knowingly/and/or intentionally provides false information in a sworn affidavit they may be
subject to criminal prosecution for a violation of Texas Penal Code Sections 37.02 (Peri^iry),

The complainant did not want to provide her telephone number or a copy of my driver's
license.

Today's date is August 7, 2009. The time is 1:45 p.m. I am at the Office of The Police Monitor,
1520 Rutherford Lane, Bldg. 1, Suite 200, Austin, TX 78754, giving my statement to Complaint
Specialist, Carmen Scott.

I want to make a complaint on Austin Police Department employee Don Fields with open
records, Detectives Melissa Stanford (512-974-5911) and Robert Holsonback (512-974-6610).

The dates of the incidents I want to complain about are:


• April 13, 2009 at 10:25 p.m. See Incident Report #09-1032260.
• April 14, 2009 at 2:42 a.m. See Incident Report #2009-1040161.
• April 15, 2009 at 8:56 p.m. See Incident Report #09-1052076.
• April 26, 2009 at 12:26 p.m. See Incident Report #09-1160071.
• April 27, 2009; see email to Detective Sanford.
• On May3, 2009, at 1:52 a.m. See Incident Report #09-1230284.

My complaints are:
1) Detectives Melissa Sanford and Robert Holsonback didn't properly investigate the
crimes against me by Dawn Hagood. Detective Sanford appeared to withhold my initial
report of extortion and being shaken down by Dawn. On or about June 5, 2009, I
requested a copy of the police report through APD Open Records but, I didn't get it. I
did a follow up request but, APD said they didn't have it. I called Chief Acevedo and

then suddenly they had my follow up request. They only have ten days to provide it to
me but, it took Don Fields longer than forty days to provide this information to me.
During a follow up request, an APD employee in Open Records named Maria said
there was no record of my follow up request but, that Don Fields would be back the
following Monday. Don Fields did not provide my requested information in a timely
manner.

2) I had a copy of the rental agreement to prove Dawn was shaking me down for more
money and committing extortion but, Detective Sanford never asked for a copy of it.
Detective Sanford told me she would only investigate the theft of my notebook not
extortion.

3) APD vigorously looked for Dawn's alleged stolen car but, didn't do the same to assist
me with my complaints of extortion by Dawn.

4) Sometime after April 26, 2009, Dawn's father propositioned me with $250 if I left the
house that day. If the detectives would have interviewed me they would have known all
this information.

5) On May 14, 2009, Detective Holsonback sent an email to me where he states he will
conduct this investigation in the same manner that he conducts all of the other
investigations, which is "from a neutral position"..., and "will file any all charges against
any person for which he has sufficient probable cause". When Detective Holsonback's
theft case fell apart, because there was no theft, he did not pursue charges against
them for false reporting against me. Instead, Detective Holsonback just ended it.

6) I contacted APD four times about the false police report against me. However, Detective
Holsonback didn't respond to this until the white false victim contacted him.

7) On May 19, 2009, I emailed Detective Sanford to find out if her report was done
because I needed I copy of it. Detective Sanford responded via email and said she will
close the case at my (the complainants) request. I needed the police report from
Detective Sanford to show what the officer's observed at the scene, why I wanted APD
to investigate Dawn for Extortion and to show all this at the eviction hearing.

8) On or about June 12, 2009, I received the auto theft report and Detective Holsonback's
report on the theft of money. This shows how vigorously APD pursed these
investigations but, not mine.

9) Racial allegation; APD saw Dawn (a white female) walk out of my (black female)
bedroom on the night I called to report extortion and the threatening behavior by Dawn
but, APD didn't do anything to her; she was not arrested. Dawn is allowed to get away
with all this bad behavior.
Narratives to support my complaints
On April 13, 2009 at 10:25 p.m. APD responded to 1103 Richardine Ave., Austin, TX. See
Incident Report #09-1032260. One of the officers that responded was Officer Perez. Officer
Perez told my landlord / roommate, Dawn Hagood, that she couldn't do the things that she was
do to me, like trying to get me out that night. The other officer wanted to know if there was a
place they could take me but, I declined their request. Detective Melissa Sanford is associated
with this complaint and date.

See Incident Report #2009-1040161. On April 14, 2009, at 2:42 a.m., I called APD because
Dawn put my food in bags, threw them outside my bedroom door and opened the ketchup
bottle in the bag, which got all over my food. She said here's your food and then said the "B"
word. Somehow APD rationalized it was okay for Dawn to do all these inhumane things to me
without arrest. Officer Perez was one of the Officers that responded again but, didn't arrest
Dawn (a white female) for doing what she did to me (a black female). Detective Melissa
Sanford is associated with this complaint and date.

