1. Introduction
Globally, the Telecommunication sector is a fast changing world with latest innovations continuously
in the works. The Telecommunication Sector in Saudi Arabia is no different. It is vibrant and
continuously adapting to new technologies and to the increasing consumer demands. Although the
market is saturated with respect to addition of new consumers, the scope lies in increasing the
market share by increasing the service provided to the consumers. At this stage, the market leader is
decided by the level of service quality and package offered to the consumers. This service quality is

2.1. About the Company
MobiCom Telecom and IT was established in 2001 by a group of leading cellular
communications and software engineers, aimed to satisfy the demands of network operators
and infrastructure suppliers by means of expert mobile network engineering services and
software tools.
MobiCom Telecom and IT provides services and products in Telecommunication and IT sectors,
mainly in the Middle East and Turkey.
MobiCom is a company providing solutions, services and products covering a wide spectrum of
telecommunication needs. Some of these solutions and services include Network Planning and
Optimization, RF Design and Planning, Drive Test, Post Processing and Reporting, Network
Integration, Site Audit, Technical Site Survey, Site Acceptance, Field Maintenance and
Deployment.
MobiCom also provides high skilled experts and engineers to leaders of the sector for all fields
of Telecommunication.
Apart from telecom services, MobiCom provides innovative and efficient IT solutions to its
customers like optimization, integration and management tools.

2.5. Strategic Business Units (SBUs)

3.1. Network Business Unit
3.1.1. Radio Network Design and Planning
Radio Propagation Model Tuning
MobiCom provides solutions to its customer to minimize losses during Network
Planning.
Service & Frequency Based Radio Network Design
Radio Network Design has a major effect on the network and therefore, it is a key
factor for the operators in order to provide high quality services. MobiCom helps its
clients to achieve this.
Traffic Modeling for Network Capacity Planning
MobiCom has been very successful with talented engineers in projects that involve a
redistribution of existing resources of the network to serve a greater number of events
and avoid traffic congestion. MobiCom is responsible for delivering recommendations
at all levels, regarding physical and logical parameters and redistribution of the actual
capacity.
Nominal Site Planning
With our unmatched nominal planning experience our engineers can ensure that the
propagation models are tuned. Based on the tuned models and nominal site locations

Candidate Selection for Site Acquisition Request on Field

In-Building Radio Network Design and Technical Survey
MobiCom provides excellent solutions for In-Building Radio Network Design. The first
step in this process is a survey which is the basis of any successful design. This survey
addresses how best to implement the solution to obtain the best coverage in an In-
Building environment and determines what materials to select for obtaining that
coverage.
Technical Site Survey for New Planned Sites

Towers, Monopoles and Stayed Masts. The audits are performed by qualified

findings are summarized in a report that includes clear and concise recommendations.
Radio Access Network Cell Data Preparation for New Sites

MobiCom provides cluster test with hundreds of drive test engineers. This service
includes any type of mobile scenarios based on the customer needs. After cluster test,
we also provide cluster report to the customer for helping cluster optimization.
Drive Test Services
The drive testing service is very important and integral part of MobiComs Managed
Services. Drive Testing is a method of measuring and assessing the coverage, capacity
and Quality of Service of a mobile radio network.
Mobicom offers high quality drive test services to its customers by maintaining quality
along with short response time. Mobicom supports its customers in all type of tests for
Benchmarking, Optimization and Troubleshooting, Customer Complains and Network
Quality Monitoring in 2G, 2.5G, 3G, 3.5G and 4G networks. Our expert engineers
provide detail drive test analysis and recommendations for customer.
Currently, Mobicom uses latest version of tools in drive tests to meet latest
technological requirements in Telecommunication Sector.

Drive test Post Processing and Analysis
Post Processing is a process in which the summary of measurements is extracted from
Drive test logs and presented in reports consisting of information regarding network
quality, KPIs and network problems.

