The Role


Basic Job Description:

Plan, direct, coordinate, or budget, usually through subordinate supervisory personnel, activities
concerned with the construction and maintenance of structures, facilities, and systems. Participate in
the conceptual development of a construction project and oversee its organization, scheduling, and
implementation.

Site construction management- managing all types of structure works with pure contractor experience
in low rise to high rise buildings in UAE.

Job Duties and Tasks for: "Construction Manager"

1) Schedule the project in logical steps and budget time required to meet deadlines.

2) Determine labor requirements and dispatch workers to construction sites.

3) Inspect and review projects to monitor compliance with building and safety codes, and other
regulations.

4) Interpret and explain plans and contract terms to administrative staff, workers, and clients,
representing the owner or developer.

5) Prepare contracts and negotiate revisions, changes and additions to contractual agreements with
architects, consultants, clients, suppliers and subcontractors.

6) Obtain all necessary permits and licenses.

7) Direct and supervise workers.

8) Study job specifications to determine appropriate construction methods.

9) Select, contract, and oversee workers who complete specific pieces of the project, such as painting
or plumbing.

10) Requisition supplies and materials to complete construction projects.

11) Prepare and submit budget estimates and progress and cost tracking reports.

12) Develop and implement quality control programs.

13) Take actions to deal with the results of delays, bad weather, or emergencies at construction site.

14) Confer with supervisory personnel, owners, contractors, and design professionals to discuss and
resolve matters such as work procedures, complaints, and construction problems.

15) Plan, organize, and direct activities concerned with the construction and maintenance of
structures, facilities, and systems.

16) Investigate damage, accidents, or delays at construction sites, to ensure that proper procedures
are being carried out.

17) Evaluate construction methods and determine cost-effectiveness of plans, using computers.

18) Direct acquisition of land for construction projects.



Construction Manager

The Role


Plan, direct, coordinate and manage construction activities in assigned project area to ensure project
progress and completion in accordance with overall project plan. Coordinate consultants and
contractors in the assigned area to keep project compliant with Budget, Schedule, Quality and HSE
requirements. Ensure QPM Corporate Construction Procedures are followed.

Plan, monitor and manage execution of construction activities in assigned area to ensure on time in
budget high quality completion

Undertake comprehensive project planning in close consultation with project engineers covering
activities of all engineering disciplines to schedule the project in logical steps and budget with
appropriate time, resource and effort estimation required to meet deadlines.

Study and analyze contract documentation to determine appropriate construction methods,
alternatives and processes

Ensure that all necessary construction permits and licenses have been obtained.

Determine labor requirements and coordinate with contractors to dispatch workers to construction
site; review delivery schedules, plans and contract terms to manage construction site activities.

Monitor and reviews progress of daily construction work to monitor compliance with building and
safety codes and other applicable regulations.

Assist in preparing contracts and negotiate revisions, changes and additions to contractual
agreements with architects, consultants, clients, suppliers and subcontractors.

Direct and supervise construction superintendents and conduct routine project site inspections.

Select, engage and oversee workers to complete specific pieces of the project, within time and
budget.

Reviews contractor requisitions for supplies and materials to complete construction projects.

Take appropriate follow up action to deal with the results of delays, bad weather, or emergencies at
construction site including overall project risk management action.

Confer with supervisory personnel, owners, contractors, and design professionals to discuss and
resolve matters such as work procedures, complaints, and construction problems.

Investigate damage, accidents, or delays at construction sites, to ensure that proper procedures are
being carried out.

Finalize and manage scope, schedule, quality and budget changes as necessitated by the change
control system.

Confirm to given Quality and HSE specifications and perform additional assignments as per
directions given by the Project Manager

Synergize with the project commissioning team to ensure that all projects are meticulously
commissioned to deliver world class standards of quality to QPM clients.

