The following statements describe the work performed from April 1, 2004 to April 30, 2004.
Highway Relocation SR-87 Roadway
On April 5, 2004, the contractor utilized a Cat 330L excavator and two D400E rock trucks to complete the clearing and grubbing of trees and vegetation inside the right-of-way for the highway relocation. Clearing and grubbing debris were hauled to and stockpiled at the right abutment staging area.
On April 13, 2004, a Cat 330L excavator, Cat D8N dozer, and two D400E rock trucks were used to complete the stripping of topsoil inside the right-of-way for the highway relocation. The topsoil was hauled to and stockpiled at the right abutment staging area.
During the topsoil stripping, the contractor encountered several springs surfacing on the uphill side of the right-of-way. If not taken care of, this water which runs down across the right-of-way would saturate the subgrade and future road embankment construction, and jeopardize the road stability. Therefore, on April 22, 2004, COPR No. 1 was issued to the contractor for installing 6-inch perforated pipe, drain rock, and filter fabric to collect and route the water away from the road construction area.
On April 26, 2004, installation of the 6-inch perforated drain pipe, drain rock, and filter fabric began at station 20+50.
East Saddle Dam Flow Control Access Road
On April 2, 2004, the contractor began clearing and grubbing of trees and vegetation for the Flow Control Access Road between stations 1+00 and 28+00. Clearing and grubbing debris were hauled to and stockpiled in the staging area downstream of the East Saddle Dam for future chipping operations.
On April 16, 2004, the contractor completed excavation and embankment construction to subgrade for the East Saddle Dam Flow Control Access Road between stations 1+00 and 28+00. East Saddle Dam
On April 7, 2004, subcontractor, Epic Engineering completed slope staking for rough excavation/overburden removal between stations 8+00 and 39+00.
On April 12, 2004, a Cat 330L excavator and two D400E rock trucks were used to complete the clearing and grubbing of trees and vegetation for the East Saddle Dam excavation between stations 8+00 and 39+00. Clearing and grubbing debris were hauled to and stockpiled in the staging area downstream of the East Saddle Dam.

On April 21, 2004, the contractor completed stripping topsoil between stations 8+00 and 39+00. This topsoil was hauled to and stockpiled in the staging area downstream of the East Saddle Dam.
On April 19, 2004, silt fencing was installed on the downstream side of the stockpile staging area for the East Saddle Dam construction activities.
On April 22, 2004, the contractor utilized a Cat 320BL excavator and two D400E rock trucks to begin removal of overburden material to bedrock on the East Saddle Dam at station 39+00. By the end of the month, the overburden material was removed between stations 26+00 and 39+00. The material was hauled to and stockpiled in the staging area downstream of the East Saddle Dam.
West Saddle Dam
On April 13, 2004, the contractor completed stripping topsoil between stations 26+50 and 37+50 using a D8N dozer and 14G grader.
Temporary Diversion Pipeline
On April 1, 2004, the contractor installed the first 20-foot section of 72-inch HDPE pipe for the temporary diversion pipeline. The diversion pipeline will be 72 inches in diameter for the first 45 feet and then reduce to 60 inches in diameter for the remaining 452 feet.
On April 5, 2004, the contractor placed 2- cubic yards of concrete for an inlet transition wall at the downstream end of the existing outlet works stilling basin.
On April 20, 2004, the contractor completed the installation of the temporary diversion pipeline and the installation of riprap at the outlet end.
On April 21, 2004, Moon Lake Water Users Association started releasing water through the temporary diversion pipeline.
Dike on Natural West Ridge Drain at Toe of Ridge
On April 23, 2004, the contractor completed excavating a bench for the intermediate french drain between stations 23+50 and 40+20 using a D8N dozer.
Aggregate Borrow Area
On April 26, 2004, subcontractor, Geary Construction began processing 3-inch minus granular borrow material at the Fieldsted Pit near Altamont.

The contractor had a two man crew install silt fencing and fiber rolls throughout the construction site.
On April 28, 2004, the contractor utilized B&G Crane Service from Altamont to set the fuel storage tanks in the fuel storage containment area.
Subcontractors
Epic Engineering provided quality control testing for concrete and soil compaction.
Epic Engineering provided construction surveying.
Geary Construction began mobilizing for sand and gravel materials production at the commercial Fieldsted Pit.
Financial
No change orders were issued this period.
Payment was made to the contractor for the amount of $362,535.13. The completed amount to date is $2,116,741.35 with $102,237.07 (approximately 4.8 percent) being held in retention.
The contractor has completed approximately 6.7% of the project in 9.5% of the time.

Activities to be performed during May on the Big Sand Wash Reservoir Enlargement project by the contractor will include:
Continue clearing, grubbing, and stripping of topsoil throughout the construction site.
Continue construction on the SR-87 Highway Relocation.
Develop the Portal outlet.
Continue East Saddle Dam overburden excavation to bedrock. Construction of the Flow Control Structure Access road. Contractor design and complete the Value Engineering proposal of the outlet works tunnel. Continue processing aggregate materials at the Fieldsted Pit.
