Page 1 of 6 ONLINE CHECKLIST Rationale Punctuality has been a perennial problem confronted by the International Board. However, instead of disciplining, it has chosen to draw its attention to the examples shown by certain National Chapters who have projected themselves to ALSA International with a character of promptness and consistency. It should be noted that this should in no way be understood as to elicit unhealthy competition among National chapters. Rather, this should only serve to give due recognition to deserving National chapters, and encourage others to follow in their example, as a method of upholding a standard of professionalism within the association. Definitions 1. Point system- system of accumulating points from predetermined outputs decided by the International Board 2. Dormant period - that period where the point system shall not begin to run and corresponding points shall not be included in the computation 3. Active period - period where the submissions and attendance of each National chapter are taken into account Mechanics 1. The checklist of submissions and the corresponding points of each National chapter shall be available for verification online 2. During the ALSA Forum held every August of each year, the International Board shall determine the member-country with the highest accumulated points and shall be announced in the ALSA International website and other official online accounts, as well as in the ALSA magazine 3. Points shall be reset after every International Board term and shall begin in every ALSA Forum with the point system beginning in the payment of fees due to each National chapter 4. The highest scoring country who wins for (3) consecutive years shall be inducted to the Hall of Fame and shall not be included in the succeeding year following their third win, to give opportunity to other National chapters Brunei China Hong Kong Indonesia Japan South Korea Laos Malaysia Philippines Singapore Sri Lanka Taiwan Thailand Vietnam Page 2 of 6 Application Submissions 1. The point system shall apply to all submissions by each member-country to the International Board as an update of their National Chapter activities 2. Other submissions (Study Trip report, updated list of members & alumni and other documents as requested) may be included at the discretion of the International Board, provided that prior notice has been given out to the Governing Council atleast one (1) week before it is factored in the computation of points 3. Effective upon the implementation of the Online checklist, National chapter reports shall only be submitted every other month in standardising submissions to the International Board. The following shall be the submission months: MONTHS FEBRUARY APRIL JUNE AUGUST (FIRST WEEK) ALSA Forum Announcement of highest scoring member- country Election of new International Board officers OCTOBER DECEMBER JANUARY ALSA Conference 4. The time of receipt as indicated in the email shall be the time of submission by the National chapter. In line with the submission of the International Board President of the GCM Agenda a week before the said GCM Online or Sunday prior to the said meeting, National chapters are given the following period to submit their reports with the corresponding points below: Attendance 1. The point system shall apply to the prompt attendance of Governing Council representatives in the Governing Council Meetings (GCM) as it facilitates the flow of discussion in a timely manner. It shall apply to both online and offline meetings. 2. Any authorized representative from each National chapter shall merit point/s 3. The point system shall also apply to the participation of National chapters to the various ALSA-mandated activities & publications (Study trips, seminars, contributions to the Asian Journal of Legal Studies (AJLS), ALSA Law review competition) organised in each calendar year 4. The following shall be the equivalent points for each participation: ACTIVITY INVOLVEMENT POINT EQUIVALENT ALSA Forum ALSA Conference Host country 5 POINTS upon submission of the report Study Trip, Seminar International Video Conference* Host country 4 POINTS upon submission of the report ALSA Forum ALSA Conference International Video Conference Participated in / sent delegates to, regardless of the number of delegates 3 POINTS Study Trip, Seminar Participated in / sent delegates to, regardless of the number of delegates 1 POINT for every Study Trip or seminar ALSA Law Review Competition** Winner 1 st place 2 nd place 3 rd place 5 POINTS 3 POINTS 2 POINTS 1 POINT Asian Journal of Legal Studies (AJLS) Contributor to the journal 3 POINTS to the National chapter where each author belongs A host country that also sends local participants will not be given additional points any more than the allowed maximum of 5 or 4 points depending on the ALSA event. *The host country who initiates the setting up of an International Video Conference merits a higher point than the participating country upon submission of the report. **The ALSA Law Review has been modified to encourage all National chapters to submit academic papers applicable to the year's academic theme. Each member-country is expected to submit the best article from their National chapter, for publication to the next volume of the ALSA Law Review. The Vice President of Academic Activities shall lay down the guidelines and determine the deadline of all articles for the ALSA Law Review. Upon determination of the deadline, the active period of the Online checklist shall begin to run. The point designation is as follows: A week up to two (2) days in advance before submission date = 3 points NCs who submit one (1) day in advance = 2 points NCs who submit on the day of the deadline = 1 point Submissions after the deadline will still be accepted, but will no longer merit any point Brunei China Hong Kong Indonesia Japan South Korea Laos Malaysia Philippines Singapore Sri Lanka Taiwan Thailand Vietnam Page 5 of 6 Fees, duties 1. Pursuant to Article 2 Section 6 of the ALSA Constitution, each member-country must contribute an annual membership fee of $40 usd. In addition, as regards Policy Directive 2009-3, each participant of the ALSA Conference and ALSA Forum shall contribute $5 usd as International Event Fee. The point system shall also apply to the payments given by each National chapter 2. The annual fee given by each National chapter shall not merit full points if the participation fees of its delegates havent been likewise settled. However, National chapters who have settled their participation fees but have deferred the payment of the annual fee shall merit two (2) points and shall get the remaining three (3) points for the highest possible five (5) points, if such fee is settled in the next ALSA event. 3. The following shall be the equivalent points for payments by each National chapter: Incentives 1. To be given official recognition by the International Board, valid for an entire year following the next ALSA Forum where a new member-country may be announced 2. To be given the prerogative to either feature their entire National chapter or notable members to the ALSA International website and other official online accounts, as well as in the ALSA magazine which shall be called the Voice of ALSA Feature, as they have done an exemplary job at embodying what ALSA represents 3. Additional incentives such as discounts in future ALSA events and ALSA merchandise free of charge, may be given by the International Board subject to its discretion Brunei China Hong Kong Indonesia Japan South Korea Laos Malaysia Philippines Singapore Sri Lanka Taiwan Thailand Vietnam Page 6 of 6 Review 1. Upon the release of an updated report/ checklist, National chapters are given three (3) days from the day of its release to raise any clarification or objection to the point given, which shall be acted upon by the Secretary General not later than seven (7) days for immediate decision 2. National chapters may not raise any protest to the points given to other National chapters, except as to gross mistake in the designation of points to be presented with competent proof to the Secretary General 3. The period in the extraordinary case contemplated in #2 shall be the same as in an ordinary request for clarification by a National chapter