Reviews and Monitors timely reporting of project progress Ensure achievement of time, quality, cost
and HSE goals on project

Review and comment on all budget estimates and schedules submitted to the Project Manager.

Ensure timely preparation of various progress and cost tracking reports.

Present reports to management and client as required.

Monitor and anaylze reports on scope, quality, cost, and time to ensure that the project is on track.

Follow up with relevant parties for corrective, preventive and defect repair.

Ensure documentation for claims management.
Ensure appropriate usage and application of the
Project Management System (PMS) with respect to entry and analysis of work related data for day to
day functioning to facilitate seamless communication of all relevant (technical/non-technical)
information across the organization on a real time basis for maximum effectiveness.

Drive and manage internal and external relationships for effective and efficient achievement of project
goals

Coordinate with design, QA/QC, HSE and procurement teams on construction progress aspects for
assigned area.

Liaise with project parties and client for critical decisions as required.

Provide leadership, ongoing guidance and support and motivate the project teams

Drive goal setting and performance appraisals for construction superintendents.

Oversee appropriate project orientation and provide specific skill and functional knowledge
development as required for the team members.

Communicate information, policies and decisions to project team in a timely manner.

Complete performance appraisals for team members.

Ensure safety and well being of team members on site.

Oversee implementation of recognition and reward system.

Develop and implement training programs for project team.

Create industry networks and benchmarking opportunities

Maintain professional relationships with peer professionals in the industry.

Maintain awareness of industry best practices in PMC.

Adapt and adopt leading construction management concepts and best practices into QPM.

Ensure compliance of all project work with various government and market requirements,
specifically 100% EHS and environmental laws compliance.

Manage all labour disputes, issues and escalations from project site as per standard QPM policies
and practices.
Requirements


Bachelor's Degree in Engineering

15 years experience

Construction Manager
J&H - Abu Dhabi

Preparation and review of logistics plan and identification of site requirements.
Agreeing with Logistics department for packaging and delivery sequence
Reviewing drawing details and identifying problems and offering solutions for the safe and best
techniques of installation.
Preparation and issuing materials samples
Arranging site surveys and early installation of embedment.
Review of method statements and Quality plans and then the production of safe Systems of
Work.
Attend PMU and VMU to monitor installation against Method statements and QA/QC recording
observations and standards.
Reviewing tender returns and interviews with Labour contractors and agreeing labour levels and
requirements (levels) for installation works.
Checking and agreeing access and plant requirements with the Logistics team in the UAE
including site set up and communications requirements
Site activities
Supporting the Project Leader with the effective implementation of the Site SMS and QMS.
Full responsibilities and take in charge of the Project in the absence of the Project Leader.
Being familiar with all Health, Safety and Quality aspects of the project and ensuring that the
site health, safety and quality plan, inspection & test plains implemented and effective.
Ensuring that systems are established to ensure that site personnel are aware of specific site
risks by way of training / tool box talk / safety inductions.
Ensuring that quality and inspection and test plans are developed and implemented for site
installation activities and broadcast to relevant employees, subcontractors and interested parties
(as required by contract)
Cooperating and supporting with the Health, Safety and Quality Manager and Inspectors
appointed by the BJCW.
Ensuring that all sub contract organizations utilised are assessed with respect to health, safety
and quality performance/history.
Ensuring that the organization responsible for the overall management of the site (main
contractor) is formally notified in the event that any site conditions/practices are considered to be
unsafe and/or not as agreed (non conformance system)
Ensuring that all unsafe acts/practices/conditions, non conformances is reported and addressed
in accordance with Company policy.
Ensuring that systems are established to ensure that site personnel are aware of specific site
risks by way of training/tool box talks/safety inductions
Ensuring that project specific safe systems of work (including method statements and site SMS)
are planned and implemented on sites and that risk assessments are carried out and broadcast
to relevant employees, subcontractors and interested parties
Ensuring that a good personal example in matters relating to Health, Safety and Quality is
maintained at all times
