PORT DESCRIPTION
Location: Constantza is situated on the W coast of the Black Sea, about 179nm from the
Bosporus and 85nm from the mouth of Sulina branch, through which the Danube flows into
the sea, approx 250km E of Bucharest.
General overview: It is the principal port of Romania and the largest on the Black Sea. It
covers an area of 3,600ha and the handling capacity of the port is 85,000,000t annually.
The port is confined by the N and S breakwaters, lengths 8,874m and 5,560m respectively.
There are 133 berths with a total quay length of 28.5km.
The port complex consists of the Old Port to the N and the New Port to the S.
The North Port is entirely operational and consists of 12 basins, water depth between 7.0m
and 13.5m, 15.5km of quay and 82 berths, and has specialised terminals for ores, coal, crude
oil and oil products, grains, chemical products, rolled metals, containers, general goods for
platforms and warehouses.
The South Port, to the S, is partly operational. There are 13km of quays, 25 operational berths
and handling capacities for ores, coal, phosphate, crude oil and oil products, rolled metals,
general goods for platforms and warehouses. Part of the traffic is managed in the ro-ro and
ferry system.
The South Port encompasses the entrance into the Danube - Black Sea Canal which is part of
the most important European waterway, the Rhine - Main - Danube corridor.
According to the EEC-UNO standards, the Danube - Black Sea Canal ranks in the "F" class of
inland canals (length 64.4km, width 90m, water depth 7.0m, bridge clearance 17m, 2 double
locks at Cernavoda and Agigea) and it allows convoys of 6 barges of 3,000t each or vessels
up to 5,000dwt.
There are 3 commercial ports along the canal, Cernavoda, Medgidia and Basarabi (see
separate entries) available for the transhipment of cargo and passengers.
In order to tranship cargo into river vessels (barges) the South Port has a specialised rivermaritime basin.
Of the cargo handled at Constantza, 80% is bulk cargo. Of that, half is liquid cargo, mainly
crude oil and derivative products and the other half is solid bulk cargo, mainly iron ore and
non-ferrous ores, coal, coke, phosphate, apatites, steel products and cereals.
The general cargo consists of imports of industrial equipment, foods, fertilisers and chemical
products, clothes, electrical appliances and exports consist of furniture and wood products,
metal products, fertilisers and chemical products, foods, textiles, glass products and cars.

Traffic figures: 1997: 42,400,000t of which 12,200,000t liquid bulk, 23,300,000t solid bulk
and 6,900,000t of general cargo of which 700,000t is containerised.

separation line. (Colreg Rule 10bI and 10bII) A vessel that is not able to comply with the

requirements of the traffic separation scheme shall inform the Traffic Control Station well in
advance. In such circumstances, the Administration may temporarily suspend the particular
traffic separation scheme, or sections of it and inform vessels sailing in the area and advise
them to vessels which cannot comply with the traffic separation scheme, the Administration
may temporarily suspend two way traffic and regulate one way traffic to maintain a safe
distance between vessels.
2.15 Proceeding under sail or oars, swimming or fishing in the traffic separation scheme is
forbidden.

present a Call Point Report when reaching certain positions.
6.
Currents and limited visibility:
a.
When the surface current speed in the Strait of Istanbul exceeds 4kn or when N'ly
surface currents are caused by S'ly winds, then large vessels and deep draft vessels with a
speed of 10kn or less will not enter the Straits and will wait until current speeds are 4kn or
less, or the N'ly currents have stopped.
b.
When the surface current in the Strait exceeds 6kn or when strong N'ly currents are
caused by S'ly winds, then large vessels and deep draft vessels, whatever their speed, will not
enter the Strait and will wait until current speeds are less than 6kn, or the strong N'ly currents
have stopped.
c.
At the Strait of Canakkale vessels, the difference between whose speed and the main
surface current is less than 4kn, will not enter the Strait and will wait for the current's speed to
diminish. Vessels, the difference between whose speed and the slowest current speed is less
than 4kn, will pass through the Strait with tugs which will be determined by the Port
Authority according to the tonnage of the vessel.
d.
Information on currents will be provided by the Traffic Control Centre to the vessels
concerned.
