House okays bill strengthening use and display of national symbols

The House of Representatives has approved on third and final reading a proposed measure
strengthening the rules on the proper use and display of the countrys national symbols.

)ode of the .hilippines, but also ill prescribe standards in the singing of the .hilippine 2ational

<nder the measure, the rendition of the 2ational 0nthem shall be in accordance ith the
musical arrangement and composition of -ulian 4elipe, in 2=4 beat hen played, and ithin the
range of "00 to "20 metronome, in 4=4 beat hen sang.
The 2H)., in coordination ith the proper government agency, shall disseminate an
official music score sheet that reflects the manner in hich the 2ational 0nthem should be
played or sung ith fervor.
1n addition to the .ledge of 0llegiance to the .hilippine 4lag, the *ath of .atriotism
$.anatang +a>abayan' shall also be recited in its original form hile standing ith the right hand
ith palm open raised shoulder high, and shall be recited in all basic education institutions after
the singing of the 2ational 0nthem.
0s a sign of mourning, the flag shall be flon at half?mast for any period less than seven
days in all the buildings and places here the deceased as holding office on the day of official
announcement of the death of officials, such as the .resident or former .resident for ten days@ the
Aice .resident, the )hief -ustice, the &enate .resident and the House of Representatives &pea>er
for seven days@ the incumbent members of the &upreme )ourt, the )abinet, )ongress, and
persons as may be determined by the 2H)..
To give due recognition and tribute to the selfless dedication of public school teachers and
as a sign of mourning, the flag shall also be alloed to be flon at half?mast on the day of the
official announcement of the death of a retired or incumbent public school teacher, for a period of
not more than five days on the %epartment of #ducation schools or district offices here the
deceased as assigned to teach.

oned and or controlled corporations and local government units are en:oined to observe flag
days ith appropriate ceremonies.

0ll offices, agencies and instrumentalities of government, business establishments,
institutions of learning and private homes are obligated to display the flag from +ay 25 $2ational

0ll local government units are directed to allocate appropriate sums for a flag code public
aareness program as ell as the proper implementation of the provisions of the flag code.
The 2ational Historical )ommission of the .hilippines may prescribe appropriate
penalties in the implementing rules and regulations of this 0ct other acts or omission hich shall
be deemed disrespectful, and thus prohibited, relative to the flag, national anthem, great seal,
