The ITU coordinated WSIS+10 Hih !evel "vent too# place in close colla$oration %ith
all U& 'encies under their respective mandates( pursuant to ITU )ouncil *esolution

This statement and the related WSIS+10 -ision for WSIS .e/ond 2010 have $een
developed #eepin in mind the follo%in principles1

trends( challenes and priorities for ne% decade( %ithout ma#in e4istin frame%or# of

c, Geneva 3eclaration and Geneva 5lan of 'ction still remain valid until further
decisions $/ General 'ssem$l/,
d, *estrict the proposals on 'ction !ines( under the responsi$ilit/ of the respective U&
'encies( to the Geneva 5lan of 'ction,
e, 'void proposals referrin to the outcomes of the Tunis phase of WSIS on the
follo%in( implementation mechanism( follo% up( internet overnance 6other than
internet issues relevant to action lines7( IG2( enhanced cooperation( )ST3,

fundamental aim of the WSIS process %as to foster the use of technolo/ to improve
peoples= lives and to $ride the diital divide,
The uses of I)Ts have developed considera$l/ and $ecome a part of ever/da/ life since
the second phase of the WSIS in 2000( acceleratin social and economic ro%th(
sustaina$le development( increasin transparenc/ and accounta$ilit/( %here applica$le(
and offerin ne% opportunities to leverae technolo/( in developed and developin
countries,
The information and communication technoloies 6I)Ts7 have also demonstrated their
value as a facilitator and development ena$ler in reachin the >illennium 3evelopment
Goals 6>3Gs7, Ho%ever( ma8or challenes still la/ ahead for counteractin the %ide
disparities in development and ena$lin all roups and all countries to $enefit from
universal access to information and #no%lede, >oreover reapin the $enefit of I)Ts
use has /et not $een shared in all countries proportionatel/, In particular %e reaffirm
para +9 of the Tunis )ommitment reardin the potential of I)Ts to promote peace and
to prevent conflict,
To this effect( international la%( and in particular( the charter of U& is applica$le and is
essential to maintainin peace and sta$ilit/ and promotin an open secure peaceful and
accessi$le I)T environment,
Since the WSIS process started( emphasis has $een iven to the multi;sta#eholder
approach and its vital importance in the WSIS implementation at the national( reional
and international levels and in ta#in for%ard the WSIS themes and 'ction !ines, Such
approach contri$uted to strenthenin the enaement of all sta#eholders

to %or#
toether( %ithin their respective roles and responsi$ilities,
In this context;
We reaffirm the reat importance of I)Ts in further development of Information Societ/(
stimulatin innovations( empo%erin different roups of people in developed and
developin countries( providin access to information and fosterin economic and social
ro%th,
We invite the U& s/stem orani?ations and all sta#eholders %ithin their respective roles
and responsi$ilities to ta#e full advantae of I)Ts in addressin the development
challenes of the 21st centur/ and to reconi?e them as cross;cuttin ena$lers for
achievin the three pillars of sustaina$le development,
1, We reaffirm the vital role of /outh and /outh orani?ations as reconi?ed in
pararaph 11 in the WSIS 3eclaration of 5rinciples( statin that @/outh should $e
empo%ered as learners( developers( contri$utors( entrepreneurs and decision
ma#ers, We must focus especiall/ on /oun people %ho have not /et $een a$le

ensurin that the development of I)T applications and operation of services
respects the rihts of children as %ell as their protection and %ell$ein@, The role
of /outh %as also underlined in the World 5roramme of 'ction for Aouth( %here
I)T is identified as one of the 10 priorit/ areas( in the sense that it can provide
/outh %ith the opportunit/ to overcome the $arriers of distance and socio;
economic disadvantae, In addition( the ITU Glo$al Aouth Summit in 201+
declared /outh as a force for proress( and assured the importance of their full
participation in decision ma#in processes to improve democrac/( mar#in that
the spread of information amon /oun people can directl/ foster empo%erment
and innovation on a lo$al scale 6.A&3 2010 Glo$al Aouth 3eclaration7, While
proress has $een made( it is important to e4ert reater efforts to ensure the
implementation of mentioned proram( declarations and others ali#e,
2, We reaffirm the human rihts and fundamental freedoms enshrined in the Universal
3eclaration of Human *ihts and relevant international human rihts treaties( includin
the International )ovenant on )ivil and 5olitical *ihts and the International )ovenant
on "conomic( Social and )ultural *ihtsB and %e also reaffirm pararaphs +( 4( 0 and 1:

+, While there is reconition of the potential of I)T as a tool for promotin ender
eCualit/ and the empo%erment of %omen accessin and usin I)Ts( a Dender
divideE has also $een identified, We reaffirm the importance of promotin and
maintainin ender eCualit/ and %omen empo%erment( uaranteein the
inclusion of %omen in the emerin lo$al I)T societ/ and ta#in into account
the mandate of the ne%l/ esta$lished aenc/ U&;WO>"&( the
recommendations of the Hih !evel 5anel in the post;2010( The .ei8in
3eclaration and 5latform for 'ction adopted at the 2ourth World )onference on

actors( in the Information Societ/, We are committed to ensurin that the
Information Societ/ ena$les %omen=s empo%erment and their full participation on
the $asis of eCualit/ in all spheres of societ/ and in all decision;ma#in
processes, To this end( %e should mainstream a ender eCualit/ perspective and
use I)Ts as a tool to that end,

remain unaddressed adeCuatel/ and reCuires sustaina$le investments in I)T
infrastructure and services( capacit/ $uildin( facilitate #no%;ho% transfer( as %ell
as to promote the transfer of technolo/ on mutuall/ areed terms,

principles pararaph 11( 1+( 14 and 10( Tunis )ommitment paras 20( 22 and 24(
and reaffirmin the commitment to providin eCuita$le access to information and

The commitment and adoption of the Geneva 3eclaration of 5rinciples and Geneva
5lan of 'ction of 200+ and the Tunis 'enda and )ommitment of 2000 led to sinificant
proress $ut also raised challenes, The most nota$le achievement of the current
implementation of the WSIS 'ction lines is the participation and risin interest of all
sta#eholders( at the national( reional( and international levels( in 8ointl/ $uildin and
shapin the inclusive information societ/ and raisin a%areness and overcomin the
challenes that this process entails, This section hihlihts the proress achieved
to%ards the implementation of the WSIS 'ction !ines 1

2, That the WSIS Geneva 5lan of 'ction has led to the development of
international( reional and national strateies and plans for the development of
inclusive Information Societ/,
