Fund (PDAF) andMalampayaFund seams. This affidavit will alsotouch on

cour s~d thr ough the Oep r tment of Tr anspor tation and Communication
(DOTC) and otHer tr ansac ions that 'I have per sonal knowledge of, but the

the exclusion of my childr en James Chr lstopher Lim Napoles and Jo
Chr istine Napoles fr omtheabove~entioned Complaints. My childr enhad
no knowledge, par ticipation and ~volvementwhatsoever in the subject
cases. They had executed counter -akdavits to pr ove their innocence in the
char ges madeagainst them.

nor contr ol any legislator to give me his or her PDAF and disbur se it as I
please. I also did not.conceptualize the for mation of NGOs as well as their
functions. I amnot and was fever an elected official nor an accountable
gover nment officer or employee. .
14. Second, the Pr ior ity Development Allocation Fund (PDAF)
existed even as ear lyas 1922. 1was not even bor n then nor my par ents. In
1~22, it was named.as the Piblic Wor ks Act. Even as ear ly as. 1925, the
misuse of the funds mthe for mof por k bar r el was alr eady questioned, The
PDAF, as known today, eVOlr edfr omMindanao Development Fund and
Visayas Development F.u~d.ir 1989, ~()untr ywid~Development Fund in
1990, then Congr ess Initiative All~catlon befor e It was called the PDAF
which we r efer to today. ~Ughit changed names over the year s, the
function anduseof thesaid 'Idhaver emainedthesame.

agents ar e Ruby Tuazon, Ma~a Santos, Patr icia Gay Tan, Jen Cor puz and
Allan Ruste among other s. A~Iagents they r eceive an estimate of 5-10%of
the total pr oject cost as their commission. Thepr imar y r ole of the agents is
to followuptheagencies andlfgi~lator sfor thepr ocessingof thedocuments

15%commission.

one time, she also Offjr ed a one (1) Billion wor th pr oject cour sed
thr ough DOTC using Fir st Allied United Enter pr ises. Luckily, I never
,pushed thr ough beca1se. after sometime I found out that they
pr oceeded wiiththe pr ojecf with so many ir r egular ities. She was also
