inding on the
Agenc%? and
;$< re4o7e the registration of the Agenc% for good and
sufficient reasons.
!*. :here the registration of an agenc% has )een re4o7ed in pursuance of
Su).Regulation ;$< of Regulation !(, the =ice.Chairman ma% either direct the
formation of a ne Registered Agenc% or ta7e o4er functioning of the Registered
Agenc% himself.
!,. Re.ove%& o+ D$e* . An% dues pa%a)le to the Authorit% )% the Agenc% or
its constituent mem)ers shall )e reco4ered )% the Authorit% as arrears of land
re4enue.
$/. Se##le!e"# o+ Di*$#e* . 5f an% dispute or difference of opinion arises
)eteen the President of the +anaging Committee or the +anaging Committee
and a constituent mem)er or amongst mem)ers themsel4es or )eteen an%
part% connected ith the propert% )% hich the Agenc% and the constituent
mem)ers are concerned in terms of agreements ith the Authorit%, such dispute
or difference of opinion shall )e decided )% the =ice.Chairman after hearing the
parties concerned.

-HAPTER V
Hi%e/P$%.h'*e Te"'".& 0 T%'"*+e% o+ O1"e%*hi
$1. S#'#$* o+ Hi%e% . During the -irer.purchase period, a hirer shall remain
the tenant of the Authorit% and shall ha4e no other rights e#cept that of tenanc%.
$2. Hi%e% #o A5i)e 5& Te"'".& S#i$l'#io"* . During such period as a hirer
remains a tenant, he shall a)ide )% the tenanc% stipulations as specified in the
-ire purchase Agreement.
$3. E"+o%.e!e"# o+ P%ovi*io"* o+ A(%ee!e"# . 5f the hirer or the
Registered Agenc% as the case ma% )e fails to do a thing or refrain from doing
thing as reCuired )% the agreement e#ecuted under these regulations, the
Authorit% shall ha4e the poer to get such things done or pre4ent such things
)eing done at the ris7 and cost of the defaulting part%.
$!. T%'"*+e% o+ O1"e%*hi #o Hi%e% . The hirer shall cease to )e a tenant
and shall )e the oner of the propert% onl% after the last installment of hire.
purchase and all other dues ha4e )een paid )% him to the Authorit% and the
transfer of the propert% to him has )een effected through a Con4e%ance Deed
e#ecuted in such form as ma% )e prescri)ed )% the Authorit% and the common
portions and common ser4ices ha4e )een transferred to the Agenc% through a
Con4e%ance Deed e#ecuted in such form as ma% )e prescri)ed )% the Authorit%.
$$. T%'"*+e% o+ O1"e%*hi #o Allo##ee . :hen the propert% is disposed of
)% a% off sale, the allottee shall )ecome the oner onl% after the full disposal
price and all other dues ha4e )een pa itF )% him to the Authorit% and the transfer
of the propert% has )een effected through a Con4e%ance Deed e#ecuted in such
form as ma% )e prescri)ed )% the Authorit% and the common portions and
common ser4ices ha4e )een transferred to the Agenc% through a Con4e%ance
Deed e#ecuted in such form as ma% )e prescri)ed )% the Authorit%.
$&. Le'*e Dee) +o% L'") U")e% Fl'#*
;1< The land under and appurtenant to a propert% shall )e allotted on
perpetual lease hold )asis 3ointl% to the Registered Agenc% and
the oners of propert% on such terms and conditions as ma% )e
determined )% the Authorit%.
;2< A lease deed for the land specified in su).regulation ;1< shall )e
dran up and e#ecuted in such form as ma% )e prescri)ed )%
the Authorit%.
$(. T%'"*+e% o+ -o!!o" Se%vi.e* #o Lo.'l A$#ho%i#& . :hen a @-ousing
"state@ has )een de4eloped )% the Authorit%, the Authorit% ma% reCuire the local
authorit% ithin those limits of such @-ousing "state@ is situated, to assume
responsi)ilit% for the maintenance of all or an% of the folloing amenities namel%B
;a< roads and paths, seers, storm ater drains, ater suppl% and
ancillar% installations, street lighting and other similar amenities?
;)< open spaces G51tended for recreation and 4entilation?

;c< con4enient shopping, school, communit% hall or other amenit% of
common use and en3o%ment on such terms and conditions as
ma% )e agreed upon )eteen the Authorit% and that local
authorit%.
$*. Fe)e%'#io" o+ Re(i*#e%e) A(e".ie* . :hene4er the Authorit% considers
it necessar% or e#pedient, it ma% direct all Registered Agencies in a -ousing
"state to form a federation of such Registered Agencies for securing the
management, up.7eep and running of common amenities, here such amenities
shall not ha4e )een transferred to the local authorit%.
$,. The Authorit% ma% delegate all or an% of its poers under these
regulations to the =ice.Chairman or to a hole time mem)er.