See Incident Report #09-1052076. On April 15, 2009, at 8:56 p.m., I called APD because
Dawn and one woman came upstairs to do whatever to me. No officer conduct is associated
with this complaint, I just want to show that the officers came to the residence, left, but didn't
arrest Dawn for her conduct towards me. When Detective Sanford and Holsonback looked at
the long list of incidents this should have helped Detective Sanford and Holsonback. Why
didn't they see Dawn was making false police reports and then see the seriousness of the
situation?

About April 16, 2009, Dawn said she's gonna kill me and mentioned she had a gun but, she
didn't go down stairs to get it. Later, Dawn said she could hire someone to kill me.

On April 19, 2009, Detective Sanford emailed me asking for the name of the attorney looking
into my complaint against the Texas Workforce Commission. I mentioned this to point out
Detective Sanford's interest in this information.

See Incident Report #09-1160071. On April 26, 2009, one of Dawn accomplice's called (a
woman that was in the home on April 13, 2009) APD at 12:26 a.m. to report I stole her money.
Detective Holsonback is associated with this complaint. I called APD three times on April 26,
2009, in reference to solving this false police report.

On April 27, 2009, I sent an email to Detective Sanford with a description of my notebook
because, although she told me she would investigate the theft of my notebook, Detective
Sanford never got a description of my notebook. See copy of email to Detective Melissa
Sanford dated April 27, 2009.

See Incident Report #09-1230284. On May 3, 2009, at 1:52 a.m., Dawn called APD and made
a false police report against me. When APD arrived the officer talked to Dawn, came up stairs,
looked at me, smiled and left. No officer complaint here, I just want to show a pattern of
Dawn's conduct and none of the detectives did anything to properly investigate the matter.
I can read, write, speak and understand the English language and this statement, consisting of
four typed pages and six pages that I provided, is true and correct to the best of my knowledge
and belief.

I am the Detective assigned to investigate the case in which it has been alleged that you took $395 in cash from the purse
at Ms. Hagood's house. I have not contacted you up to this point because I had not been contacted by the owner of the
purse until now i understand that you assert that this report is false and ! assure you that I will conduct this investigation in
the same manner that I conduct all of other investigations, which is from a neutral position in which I seek the truth. Also,

Dear APD CE Command:

The FBI recently released a statement about the proper handling of extortion. They say tc
report it your local law enforcement for investigation. I did as the FBI directed.

.About 4-13-09, I called APD and told them I was the target of a "shakedown" by Dawn
Hagood. One of Hagood!s accomplices made a false report about 4-26-09.

When will I be contacted about this false report made against me? Another one was made
about Sunday May 3 by Dawn Hagood from the same address., AP3944 is listed as the ciet on the
4-26 incidento I did not see a report for the second false report.

I've been told that APD is not investigating the crime of extortion against, me, but the
theft of my notebook. I find it cruel and inhumane for APD to allow certain people in the
community to be victims of crime after crime after crime without investigation.

I think one person should be investigating the false police reports by Dawn and Tami and this theft as paft of
the extortion case. Of course, APD is not pursuing extortion against Dawn or her accomplices.

Dear Ms. Black:

This letter is to advise you that Austin Police Department Internal Affairs Division has completed
their investigation into your complaint. If you would like to know the outcome of the investigation,
please give me a call so that we can schedule a Police Monitor's Conference here in our office.

At the Police Monitor's Conference; you will learn details of the investigation, be able to ask
questions about Austin Police Department policy and procedure, and provide any additional
information about your complaint, which we will pass on to Internal Affairs Division. All Police
Monitor Conferences are tape recorded and copies may be provided to the City Manager, Chief of
Police, or the Citizen Review Panel upon request.

If you are dissatisfied at the end of your Police Monitor Conference, you may request that the Police
Monitor refer your case to the Citizen Review Panel, which is a group of seven citizens that review
cases and make recommendations to the Chief of Police. The Panel has the authority to:

• recommend to the Chief of Police that Internal Affairs Division conduct further investigation;
• request that the Chief of Police reconsider his decision;
• make a policy recommendation to the Chief of Police;
• request an independent investigation, in certain cases; or
• affirm the recommendation of Internal Affairs Division.
