In 2013, Ukraine jumped onto the shale map. Two events of significance
happened:

Early in 2013, Royal Dutch Shell signed a deal that comprised nearly 8,000
square kilometers in the east - the Yuzivska field. Then in the first week of
November, Kiev signed a $10 billion production-sharing agreement with
Chevron. The plan aims for exploration and production from the Olesska
field in the west of Ukraine, an area that comprises some 6,300 square
kilometers.

As the Financial Times reported, the 2004 Orange Revolution, which briefly
installed a pro-western government, did not then open doors to foreign
owned oil companies. But the current president, Viktor Yanukovych, has
turned to foreign owned oil companies to provide the muscle and
know-how to commercialize unconventionals, and offshore resources as
well, via an ExxonMobil led consortium.

Poland, on the other hand, has managed to shun foreign investors and has
yet to see a state owned company in Poland in joint venture with a foreign
owned operator. Ukraine seems quite willing to let anyone to the table.

oil increased over the last quarter. The EIA reports that recently improved pipeline
networks and crude-by-rail links facilitated direct delivery from production areas
to refining centers, which helped move the shale-related oil glut.

it turned out - made an upfront commitment of spending a minimum of USD 31 million in exploration. The
company was granted a seven-year permit as well as
a ten-year license for conventional oil. Chevron was
also involved in the nearby 2,400 square kilometer
Rietavas oil and gas field, where Lithuania-registered
LL Investicijos and Chevron had a 50 percent stake
each. Following Chevrons withdrawal, the government
is now working on a new bid to attract investment.

DEAL IN Ukraine
By agreeing to a government draft for a productionsharing agreement with the US-based energy company Chevron, local authorities of Ivano-Frankivsk
region in western Ukraine cleared the final hurdle in
the way of a USD10 billion deal.
The deal was eventually signed in early november.
In August, the regional authorities rejected a previous
version of the agreement on the grounds of environmental concern, underground water pollution in
particular, in this region famous for tourist resorts.
Two weeks later, adjacent Lviv region gave its nod
to the Chevron deal as well. Earlier in September,
Ukraine allowed shale explorations in the easter Yuzivska gas play, signing a $10 billion contract with

which was announced by the British
government, which has been taken as
a positive sign for investors. Plans announced in July could provide a reduction in taxes on shale gas revenue from
62% to 30%. The Chancellor of the
Exchequer George Osborne said: We
want to create the right conditions for
industry to explore and unlock that
potential in a way that allows communities to share in the benefits. I want
Britain to be a leader of the shale gas
revolution because it has the potential
to create thousands of jobs and keep
energy bills low for millions of people.

The recent history of unconventional oil and gas exploration in Poland began in 2005, when
the first American companies entered
the country, lured in by promising
estimates of unconventional hydrocarbon reserves from the US Energy Information Administration.
It did not take long for the industry
to concentrate in Poland on the Lower
Paleozoic shale at the East European
Craton spread from northern to southeastern Poland. The US experience in
exploitation of shale reservoirs from
the first decade of the 21st century soon
whetted the appetites of Polish explorers as well.
Several major companies entered the
country, amid strong supportive political rhetoric from the government,
and reports indicating the presence of
considerable shale gas resources in

WINDOWS OF OPPORTUNITY?
Results from the new 50 exploration
wells have not changed the picture of
the reservoir in principle, however they
helped to detail the availability of oil
and gas in specific locations. For example, the Upper Cambrian Alum
shale is getting more attention in the
NW Baltic Basin, while the Lower
Llandovery shale appeared surprisingly rich in total organic content
(TOC) in some locations in the Eastern
Baltic Basin, and additionally the Caradoc shale proven to be an interesting
target in NW Lublin Basin and Western
Podlasie Depression.
Distribution of thermal maturity in
the basin, as well as presence of hydrocarbon shows in the Lower Paleozoic
section defined individual zones in the
basin with shale being either immature,
within oil window, liquids window, dry
gas window or even over-mature. This
distribution remains confirmed by new
well data.
A very important outcome of new
wells drilled is the confirmation of the
presence of gas and/or oil saturation of
shale reservoir in nearly every well,
allowing to sustain high expectations
as for the basins potential, which previously was not obvious. In the Eastern

Some of new exploration data obtained
so far by the industry cooled the Polish
shale rush. However it is important to
take into account that in many US and
Canadian basins initial results were
below expectations as well. With two
lateral wells properly fractured we are
only on the very beginning of the learning curve. The core of the Barnett, the
acreage of which is an equivalent to
some 1.5 to 2 Polish concession blocks,
still could be theoretically located between existing new wells. Based on the
first exploration results, however, we
might expect significant lateral variety
in reservoir quality and productivity,
and thus in some less attractive parts
of the basin activity will presumably
soon decay.
It clearly takes patience and money
to complete exploration in a basin as
big as in Poland. To complete just the

While Poland is going to lengths to relax the procedures
for environmental impact assessment of shale gas
projects, the European Commission is working on a
proposal to do exactly the opposite.

tive on EIAs, which is currently undergoing a revision process in the European Union law making bodies, the
European Parliament and the Commission itself.
SIMPLE BUT SIGNIFICANT
The EUs proposal is simple but, if
enters into force, will have a significant
bearing on shale operations in Poland.
In short, it will move all shale gas projects, regardless if theyre exploration,
evaluation or production to the category of projects where an EIA procedure will be mandatory.
By contrast, the change in the Polish
EIA law, which took place in July 2013,
to foster the development of shale gas
in Poland, stated that exploratory wells
drilled to a depth of no more than
5,000 metres will not require impact
assessments. Until now the maximum
depth was 1,000 metres, which put all
exploratory wells under the EIA regime. The 5,000-meter cap will do the

much too far. According to the ministry, the EU is aiming to put bigger
environmental restrictions on unconventional gas than on conventionals,
while the exploratory stage in either
case is similar.
The EU proposal is in line with the
general trend in Europe that has had
shale gas projects slow down or stop
altogether in a number of countries,
mostly due to national law making
bodies and citizens concern about the
environmental impact of shale gas
operations.

MPs has motioned for the Constitu-
