Barker for Sheriff
Protecting Peoples Rights

What makes me qualified to serve the people of
Stevens County as their Sheriff?

I worked for the Washington State Fire Service for 20 years. During that
time I earned a position as a WSFS Instructor, which included being an
EMS Instructor and EVAP Instructor.

My career started at the Bonnie Lake, Washington Fire Department
followed by serving the Kirkland Fire Department for 10 years. My
family and I moved to Stevens County (Loon Lake area) and have lived
there for 32 years. I retired from the Fire Service in 1992 after achieving
a position as District Training Officer for Stevens County Fire 1.

During my years in the Fire Service, I also worked as Investigator in the Tacoma/Seattle area
recovering stolen autos and heavy equipment among other investigative tasks.

While living in the Fife, Washington area, I went under-cover for the Fife Police in order to eliminate
the drug problems from the Elementary, Junior High and High School. The schools were all located
next to each other on the same street which resulted in drug availability and distribution to school
children of all ages. This situation was of great concern to the parents of the children.

The duties of the Sheriff are primarily administrative in nature. The majority of my lifelong
experiences stem from active involvement to administrative oversight, such as Command Staff,
Administration/Records and Communications/911 Division.

The people in the community that know me personally also know me to be a doer and not just a talker.
I get things done. The Sheriffs primary function is administrative and supervisory, and of those
qualities I have many years of experience. Honoring the Constitution and protecting the peoples rights
to life, liberty and property is of utmost importance to this candidate for Sheriff.

It is my pledge to insure that any state or federal agency that enters the jurisdiction of our County will
first provide proof of their jurisdiction and authority. They must also provide proof of a timely sworn,
subscribed and filed Oath of Office with a certified copy of the Fidelity/Performance/Surety Bond
which matches, and securitizes their Oath of Office.

The people of Stevens County have expressed to me that they want their unalienable rights and
property rights protected from injury not wait until they and/or their property have been violated
or damaged before someone takes notice and investigates.

The old saying is still true today: An ounce of prevention is more valuable than a pound of cure.

As your Sheriff, it will be my principal duty to protect your rights. My staff and the service of the
Peoples needs come first. I would appreciate your support and your vote.