The aim of post processing is to monitor the network quality, highlight the problematic
areas and list the KPI values to see the overall performance of the mobile network.
Mobicoms specialized post processing engineers use the latest software and
Mobicoms optimization and network management tools to prepare neat and effective
reports for the optimization team. By looking at the reports optimizers easily see the
network performance and take actions to improve the performance. This process is
very critical in the sense of saving vast amount of time of the optimization engineers
spent on process of the measurement data.
Secondly, Mobicom offers analysis services after the post processing to analyze and
detect reasons of the network problems and recommend corrective actions to solve
them. The problematic cases are analyzed one by one and the recommendations about
solutions are given to optimizers. By this way, optimizer will have the all information
about the problems and will take the required action easily by the help of Analysis
Engineers.
Mobicom has a large number of expert telecommunications engineers that are only
dedicated on post processing and analysis to increase the efficiency in Optimization
Services. The engineers who are assigned on Post Processing and Analysis pass through
a training on basic and advanced courses on Telecommunications given by Mobicom

MobiCom has already done self-realization with expert optimization engineers on the

Todays mobile telecommunication world is extremely competitive and the advantage

5. Feasibility in Telecom Market in Saudi Arabia
Though the number of cellular network providers is limited in KSA, the market presents immense scope
for expansion with almost all residents using cellular phones. The major factor in deciding the market
leader is the quality of service offered by any service provider.
With the advent of innovation of technologies starting from 2G and reaching the current stage of LTE
standards in cellular technologies, coupled with the increasing reach of smart phones, the cellular
phones are being used for a variety of other services rather than only for voice calls.
Many services like radio, video calling, GPS, television and internet are being offered on the same
bandwidth. This increases the overhead of maintaining excellent service quality performance across all
the services. MobiCom has over 12 years of experience in projects for optimization of cellular network
service quality and performance in different parts of the world. Moreover, MobiCom is capable of
providing end-to-end solutions starting from recording of cellular network parameters, analyzing the
results, formulating recommendations, finalizing optimization plans and implementing them on the
field.

7. Human Resource Plan
7.1. MobiCom Organizational Structure
MobiComs organizational structure is a chart that governs and establishes the various relationships
that exist between different positions at the Company. The structure is designed in order to ensure
a healthy working and reporting relationship among the employees and to maintain efficiency,
transparency and due accountability for all the responsible employees working with MobiCom.
It describes and shows divisions of work, supervisory and reporting relationships, communication
channels, major subunits and levels of management. (Refer Appendix I for more details.)
The generalized job titles and their descriptions are given below
7.1.1. Job Descriptions
Junior Engineer:
The Junior Engineer may be employed in any of the business units except the Training
and Consulting Business units. The Junior Engineer specializing in Either telecom or IT
fields may be employed as a Drive Test Engineer, Junior Software developer, Software
Test Engineer or IT support engineer
Administration specialists:
Individuals with a bachelor level degree in a non-technical specialization may be
employed across all SBUs to assist in the general administration of Finance, HR,
Operations and office administration.
Experienced Engineer:
This level of engineer may be employed in the Network Business Unit or IT business unit
as senior Drive Test Engineer, post processing engineer, analyzer, Software Develop or
Software design engineer
Senior Engineer:
A senior software engineer may be employed across all business units depending on his
specialization. He may be employed as optimization engineer, Senior RF planner, senior
software developer, senior software designer, trainer etc.
Manager:
A manager will be an employee holding a masters degree with sufficient level of
experience. The manager may be employed across the SBUs to manage operations,
finance, HR, IT etc.
Technicians:
Telecom technicians may be employed in field services for Operations and Maintenance,
or IT support to provide services to engineers
Drivers and Messengers:
Drivers are an essential part of all of MobiComs field operations. Messengers are
employed in back office administration.

8. Operational Plan and Cost
8.1. Operational Plan
For ease and efficiency in operational management, the projects in the Networks Business Unit will
be divided based on their geographical locations in the country as North, East, West, South and
Central Operations.
Further, the coordination of these operations will also be local but the management of the projects
will be controlled from the Head office. The location of the Head Office has been chosen as Riyadh.
The head office will also lend support with HR and Finance functions to all the projects.
The IT, Training and Consulting Business Unit is entirely located in the Central region.
